This, despite the admission by sa- fety and security portfolio commit- tee chairperson, Councillor Carin Brynard that this road “is used as a racetrack and needs intensive mo- nitoring.” Application for traffic cameras was made in August last year by Maritz van Jaarsveld, who lives in close proximity to the road, while ongoing concerns were raised about this road. According to Van Jaarsveld, mo- torists and motorcyclists on a daily basis exceed the formal 60km/h speed limit on the 1km stretch of ro- ad. “The contempt for traffic rules on this road is indescribable, and so is the noise which results from the ex- cessive speeding,” he said in a for- mal complaint to the Bergdal Sub- council. In a subsequent email to city offi- cials, Brynard, who is also the ward councillor in this area, requested traffic cameras for this area. According to Van Jaarsveld, tem- porary speed traps on the road is not effective as traffic personnel is visible from any approach to this road. In a more recent request, another resident, Freddy Erasmus shares Van Jaarsveld’s sentiment and sta- ted in a separate complaint to the subcouncil: “It is shocking how mo- torists speed over this intersection (Frans Conradie and Okavango). There has to be a way to stop this…What I ask is that a perma- nent traffic camera be erected he- re.” After the initial complaint, speed evaluations were conducted in Oka- vango Road by the city, to be evalua- ted by the camera review commit- tee. The evaluation meeting was held on 19 December, where the speed survey and accident stats we- re evaluated. But according to city official Paul Smith, conditions did not meet the criteria for the erection of a perma- nent speed camera, and the decisi- on was duly communicated to the public in mid March.     ThePeopleLivingWithCancer (PLWC)Can-cer Buddies organisation has been ear-marked as one of the beneficiaries in thespectacular Want ons Kan/Cause we Can!concert.

    PLWC Cancer Buddies was established in2000 by Linda Greeff and Carl Liebenberg,both of whom are cancer survivors.

    The organisation develops volunteercounselling guidelines and support thathelps people who have been diagnosed withcancer.

    After a person has been diagnosed withcancer, that is when he or she needs all thesupport they can get, says Greef.

    The aim is to provide support to newlydiagnosed cancer patients when treatmentstarts, to assist with the initial adjustmentto the process. This service ensures that acancer patient and their caregivers have ac-cess to support services near their treatmentunits. We need them to be cancer survivorsand not cancer victims.

    The organisation offers a buddy supportnetwork where cancer patients can interactwith and receive advice and support fromcancer survivors who have a similar profile,disease and treatment protocol.

    She says the importance of support whilelearning to live with cancer is fundamentalto developing a true cancer survivor ap-

    proach.Dealing with each chapter of survival in-

    volves more than medical management itrequires attention to your psychological, so-cial, emotional, spiritual, working and prac-tical needs as well.

    Developing a patient active approachwhich empowers the patient to take somecontrol over the process and which encour-ages them to see healing as more that justphysical, is an important outcome the can-cer buddies tries to achieve.

    Greef says talking with someone who hassurvived cancer and has regained their lifeoffers hope and a sense of empowerment.

    Through empowerment comes a positiveattitude, which has a profound effect on theoutcome of the treatment.

    PLWC has branches in the Western Cape,Eastern Cape, Gauteng and in Mpumalanga.

    Currently they are trying to set up supportgroups in all the small communities such asDelft and Bishop Lavis.

    Greef says a challenge they face is fundingwhich is always a problem.

    We are in need of funding and thats whywe are so grateful to be a beneficiary of theCause we Can! concert. We need to rendera service to people. We are trying to appointtwo social workers to assist the people whoneed cancer support in this crucial time.

    Brackenfell police arrested a 21-year-old wom-an forperjuryonSunday, followingan investi-gation into an alleged hijacking case.

    On Sunday a week ago, the accused allegedshe was driving with her car, a white VW CitiGolf near Ferndale Street, Ferndale when twounidentified men approached her.

