Meer as n week later is Charlene nog

steeds stukkendoor die doodvanhaar gelief-

de hond en sien sy die veearts se optrede as

wreedheid. Buite op sy spreekkamer staan

symotto geskryf: Deernis in n pynvrye om-

gewing, maar vir Brakkies was dit net pyn

tot die einde toe.

Volgens dr. Taite is Brakkies nie nood-

wendig deur n slang gepik nie en het hy ook

nie tekens van pyn getoon nie.

kens van pyn of skok te bespeur by die hond

nie. Ek kon ook nie n slangbyt by die hond

bevestig nie. Ek het al die opsies aan die

klint gestel en aangebied om die hond aan

n drup te koppel. Sy het egter volgehou dat

ek hom moet uitsit, en dit terwyl hy reeds

in die hok besig was om beter te word, het

Volgens hom was Charlene self in hewige

skok, wat dit baie moeilik gemaak het om

suksesvol met haar te kommunikeer.

Sy het onsamehangend gepraat en het

geen sin gemaak nie.

Hy wou nie op daardie stadium enige ver-

dere vrae van TygerBurger beantwoord nie,

maar hetwel bevestig dat hy die klagte gaan

verdedig.

Hy het later bygevoeg dat daar nog feite

aan die lig gekom het, wat Charlene nie

weergegee het nie, en dat hy die saak ten

sterkste sal verdedig.

het bevestig dat geen veearts behandeling

The co-ordinator of the Tygerberg Associa-

tion for Street People (TASP) inBellvillewas

suspended last week pending an investiga-

tion.

Linda de Vries, TASP chairman, said no

charges have been made against Pastor Jer-

ry Louw, adding the board felt it best to ask

himto leavewhilst an investigation intopos-

sible misconduct is held.

Louw has worked at TASP for the past

nine years.

De Vries said it would be unfair to specu-

late on concerns which may yet prove to be

unfounded.

It was the intention of the board to inves-

tigate and hopefully return to normal work

in a very short space of time,

she said.

De Vries said Louws wife,

Hazel, who is also a pastor, is in

no way involved in the suspen-

sion. This can be seen by her

continued presence, De Vries

said.

DeVries said thematter could

not be investigated at the mo-

ment, as Louw locked all admin-

istrative documentation includ-

ing accounts, registers and pet-

ty cash in his office. He refused to hand over

the keys.

De Vries did not want to divulge informa-

tion relating to the matter, as no charges

have as yet been made.

She said no hearing was held

and that thiswould only be done

should anything untoward be

found during the investigation.

De Vries said while the mat-

ter was still under investiga-

tion, she couldnot divulgewhen

it was first brought to her atten-

tion.

During a brief conversation

with Louw last week, he toldTy-

gerBurger: They want to get

rid of me.

But on Monday Louw declined to com-

ment on the matter.

He was only prepared to say that a special

general meeting was to be held at TASP to-

night.

Die polisie wag tans op die uitslae van n na-

doodse ondersoek op nmaandoue baba, wat

Maandag dood in sy huis in Wallacedene

aangetref is.

Volgens die Kraaifontein-polisie is hulle

ontbied deur n familielid, wat die baba al-

leen in die huis in Coffeesingel ontdek het.

Daar aangekom het ons dadelik die am-

bulans ontbied, wat die baba op die toneel

dood verklaar het, s kapt. Gerhard Nie-

mand van die Kraaifontein-polisie.

Volgens Niemand is daar in die stadium

geen tekens van gemenespel nie, maar is die

moeder van die baba vir n geruime tyd aan-

gehou vir ondervraging.

Sy was baie emosioneel en het haarself

deurentyd blameer vir die dood van haar

kind, s Niemand. Ons moet egter die ma

se emosionele toestand ingedagtehou, en sal

eersmoetwagvir die uitslag vandienadood-

se ondersoek om die oorsaak van dood vas

te stel, voor die ma verder ondervra word.

My sick boy is a superhero

A local paediatrician, along with an entire

medical fraternity are holding out for amir-

acle, since starting treatment of a pioneer-

ing new medicine from the USA, to save a

three-year-old toddler from the clutches of

a rare terminal disease.

