History of Railways in Saudi Arabia

• 1951 Aramco railway transportation of freight from the Arabian Gulf ports to Aramco facilities in Dhahran.

• 1966 Aramco railway transferred to the state and became a public company

• 1980s Riyadh-Dammam services introduced• Line 1 passenger - 449 km• Line 2 freight - 556 km

Developing a World Class Railway system

• Saudi Arabia is similar in size to Western Europe and is one of the 20 largest economies in the world

• Saudi Railways Master Plan 2010 – 2040• Future railway with 19 different lines covering 9,900 km• Projects at different stages of implementation and

identified as:• Level 1 high priority 2010 – 2025 approx 5,500 km• Level 2 medium priority 2026 – 2033 approx 3,000 km• Level 3 minor priority 2034 – 2040 approx 1,400 km

• The Master Plan provides the basis for a long term sustainable development and step by step expansion of the Saudi Arabian Railway network.

Rail Expansion in Saudi Arabia

• Saudi Railways Organization (556 km freight, 449 km passenger) Expansion and introduction of High Speed services in 2016

• Haramain High Speed Rail. (449 km) The Makkah to Madinah rail link aims to provide a safe, high speed, comfortable mode of transport for passengers and pilgrims travelling between the holy cities

• North South Rail. (2,400 km) Rail project currently transporting phosphates between Al Haditha and Hazm Al Jalamid with new port city of Ras Al Khair. Passenger service due to commence in 2015

• Gulf Cooperation Council (GCC) Rail Project. (2,177 km)The GCC rail link project extending from Saudi Arabia to Kuwait, Qatar, Bahrain, UAE and Oman. This line will also to be extended to Yemen in its second phase

• Landbridge. (950 km) Linking Dammam in the east with the Red Sea city of Jeddah in the west

Haramain High Speed Rail (HHR)

• Providing passenger services between Makkah and Medina via Jeddah

• 449 km double line, electrified for high speed trains

• Max speed 320 km/h

• Trial running during 2015 with planned start in 2016

• 5 stations with futuristic and iconic design. Medina, Rabigh, King Abdulaziz International Airport, Jeddah, Makkah

• Hajj and Umra

North-South Railway

• Will operate a total of 2,400 route km

• Services to run between Al Haditha Intermodal station in the North, Riyadh and the new port city of Ras Al Khair to the east

• Provide mineral, freight and passenger services

• Will link with Landbridge project at Riyadh

Gulf Cooperation Council (GCC) Railway project

• Promote Interoperability within the Gulf Member States

• Saudi Arabia, Kuwait, Bahrain, Qatar, United Arab Emirates, Oman

• Construction already commenced in UAE

• Total route length of 2,177 km (663 km within Saudi Arabia)

• Mixed use railway but mostly freight

• Passenger services up to 200 km/h

• Freight services up to 120 km/h

Landbridge

• Connects Jeddah on the Red Sea coast with the capital city of Riyadh which will connect to the upgraded line and through to Dammam on the east coast

• New section between Dammam and Jubail

• The completed project will total approx 950 km of dual track

Metro (MMMP). 9 elevated stations on 18 km route. Use for pilgrims travelling between holy sites. 12 Car train sets with capacity for 3,000 passengers and up to 24 trains per hour. Further phases planned

• Princess Noura University (PNU) Worlds largest female university with 14 elevated stations. Automated People Mover (APM)

• King Abdullah Financial District Riyadh. Monorail under construction

Design Construction Phase

• Riyadh Metro: 6 separate lines, 85 stations 175 km track (contract awarded July 2013)

• Jeddah Monorail: 3 lines, 40 stations, 108 km track

Saudi Railways Commission (SRC)

• The Railways Commission established by Royal Decree in 2008 to provide a regulatory system which helps the railways develop in an efficient, safe and effective manner based on international best practice.

• Issues operating licenses and safety certificates, grants and monitors concession agreements, regulates the disputes procedure and monitors performance

• National body for Accident Investigation • Responsible for industry Standards and Interoperability• Promotes customer requirements and monitors levels of service

• License conditions for railway operators include:- Requirement to have and comply with Safety Certificate- Maintain and develop Safety Management System (SMS)- Management Competence, Ownership, Financial and Insurance reports- Good practice and continuous improvement obligations- Fares regulation and customer satisfaction surveys
