Weather Bulletin Issued from the National Weather Forecasting Centre Nadi at 7:30pm on Friday the 26th of February 2016

Situation: A trough of low pressure with cloud and showers lies slow moving to the west of Fiji. It is expected to gradually move westwards away from the group. Flood Alert: A flood alert is in force for the low lying areas at Rakiraki Station downstream off Rakiraki Town. Rakiraki level at 9:00pm: 2.2m which is 0.3m above alert level and decreasing.

Forecast to midnight tomorrow for the Fiji group:

Cloudy periods with some showers over Lau, Lomaiviti, Yasawa and

Mamanuca group, the eastern and interior parts of larger islands.

Elsewhere, afternoon or evening showers. Isolated afternoon or evening

thunderstorms likely. Moderate east to northeast winds, fresh at times.

Moderate to rough seas.

Tropical Disturbance Summary:

Tropical Cyclone Yalo Centre 995HPA Category 1 was located near 22.3S,

152.1W at 260600 UTC. Cyclone moving East-SouthEast at about 08 Knots.

Maximum 10-minute average winds near the centre estimated at about 35

Knots.

3. GENERAL COORDINATION

Continue to synchronize the input from the Divisions and the essential Agencies to the flow of information from the NEOC to the Future Ops (Planning) Cell and to Macro Economics and AID Coordination Cell, Logistics and the Current Ops Executive Cell

Coordination with NEOC RFMF Ops for the monitoring of the deployment of

Government efforts to affected areas Strengthen the verification of details on casualties with the Police Command

Coordination Centre and Police posts on the ground

Strengthen the verification of details on the distribution of rations and statistical feedbacks from divisional EOC’s on the number of families that have received assistance.

Strengthen verification of deployment of rations by foreign military forces.

4.2.3 Update: Fiji Electricity Authority

4.2.3.1 Power Restoration Update on major transmission infrastructure

FEA has started excavating temporary road access to the tower that has cut off power supply from Wailoa station to Western Division

Twelve out of two hundred and ninety six (296) poles are down on the said line. This power line transports power from Vuda towards Ba, Tavua & Rakiraki.

Vuda to Rarawai 33kV sub-transmission line

Contractors are expected to starts work on the site on Wednesday, 24th February, 2016.

4.2.3.2 Power Restoration on area around Western Division

Power supply has been restored on areas around Sigatoka, Nadi, and Lautoka. Detail report is attached.

* Lomaloma (Wednesday afternoon medivac)

* Gau and Lomaloma (last night - Goundar shipping)

Food and water rations for local health staff and the CWMH teams have been sent together with the teams;

With the help of CP - FPBS, medicines have also been sent with the medical teams to Koro, Levuka, Gau and Lomaloma.

A vehicle was sent last night to Lomaloma to facilitate transportation; A 7.5 KVA generator was sent last night to Lomaloma hospital to provide power

supply Further medical supplies will be sent to Levuka this afternoon through Patterson

Shipping from Natovi It is now clearer that only the island of Vanuabalavu and whole of Lomaiviti group

are affected in the Eastern division. The networks to Lomaiviti and Vanuabalavu are still down/poorly accessible - this

will greatly affect the reporting and updates from these disaster affected areas. Other Reports from Koro and Lomaloma may have been received by NEOC and

hence will not be reported here to avoid duplication or confusion. A 7.5KVA generator is being scoped for delivery to Koro H/C ASAP 5 cases evacuated from Koro to CWMH. 1 from Nawaikama NS to CWMH.

EOC for Labasa Hospital/DMON now operation from DMON’s Office. 1 6 year old patients was report from head injury transferred from Nabouwalu

Hospital. Case is now stable and will await transferred to Children’s Ward. Report provided earlier in the day – trees uprooted but no major damages to

facility. 2 AC units need urgent repairs – due to power fluctuations. 5 cases were transferred from to Labasa Hospital (1 Taveuni/2 Savusavu/2 from

Nabouwalu. All waiting for Operation this afternoon when report was received at 5pm. Updates received at 5pm.

Labasa in full operation but standby generator is on for backup electricity supply.

5.2.4 Way Forward:

a. 4 x new Portable sawmills to be purchased (North, Central, Eastern, and Western) to

assist with the rehabilitation. Milling timber for buildings from fallen trees.

b. 8 x chainsaws to assist with the rehabilitation (2 per Division)

c. All stations cleaning up stations where can, both Fisheries and forestry.

d. Assessment teams from both Fisheries and Forests doing estimates on damages so as to

ascertain costs that will assist request for funding for rehab.

6.3 AIRPORTS FIJI LIMITED

All our aerodromes are now operational following a special assessment trip by Airports Fiji Limited to Lau yesterday. (23/02/16)

At 1500 yesterday AFL had issued a status update to all stakeholders advising them that our runways at Cicia, Lakeba, Moala and Vanuabalavu in the Lau group were operational.

We were able to establish contact with people on the ground at Ono-i-Lau at midday today making it the last of our outer island stations to be cleared for landing.

On Tuesday Koro and Bureta were cleared and on Monday afternoon Savusavu became operational.

AFL’s 13 outer island stations are now operating however damages to some of our terminals means operations are restricted.

Our terminal building in Koro and Vanuabalavu are completely destroyed whilst the fire station in Savusavu is severely damaged.

No further update from AFL as at 1600hrs at 26/02/16

7. WAY FOWARD

Slow response from the respective Public Utilise Organizations as well as all

Divisional Emergency Operation Centres; All Divisional Emergency Operation Centres need to give detailed and exact data

relating to Evacuation Centres and evacuees; Medical Heads to provide clear and correct data on the causalities, injured and

deaths Collation and update of information on Distributions of Rations in all Divisions

and timely submissions of information to Planning & Future Ops.