    She said one of the men threatened her witha firearm, whereafter she stopped andswitched off the car.

    According to her, the suspects instructedher to drive around the corner and stopped,which she did. After stopping the car she gotout and ran away, she told police.

    The suspects apparently took the vehicleand fled the scene in an unknown direction.

    On the following day, 2 April, she opened ahijacking case and the car was later found

    abandoned in Olympus Street in Brackenfell.After a thorough probe into the incident, in-

    vestigators discovered the complainant liedunder oath, and that the hijacking never tookplace.

    Brackenfell police opened a perjury caseagainst the complainant and arrested her. Shemade a brief appearance in the Kuils RiverMagistrates Court yesterday (Tuesday) oncharges of perjury.

    The police want to warn the public to re-frain themselves from reporting false cases asyou will be prosecuted.

    All reported incidents will be investigatedthoroughly, to verify the allegations madeduring the reporting of the crime, said Cap-tain FC van Wyk, provincial police spokesper-son.

    Amidst the outcry and confusion aboutrecent Metrorail fare increases, RobinCarlisle, minister of transport and pu-blic works in the Western Cape took atrain from Kraaifontein to Cape Townlast week to speak directly to strugglingcommuters.

    This followed after the eleventh houranouncement by Cosatu and Metrorail, thatthey have struck a deal to reduce the initi-al proposed increase of 27 percent, to 13 per-cent as of 1 April.

    On22March, after the increase announce-ment, Carlisle requested Metrorail to adjustthe 27 percent increase to a single-digit figu-re.

    Although there had been no increases infares from2003 to 2010, the 27 percent increa-se for 2012, added to 2011s 33 percent increa-se, means that there will be an effective 60percent rise in fares over just two years,he said after the announcement.

    It was at this time that Cosatu and theChamber of Commerce approached Metro-rail to negotiate a smaller increase.

    Carlisle, however, remains unhappy withthe effective increase and now claims thatin reality it is much more than the intended13 percent, which is why he opted to go and

    speak to the commuters last week.Healsowanted toknow fromMetrorail, Co-

    satu and the Chamber of Commerce, whythey were negotiating the future of CapeTowns commuters behind closed doors, wit-hout a single elected representative of the pe-ople, or anyone from the City of Cape Townor provincial government being present.

    What I found (during the train trip), isthat in reality fares have been hiked up to 50percent in some cases, he said in a statementafter his trip.

    He based this on information obtained di-rectly from commuters he spoke to.

    One commuter now pays R359 for hismonthly ticket from Kraaifontein to CapeTown, a 47 percent increase from R240.

    Another now pays R9 for his daily ticketfrom Kraaifontein to Parow, 20 percent morethan the former R7,50.

    Furthermore, a weekly pass betweenKraaifontein to Parow (Metroplus) now costsR72, 16 percentmore than the formerR62; andamonthly ticket fromKraaifontein toBellvil-le now R149,50 percent more than the previ-ous R99.

    The sense of indignity inflicted on Metro-rail commuters was upsetting. I would liketo remind Metrorail that most of their custo-mers are not the kinds of people that have anextra R100 just lying around in their poc-kets, he said.

    According to the minister the reactions ofcommuters at the ticket counters were up-setting, with many having to ask fellow tra-vellers to help out with extra money.

    Carlisle has indicated that he will be wri-ting to the national minister of transport toask him to bring down the fares.

    Metrorails regional manager Mthuthuze-li Swartz, said that the ministers action inthis regard is inexplicable.

    I already admitted in the media prior tothe ministers trip that we had made a mista-ke on the system, with regard to the Metrop-lus prices and that it would be corrected.What he achieved with this exercise was me-rely to analyse our mistake, he told Tyger-burger.

    Brackenfell to Cape Town - monthly, R226to R240 6 percent increase; and

    Brackenfell to Maitland monthly, R191 toR221 15 percent increase.

