Despite a previous urgent request to the mayoral committee member for roads and stormwater, Brett Herron, to prioritise road infra- structure, the city failed to make funds available to avert this crisis. Ward councillor Marian Nieu- woudt submitted an urgent motion at the Bergdal Subcouncil meeting, last week Wednesday, requesting an audience with Mayor Patricia de Lille to inform her of the serious- ness of the issue. According to Nieuwoudt, the resi- dential areas of Kuils River, Brac- kenfell and Kraaifontein have seen rapid development over the last de- cade, with no capital investment in the necessary infrastructure of ro- ads, even though the income gene- rated from property taxes in the area has increased exponentially. “Both Kuils River and Bracken- fell have only one access point to get to the rest of the city,” she said. This, according to her resulted in a total block of access roads during peak periods as well as the unbeara- ble and ever increasing “rat racing” through neighbourhoods. “We cannot accommodate any more trips on these roads. During 1999 and 2003 development has ground to a halt in Brackenfell South, for this reason. After negotiation, developers ha- ve agreed to contribute to roads over and above the normal bulk le- vy, leading to all road infrastructu- re improvements in Brackenfell South having been done through this mechanism,” she said and ad- ded that the unforeseen consequen- ce of this way of working was that the City of Cape Town has become a very expensive place to develop in and do business. “With the current difficult econo- mic circumstances, it is no longer affordable to expect developers to contribute in this manner.     The JR Elderly Care Centre in

    Fisantekraal is planning a month of fun

    and laughter for about 300 to 350 seniors

    in the community of Fisantekraal and

    surroundings.

    At this event the seniors and the role they

    play will be highlighted, said Joan Reid,

    founder of the JR Elderly Care Centre on the

    corner of Saartjie Baartman and Albert

    Luthulli Streets.

    The events will run from Monday 1 Octo-

    ber until Wednesday 31 October, which will

    include various topic discussions and

    events.

    Topics such as seniors and their health, fit-

    ness and wellbeing will be covered. Some of

    the other events will include pampering ses-

    sions, sports and recreation games, a model-

    ling show, drama, storytelling and more

    Joan opened the centre seven years ago in

    her own 27 m home after she dreamt for long

    tohavea centre forhomeless andelderlypeo-

    ple. The centre is a haven for senior citizens

    who have no other refuge or who live in poor

    conditions.

    At the centre the needs of senior citizens

    are cared for 24 hours a day. Their clothes

    are washed, they are bathed and they get

    three healthy meals per day.

    Awendy housewas donated later to the JR

    Centre, in which six seniors were accommo-

    dated.

    As one of the beneficiaries of theWant ons

    Kan!/Cause we Can! concert of TygerBurg-

    er, the centre received a huge donation.

    nou betrokke by die WP en nasionale junior

    hengelfederasies.

    Hengelsport is inmoderne tye van drank-

    en dwelmmisbruik onder die jeug n welko-

    me aktiwiteitwaardeur jongmense op geson-

    de wyse aan die natuur bekendgestel kan

    word, voeg hy by.

    Volgens die kampioenhengelaar, Jaco

    Goodwin, is daarhengelklubs by onder ande-

    re die Paarl-skool en D.F. Malan, wat weens

    diemoratoriumniedie dammehiernabykan

    gebruik om hul sport te beoefen nie.

    VolgensLourens Saayman is diemoratori-

    um op hengel sowat sewe jaar gelede in wer-

    king gestel as gevolg van verskeie redes, in-

    sluitende die bevuiling van die damme en

    watervols wat in lyne verstrengel raak.

    Die Kaapstad-hengelklub glo egter alle

    hengelaarsmoet nie noodwendig oor dieself-

    de kam geskeer word nie. Ons het reeds by

    verskeie geleenthede aangedui probleme

    soos die strooi van rommel, oornag by dam-

    me, lyn en hoeke wat afgesny word en vols

    wat verjaagword, soms lukraak aan die hen-

    gelaars toegedig word, s Goodwin.

