    on Friday, bloody, bound and face down

    in her home after an apparent house rob-

    bery.

    Higginss murderer had gained entry

    into her home through the roof, killed

    her, then stole her car and drove off with

    some valuables, said Bellville police

    When TygerBurger visited Heemstede on

    Monday evening, shortly before the news of

    the arrest was announced, an eerie silence

    surrounded the area. Darkness due to load

    shedding added an eery chill to the silence.

    Higginss home was still wrapped in the

    embrace of yellow police tape.

    A neighbour who wanted to remain anon-

    ymous told TygerBurger that the atmos-

    phere had been morbid the entire week-

    end after Higginss murder, with good rea-

    son, it seems,

    Everyone is on high alert. There are a lot

    of elderly people living in our area and we

    need to be their eyes and ears, he said.

    Each one knows the other around here.

    Theolder ladieskept in regular contactwith

    each other all the time. Mrs Higgins was al-

    ways busy in her garden. She was a quiet

    person who kept to herself, he added.

    Vera de Kock agreed. She was the neigh-

    bourwhoopened the door toHigginss home

    for police with the spare key Higgins had

    given her.

    Nobody heard anything, she toldTyger-

    Burger. I got sucha frightwhenpolicewere

    standing in front of me. They wanted to

    know what car my neighbour drove. I said

    a small white one, and they toldme they had

    found it in Bloekombos in Kraaifontein.

    De Kock said Higgins had two daughters,

    one of whom lived in Durbanville, the other

    in America.

    She was like a mother to me. Whenever

    I had a problem, I would ask her what she

    thought I should do, De Kock said.

    Neighbour Ina Bosman also assisted po-

    lice during their intensive investigation

    over the weekend.

    She said she knew Higgins as a proper

    English lady the epitome of grace and

    friendliness.

    I drove past her house at roughly about

    14:30 the Friday, just before the police

    came, Bosman said. Nothing seemed

    amiss.

    High alert

    Bosman said police on the scene had been

    speculating about the contractor. She

    showed TygerBurger where the murderer

    had come through a side rafter on Higginss

    roof.

    We were first told she was found with

    both her hands and feet tied behind her

    back, sitting in a chair. Then we heard she

    was lying face down on her bed, she said.

    Ina said they simplywanted to knowwhat

    had happened in that home.

    She added their local neighbourhood

    watch was also on high alert after the inci-

    dent.

    They keep popping in, calling out to us

    if they see a gate or door open. They have

    been brilliant.

    Chairperson of the watch, Andries

    Atwell, told TygerBurger their sympathies

    lay with the victims family.

    Our heartfelt sympathy goes to the fami-

    ly of the deceased. We intend to do all in our

    power to ensure the safety of our area and

    its residents, said Atwell.

    Higginss daughter fromDurbanville, Eil-

    een Higgins, shared her thoughts with Tyg-

    erBurger.

    Theyve apprehended the guy. He

    worked on replacement sheets on mymoth-

    ers roof. Obviously my mom knew him, so

    he murdered her, Eileen said.

    He didnt take much. Her death was so

    pointless. Its so sad. He didnt get anything

    of value and mymoms dead. He didnt rape

    her or anything, she was still fully clothed,

    but he came through her roof. That just

    shows how vulnerable we are.

    Her sister JeanetteHiggins Smithwas fly-

    ing in from America on Thursday with her

    own family, Eileen said.

    Higginss funeral will be held at 11:30 on

    Saturday at the Church of Christ in Evers-

    dal, Eileen said.

    hile residents are still gasping at

    themore thandouble inflation-rate

    property rates increase expected in

    July, the City is adamant these increases

    are justified.

    According to Cape Towns deputy mayor

    and mayco member for finance, Ian Neil-

    son, theCitys property rates income is cur-

    rentlyprojected to growat a lower rate than

    the items which are to be funded from it.

    Certain expenditure items, which are

    critical to theCitys standards of service de-

    livery, such as fuel costs, overtime for safe-

    ty and security staff, and security costs at

    City facilities, necessitated a reassessment

    and required additional budgetary alloca-

    tions, he says.

    This is apart from the recurrent operat-

    ing costs and finance cost to repay capital

    investment for the investments in new in-

    frastructure for rates-funded services, he

    added.

    Double digit increases

    In July property rates will increase with

    10.83%, almost five percentage points more

    than the previous years 6% andwell above

    the current 4% inflation rate.

    Electricity tariffs will increase with

    10.82%, as opposed to last years 7.63%.

    This is attributed to theNersa-approved

    Eskom increase on bulk purchases to mu-

    nicipalities, Neilson explains.

