Agreement and Upgrade Printer Equipment for Public Information Office – Print Department

The Board of Education approved a new five (5) year lease agreement for the printer equipment upgrade for the Public Information office to a Savin Pro C7210SX (5th color) without plockmatic, and a Savin Pro 8320, (Reference: Upgrade Option 2) in the amount of $59,924, an increase of $1,339 to be paid from the District Copier fund in April 2020 with the current contract. The Board of Education further authorized the Deputy Board Clerk to sign the contract subject to approval by Board Counsel. There was a revision to the original consideration sheet for New Business-Public Information Office Item 10.B.2 – Approval of Renewal of Lease Agreement and Upgrade for Printer Equipment –

• Contract expiration/payment dates were originally listed as June 2020, the correct date would be April 2020

Superintendent of Schools, Dr. Fred Dierksen Moved – Jeff Hiers Seconded – Tammie West

The Board of Education approved the Memorandum of Understanding between USD 443 and Ford County in relation to USD 443 providing transportation services for evacuation of Ford County citizens in the event of an emergency or disaster as needed. The Board further authorized the Deputy Board Clerk to sign the MOU, subject to approval by Board Counsel.

2. Approval of United Telephone – Redundant Fiber Path From Soule to New Admin

The Board of Education approved the purchase for a redundant path from Soule to the new admin building from United Telephone in the amount of $25,000 to be paid from Capital Outlay. The Board further respectfully requested to authorize the Board Clerk to issue a purchase order to United Telephone and sign a contract subject to review by Board Counsel.

BACKGROUND INFORMATION: In 1992, the Kansas Legislature enacted comprehensive legislation (K.S.A. 72-6439) that instituted the Quality Performance Accreditation System (QPA). The legislation required accredited schools to establish site councils, composed of the principal and representatives of teachers and other school personnel, parents of pupils attending the school, the business community, and other community groups. Site councils were to be responsible for providing advice and counsel in evaluating school performance goals and objectives and in determining the methods to be used to meet the goals and objectives. Councils were to be in place in all of the schools by January 1, 1995. In Dodge City USD 443, site councils promote parent, family, and community involvement in schools and increase the pool of decision-makers available for enhancing education in the district’s schools. They also enhance the flow of information between the school and the community and between the community and policy makers at the school, district, and state levels. CURRENT CONSIDERATIONS: Each year, the schools of USD 443 submit names of site council members to the Board of Education for approval. These persons meet regularly throughout the year, providing advice and counsel on the school improvement initiatives of their respective schools. FINANCIAL CONSIDERATIONS: There are no financial considerations associated with this recommendation. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the site council members for the district’s schools for the 2019-2020 school year.

BACKGROUND INFORMATION: At the May 2009 meeting, the USD 443 Board of Education approved the re-implementation of instructional materials (i.e. textbook/workbook) fees for students, after a number of years. The Board further approved guidelines regarding the waiver of instructional materials fees for foster children and others, as authorized by KSA 75-53,114. CURRENT CONSIDERATIONS: The Superintendent’s office has received one (1) Parental Application for Waiver of Instructional Material Fees. It is recommended that the Board of Education approve the waiver based on the facts and circumstances. Names of the families involved have been withheld due to the Family Educational Rights and Privacy Act. FINANCIAL CONSIDERATIONS: This will reduce the money received in the Textbook Revenues Account by the amount of the waiver requested. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve the Parental Application for Waiver of Instructional Fees submitted. BACKGROUND INFORMATION: The district has a one-to-one iPad initiative for all students. CURRENT CONSIDERATIONS: The current iPad devices at the K-5 level no longer are able to run the KITE application, which is necessary to do State Assessments. State Assessments are required for grades 3 – 5 students at the Elementary level. Staff is recommending a laptop cart for the 9 elementary campuses so that state testing can be completed. Each cart will have 30 laptops, for a total of 270 laptops. As a district we will be reviewing the K-12 Kansas Computer Science Standards and will be making a recommendation to the Board this spring as to what is appropriate for access to technology at each grade level to best support the state standards. In addition, the type of platform will be a critical decision as well. The devices recommended not only allows for the administration of the state assessments it also provides flexibility at the end of the standards review and devices selection that the new devices can be redistributed based on the final recommendation the Board takes action on this spring. FINANCIAL CONSIDERATIONS: The cost to the school district will be $232,076.34 for this purchase. The Business Office and Superintendent have reviewed the Board Designated i-Pad Reserve Fund and current budget. It is determined that the current LOB i-Pad budget can be redirected for computer purchases and leave adequate i-Pad reserves. STAFF RECOMMENDATION: The Board of Education is respectfully requested to approve redirecting funds from the LOB i-Pad budget for the purchase of 270 laptops for elementary campuses, in the amount of $232,076.34. The Board is further respectfully requested to authorize the Board Clerk to issue a purchase order to Sterling Computers, NASPO KS State Contract #40400|WN13AGW, and sign a contract subject to review by Board Council.

BACKGROUND INFORMATION: Several items need to be shared to keep the Board of Education in the know of current information as well as changes, legislation, topics of direct interest and other happenings within the state and local that the district needs to consider. Topics include: vaping, enrollment, Kansas/Missouri Supt. Forum, Governor’s Education Council and upcoming Special Ed tour of new admin facility other matters possibly pertaining to the district. CURRENT CONSIDERATIONS: To take part in the conversation being presented. FINANCIAL CONSIDERATIONS: There are no financial considerations at this time. STAFF RECOMMENDATION: The Board of Education is respectfully requested to receive the information provided for consideration with possible future implications.