    You already have limited enforcementcapabilities, how can you commit to provi-ding adequate monitoring or enforcementnow? It is just not understandable how youwant to commit people to the problem,which still dont provide after hours enfor-cement, vs the implementation of a muchmore effective deterrent and control meas-ure that even generates revenue and wouldbe a more permanent solution in the longterm? Van Jaarsveld also requested an ex-planation as to why the criteria were notconformed to.

    In a media enquiry to the city, TygerBur-ger posed several questions to the city withregard to this issue, but had received nofeedback at the time of going to press.

    Its what her mom would have wanted.Thats why a businesswoman from Brac-kenfell is organising a fundraiser for athree-month-old girl who is in dire needof a hearing aid.

    Jo-Ann Clayton and staff of the ButterfliesUnisex Hair Salon will be cutting and blow-drying hair on Sunday (15 April) to raisefunds for Chloe Beyers who suffers frommulti-moderate high frequency loss of hea-ring.

    The idea came about after Claytons mom,Hester Verster (66), passed away on Tuesday13 March and in rememberance of her, shewanted to do something special.

    When my mom passed away I was devas-tated but I want to do something to remem-ber her by. I chose 15 April because that isher birthday. My mom became deaf at theage of 19 and had a cochlear implant. WhenI heard of Chloe, who is my friends cousinsbaby who needed an implant, I thought Icould help.

    The aim of the fundraiser is to have a cutand blow at a price of R100 and the moneywill go towards getting Chloes hearing aid.

    It is for a good cause and my motherwould be proud. I spoke to Chloes mom andshe said it would be great if I do this. All ofthe staff at the salon were excited when Imentioned the project to them and they weremore than happy to be a part of it.

    Charlene Beyers, Chloes mother saysthey are thankful to Clayton for taking thisinitiative.

    I am very grateful that there are still peo-ple willing to help others. When she told mewhat she wanted to do I was estatic. My el-dest daughter aged six also has a hearingproblem and when I heard my youngest alsohad it, it was tough. Medical aid doesnt co-ver this operation and thats why I was sohappy when Jo-Ann contacted me and toldme what she wanted to do. It means alot tome and my family.

    The South African Social Security Agen-cy (Sassa) seems to be blaming pension-ers, parents and caregivers for the recentmayhem in the pay-out of social grants.

    Both the minister of social develop-ment Bathabile Dlamini and Sassa CEOVirginia Petersen have repeatedly givenassurances that the re-registration of ben-eficiaries necessitated by the changeoverto the Cash Paymaster System would notdisrupt grant payments.

    Sassa now admits that several systemglitches delayed the payment of grantssince 2 April. In a full-page advertisementin the Business Report on Sunday, Sassablames these glitches on beneficiarieswho panicked and put pressure on thesystem.

    This blame-shifting is unacceptable,said Mike Waters, DA shadow minister ofsocial development in a statement lastweek.

    The grants system is a national compe-tency managed by Sassa, which falls un-der the department of social develop-

    ment. Sassa and the department thereforehave joint responsibility to ensure thatgrants are paid out timeously during there-registration process.

    According to him the advertisementswould have cost Sassa at least R213 000 or the equivalent of 177 old age grants or803 child support grants.

    We have previously asked the chair-person of the portfolio committee on soci-al development to call both minister Dla-mini and Ms Petersen to appear beforethe committee to give feedback on the ma-nagement of the re-registration processand the vetting of Sassa officials involvedin grant pay-outs. When this invitation isaccepted,wewill questionSassaon the re-asoning behind the advertising campaignand the steps taken to address the glit-ches in the system.

    For many South Africans, socialgrants are their main livelihood. It is im-perative thatmechanismsareput inplaceto ensure a smooth transition to the newpay-out system, he said.

Dit moet ook mak-lik wees om te verduidelik, het hy ges. Methierdie woorde in sy toespraak het Jaco ver-skeie aspekte aangeraak waarop juis by dieToastmasters gefokus word.

