1.0 OPENING COMMENTS – OPEN

1.1 Call to Order / Quorum Check

The Aerospace Quality System (AQS) Task Group was called to order at 10:30 am, 24-Oct-12.

Approval of February 2012 Meeting Minutes

Motion made by Earl Pruett and seconded by George Winchester to formally approve the minutes as written. Motion Passed.

The Code of Ethics, Conflict of Interest, and Anti-Trust video was viewed by all in attendance.

1.2 Review of Agenda

The agenda for this meeting was reviewed by Susan Frailey.

AQS Task Group Membership Review.

Deb Maier requested to become a Supplier Voting Member. She has met the two meeting requirement to become an AQS Supplier Voting Member.

Motion made: by Earl Pruett and seconded by George Winchester to accept Deb Maier as an AQS Supplier Voting Member. Motion Passed

The representatives from Bombardier and 309th Maintenance Wing – Hill AFB have missed three consecutive Nadcap meetings. Per Nadcap Task Group Procedure NTGOP-001 paragraph 5.2.5; “to maintain Subscriber or Supplier Voting Member privileges the following criteria shall be met unless the Task Group Chair determines that other circumstances warrant retention: Voting Member shall not be absent without approved alternate representation from three consecutive regular Nadcap Task Group meetings.” This would be reason for removal of voting privileges with the AQS Task Group. The AQS Task Group voted to maintain both representatives as active members of the AQS Task Group.

The current AQS Task Group Chair, David Day, has ended his 2 year term. Per the succession plan and agreement by the AQS Task Group, starting after the October 2012 Nadcap meeting the new AQS Task Group Chair is Robin Borrelli, with Harold Finch becoming the new Vice Chair. There is a need for a secretary for the AQS Task Group. This will be discussed during the February 2013 Nadcap meeting. The AQS Succession plan has been updated.

2.0 TASK GROUP TUTORIAL – OPEN

The AQS Tutorial was given by David Day – No Comments.

3.0 REVIEW OF RAIL – OPEN

Susan Frailey reviewed the RAIL items. A copy of the updated RAIL is attached to the minutes.

A reminder was given to all in attendance that the RAIL is updated and posted to eAuditNet on the 15th of every month.

5.0 METRICS REVIEW - OPEN

5.1 Nadcap Management Council (NMC) AQS metrics

Susan Frailey presented and David Day discussed the NMC AQS metrics.

5.2 Staff Engineer delegation

Susan Frailey presented and discussed the AQS Delegation metrics.

6.0 MISCELLANEOUS REPORTING – OPEN

6.1 Audit Observations

David Day and Susan Frailey discussed and presented NOP-007 (Audit Observations).

There have been 17 requests to observe an AQS audit between January 2010 – September 2012 11 observations reported 2 observations cancelled by the observer 4 observations scheduled 6 AQS Task Group Subscriber Voting Members (UVMs) made requests

Susan Frailey reviewed the steps to find audits to choose for observation and the process to follow when requesting to observe an audit.

David Day and Susan Frailey presented a flow-chart of the Certification Bodies notification process that occurs within PRI and OASIS.

7.0 Recap of Task Group Roundtable and Planning & Ops (PO) Meetings

Susan Frailey recapped the discussions from both the Task Group Roundtable and PO meetings.

8.0 QMS INTEGRATION – OPEN

8.1 9100 Transition

The 9100 transition is going better than expected at this point in time. The AQS Task Group will still monitor the transition for those Suppliers that may be affected.

8.2 9100 – Next Revision

Mark Covert stated the the next revision of 9100 is being considered for 2015. The AQS Task Group was asked to think of any concerns with the current revision that may want to be added or removed for the future update.