    This increase comes to 14.24% for the

    next year.

    Furthermore, electricity sales are re-

    ducing due to energy saving plans and

    higher tariffs is forecasted to shrink con-

    sumption by 1% annually, he says.

    Water and sanitation tariffs is set to raise

    with 11%, three percent more than last

    years 8%.

    This increase follows the increased

    growth in the number of users receiving

    free and subsidised services despite the de-

    clining water sales.

    Again finance cost to repay capital in-

    vestment in new infrastructure comes into

    play here. As does the expansion and reha-

    bilitation of the current water infrastruc-

    ture to address capacity constraints and to

    ensure system efficiency, he explains.

    The reduction in revenuedue to lowerus-

    age patterns flowing from economic condi-

    tions and water savings initiatives, also

    played a decisive role.

    Keeping standards

    Refuse disposal tariffs will have the

    smallest increase with 9.31%, less than a

    percent more than last years 8.56%.

    With this increase the City will main-

    tain and aim to improve the current stan-

    dard of refuse removal service and to pro-

    mote waste minimisation, Neilson said.

    Chairman of the AHI Oostenberg Cham-

    ber of Commerce, George Ferreira is very

    concerned about these increases.

    It is just not realistic. There is no way

    we as entrepreneurs can recover these

    costs from our clients, meaning that we

    will have to absorb it, he says.

    This, Ferreira says, hampers growth and

    results in less job creation.

    Thebusiness community cannot contin-

    ue to absorb these costs year on year and

    although we can count ourselves lucky to

    have the infrastructure we have in Cape

    Town, we will have to be more involved in

    the local budget discussions in the future,

    he says.

    pplications are open for NGOs and

    shelters working with street people to

    apply for aid from the City of Cape

    Town to cope with the expected influx of in-

    dividuals seeking shelter during winter.

    The City of Cape Towns social develop-

    ment and early childhood development di-

    rectorate is finalising the preparations for

    its annual winter street people programme.

    The programme allows non-governmental

    organisations (NGOs) to apply for aid so that

    they can increase their capacity to deal with

    the influx of street people seeking shelter

    and assistance during the winter months.

    The City hasmore than doubled its availa-

    ble budget for the programme this year, in-

    creasing the allotted funds from R280 000 in

    2014 to just over R600 000 this year.

    The aid, in the form of food, blankets, mat-

    tresses and toiletries, is distributed in part-

    nership with the disaster risk management

    centre and the Western Cape governments

    department of social development.

    Aid available

    Bed space at shelters is funded via the

    Western Cape government and the City liai-

    ses with them regarding the additional de-

    mand on bed space during this period. In

    2014, a total of 16 organisations qualified for

    aid.

    We have already started procuring the

    goods and we are now finalising the applica-

    tion process for NGOs and other civic orga-

    nisations who would like to apply for aid.

    There is an application form that stipulates

    the criteria the organisations would need to

    meet as well as the supporting documenta-

    tion they need to provide.

    Once we have received the applications,

    we will conduct site visits to ensure that the

    information provided is correct, because we

    have to follow due process and ensure that

    public funds are spent responsibly, saysSu-

    zette Little, Mayco member for social devel-

    opment and early childhood development.

    Applicants must be registered as non-gov-

    ernmental or non-profit organisations, have

    facilities where people can overnight and

    comply with all health and safety regula-

    tions.

    Dedicated resources

    Little says the City will also continue its

    day to day interventions aimed at reinte-

    grating street people and preventing more

    people from migrating to the streets.

    This includes outreach programmes by

    field workers employed by the social devel-

    opment department to provide assistance to

    those who require emergency accommoda-

    tion, social work services and rehabilitation

    services by directing them to one of the as-

    sessment centres across the city.

    In December, the City also launched its re-

    integration unit, specifically tasked with

    helping street people return to their commu-

    nities of origin if they so choose.

    We are dedicating significant resources

    to ensuring that our street people are well

    cared for this winter, but I appeal to them

    to make use of the shelters and assistance

    that is available.

    I also want to renew my appeal to mem-

    bers of the public to rather make a tangible

    difference in the lives of street people by giv-

    ing responsibly and supporting a local shel-

    ter orNGO, or giving a street person in their

    area a hand up instead of a hand-out as the

    latter simply perpetuates the cycle of de-

    pendence and aggressive begging, says Lit-

    tle.

    in the Citys 107 emergency contact num-

    ber, is herewith supplied.

    According to a statement by ADTs com-

    munity developmentmanager PatrickHall,

    theyve been experiencing problems trying

    to deal with the load of information reque-

    sted when trying to summon various

    emergency services from the 107 emergen-

    cy contact number.