    It is that time of the year when proud Harley-Davidson enthusiasts have the opportunity toshow they care by taking part in the Kids InDire Straits (Kids) Blanket Run.

    Organised by the Harley Owners GroupsCape Town chapter (HOG Cape Town) this an-nual initiative is open for participation by allHarley riders even those not associated witha club.

    The event is held in association with the Ro-tary Club of Blouberg and Pick n Pay who sup-ply the blankets.

    This year the run takes place on 15 April.Bikers will depart from the parking area ontop of Signal Hill at 09:00 and finish at the Edenon the Bay shopping centre in Blouberg-strand.

    Entry is R100 and includes a blanket for do-nation and a special event biker pin.

    The Rotary Club will distribute the blanketsto street children and all proceeds after costsare also donated to the Rotary Club.

    The blankets and pins will be sold at Edenon the Bay and a container will be availablewhere the blankets can be donated.

    Whilst the ride in from Signal Hill is onlyopen to Harley-Davidson motorcycle riders,the general public is welcome to support theinitiative and buy blankets for donation at thedestination.

    The Harleys will be parked on the lawn infront of the restaurants at the shopping centreand promise to be a sight to behold.

    The vibracrete wall along the R300 inSareptawill nowbe replacedbyconcretepalisade fencing.

    The wall was meant to keep criminalsout of the residential area, but due tovandalism it never served its purpose.

    People have easy access to the resi-dential area from the R300 and they havean easy escape route via the R300, saidone resident.

    Shortly after an article (Criminalsdestroy freeway wall) about the de-struction of the vibracrete wall ap-peared in theTygerBurger, the South Af-rican National Roads Agency (Sanral)started working on replacing the wallwith palisade fencing.

    Not only is this type of fencing moredurable, but also more difficult for crim-inals to steal, says Johannes Abrahamfrom Lusasa Construction, the companysubcontracted by Sanral for the mainte-

    nance of the wall.This will ultimately save us a lot of

    money with maintenance costs and itwill also be a lot safer for residents, hesays.

    According to Abraham, the biggestproblem they had with the maintenanceof the vibracrete wall was with residentswho took the slabs without permission.

    To date we have spent in excess ofR30 000 on repairing this specific wall,said Kobus van der Walt, regional man-ager for Sanral.

    Ward councillor Jacob Jacobs hasmade a number of visits to the area.

    He says even though the maintenanceof the wall is not the responsibility of themunicipality, he made every effort tostress the importance of the wall to San-ral.

    We are now busy removing the old vi-bracrete wall and by Tuesday we willstart putting up the new palisade fenc-ing, says Abraham.

    That is the message that Shaun Nero, a localsocial entrepreneur, wants to get out into thecommunity. He has taken on this task to makelocal small businesses aware of new legislationgoverning companies.

    He explained there was some confusion whenthe Companies and Intellectual Property Com-mission (Cipro) announced that closed corpora-tions (CCs), will not exist any more.

    Several communications were sent to custom-ers, but most small to medium enterprise ownersstill do not fully understand what it all entails.

    Also helping with this task is Arthur Jacobs of

    Business Zone who developed a very simplifiedfinancial management system which could bene-fit small medium enterprises.

    They fear to register as limited companies notrealising that their annual turnover plays a verycrucial role in auditing and other technicalitiesrelated to growth in business, he said.

    Jacobs helps small to medium enterprises withsimplified effective bookkeeping which can addvalue to their operation.

    Nero concluded by adding that it was impor-tant for these businesses to register with Cipro,and other related governmental departments be-cause it all formed part of being on databaseswhen it came to tenders and getting business.

    The Western Cape health departmenthas embarked on an influenza vaccina-tion campaign, which is taking place atall public health facilities until Sunday30 June.

    A total of 100 000 vaccine doses are availa-ble for this campaign and have been allocat-ed to all districts.

    The vaccine is provided free of charge.People who are part of the priority groups
