It’s only when we really start to think about the reality of what happens to these animals that we realise that it boils down to nothing less than cruel- ty,” she says. lacard-bearing animal rights activists

descended on Fairbridge Mall on Sat-

urday to demonstrate against the use

of animals at the McLaren Circus.

For many local residents these protests

are much ado about nothing; an unreasona-

ble lashing out against a seemingly harm-

less form of entertainment by fanatics with

nothing better to do. But is this really the

    case?

Founder of the organisation United Front

Against Animals, Nikki Elliot, sheds a

thought provoking perspective on the issue.

They say these animals are born in cap-

tivity and well adapted, well fed and well

treated. But do you keep your cats at home

locked up in cages? The house cat has been

domesticated for 8000years andyet it hasnot

lost its instinct to roam and hunt. Most of

these big cats are second or third generation

born into captivity and are still very instinc-

    tive, Elliot says.

Even a big dog held enclosed in a small

yard is frowned upon by the commuity who

are quick to phone the SPCA to report cruel-

ty in these cases. How is it different with

wild animals in a circus? Its only when we

really start to think about the reality ofwhat

happens to these animals that we realise

that it boils down to nothing less than cruel-

    ty, she says.

According to Elliot these animals are

caged for most of the time while travelling

for months on end in trailers. During show-

times they have only small play pens.

Here at Fairbridge they are forced to ex-

ercise on a hard tarmac surface surrounded

by the incessant noise of traffic on Old Paarl

Road and Brackenfell Boulevard. It is ludi-

crous if you think about what they normally

would have in nature, she says.

If legislation does not change there is no

hope for wild circus animals to ever express

normal animal behaviour. They are impris-

oned for life, it is not normal, it is animal

    slavery.

Elliot refers to the Performance Animals

Act of 1935, which she calls archaic.

This Act, she says, is outdated and not

worth the paper it is written on.

Although the NSPCA is totally against

the use of wild animals in circuses, their

hands are also tied by this Act, which essen-

tially allows this practice, she said.

The United Front Against Animals are

lobbying for animal to be banned from cir-

    cuses in South Africa.

We have spread an enormous amount of

awareness and had dozens of people coming

to chat to us and thank us at protests.

Circus owner David McLaren said all

McLarenCircus animals are born in captivi-

ty from generations of animals born in cap-

    tivity.

All our animals are conditioned to the

circus life from a very young age and all

trained by means of positive reinforce-

    ment, he says.

If the essence of age and character appeal to

you and you wish to support a worthy cause

to boot, then a charity bargain shop in Pa-

row is just the place to visit.

    The Karoo Animal Protection Society

(KAPS) has been at their new premises in

    Parow for six months already.

We are proud to say thatwe have reached

the start of our sixthmonth in our new shop.

We are still missing most of our old custo-

mers and do appeal to them to once again

support our worthwhile venture, said Glo-

ria Pitlo, a driving force behind the local

    KAPS.

Our shop is full of the most fabulous

goods we have just unpacked our winter

clothing, plenty of good shoes, bric-a-brac,

DVDs... a lovely little round table with

round table cloths, linen et cetera, she said.

The shop will be open on the public holi-

day Friday from 10:00 to 15:00 and Saturday

    from 09:00 to 12:00.

Find them at shop No 4, Montana Buil-

ding, 249 Voortrekker Road in Parow. They

are just past the Parow Centre in the next

block (opposite the Caltex Station and Nan-

dos, past security on the ground floor.)

    A

    suspected robber was caught on

Edward Street thanks to swift re-

    action from armed response offi-

    cers last Wednesday.

According to a local security compa-

ny, one of their officers was approached

by two passengers in a white VW Polo,

claiming they had just been robbed.

The armed response officer had been

busy filling up his car around 04:56 at a

petrol station on Carl Cronj Road.

They explained that they had just

been robbed by a male suspect in Ed-

    wardStreet, a statementby the security

    company said.

The officer helped search for the sus-

pect in the field behind the petrol stati-

on, they then searched the surrounding

    areas, the company stated.

The suspectwas found near the premi-

    ses of anadjoiningbusiness and immedi-

ately detained, while the armed respon-

se officer waited for backup and the poli-

    ce to arrive.

When the suspectwas searched, the of-

ficer and a colleague who had arrived

found money and two knives in his pos-

    session.

The Bellville police arrived at 06:35

and took the suspect into custody.