    Volgens Goodwin is dit onbillik, omdat die

    belhamels dikwels nie sporthengelaars is

    nie, maar hengel as bloot n sosiale uitstap-

    pie beskou. Hierdie mense kom nie om vis

    te vang nie, maar om te drink. Hoekommoet

    ons geaffilieerde hengelaars nou die gebruik

    van damme ontneem word? vra hy.

    Volgens Goodwin en King moet georgani-

    seerde hengel, soos byvoorbeeld die Kaap-

    stad-hengelklub, toegelaat word om hengel

    by die damme te bestuur. Onswil deel wees

    van die oplossing, nie die probleem nie. Die

    klub kan n sinvolle strategie ontwerp om

    die aktiwiteit te bestuur, s hy.Ons kan

    permitte uitreik aan hengelaars wat by die

    dammewil hengel. Hulle sal net tussen seke-

    re tye kan hengel en moet aan streng rels

    en hengel-etiek voldoen, s Goodwin.

    Volgens die klub se voorgestelde strategie

    word geen voertuie by die damme toegelaat

    nie, en mag geen vis in hounette geplaas

    word nie. Enige vis wat vrek, moet uit die

    water verwyder word. Verder sal alle onna-

    tuurlike visvrektes by die klub aangemeld

    word en hengelaars sal verplig word om hul

    area skoon te maak. Ons sal dan as n klub

    ook opleiding bied aan hengelaars met be-

    trekking tot hengelrels en -etiek,s hy.

    King voeg by die damme is benutbare open-

    bare bates en sodoende gebruik moet word.

    Volgens Goodwin is die klub se strategie

    reeds in 2006 aan die Stad gestuur, maar het

    die klub sedertdien nog geen daadwerklike

    terugvoering ontvang nie.

    lice station hosted Victims

    Rights Week, to make the public

    aware of these rights.

    Patricia Lila*, recently moved

    fromGauteng to live andwork in

    Brackenfell, no sooner she be-

    came a victim of crime.

    She was verbally and physical-

    ly assaulted by the person with

    whom she shared accommoda-

    tion.

    After the attack, I could not

    believe the position I was left in.

    I felt alone, helpless and vulnera-

    ble, andwithmy family in Johan-

    nesburg, it was not any easier,

    she said to the gathering at the

    Victims Rights open day, at the

    police station last Tuesday.

    After theassault, she contactedhermanag-

    er, who promptly informed the police.

    The Victim Support Unit at the Bracken-

    fell police station, immediately phoned me

    and made me their priority. They supported

    me with counselling, drove me to court and

    sat with me while a waited for the hearing.

    I was never alone, she said, battling to hold

    back the tears.

    After the attack I felt humiliated and infe-

    rior, and wanted to run home to my family.

    But with the support this unit gave me I felt

    worthy again. I could not believe the amount

    of help that was offered me during my or-

    deal, she said.

    I now know that Im a survivor of crime.

    The Victims Charter is a government ini-

    tiative that aims to promote justice. It is in

    line with the governments human rights vi-

    sion.

    It was developed in co-operation with the

    police, members of the judiciary, depart-

    ments of Social Development, Correctional

    Services,Education,Healthand theNational

    Prosecuting Authority. These bodies are

    thus also responsible to uphold these rights.

    According to the charter, the victim has

    the right to be attended to promptly andwith

    courtesy and respect. You have the right to

    offer and receive information during any

    stage of the investigation or trial. You have

    the right to be free of intimidation

    and can report this to the authori-

    ties. You may even be placed in the

    witness protection programme, if

    you meet certain criteria.

    In addition to this you have the

    right to be assisted with the availa-

    ble social, health and counselling

    services.

    In the case of loss or damage to

    property suffered as a result of

    crime, you can request the prosecu-

    tor to apply to court for a compensa-

    tion order in terms of section 300 of

    the Criminal Procedure Act. You al-

    so have the right to restitution,

    when unlawfully dispossessed of

    your property.

    This means that a criminal court

    can award a victim an amount of

    money for loss or damage to proper-

    ty.

