Rod then attended dental school at the University of Detroit while Judy supported them teaching business at Eastern High School. During this busy time, their first two children, Kathy and Steve were born. Graduation from dental school brought two years of service in the U.S. Air Force for Rod where Julie was born and then a move for the couple to Plymouth, Mich- igan where their youngest, Laura was born. e young family then settled in Big Rapids for nearly 50 years where Rod practiced family dentistry at Jensen, Shroyer, and Anderson, DDS, and Judy became a real estate broker and later started and became an owner of Big Rapids Realty. e Shroyers also were parishioners and actively involved at St. Paul’s Campus Parish. ey raised their kids, sent them to college and watched as they all went on to have careers and start amazing families of their own–including ten grandchildren. Along the way they took a trip to Palm Springs that started a 25-year vacation and retirement snowbird tradition of splitting the year between the Coachella Valley and Big Rapids. Now full-time in Cathedral City, they continue to enjoy tennis, golf, cards, jigsaw puzzles and to be awed by the breathtaking views of the San Jacinto Mountains. ey especially appreciate the company of their family and friends. The Environmental Review Record describes the 2020 – 2024 Capital Fund activities and details the reasons why EIS is not required. The Environmental Review Record is on file at the City of Big Rapids, 226 N. Michigan. The Big Rapids Housing Commission Administrative Office is located at 9 Parkview Village. The documents can be publicly examined between the hours of 8:00 a.m. and 5:00 p.m. at the City of Big Rapids, and 8:00 a.m. to 4:30 p.m. at the Big Rapids Housing Commission.No further environmental review of such project is proposed to be conducted prior to the request for release of federal funds.All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments for consideration to the Big Rapids Housing Commission. All comments received will be considered and the Big Rapids Housing Commission will not request the release of federal funds or take any administrative action on the activities prior to the date specified in the above statement.The Big Rapids Housing Commission will finance the project with Capital Funds from HUD under Title 1 of the Public Housing Act of 1937 and added by section 305 of the Multi–Family Housing Property Disposition Reform Act of 1994. The City of Big Rapids is certifying to HUD that the City and Mark Gifford, in official capacity as City Manager, consents to accept jurisdiction of the federal courts if any action is brought to enforce responsibilities in relation to environmental reviews, decisions and actions and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval, the City of Big Rapids and Big Rapids Housing Commission may use the Capital Funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following reasons:(a) The certification was not executed by the Chief Executive Officer or other officer of the applicant approved by HUD.(b) An applicant’s Environmental Review Record for the project indicates omission of a required decision, finding, or step applicable

to the project in the Environmental Review Process.Objections must be prepared and submitted in accordance with the required procedure (24 CFR 58) and may be addressed to HUD at the Department of Housing and Urban Development, Office of Public Housing, Michigan State Office, Patrick V.