    Captain Fienie Nimb, spokesperson of

the Bellville police, confirmed this inci-

    dent.

She also cited an incident where a sus-

pectwas caught after breaking into a car

    in Edward Street.

The door of a carwas forced open and

a case of theft out of motor vehicle was

    reported, she said.

    The suspectwas chased and arrested.

He is 24 years old and has previous con-

    victions for theft from cars.

People should never leave any items

of value in plain sight in their cars. This

makes them an easy target for this kind

    of criminal, she said.

    Crooks nabbed

    FROM PAGE 1

However, McLaren Circus animals are not

caged up every day, he says, and the animal

decides whether they prefer to play in their

play cage or the shaded trailer.

Nikki Elliott has on numerous occasions

been invited to visit the circus and look at the

condition and training of our animals, shehas

however never taken up our offer. Instead,

she feels happy to shout from a fence rather

than to come have a look herself, he says.

If she did, she would also not make claims

saying our animals are on tarmac. The circus

is set-up on tarmac at the mall, but all animal

enclosures and our circus ring area were

transformed with 15cm of sand and 5cm of

sawdust making it very comfortable for our

    animals.

McLaren says the circus has been inspected

by themall management and also received an

inspection from the SPCA who could find

nothing wrong with any of the animals, their

    enclosures or bedding.

Elliott doesnt just feel this way about wild

animals as she also protested a previous cir-

cus that visited the mall and the circus only

    had domesticated animals, he says.

McLaren says stringent regulations and in-

spection systems make it possible to protect

the traditional circus as a cultural institution

while simultaneously ensuring that the ani-

mals health and welfare needs are being

    met.

In South Africa the exhibiting and

training of performing animals is regulat-

ed by the Performing Animal Protection

Act. This is important because the circus

is a very special kind of performing art. It

offers not only the possibility for high quali-

ty artistic expressionbut also a performance

that families can experience and enjoy to-

gether. Peoplewill probably always go to cir-

cuses for recreation and to see the animals,

so in the process they should also be educat-

ed, and it is thebehaviourof theanimals that

    provides the education, he says.

He added that all the shows in Brackenfell

have been sold out and the animals are the

    main attraction for audiences.

The damage caused by a brick which was flung at Francois Rodes car as he was driving along

Langeberg Road. The brick hit his windscreen and caused damage amounting to R15 000. PHOTO:

    F

our motor vehicles have been damaged

by bricks which were thrown along

    Langeberg Road near Morningstar in

    Durbanville last Sunday evening.

Residents now fear a recurrence of the in-

cident and some now drive on alternative

    routes to avoid another incident.

The bricks were allegedly from building

rubble illegally dumped on a regular basis

on vacant land on the corner of Pikkewyn

Street and Langeberg Road in Morningstar.

It is alleged the bricks were thrown at pas-

    sing cars by children.

    In the lastmonthTygerBurger reported on

the illegal dumping occurring on land ear-

    marked for a housing development.

Four municipal houses on the land were

demolished last year tomakeway for the de-

    velopment. Neighbouring residents now

    complain about rats, vagrants, anddrugdea-

    lers at the site.

    Gerhard Fourie, chairperson of subcoun-

cil 7 (Koeberg), announced at a subcouncil

    meeting lastMonday that theCityhasmana-

ged to clamp down on some illegal dumpers.

Information is also being followed up on

another incident of illegal dumping which

was reported by a resident at Morningstar.

    The eyewitnesswrote down the registrati-

on number of the bakkie from which a load

    of building material was dumped.

We are in the process of following up the

information to find the culprit, Fourie said.

In the meantime, the Citys housing de-

partment indicated they would have started

to clean up the illegal dump site last Friday.

According to Francois Rode of Sonstraal

in Durbanville, the brick throwing incident

occurred on Sunday 19 April between 20:00

and 21:00 more or less betweenWellington

Road and the circle at Lords Walk in Lange-

berg Road. The windscreen of his car was

shattered and the cost of the damage amoun-

    ted to R15 000.

He said he knew about four cars were hit

    by bricks.

I did not stop, but another person stopped

and chased the children, said Rode.

He said he heard the police only arrived

about an hour later, but by then four cars

    had already been hit.

Rode said hewas caught completely off gu-

    ard.

One expects such an incident on the R300

or N2. I now avoid driving in Langeberg Ro-

ad. If the shattered glass came into my eyes,

it could have damaged my sight, he said.