    The main concern was the load of infor-

    mation they requested before they would

    despatch the emergency service needed.

    Hall met with the relevant officials re-

    cently to discuss a smoother call-in process

    and was told officials need the correct in-

    formation as they receive many false calls

    from the public.

    Hewas supplied with a call-out sheet con-

    taining all the information thatwould be re-

    quired when phoning emergency response,

    which in turn Hall hopes to distribute to

    neighbourhood watches to speed up any

    emergency processes.

    (Such a list) will stop the backward and

    forward question asking, will keep the ra-

    dio conversation short, so other radio users

    will get a chance to communicate, he said.

    The following information was crucial

    when calling in an emergency:

    V Callers name and a contact number of

    the person on the scene;

    V Nature of the incident;

    V Address and nearest landmark or cross

    street;

    V When it is a medical emergency, state

    immediately what the situation is;

    V When the incident happened;

    V What the condition of the patient is

    for instance if theyre breathing, bleeding,

    conscious, unconscious and if there is a pul-

    se;

    V Known medical history and age of the

    patient;

    V In case of a fire, statewhat it is that bur-

    ning, for instance a factory, a house, a flat,

    shack, vegetation;

    V State if anyone is trapped or injured;

    VWhen the police are needed, state what

    the situation is;

    VWhen the incident took place, or if it is

    still in progress;

    V State whether there are injuries and

    what the nature of those injuries are;

    V State whether the suspects are still on

    the scene and if they are armed;

    V When calling in motor vehicle (MVA)

    or pedestrian accidents (PVA), state clearly

    what the situation is what is involved,

    how many vehicles and their type;

    V Be sure to mention any injuries and

    whether anyone is trapped;

    V Always state whether there are hazar-

    dousmaterials involved, for instance diesel

    or petrol or any flammable or harmful spil-

    lages.

    riminal elements and gang activity ha-

    ve caused stakeholders of themass ani-

    mal sterilisation project in Wesbank,

    to abandon the campaign.

    Allan Perrins, project leader and CEO of

    the Cape of Good Hope SPCA, said last week

    the project was abandoned due to serious sa-

    fety concerns following an armed attack on

    the team from African Tails.

    AfricanTails, an animalwelfare organisa-

    tion in Koeberg, was one of the organisati-

    ons participating in the project. Their duties

    were to collect the animals from the pet ow-

    ners and transport them to the sterilisation

    facility in Main Road.

    Two field workers collected the cats and

    dogs since the start of the project. The ani-

    mals would be returned home either the sa-

    me day or following day.

    Attacked

    According to Perrins, the African Tails

    team were held up at gunpoint and robbed.

    The perpetrators made it very clear that

    should they return they will be attacked

    again, he said.

    This is not a threat that I can assume is

    idle as crime has become a way of life and

    a means to an end in many parts of Cape

    Town.

    Wehadplanned to sterilise andvaccinate

    over 1 500 animals during this campaign and

    are a mere 76 animals away from this goal

    which would have resulted in 70% of this

    communitys animals being sterilised and

    vaccinated at no cost to the owners thanks

    to generous co-funding from theCity of Cape

    Town and the Nussbaum Foundation, Per-

    rins said.

    He apologised onbehalf of all stakeholders

    to the owners who have been patiently wai-

    ting in line to admit their animals and com-

    mend those who took advantage of the bene-

    fits of the project.

    We trust that they will understand that

    it is simply too dangerous for us to continue.

    If they still want their animals to be steri-

    lisedunder the aegis of this project then they

    will have to bring and fetch their pets from

    us (SPCA, Animal Rescue Organisation or

    African Tails).

    Evil minority

    Perrins added: Animal welfare work is

    not for sissies. Our teams are the best in

    the business. They are dedicated, determi-

    ned and until now have delivered extraordi-

    nary results despite the odds. They are fear-

    less and want to continue despite the risks,

    but in the final analysis, they are no match

    for an evil minority for whom life has abso-

    lutely no value whatsoever.

    DaanKoopman, chairman of theWesbank

    community health committee, agreed and

    said for the safety of the team it is best.

    Things are getting worse. It is unsafe. Of-

    ten you feel unsafe just walking through the

    area, he said.

    Koopman said this issue should be addres-

    sed. We are losing too many young lives in

    the area. We need a plan of action. Church

    leaders will have to be approached, he said.

    To date mass animal sterilisations have

    been completed in Dunoon, Browns Farm,

    Khayelitsha and Kayamandi.