ACTION ITEM: Mark Covert to develop a presentation about the 9100 update process and where/when concerns on the current revision can be submitted for consideration. (DUE DATE: 15-Feb-13)

9.0 AC7004 – OPEN

9.1 Checklist Comments, Concerns, and Questions

There was discussion within the AQS Task Group about the length of the AQS audit. Currently it is a one day audit. There is currently a process in place if the Auditor feels that more time is needed in order to complete the AQS audit in conjunction with a special process audit. The length of the AQS audit will remain at one day. The topic of the length of the AQS audit will be discussed annually at the Task Group meeting to ensure that the AQS audit remains effective in ensuring compliance of the quality management system and suitable for the Nadcap program.

9.2 Handbook Review

Updates to be made. See New Business section for action item.

10.0 DATA COLLECTION – OPEN

10.1 The AQS Task Group discussed what type of data they would like to review during the Nadcap meeting.

A review of the written non-conformances (NCR) to the AC7004 Rev E checklist was reviewed.

The AQS Task Group decided the data to be shown in future meetings will be: Top 10 NCRs written (checklist question referenced) Checklist questions where no NCRs are written Checklist questions written by Auditor

11.1 October 2012 - Review Progress / Discussion

Susan Frailey reported that the 2012 Auditor Conference material has not be completed. The formatting and entering into the choosen presentation format still needs to be completed.

ACTION ITEM: Susan Frailey to complete and upload the Auditor Conference material. (DUE DATE: 30-Nov-12)

October 2013 Auditor Conference

The AQS Task Group determined that face-to-face training will occur during the 2013 Auditor Conference. Topics and creating the team will be discussed during the February 2013 Nadcap meeting.

11.2 Qualifying Auditors for AQS

The topic of creating material to qualify current “non-AQS” Special Process Auditors was disussed. Two AQS Task Group members looked within their own companies for non-confidential material that could be used as a starting point for the presentation. Other Task Group members were asked to look at what their respective companies may have to enhance the one presentation that was shared.

ACTION ITEM: All AQS Task Group members are to look within their respective company or anywhere else to see if there is usable material that can be shared with the AQS Task Group. Any usable information should be sent to Susan Frailey. (DUE DATE: 8-Feb-13)

12.0 NEW BUSINESS – OPEN

12.1 AS9003

AS9003 was voted on and approved in July 2012 by SAE G14, Americas Aerospace Quality Standards Committee (AAQSC). The AQS Task Group reviewed the document to determine a recommendation to the NMC about the acceptance of this standard as a valid quality system for the Nadcap program. After review, the AQS Task Group voted to not recommend AS9003 to the NMC. There are concerns over missing key items in the new AS9003 revision.

12.2 Exclusions taken to 7.5.2 (Special Processes)

Other Nadcap Task Groups have expressed a concern over Suppliers with 9100 accreditaion taking an exception to paragraph 7.5.2 – Special Processes. As this is something beyond the control of the AQS Task Group, guidance will be sent out to the Commodity Staff Engineers for their consideration on what can be done. If the exclusion is noted on a Supplier’s certificate of accreditation for 9100 or 9110, the feedback system within OASIS can be utilized. Suppliers that hold a Nadcap accreditation should not be taking the exception to special processes.

ACTION ITEM: Susan Frailey to send communication to PRI Staff and Auditors about noting if the exception is taken on a 9100 certification and contacting the AQS Staff. (DUE DATE: 16-Nov-12)

CONFIRMED MINUTESIAT presentation was reviewed by the AQS Task Group. It was discussed why it is happening, who created presentations, and how it will be presented. The AQS Task Group agreed it was a good idea.

12.4 Checklist Questions 5.4.1 and 8.2.1

An issue concerning the correlation between checklist questions 5.4.1 and 8.2.1 was discussed. If quality objectives are not being met (5.4.1), are actions being taken (8.2.1)?

ACTION ITEM: Mark Covert and Robin Borrelli to add verbiage to the AQS Audit Handbook to help Suppliers understand what is being asked for and the correlation between checklist questions 5.4.1 and 8.2.1. (DUE DATE: 8-Feb-13)