Fourie said members of the CGW neigh-

bourhood watch had shone bright lights at

the children, after which they ran away.

He said a request will be motioned for the

City to clear away the rubble and secure the

premises as a matter of urgency.

Fourie reminded residents in his chair-

persons report at the monthly subcouncil

meeting that theCity offers cash rewards for

information leading to the prosecution of il-

    legal dumpers.

    TheCitys safety and security directorate

has extending its informant reward system

to clamp down on illegal dumping.

The City has incorporated its informant

reward system into the fight against illegal

dumping. A policy relating to rewards was

adopted by the City in 2014 in an effort to im-

prove policing services, with the safety and

    security directorate introducing a reward

system formembers of the public who provi-

de information that will lead to a positive

    outcome against criminal activity.

Illegal dumping places an enormous bur-

den on the Citys resources and ability to de-

liver services to residents as it costs an esti-

mated R350 million a year to deal with the

    issue, Fourie said.

We have had some success in tracking

down those responsible for illegally dum-

ping garden and building refuse, but there

are still far too many perpetrators who are

getting away with it, he said.

That is why we are highlighting our in-

formant reward system to hopefully spur pe-

ople on to speak up against this flagrant dis-

    regard for the law.

Morningstar is currently a good example

of this and it is causing a health hazard, he

said. He appealed to the public to report ille-

gal dumping to the Citys call centre on 0860

    103 089.

Aggressie teenoor hawelosemense in die ge-

meenskap is nie n oplossing nie.

    loop.

    S meen Marian Nieuwoudt, wyksraads-

    VolgensNieuwoudthet syook indie laaste

Dis hul enig-

ste mag en dis hul manier van s: Ek be-

    staan.

    Beplanning

    pel gestuur is, voorsienmunisipale polisie-

    manne omarea-gebonde probleme in spesi-

    Gevolglik sal munisipale polisiring,

wat juis kriminaliteit met betrekking tot

    hawelosemense aanspreek, verskerpword

    in Proteahoogte.

    maatskaplike ondersteuning vanuit nasio-

    nale regeringskringe te verkry.

    Haweloosheid is n maatskaplike pro-

    n doeltreffende maatskaplike stelsel be-

endit sal nooit net weggaannie. Swaarkry

lose mense in Brackenfell al baie jare hier

woon en selfs hier grootgeword het.

Daar is byvoorbeeld n groep hawelose

mense in die sakesentrumwat reeds sedert

hul kinderdae daar bedel en in omliggende

strate slaap. Hulle is deur die gemeenskap

    grootgemaak. Nou wil

    dieselfde gemeenskap

    wat hulle vir jare lank

    al aan die lewe hou,

    hulle verstoot en ver-

    pletter. Skielik is hulle

    nie meer hier welkom

    nie. Maar die realiteit

    is, hulle is nrens wel-

kom nie en daar is ook

    vir hulle geen ander

    heenkome nie, s sy.

    Veldtogte

    Verskeie plaaslike

    veldtogte onder leiding

stuur van die plaaslike maatskaplike on-

    dersteuningsdiens Teahmo in samewer-

    tig.

    rehabilitasieprogram opgeneemword. Deur

sulke programme ontvang haweloses die no-

    dige maatskaplike tera-

    pie wat hulle in staat

    stel om van hul lewens

in die straat af te sien,

    s Nieuwoudt.

    Volgens Nieuwoudt

    was die veldtogte baie

    suksesvol, maar doen

    die gemeenskap nog

    steeds nie genoeg moei-

    te om die koepons te

    koop nie.

    Nieuwoudt s Brac-

    kenfell is as n hot

    spot vir haweloses ge-

    identifiseer deur die

    Stad semaatskaplike ontwikkelingsdeparte-

    ment.

Daar is tans privaat en openbare onder-

    handelings onderweg ommaatskaplike sorg

    virhaweloses inBrackenfell te fasiliteermet

behulp van n beplande sorgsentrum, s sy.

Onsmoet saammet die tye beweeg en die

beplande sorgsentrum sal al die fasette aan-

spreek om n hawelose suksesvol te rehabili-

teer, s sy. Meer inligting oor die betrokke

sorgsentrum sal later vanjaar in die media

    bekend gemaak word.

VOmbetrokke te raak by Teahmo se koeponveldtog,

    bel Nick by 083 655 2767 of Elmari by 084 549 9152

    Brackenfell-stasie hul slaapplek maak.
