VASANTDADA SUGAR INSTITUTEVSI Bulletin : Vol.-15, Issue-1, April, 2015
Vol. 12, Issue - 4, December 2012
At the end of the first quarter of 2015, total 178
sugar mills were operating in the Maharashtra
State and produced 9.28 million tons of sugar and
estimated around 10.30 million tons at the end of
season. Excess sugar production during 2014-15,
is putting pressure on the sugar prices that are
currently ruling at ` 2350/- per quintal which is
below the average cost of production. The
international sugar prices are remained low as
Brazil; one of the major sugar exporter diverted
their production from ethanol to sugar because
of declined in the crude oil prices globally. Under
such circumstances, Sugar mills are facing
difficulties for paying Fair and Remunerative Price
(FRP) to the cane growers.
In first quarter, 38th Annual General Meeting
(AGM) of the Institute was held. On this occasion,
Awards of Excellence were given to the outstanding
sugar mills and personnel at the hands of Hon.
Shri. Devendra Fadanvis, Chief Minister,
Maharashtra State and Shri. Chandrakant Patil,
Minister of Co-operation, Marketing and Textiles,
Maharashtra State. Shri Sharadchandraji Pawar,

1. In ratoon sugarcane, practice of trash burning
should be strictly banned. Farmers should be
encouraged for in situ trash mulching and its
decomposition with use of appropriate microbial
culture as it helps to reduce the loss of water
from soil through evaporation, minimize weed
intensity and improves physical, biological and
chemical properties of soil by recycling of organic
matter.
2. Ratoon crop attains its physiological maturity 30
to 45 days earlier than that of plant cane. It is
advantageous to crush the ratoon crop at 12 to
13 months of age. The sugar mills should plan
the harvesting of ratoon crop since the beginning
of the crushing season in the proportion of 10 to
15% with plant cane.
3. The management of sugar mills should prepare
the handouts of ratoon management in
sugarcane describing the proven cultivation
technologies of the crop for distribution to
sugarcane growers to popularize the multiple
ratooning in sugarcane.

further stated that the distillery industry has to take
some firm action due to stringent norms laid down
by the CPCB. He provided the instances of the industry
shutdown notices given to distilleries and sugar mills
situated in the region of Ganga river basin. Mr.
Shivajirao Deshmukh also requested the industry
delegates to consider the seriousness of the problem
and fulfill the compliance as suggested by pollution
control board (PCB), he feared the similar action as
Ganga basin could be implemented in Maharashtra
due to non-compliance of norms by the industry.

VASANTDADA SUGAR INSTITUTEVSI Bulletin : Vol.-15, Issue-1, April, 2015
regarding following conclusive outcomes/ proposed
resolutions of the interactive meet. Following
resolutions were proposed as the outcomes of the
interactive meet:
1. According to CREP Guidelines, distilleries
achieving Zero Spent Wash Discharge (ZLD)
it is not mandatory to install monitoring
system. Those distilleries which are
discharging effluent should be made
mandatory to install online monitoring
system.
2. The main purpose of installation of online
monitoring system is to improve the
performance of existing effluent treatment
plant (self improvement and not regulatory
purpose). Online monitoring system is
secondary method of analysis and there is
need to evaluate the results obtained
through laboratory analysis. For regulatory
purpose, the evaluation of discharge will be
based on analysis of samples collected by
the pollution control authorities from time to
time.
3. Most of the distilleries attached to the sugar
mills in Maharashtra are implementing Zero
Spentwash Discharge (ZLD) through bio-
composting treatment. These distilleries
should install only camera and flow meter at
the site of discharge.
4. SCAN, an Austrian based company has
installed more than 7500 online/ real-time
on-line monitoring system worldwide and has
also installed more than 300 systems within
India. These real time/ online monitoring
systems have been studied by MPCB and
CPCB and seem to be reliable technology.
However, there is need to evaluate the
performance of this technology as far as
distillery and sugar industry is concerned. For
evaluation of the performance of real time/
online monitoring system, demonstration
unit of this system should be installed at one
of sugar mill and allied distillery site. Under
the supervision of VSI and in association with
DAM and MSSK Sangh, the online monitoring
system should be examined for stack
monitoring, effluent discharge performance of
sugar mill and ZLD implementation in a
distillery. The officers of M/s. Aaxis Nano
Technologies agreed to provide all assistance
for installation and demonstration trials of on-
line monitoring system. MPCB officers should
be also involved during the trials and for
providing necessary guidance time to time
during the demonstration period.
5. It was also concluded that H2S scrubbing
technology is not needed in the sugar mill/
distillery boilers where bagasse is used with
biogas due to low SOx and NOx concentrations
in emission. However stand alone biogas
using boilers may have to install H2S scrubbing
technology
Mr. A D Mohekar, Dr. Vivek Kumar and Dr. S V Patil
answered to the queries raised by the industry
delegates regarding the proposed resolutions. Dr. S V
Patil concluded the interactive meet to be successful
and the workshop with a vote of thanks.