LittleDanil leRoux fromUitzichtwason-

ly two when he was diagnosed with Leigh

Syndrome, in May last year.

The devastating diagnosis was made

when mom Lianie took him to the doctor af-

ter noticing that he started shaking and

could not walk any more.

Leigh Syndrome is an extremely rare ge-

netic disease, which systematically de-

stroys the neurons in the brain stem respon-

sible for motor functions such as movement

and breathing. Only one out of every 40 000

children in the world are diagnosed with

this disease.

Unlike other boys his age, Danil cannot

run and play because he relies on a ventila-

tor to keep him alive. Moreover, he cannot

swallow and receives his nutrition andmed-

ication internally.

This dreadful disease invariably leads to

death, usually fromsuffocation and from the

outset Danil was given only a few years to

live.

Doctors however, detected a very aggres-

sive strain of the disease with Danil and by

October last year he was so weak that he

couldnotwalkanymoreand fell into a coma.

He was rushed to hospital and was later

coupled to a ventilator.

Ever since then he has been in the critical

care unit of Capegate Mediclinic, where he

is currently fighting for his life, along with

his family and resident paediatrician Pro-

fessor Pieter Fourie who is treating him.

In October last year Professor Fourie real-

ised that a new medicine known as EPI 743,

developed in the USA, was Danils only

hope of survival.

The Federal Drug Association in the Unit-

edStates recently approved thedrug for trial

and although it cannot cure the disease

it will help to arrest the cell damage.

I contacted the pharmaceutical com-

pany that developed the medication and

startednegotiatingwith them.Wealsoap-

plied to the SouthAfricanMedicines Con-

trol Council for permission to import it

for the trial, says Fourie.

Danil, who has been part of the trial

for 100 days now, is the only South Afri-

can child taking part in the trial.

He has spent days in the critical care

unit and according to Fourie, the im-

provement of his condition since he start-

ed the regime isnothing short of amiracle

a huge source of excitement for Fourie

and the research team in the USA.

He has noticably improved frombeing

totally dependant to a beautiful childwho

sits up by himself, crawls and almost

walks. He is mentally alert, he communi-

cates, smiles and blows kisses our way.

He even gets angry!

The most surprising improvement

however was seen on the Magnetic Reso-

nance Imaging (MRI) after only two

months of treatment, an excited Fourie

says.

The trialmedicationwill continueuntil

June this year, and according to Fourie,

the possibility exists that it might perma-

nently prolong Danils life to an ad-

vanced age, although this has not been

proved by long term studies as yet.

There is also a chance that he might

come off the ventilator in the near fu-

ture, Fourie says.

Meanwhile, little Danil onFriday cele-

brated his third birthday party at his favour-

ite place in theworld, the TwoOceansAquari-

um.

It was a pricelessmoment when he entered

the aquarium, his eyes lit up! It was his first

trip outside the hospital in fourmonths, says

mom Lianie who has always refused to give

up hope on her only child. He is such a brave

little boy and my superhero.

The City of Cape Town has produced the

General Valuation Roll 2012 (GV 2012) in

terms of the Municipal Property Rates Act,

that governs the valuation of properties.

TheGV2012was signed off by themunici-

pal valuer on 31 January 2013 and handed

to the city manager.

According to a city spokesperson, there

are 815 676 properties on the GV 2012 roll

with a total value of R913 billion.

This is an approximate increase of about

13 % over the total value of the General Val-

uation in 2009.

The number of properties has increased

by 39 925 since 2009.

It has a valuation date of 1 July 2012,

meaning that the properties are valued at

the market rate on that date.

Property rates based on the GV 2012 valu-

ations will be billed from 1 July 2013.

Publishing the GV 2012 valuation roll in-

cludes, publication of notices in the provin-

cial gazette, notices in local newspapers

and posting notices to all the property own-

ers.

The valuation roll will also be posted on

the citys website: the GV 2012 will be avail-

able from 21 February 2013 at www.cape-

town.gov.za/propertyvaluationsad.

The GV 2012 will be made available for

inspection at 17 public inspection venues

across the city.

City officials will be available at these

venues to assist members of the public who

wish to inspect the valuation roll or submit

an objection.

