Craig WoodburnMartin Mane

Open 26 September 2017:The recommendation paper is now available. We have drafted the revised and new error messaging and will distribute it out of session for feedback.12 September 2017:We have split the position paper into two separate components – the first to deal with cancelled ABNs and the second to focus on the AUTH007 error. Our legal team has some concerns about the proposed solution for the cancelled ABNs, so we are working through the issues with them. We

confirmed that there are no quick and easy fixes. In the interim, communications for scripts and a troubleshooting page are being drafted on workarounds for cancelled ABNs. An additional workaround has been identified to re-instate to the ABN (may need to be back dated), lodge the AS or CTR and then cancel the ABN again.6 June 2017:Outcomes from tomorrow’s stakeholder meeting focusing on the options available to work around this issue will be shared with DSPs so they can make an informed business decision regarding the possible workarounds (if any).2 June 2017 (out of session update):The ATO has held an initial meeting to discuss the issue and strategy going forward to resolve it. A number of options were identified that need further investigation as there is no easy fix however, a workaround has been identified in the interim. The group will meet again next week.23 May 2017:The ATO to investigate this issue (raised during discussions on #09/05 – 04).

09/05 – 05 The ATO to raise a change request (high priority) regarding the required changes to the backend to fix the generic nature of the 007 error (across the board).

Craig WoodburnAnne Soe

Open 8 September 2017 (out of session):The ATO is seeking to expand the scope of this work to also include improvements to SBR authorisation error messaging - more information will be provided at the next meeting.29 August 2017:The micro-group is recommending to divide the AUTH007 error into smaller, more detailed messages. This is covered in the recommendations paper to be discussed at the next roundtable. As the proposed fix will impact a range of stakeholders – SIPO will be undertaking some addtiaonl engagements.

15/08 – 04 Work out how we can better communicate with the community on the activity statement G1 issue and other types of functional issues.

Craig WoodburnDeanne McPaulMartin Mane

Closed 29 August 2017:The ATO advised members that the G1 issue was resolved on Monday 21 August. In addition, the second issue associated with the revision of AS (and trends) was also resolved on Wednesday 23 August. It was noted that there may be a few residual AS lodgment issues occurring (a very small number and no DSPs have rasied this as causing problems to date) that are being investigated by the ATO. An agenda item added to the next meeting to discus the ongoing management of functional issues.

09/05 – 01 The ATO to share existing transitional messaging with members ahead of the next roundtable for their consideration (i.e. the Commissioner’s TIA speech and ato.gov.au article).

lodgements where people have tried to do the right thing.

Information regarding the ATO approach to providing concessions if difficulties are encountered that affect lodgment during the transition to the PLS is available on our website. The full details of how to request a PLS deferral, and the appropriate circumstances in which to do so, are also available on our website.9 May 2017:The ATO to circulate this out of session, ahead of the next meeting.

09/05 – 03 The ATO to develop a solution that provides practical tips on resolving key authorisation issues impacting the PLS transition as a single source of truth for Associations and DSPs.

Michael Job Closed 6 June 2017:The ATO has drafted this and will publish it to the software developers homepage within the next week for feedback. This will then be published to ato.gov.au for agents.1 June 2017 (out of session update):A draft product has been developed. The ATO is currently seeking internal technical feedback from stakeholders ahead of sharing this with DSPs.23 May 2017:Michael informed members that the development of a product is underway.9 May 2017:Michael to start to progress a solution that provides practical tips on resolving key authorisation issues impacting the PLS transition.15 June 2017 (out of session update):A draft practical tips document is now available for review and feedback. to download the taxonomy without using YETI and issue a communication on the alternative methods available while YETI is unavailable.

Instructions were shared via the SBR Service Desk and DSPs have been using an externally hosted Yeti application. More information available here:http://softwaredevelopers.ato.gov.au/Known_outages9 May 2017:The ATO to share these instructions ahead of the next meeting.

09/05 – 06 The ATO to send members reminder communications to developers on the compression for BPRP deploying into production on Saturday 27 May 2017 – one in the next few days and another, ahead of the deployment date to ensure they are aware etc.

Craig Woodburn Closed 23 May 2017:Sent to on Monday 22 May 2017 for immediate publishing. Keeping open until Saturday 27 May to confirm there are no issues.9 May 2017:The ATO to issue reminder communications – the first in the coming days and again, head of production deployment on 27 May 2017.