    Restitution, refers to cases where

    the court, after conviction, orders

    the accused to return or repair the

    property or goods

    Erica Crous, co-ordinator of the

    Victim Support Unit at Brackenfell

    police station, says that the station offers an

    entire programme to support victims in

    terms of these chartered rights.

    Volunteers affiliated to the Brackenfell

    Victim Support Unit work around the clock

    to assist victims in anything that they might

    need after their horrific experience.

    Victims can apply to the court for com-

    pensation, but the success of this application

    will depend entirely on the perpetrator(s)

    capacity to pay up, she said (South Africa

    does not yet have a state-funded victim com-

    Die wag is die persoon wat langs

    die taxibestuurder sit om geld in te

    samel en die bestuurder by te staan.

    Jeanette Mills (62) van Bracken-

    fell was op pad huis toe, toe sy by

    die kruising van Okavango- en Ou

    Paarlweg by die verkeerslig stilge-

    hou het. Die taxi het langsmy kom

    stop met die plan om weg te spring

    en voor my in te draai, aangesien

    daar nie genoeg plek is vir drie kar-

    re langs mekaar nie, vertel sy.

    Die Stad is tans besigmet padwer-

    ke op Ou Paarlweg en die wit lyne

    in die pad is nog nie geverf nie.

    Toe die verkeerslig groen ge-

    slaan het, het die taxi my byna in

    die motor langs my vasgedruk. Ek

    moes toe my voet op die petrolpe-

    daal sit om dit te keer, s sy.

    Die taxi kom toemet n spoed na-

    der, druk die voertuig langs my by-

    na in die paaltjies vas in die middel

    van die pad, en swaai tot langs my

    in. Die wag slaan toe met n lang

    swart sambok teen my voertuig se

    ruit vas, vertel sy verslae. As die

    ruit oop was, was my gesig uitme-

    kaar geslaan.Mills het in skokpro-

    beer wegkom om by die volgende

    straat links te draai, maar toe sy by

    die verkeerslig kom, was die taxi

    weer langs haar. Hy het amper in

    n voertuig vasgery wat gewag het

    om af te draai en die volgende oom-

    blik slaan die man wat by die ven-

    ster uithang weer met die sambok

    op my voertuig se dak.

    nGeskokteMills het die voertuig

    se registrasienommer afgeskryf en

    n klag by die Brackenfell-polisie-

    kantoor aanhangig gemaak.

    n Paar dae later het Anelia En-

    gelbrecht n soortgelyke insident op

    dieselfde pad sien gebeur, twee

    blokke van die plek waarMills aan-

    geval is. Die vrou wat voor my ge-

    ry het in die rigting van Bracken-

    fell, wou links draai in die rigting

    van Everite, toe die taxi voor haar

    ingedruk het. Die passasier langs

    die bestuurder het toe n sambok

    uitgeruk en oor haar ruit begin

    slaan. Ek kon nie glo wat ek sien

    nie, en het gedink haar ruit gaan

    breek, vertel sy. Volgens beskry-

    wings van die twee vroue was dit

    twee verskillende taxis.

    Mills is nog steeds uit die veld ge-

    slaan dat n bejaarde vrou so aange-

    val kanword en sdis die ergstewat

    sy nog ooit beleef het. Ek sal nou

    sorg dat ek ten alle tye gewapen is

    en gee nie om wat gebeur nie. Ek

    gaan terugbaklei. Die bloed gaan

    vloei, of dit noumyne is of hulle sn,

    ek gee nie om nie. Hulle kom weg

    met alles en ekmoet in vrees lewe,

    s sy.

    Volgens ao. Erica Crous van die

    Brackenfell-polisie, is die taxibe-

    stuurder aangekeer en ondervra.

    Hy het egter ontken dat hy n wag

    gebruik, en het aangevoer hy het

    nie eens n permit om di roete te

    ry nie. Die ondersoek duur voort.

    17 tot 35 sake. Huisinbrake bly nog steeds

    kommerwekkendmet 535 sake wat in di pe-

    riode aangemeld is sowat 70 meer as die

    vorige jaar.