Legislation allows any person to lodge an

objection against the valuation of any prop-

erty on thevaluation roll if theybelieve that

the valuation is incorrect.

An objection must be submitted on the

prescribed objection form.

The website (www.capetown.gov.za/

propertyvaluations) contains instructions

for downloading the prescribed objection

form.

An objectionmust bewellmotivated. Val-

uations on the GV 2012 were derived from

sales that occurred around the valuation

date (1 July 2012) and it is, therefore, best

for an objector to motivate his or her objec-

tion by using information about sales

which occurred around that date. Informa-

tion about property sales have been made

available on the citys website and it will

also be available at the public inspection

venues.

Objectors can use this information to

identify the properties sold comparable to

their own properties and to motivate their

objections in this way.

The objection starts on 21 February 2013

and ends on 30 April 2013. Late objections

will not be accepted.

The Municipal Property Rates Act states

that properties must be valued at market

value which it defines as the amount the

property would have realised if sold on the

date of valuation in the open market by a

willing seller to a willing buyer.

Data on property sales that have taken

place around the date of the general valua-

tion are gathered and this information

forms the basis for the assessments of the

values of all properties.

The city makes use of a computer model-

ling program (computer-assisted mass ap-

praisal or CAMA) that uses sales data, aer-

ial imagery and other property information

to determine the value of a property.

teit, bystand verleen op die R300 waar hul

n ander polisievoertuig met n botsing ge-

help het.

Hulle het Van der Riel se oproep gehoor

en dadelik gejaag na William Dabbsstraat

nabyKlipwerf, waar hulle die spoorlynmet

hul voertuig versper en te voet vorentoe be-

weeg het. Twee verdagtes was vasgevang

tussen die polisie en SJC, en die polisiebe-

amptes het hulle in hegtenis geneemvir die

besit van diefstal uit en van n motorvoer-

tuig. n Derde verdagte het weggekom.

Bikers let the rubber spin

The Hell Razors Motorcycle Club in Brack-

enfell held their first annual Show and

Shine event in Brackenfell on Saturday.

Some 15 cars and 20 bikes were on show

with 150 people attending the event. All

the proceeds of the show are in aid of

the Durbanville Childrens Home and an

informal settlement in Klipheuwel that

the club supports on an ongoing basis.

Leon Steenkamp was there.

Members of the Hell Razors Motorcycle Club with one of the bikes that were

on display during the Show and Shine event.

Super slots: Wild Wheels, a slot car track is the newest addition to the De Ville Centre in

Durbanvilles Sidewalk Market. The track is 19,6 metres long and to complete a lap takes about 5,5

seconds. The track is the only portable six lane wood track in South Africa. It weighs 480 kg and

comprises 10 sections of which the doughnut is the heaviest at 87 kg. Cars are 1:32 scale but the

track is designed to take 1:24 scale cars as well. Putting the track and cars through final testing

The Minister of Local Government, Environmental Affairs and Development Planning intends to, in terms

(a) Any rezoning where, because of the nature and scale of land use to which it relates, has or will have a

substantial effect on the order or co-ordinated and harmonious development of a region or the Province

or on the general welfare of the inhabitants of the region or the Province, or

(b) any rezoning where a state institution is not in favour thereof.

Die musiekdepartement van die Horskool Brackenfell het n ere-toekenning van Unisa ontvang vir

die departement se teorieleerders se besondere prestasies. Sedert 2009 ontvang die skool elke

jaar n merietesertifikaat van Unisa vir uitstekende prestasie in musiekteorie. Di skool se musiek-

leerder het sedert 2008 toegeneem van 5 na die huidige 53 leerders. Tans bied hierdie depart-

ment onderrig aan in klavier, blokfluit, viool, tjello, dwarsfluit, kerkorrel en kitaar. Die musiekleer-

ders is baie geesdriftig oor openbare optredes en gryp elke geleentheid aan om op die verhoog te

kom. Wat hierdie musiekdepartement egter baie besonders maak, is dat die musiekleerders gek is

na musiekteorie. Of hulle nou klassieke musiek of kontemporre musiek bestudeer, hul skryf elke

jaar in groot getalle in vir die Unisa-eksamens van graad 2 tot 6. Hier is n groep van die