26/04 - 01 The ATO to review the error statistics report for PLS. currently, it does not contain the same type of detailed information on each type of error (i.e. how often an error happens) that was available for ELS and it does not capture the same year-to-date figures.

Chris ThorneCraig Woodburn

Closed 6 June 2017:The ATO advised DSPs that this item is already on the backlog however, due to Tax Time priorities it won’t be actioned until after 1 July 2017. A workaround is already in place – DSPs were asked to discuss this with their Account Managers. This issue will now continue to be progressed through existing BAU issue resolution processes.23 May 2017:Members were advised that although this is on the work plan it is still a couple of months away due to other priorities (e.g. Tax Time, system stability etc.). MYOB requested that the ATO review how reports are sent out to DSPs as they are currently too big for the email system to handle. Craig Woodburn agreed to amend the current delivery mechanism to fix this issue in the meantime until the larger reporting review / update can be actioned.

9 May 2017:The ATO confirmed that due to other priorities in the past fortnight (i.e. SuperStream issues) this issue remains open. Developers highlighted the importance of this report (and what is contained within in it) being resolved before July 2017 and noted that at the moment, it is not working for what they require. The ATO will escalate the priority of this issue and provide an update at the next roundtable – information has already been provided to the ATO from developers. In addition, the issue of the size of the report was raised as it is getting to large to fit into an email message.26 April 2017:Xero raised this issue with the PLS error statistic report as it groups the message by the error ID. As a result, DSPs are unable to tell by error, how often a particular error is occurring. Andrew Sprankling (Xero) to provide more detail to Craig on this as a starting point.

11/04 – 01 Consider communications to mutual clients regarding their software experience this year.

Chris ThorneMichael Job

Closed 26 April 2017:The ATO advised that our PLS communication plan currently includes messages that recognise the uncertainties and possible delays to lodgment of forms as practitioners’ transition to the PLS. These statements are intended to account for any number of complexities or issues that arise during the transitional period. We recently (19 April 2017) re-issued an article to tax practitioners outlining the support available to them as they transition to the PLS. This includes the PLS deferrals service that is available for use by both tax practitioners and software developers, where a PLS or software issue prevents on-time lodgment. This item was closed with an agenda item added to discuss the feedback from developers in more detail at the next roundtable (i.e.

developers advised they would prefer a blanket statement from the ATO regarding delays and impacts on their software as a result etc.).11 April 2017:Software developers requested communications from the ATO to help manage the situation with our mutual clients by explaining that the delay in specifications to developers may have potential impacts on the quality of software products.

11/04 – 02 The ATO will investigate the Tax Agent experience and their ability to prepare in advance and stack returns to assist with their peak July workload.

Andrew WatsonMichael Job

Closed 6 June 2017:The ATO informed members that the article has been published today and shared via the DSP newsletter. The ATO is confident that this will reach the intended audience. DSPs informed the ATO that they will provide a link to the article to their clients.1 June 17 (out of session update):Communications to practitioners outlining systems and return processing availability has begun. A new page outlining when return processing will commence for all lodgment channels was promoted with tax professionals in the newsletter of 31 May 2017. An article detailing ELS and PLS availability for processing, particularly in the period prior to 26 June, is scheduled for 7 June 2017.23 May 2017:ATO published (above) advice on 19 May 2017. DSPs expressed their concern with the ATO proposing a delay to the availability of ELS given the timeframes. Andrew Watson noted that given feedback from DSPs the ATO will include in communications to tax agents the difference in dates between ELS and PLS but reinforce that no 2017 returns commence processing before 26 June 2017. The ATO will look at how this can be targeted to the approximately 700 tax

agents that lodge 2017 tax returns in late June.11 May 2017 (out of session update):The ATO advised that our focus for tax professionals is to avoid, wherever possible, differences between the ELS and PLS experience, for example where ELS is (or appears to be) offering a superior service. Therefore if the PLS for 2017 tax returns is not fully functional until mid-June, we will explore options to delay the availability of ELS until the weekend of 26 June.9 May 2017:The ATO advised that we are still tracking to the PLS plan on a page and noted that all ELS documentation has now been published (aside from anything that comes out in the budget release tonight).Developers raised concerns around agents not being able to undertake work in advance (as they have previously been able to do in ELS) as Chris Thorne confirmed that the ATO will release the PLS software into production in mid-June (date to be confirmed). Gary Warne will follow this up with Andrew Watson to understand / provide more information on what the change in process means agents.26 April 2017:Sandra Drummond advised members that the ATO has almost finalised the ELS 2017.3 release to be published later today (or tomorrow morning at the latest). These were published after the meeting and can be found here.Sandra also advised that the next planned release will be post-budget. Members were also informed that the ATO is planning to publish the end of year gateway schedule and the cross-check documentation early May 2017. the June long weekend in Waymouth and Brisbane, with Sydney and Melbourne scheduled to follow from the weekend of 16 June 2017. It was noted that the ATO is on track with standard ELS delivery.Chris Thorne informed the group that although the ATO deploys ELS software (and accepts these) they are not processed until 26 June 2017. In addition, the ATO advised that we are still working on how we are going to do this in the PLS system – dates are not available at this stage but an update will be provided to members as soon as more information is available. The ATO is tracking to the plan on a page.11 April 2017:The production environment will be on line by 1 July 2017, but clarity is sought over when returns will start to be accepted.

