Foreword
Associate Professor Dr. Razali bin Hassan,
Director
MyRIVET
The Controlled Movement Orders imposed by the Malaysian government in order to
combat the COVID-19 pandemic have given significant impact to our beloved country.
One of the sectors which is greatly affected is the education sector, specifically the
Technical and Vocational Education and Training (TVET) field. In these unprecedented
times, let us uphold our values as the key drivers of TVET, by adapting to the new norms
in our working and learning environments with a positive attitude. Truly, it is a time for
us to reflect on the hidden blessing behind this challenging period of our lives.
In this opportunity, let us take the time to appreciate the efforts by the Malaysia
government in supporting the continuity of TVET. Recently, in the presentation of
Budget 2020, Tengku Datuk Seri Zafrul Tengku Abdul Aziz, the Minister of Finance has
announced the allocation of RM 6 billion to strengthen TVET. We should play our roles
accordingly, in order to maintain the quality of this globally-recognised field of ours. As
a token of thought, I leave you the quote by the successful entrepreneur Bill Ford,
“While the challenges are great, so are the opportunities”
Let us unite to embrace the changes in our lifestyle and explore new opportunities, in
the efforts of maintaining the quality of TVET.

The Innovative Home-made Product Challenge (IPro) is a competition introduced for the
first time by MyRIVET to encourage building of innovative and creative solutions that are
applicable to the current sophisticated home. It is believed that through this
competition, the significance of galvanising the innovations into actions will be
highlighted and the participants can maximise their potentials in improving life quality
at home, in conjunction with Movement Control Order (MCO) period.

This interactive international online forum is held and streamed online via Google Meet
to discuss on the curriculum and Instruction in Online Learning. This forum is moderated
by Dr. Mimi Nahariah Azwani Mohamed, Center for Language Studies, from MyRIVET
UTHM team. The three esteemed panelists were Assistant Professor Dr. Rosemaliza
Mohd Kamalludeen from International Islamic University Malaysia, Honorary Associate
Professor Gloria Dall'Alba from The University Of Queensland, Australia and Professor
Nan Bahr, the Deputy Vice-Chancellor for Students, from Southern Cross University, New
South Wales, Australia. As most countries in the world is coping with Covid-19 pandemic,
this forum provided teaching academics some pointers to embark on online teaching
curriculum and innovative instruction to be used in online learning. There are several
related questions posed by the forum viewers after the forum ended and answered in

TVET Article Meeting the COVID-19 Challenge: TVET Teaching Methods
The pandemic of the COVID-19 pandemic made the global community receive an impact
not only economically but also the education delivery system around the world. This is
due to the restricted movement control measures (PKP) or completely closed taken by
some countries making students not allowed to go to schools, institutions of higher
learning (IPT), public skills training institutions (ILKA) and access to education become
limited. Alhamdulillah, the latest situation allows access to training directly with certain
standard operating procedures (SOPs). Therefore, this situation causes the management
of the relevant institutions to think about what steps can be taken to implement the
Learning and Facilitation process (PdPc) if this PKP continues for a longer period of time.
The field of Technical and Vocational Education and Training (TVET) in particular
receives an impact when these PKP measures are taken because TVET basically requires
trainees to receive specialized knowledge, skills and attitudes training from highly skilled
instructors. This is to produce trainees who are able to become semi-skilled and skilled
workers for the needs of a skilled workforce in meeting the needs of the industry in
Malaysia. PdPc in TVET which requires learning by making or hands on has basically
developed well especially through the introduction of learning methods and techniques
of competency-based assessment (PBK), online learning system (PDT), technology in the
industrial revolution 4.0 such as data analytics while (big data analytic), virtual learning
through artificial intelligence and virtual reality, augmented reality, Massive Open
Online Courses (MOOC) and many more.
Student-centered teaching approaches such as the use of problem-based
learning, inquiry-based learning, mastery learning and alternative assessment methods
can be integrated with the use of technology in line with technology, pedagogy, content
and knowledge (TPCK) approaches. Therefore, instructors and lecturers in the field of
TVET can use various PdPc methods for theory and practice as follows:
-
28
1) Theoretical and practical teaching is done online completely (trainee and trainee
centered mode).
This method can be done with theoretical presentation made through PdPc video
recording by the instructor or lecturer completely, the use of open source from free
video sharing sites such as Youtube or students to find materials and build their own
learning materials and present in flipped classroom. Educational challenge 4.0 our
students and trainees are co share PdPc material as developers along with instructors.
The use of video from open source assisted Smartphone’s that focus on virtual reality,
augmented reality can be used but hands on skills are affected due to the actual practical
tasks are not done just watching the practical process through video on the Smartphone.
However, this step can be overcome with self-learning if the trainee has related
equipment or machines at home that can be used for practical activities such as planting,
cake making, sewing and cooking.
2) Theoretical teaching online while practical is implemented in meeting with limited
control measures (instructor-centered dominant mode). This method requires
theoretical PdPc to be done as the first method but the practical implementation is
implemented face to face with limited movement control measures at the end of the
semester, especially this Feb 2020 semester. This is learning by making or experience is
the basis of PdPc TVET with trainees does all the work steps that are necessary in the
activities for a job and related tasks. For example, the theory of tire replacement method
is done online but the practice is implemented at the end of the semester using a real
car to ensure the skills of trainees to change car tires. However, agricultural practices,
especially crops and livestock, take a long time to be implemented by bringing trainees
to real farms to do simple and compact practices in the industry.
3) Teaching and learning by learning self-regulation online combination and face to face
in cyberspace (trainee-centered mode).
This method requires students to find related materials and information online based
on the prescribed syllabus with the help of a minimum of notes and materials from the
instructor. Trainees need to adapt the needs of materials and equipment available in
their residential area such as in the university residential college (easy access to
-
29
workshops), industry close to home or in their respective family homes to be used to
perform related practical’s. However, certain areas that use high-tech machines depend
on the area near the industry and access permits for the use of equipment. In this 21st
century learning method, trainees have unlimited free learning resources and materials
on the internet that can be accessed to find materials and information related to the
topic they want to learn or cool skills to learn or improve. However, this method has very
limited control which leads to control over access to different materials which may lead
to the delivery of different learning outcomes depending on the location, the
seriousness of the trainee and access to the internet as well as training facilities.
The above suggestions can be used by TVET instructors and adapted according to
location, access and suitability. Combining various techniques and methods according to
the creativity of the instructor can be used to ensure the existence of training institutions
remain relevant in the distance learning process and online for the community. The
importance and sustainability of the field of TVET and TVET institutions must be
maintained. Maybe one day where too many open and free materials and resources for
the community to learn by self-regulation allows TVET universities and training
institutions to be less relevant in providing the quality of education needed by the
community.
