On Monday, 12 June, at the Opening Ceremony:

H.E. Maj. Gen. Thein Swe, Minister for Transport, Myanmar, and Honorary Chair, extended a heartfelt and warm welcome to all distinguished participants of PACON 2006. In his opening message, His Excellency says that “Ocean Science and Technology categories in environmental monitoring, climate change, etc. are the fresh topics and Coastal Science and Technology categories such as coastal water fluctuation and coastal hazards, etc., are never finished paintings.” He feels Myanmar, “as a coastal nation has many vital tasks in marine activities to undertake.” Prof. Susumu Ishii, Dean of Nihon University’s College of Industrial Science and Technology, Japan, and Honorary Chair, welcomed delegates to PACON 2006. In his opening message, Prof Ishii says “As you know, for mankind, the ocean plans a great role such as the place of control for the global environment, marine organism and fishery, transportation, etc. Myanmar with its long coastal line is rich in marine resources. This means Myanmar has great potential of effective and wise use of the sea.” He feels that we need to understand each other and establish partnerships for collaboration, to make wise use of the sea and saving the environment, our common missions.

H.E. U Pe Than, Deputy Minister of the Ministry of Transport, Myanmar, and General Chair, wished PACON 2006 success and the participants to be prosperous and healthy. In his opening message Deputy Minister Than says “This gathering of marine scientists and engineers in PACON 2006 marks a closer mutual cooperation among the nations to exchange marine science and technological advances, to share expertise and experience, and to upgrade human resources.” As a coastal nation, Myanmar’s people and businesses are connected to marine activities, and that opportunties for increasing the nation’s wealth through more marine activities is needed. However, awareness of the potential threats generated from these activities must be monitored to avoid disturbing Myanmar’s marine and coastal ecology.

Dr. Narendra Saxena, Founding President of PACON International, welcomed the delegates to the first PACON conference to convene in an ASEAN country, informed us of the increase from three (3) to six (6) Cecilia Hsi Saxena Awards for best student poster competition, and that PACON had established a Student Travel Fund to partially support travel of junior faculty and graduate students to our conferences. He hoped that having a conference in Myanmar would make the PACON Myanmar more active and stronger Daw Ling Maung Pan, a 1992 graduate of Yangon University and a Myanmar Radio and Television newscaster, was the Master of Ceremony.

Monday, 12 June, Dr. Tad Murty (University of Ottawa, Canada) presented the Keynote Address on “Tsunamis and Storm Surges in the Indian Ocean.” Tuesday, 13 June, Dr. Hans von Storch (GKSS Research Center, Germany) presented the Keynote Address on “Storms-Analysis, Statistics, and Changes”.

Wednesday, 14 June, Dr. Ying Wang (Nanjing University, China) presented the Keynote Address on “River-Sea Interaction and the North Jiangsu Plain Formation”.

On Monday, 12 June, the second annual Student Poster Session, with the assistance of Coordinator Dr. Jerome Comcowich and Co-Coordinator U Myo Thant, took place. The Student Poster Judging Committee consisted of Dr. Jerome Comcowich, Dr. Tad Murty, Dr. Nobuhiro Sawano, Prof. Charlie Than, Dr. Kenji Hotta, Dr. Ying Wang, and Mr. Norman Estabrook. Later in the evening, the PACON Awards Banquet commenced at the Traders Hotel Ballroom, preceeded by Myanmar beer tasting and socializing. An excursion to the famous and breathtaking Shwedagon Pagoda took place on Wednesday, 14 June. On Thursday, 15 June, the techical sessions started at 9:00 a.m. and later that morning a trip to the National Races Village was offered. After the Closing Ceremony, some participants visited the Gem Emporium.

PACON 2006 had 19 technical sessions, 3 workshops, and a student poster session. More than 400 delegates participated from 11 countries including Australia, China, Germany, Japan, Korea, Malaysia, Myanmar, Russia, Taiwan, Thailand, and USA. There were 109 presented papers. PACON 2006 Awards Banquet

The PACON 2006 Awards Banquet was held on 12 June 2006 at the Traders Hotel. The banquet speech by Mr. Norman Estabrook centered on “Global Implications of Ocean Observations”. He reminds us that with oceans comprising roughly two thirds of the earth’s surface, the mutual interactions driven by the energies of both solar (wind, waves, temperature, water transport, etc.) and the internal heat of the earth within this medium, to a large extent determines what happens to our environment. It is ‘imperative for our quality of life and, perhaps, even our future survival, that we understand what is going on.’

OCEAN DAY 2006

Ocean Day 2006 was held on 7 June 2006 at the NOAA Hawaiian Islands Humpback Whale National Marine Sanctuary in the Hawaii Kai Corporate Plaza. This year’s theme centered around “Tsunamis and Storm Waves”. Ms. Elizabeth Corbin read the Governor’s Proclamation, followed by Mayor Mufi Hannemann who read the Mayor’s Proclamation.

Ocean Day Chair, Mr. George Curtis, a past tsunami researcher for JIMAR (Joint Institute for Marine and Atmospheric Research) at the University of Hawaii at Manoa for twelve years, started with an Introduction to the Hazard and Risks of Tsunamis and Storm Waves, followed by Mr. Scott Sullivan from Sea Engineering, Inc. on Hurricane Modeling for Hawai`i, Ms. Jeanne Johnston from the Hawai`i State Civil Defense on State Response to Tsunamis, Mr. Paul Haraguchi from Pacific Weather, Inc. spoke on Scenarios for Possible Hurricanes in Hawai’i, followed by Dr. Yong Wei from the Department of Ocean and Resources Engineering, University of Hawaii at Manoa, who spoke for Dr. Kwok Fai Cheung on Better Tsunami Modeling, Mr. John Cummings III from the Oahu Civil Defense on County Response to Major Wave

Threats, and Dr. Ian Robertson from the UH Civil Engineering Department on Storm Surge Damage from Katrina and Application to Tsunami Damage. An open discussion allowed the audience to ask questions. After the discussion, people mingled, ate light refreshments, and bid on the silent auction items. Special thanks go to Ms. Keeley Belva and the NOAA Hawaiian Islands Humpback Whale National Marine Sanctuary in the Hawaii Kai Corporate Plaza for the use of their classroom and facilities, to Mr. Curtis for being the Ocean Day 2006 Chair, and to Mayor Mufi Hannemann who took time out of his busy schedule to meet us.

Born in Beirut (Lebanon), Prof. Zakharia received an EE Diploma in 1979, a Ph.D. in acoustics in 1982, and a Habilitation à Dirriger des Recherches degree in 2000. His research work and interests relate to wideband sonar systems: bottom imaging, sub-bottom imaging and characterization, fisheries acoustics, underwater navigation, synthetic aperture sonar, surface acoustic waves, scattering and target recognition, time-frequency analysis and low frequency shallow water propagation and reverberation. PACON International (Pacific Congress on Marine Science and Technology, International) was created following two successful marine science and technology Congresses held in Honolulu: PACON 84 and PACON 86.
