The Beyond Hoses and Helmets course has been developed by members of the VCOS who have real life expertise in various educational components. The course curricula was developed by nationally-recognized fire service leaders from volunteer and combination departments across the United States. The United States Fire Administration and the National Emergency Training Center provided technical support in the development of course material and supporting documents. The course is modular in design and can be delivered in 8, 12 or 16-hour blocks.

VCOS MISSION STATEMENTTo provide chiefs and chief officers who manage volunteers within a volunteer or combination fire, rescue or EMS delivery system with information, education, services and representation to enhance their professionalism.

The target audience for Beyond Hoses and Helmets is current or prospective leaders of organizations which are staffed by volunteer, part-time, paid on-call and/or career personnel.

The delivery of the class is strongly dependent on class participation and input. The curriculum is designed to adapt to the needs of the group and provide them a starting point for progressive solutions. The course integrates group and individual activities, intertwined with real life leadership experiences presented by instructors who have been confronted by the same challenges within their organizations. The purpose of the course is not to provide THE answer to an organization’s challenges but to provide the necessary perspectives to help the leadership positively guide and influence the inevitable change associated with progress.

BEYOND HOSES AND HELMETS is an interactive course consisting of multi-media lecture, video segments, and hands-on activities.

The host agency is responsible for: • Marketing Beyond Hoses and Helmets to

adjoining agencies within their region(s) to assure a minimum of 30 attendees at least 25 days in advance of the assigned course dates.

• Provide audio/visual equipment as required. This includes but is not limited to: LCD projector with appropriate cabling for a laptop computer, projector screen, sound system, wireless lavaliere microphone(s), lectern/podium, high-speed internet connection, DVD player, etc.

• Provide educational space with chairs and tables conducive to a productive learning environment.

• Furnish one self-stick easel-type flip chart for every 8-10 students and large felt tip markers.

• Provide name tent cards.• Print student manuals, certificates of attendance

on high quality paper, course evaluations, and other supplementary materials.

• Cooperate with the lead instructor for ground transportation to and from the host’s airport.

• Provide instructor lodging (2 rooms/ 2 nights) which complies with the U.S. Fire Administration’s Hotel/Motel Fire-Safe List.

• Furnish instructor meals, per International Association of Fire Chief’s per diem policy.

The VCOS hosts the Symposium in the Sun, the only national conference for volunteer and combination fire leaders. Held yearly in Florida in the late fall, the Symposium in the Sun has become a must for fire chiefs who desire to enhance their personal growth and development.