Horskool Brackenfell se musiekleerders (agter vanl inks) Rozelle Wentzel, Marian Steyl (musiekop-

voeder), Keisha Holster, Jacques du Toit, Litha Mafila, Brandon Wheater, Brad-Lee Lesar en Rian

Smit. Voor is Sinnead Cogill, Madie Malan, Leandri du Toit, Olivia le Roux, Nikita Sauls en Tammy

The Friends of Bracken Nature Reserve

will kick off the new year with a

general meeting to be held in the

Brackenfell public library on Monday 11

February at 19:00.

Jurg Zimmermann from Tygerburg

nature reserve will be giving a presenta-

tion on the history of the canon signal

system once used here in the 18th

century.

A canon is due to be re-installed in

the Bracken nature reserve shortly as a

memorial to the original one that was

once used here. Visitors welcome,

refreshments will be served.

SA Cancer Alliance picket raises awareness

TheCancerAlliance onMonday (WorldCan-

cer Day) led a picket to highlight access to

treatment and challenges faced by South Af-

rican cancer patients.

A memorandum was handed over to the

Western Cape minister of health Theuns

Botha by 76 cancer survivors.

Herewith they hope to bring awareness to

the need for innovative strategies and a uni-

fied effort in controlling South Africas bur-

den of cancer.

This year,World Cancer Daywill focus on

Target 5 of the World Cancer Declaration

which addresses effects to dispel damaging

myths andmisconceptions regarding cancer

and the stigma patients and those affected

by the disease face in their communities.

This day is a chance for all SouthAfrican

Cancer NGOs to raise our collective voice in

the name of every survivor, said LindaGre-

eff, cancer survivor and Cancer Alliance Ex-

ecutive member.

We will petition provincial governments

to focus on ensuring implementing effective

cancer control strategies in communities.

I went outside to request the

workers to stop and show me

While running through Majik

Forest on Sunday 3 February, I

unexpectedly ran through a

piece of fishing gut that was

tied between two trees on

opposite sides of the path. I was

luckily not too badly hurt.

Its tied at the exact height of

a cyclist on his bike. Please be

careful when riding down the

path; it is very dangerous.

It could be a bad prank

played by some kids in the area

or vagrants trying to steal

bikes.

facing a huge problem.

Why not buy turbines, to

much-needed electricity or any

other area?

Instead they find it necessary

to sponsor the people for a

breakfast. What can we show

for it, nothing but an overflow-

ing sewage farm, breakfast long

forgotten.

The public are all getting

fed-up of this obvious abuse.

We are tired of paying.

Nothing gets done. Rather

strike for something like this,

municipal council and came

these tree trimming contractors.

A request to the municipal

council for trimming of this

specific tree the correct way

was placed in August 2012. The

municipality responded that

they had a backlog in trimming

trees and appointed unscrupu-

lous contractors who are doing

their own thing with no regard

to people or trees.

LAND USE PLANNING ORDINANCE, 1985 (ORDINANCE 15 0F

1985) AMENDMENT OF ZONING SCHEME REGULATIONS IN

TERMS OF SECTION 7(2), SECTION 8 AND SECTION 9(2)

The Minister of Local Government, Environmental Affairs and Development Planning intends to amend in

terms of section 9(2) of the Land Use Planning Ordinance, 1985, (Ordinance 15 of 1985) (LUPO), the zoning

scheme regulations approved in terms of Provincial Notices 1047 and 1048 of 5 December 1988 as amended

by Provincial Notice 177 of 2009, regarding the powers of municipalities in terms of the Ordinance to grant

or refuse applications for departures and subdivisions, including instances where restrictive title conditions

are involved, as follows:

1 DEPARTURES

1.1 Regulation 2.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and

published in Provincial Notice 1047 of 5 December 1988 to supplement the Scheme Regulations

relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009 of

29 May 2009, shall be amended to read as follows:

A Municipal Council may in terms of subsections (1)(b) and (5) of section 15 of the Ordinance

respectively grant or refuse an application for a departure, or determine an extended period after

which such departure shall lapse: provided that, where the Council authorises the utilization of

land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

for a maximum period of five years, with the exception of a departure for a mining activity, in which

case the concession may be granted for such number of years as is related to the expected lifetime

of the mine concerned.