28/03 – 01 The ATO to follow up on Mike Behling’s (MYOB) previous feedback to his Account Manager linked to action item #14/03 – 04.

Account Manager (Andrew Mohr)

Closed 5 April 2017 (out of session update):Mike's feedback has been considered and used to inform the recommendation for changes in the messaging around Client Updates28 March 2017:Mike Behling (MYOB) advised the ATO that he has already provided feedback on the messaging around Client Updates to his Account Manager (Andrew Mohr) – the ATO will follow this up and provide an out of session update.

28/03 – 02 The ATO to investigate the inclusion of Tax Agent ‘fall-back rates’ in the ‘on-track’ indicators data as developers are currently unable to see if their clients are switching back to ELS to complete lodgments.

Andrew WatsonGary Warne

Closed 11 April 2017:It is difficult to obtain data as we have no indication of whether agents switch from PLS to ELS temporarily or permanently. Indicative switching figures for March are:

CTR – 9% (back end issue may have contributed) IITR – 12.5%

In addition, approximately 75% of agents have never used PLS (750 000 returns lodged since 1 July 2016, 7 000 agents using PLS and 300 new users per week). There was agreement that these figures should be monitored as the ELS switch off approaches and that we need to understand why agents are switching. This will be added to the agenda on a fortnightly or monthly basis as part of the update given by Andrew Watson28 March 2017:Mike Behling (MYOB) requested the ATO to include some on the information on the number of Tax Agents having to switch back to ELS within the ‘on track’ indicators data.

09/08 – 04 Account Manager for SAGE to confirm if rollback to ELS for EFTRS is a possibility after lodgments via PLS.

Danny Figueiredo Closed 2 September 2016:Currently, if a Tax Agent subscribes to the EFT Report via ELS and then switches to SBR, the EFTRS in ELS will stop. Based on current SBR specification the report can only be delivered via one channel. If the agent then wishes to unsubscribe from SBR and to subscribe back to ELS a request can be placed via the SBR SD (and Account Manager), where a manual process can be performed (this has been tried with success). The agent essentially reverts back to ELS delivery the next time the report is requested. So yes, you can revert back but this is something the ATO will not be encouraging or advertising it – it will be treated as an incident request. Also note – the EFTRS report will not be available via ELS after 31/03/2017 and will only be available directly via SBR.

The changes have gone into place, but system issues have prevented delivery of this. A copy will be provided ahead of the next meeting.28 November 2016:Confirmed status.14 November 2016:Confirmed status.1 November 2016:The ATO plans to have a sample ready for 13 December 2016.28 October 2016:ATO have determined that BBRP round trip times are quite complex and need to be calculated using different rules for each of the exchange patterns. For November 2016 round trip times will be published for the most popular pattern, the ‘Bulk and Batch 1 way / 1-way pull: Batch Async-Delayed and Bulk-Async-Delayed’. The timing provided will be a round trip time per transmission along with a number of transactions so that transaction level trip time figures may be calculated. Timings for other less popular patterns will be planned for December 2016 and January 2017.12 October 2016:The ATO have an enhancement in progress to introduce functionality to report on BBRP round trip times. The team are aiming to deliver this new measure by end of November.

Microtax EVTE issue and ask Microtax’s Account Manager to verify the priority.

Danny Figueiredo For INC000019470986 (i.e. delays for ELS-tag prior years), analysis of the provided data and information supplied by Microtax and other software developers established that the design of BBRP for ELS-tagged forms is such that there is a delay before the validation report is received back from ELS processing.2 September 2016:All Activity Statement action items and CTR issues are closed with resolutions returned to Microtax (via their Account Manager).