    Roof en roof met verswarende omstandig-

    hede het onderskeidelikmet vier en vyf sake

    afgeneem. Daarbenewens is 149 dronk be-

    stuurders aangekeer 30minder as die vori-

    ge jaar. Die suksessyfer hang hier grootliks

    af van polisie-optrede.

    Dwelmverwante misdade is laer met een

    saakna 133, enmotordiefstal ismeermet een

    saak na 298.

    I refer to the letter published on Wednesday

    19 September 2012, Doen eerder as praat.

    I am the pastor at LivingWaters Christian

    Ministries that meet every Sunday at the

    Durbanville Conference Centre. Living Wa-

    ters is aministry that is dedicated specifical-

    ly to the homeless. What I find very interest-

    ing is Francois Ms challenge specifically di-

    rected to the churches in Durbanville.

    The authors attitude is indicative of the

    general disregard of any sense of social re-

    sponsibility displayed by a large majority of

    our local citizens.

    When is society, and specifically the local

    residents of Durbanville, going to step up

    and extendmercy and grace to those less for-

    tunate? As men and women of faith?

    Why is it that they expect the church and

    other welfare organisations to carry the bur-

    den and responsibility of meeting the needs

    of those on the fringes of society, when they

    themselves are not prepared to contribute to

    the rehabilitation and restoration of lives

    that are so broken and damaged?

    And so, as a society, we discard these less

    fortunate individuals onto the garbage heap

    of life and then complain about the odour

    but, perhaps the odour that offends us most

    is the odour of our own dead and decaying

    sense of goodwill toward all men.

    Yes, the church has a responsibility and a

    role to play, but the challenge should be di-

    rected to every resident of Durbanville,

    Francois M included.

    Perhaps if we changed our hearts and atti-

    tudes it would pave the way to finding effec-

    tive mechanisms to address the problem.

    There is an old adage that says that as long

    as we continue to do things the same way,

    we will always get the same result.

    Op Vrydagaand 21 September het ek dood

    onskuldig n pizza by St. Elmos in Ou Paarl-

    weg, Brackenfell, gaan koop.

    Gelukkighet ekdi aandbesluit omniemy

    vierjarige dogter saam te neem nie.

    Terwyl ek wag vir my pizza binne St. El-

    mos, komstaan nhawelosemandaar envra

    vir my geld. Toe ek vir hom inlig dat ek hom

    nie kan help nie, is ek soos n slegte hond uit-

    gevloek (en my ma wat nie eers daar was

    nie). Hy wou nie nee vir n antwoord neem

    nie en het aggressief begin raak. Hy het dit

    ook met al die ander motoriste gedoen en

    meeste het maar toe weer in hul motors ge-

    klim (agter geslote deure) en vir hul pizzas

    gewag. Hoekom moet n mens vir jou lewe

    vrees as jy net n pizza wil gaan koop? Daar

    was al hoeveel berigte in die TygerBurger

    oor die beroemde groepie haweloses wat op

    die hoek bly, maar niks word gedoen nie.

    Hullemagmense intimideer, slegs enwat

    ookal nog, maar niks word en kan aan hulle

    personality Jo-Ann Strauss, comedian Kurt

    Schoonraad and radio and TV presenter,

    Liezel van der Westhuizen, have declared

    October PetAdoptionMonth to encourage

    more people to give a dog or cat a forever

    home.

    Kurt and his family recently had to bid

    farewell to their rescue dog, Algebra, with

    whom they shared their home 17 years: Al-

    gebra just had a way of putting a smile on

    our faces. We miss him dearly. When we

    were ready to get a new puppy we didnt

    even think twice we strongly believe in

    adopting and providing homes to animals in

    need. Our new family member keeps me

    chuckling, yes, even more than usual! says

    Kurt about his new pitbull puppy, who he

    adopted from an animal welfare organisa-

    tion in Cape Town.

    So committed are Hills to helping the

    CoGH SPCA find forever homes for the ani-

    mals currently in their care, that they are