1.2 Regulation 5.1.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

as follows:

A Municipal Council may in terms of section 15(1)(b) section 15 of the Ordinance respectively grant

or refuse an application for a departure, or in terms of section 15(5) determine an extended period

after which such departure shall lapse: provided that, where the Council authorises the utilization of

land on a temporary basis as contemplated by section 15(1)(a)(ii), such concession shall be granted

for a maximum period of five years, with the exception of a departure for a mining activity, in which

case the concession may be granted for such number of years as is related to the expected lifetime

of the mine concerned.

2 SUBDIVISIONS

2.1 Regulation 3.1 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and


relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009, shall be

amended to read as follows:

A Municipal Council may grant or refuse an application for the subdivision of land in terms of section

25(1) of the Ordinance within, and subject to the conditions applicable to a sub divisional area, as well

as an application for the subdivision of land involving no change in zoning.

2.2 Regulation 5.2.1 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

in Provincial Notice 1048 of 5 December 1988 as amended by P.N. 177/2009, shall be amended to read

as follows:

A Municipal Council may grant or refuse an application for the subdivision of land in terms of section

25(1) of the Ordinance within, and subject to the conditions applicable to a sub divisional area, as well

as an application for the subdivision of land involving no change in zoning.

3 REMOVAL OF RESTRICTIONS

3.1 Regulation 4 of the Scheme Regulations made in terms of section 7(2) of the Ordinance and


relating to the zoning schemes set out in the Schedule thereto as amended by P.N. 177/2009, shall be

amended to read as follows:

Notwithstanding regulations 2 and 3, all conditions restricting subdivision, the number of buildings

that may be erected or the utilisation of land or any other restrictive conditions which may have a

bearing on the rezoning, subdivision or departure applied for and registered against the land unit

shall, where applicable, first be removed prior to an application being granted.

3.2 Regulation 5.3 of the Scheme Regulations made in terms of section 8 of the Ordinance, published

in Provincial Notice 1048 of December 1988 as amended by P.N. 177/2009, shall be amended to read

as follows:

Notwithstanding regulations 5.1 and 5.2 of these regulations, all conditions restricting subdivision,

the number of buildings that may be erected or the utilisation of land or any other restrictive

conditions which may have a bearing on the rezoning, subdivision or departure applied for and

registered against the land unit shall, where applicable, first be removed prior to an application being

granted.

Vandag se resep is n welkome koel

lafenis en teenvoeter vir ons ergste

warm somersdae wat nog voorl in

Februarie.

Dis n pragtige pienk yskastert wat

smelt in die mond en nie te veel duur

bestanddele bevat nie.

Die tert se mooi kleur ontleen homself

daaraan om pragtig voorgesit te word

met n bietjie ekstra versiering hier en

daar.

Probeer gerus die tert in n losboom-

pan maak sodat jy die tert op n mooi

koekstaander of bord kan plaas en kan

versier. Groen blaartjies soos mentblaar-

tjies lyk pragtig en ruik heerlik.

Sjokoladeblare vertoon ook baie mooi.

Kooksjokolade werk die beste vir hierdie

doel.

Kies stewige blaartjies in die tuin

roosblare werk goed. Was hulle en druk

droog. Smelt die sjokolade en verf n

dun lagie op die agterkant van elke

blaartjie.

Plaas in yskas en verkil. Verf dan nog

een of twee lagies sjokolade oor, laat

hard word tussen elke laag en trek dan

die blaartjies versigtig af.

Pienk, wit en ligpers skuimpies lyk

ook baie mooi op die tert. Plaas dit op

en rondom die tert net voor opdiening.

Hierdie heerlike tert word somtyds

met kaaskoek verwar, veral as ek n

bolaag van ingelegte kersies opsit. Jy

verdik net n blikkie kersies met n

bietjie mielieblom (Maizena), wat met

water gemeng is.

Laat dan eers die tert stol, skep dan

die afgekoe
