1 2012 Workshop Minutes WESTERN PACIFIC NAVAL SYMPOSIUM 2012 WORKSHOP KUALA LUMPUR, MALAYSIA 15 - 17 May 2012 MINUTES DAY 1 1. The 2012 Workshop of the Western Pacific Naval Symposium (WPNS) was held at the Royale Chulan Hotel in Kuala Lumpur, Malaysia from 15 - 17 May 2012. MINUTES

DAY 1 1. The 2012 Workshop of the Western Pacific Naval Symposium (WPNS) was held at the Royale Chulan Hotel in Kuala Lumpur, Malaysia from 15 - 17 May 2012. The workshop was chaired by Rear Admiral Dato' Abdul Ghani Othman RMN, Assistant Chief of Staff Operation and Planning, RMN HQ and Captain Azhari Abdul Aziz RMN.

2. A full list of delegates is at Enclosure 1. The only countries not represented at the 2012 WPNS Workshop were Bangladesh, Cambodia, Mexico, Papua New Guinea and Tonga. OPENING ADDRESS 3. The Chief of the Royal Malaysian Navy (CN), Admiral Tan Sri Aziz Hj Jaafar RMN, officially opened the Workshop. CN welcomed delegates and was positive in his belief that the WPNS remains to be a vital part of the global network of nations. He urged delegates to continue to seek ways for maritime forces to increase mutual understanding in areas that align with each nation's interests.

4. CN noted that certain issues to be discussed in Kuala Lumpur would include those brought from previous workshop and symposium and hoped that delegates have a candid sharing of perspectives to be able to reach consensus. REVIEW OF PREVIOUS MINUTES 5. Lieutenant Cyril Bazin, Head of the International Relations Office, JHQ Armed Forces in the French Polynesia (France), reviewed the Minutes of the 2011 Workshop, held in Tahiti from 24 to 26 May 2011. Lieutenant Bazin (France) noted that the Minutes contained a mistake in page 7 item 57 where Peru 'wishes to become a full member in 2012', which has been rectified. Action Items (AI) of the Workshop was also reviewed and those which require a follow-up action are as follows:

a. Seek if an official version of the Code for Unalerted Encounters at Sea (CUES) has been approved. b. On the Maritime Information Exchange Directory (MIED), only Australia and Canada have submitted their MIEDs and the process to merge each country's

MIEDs is still ongoing. c. The Terms of Reference for WPNS Environmental Working Group (EWG). d. Participation to the next Senior Enlisted Working Group (SELWG) in Australia. e. HADR – the latest version is from May 2012 have been uploaded to the APAN website. f. Confirmation of host for next MCMEX/DIVEX/NMS. g. Confirmation of venue for 2013 WPNS Workshop in Thailand. h. Singapore to confirm venues and dates for two events.

6. Lieutenant Bazin (France) emphasised on importance of All Partners Access Network (APAN) web portal. It contains a folder for each WPNS nation to provide Point of Contact (POC) but not all nations have provided the information, and he requested for them to do so, before the next Workshop. 7. The Chair sought comments from the Workshop Minutes. As no changes were proposed, the Minutes were agreed. Decision: The 2011 Workshop Minutes were agreed. PREVIOUS WORKSHOP ACTION ITEMS Maritime Information Exchange Directory (MIED) 8. Lieutenant Colonel Derrick (Singapore) informed the Workshop that Singapore has submitted their MIED, although it may not be as extensive as what Australia or Canada has prepared. Commodore Suarez (Philippines) said the Philippines has also submitted their MIED. 9. The Chair noted that there is no fixed format for the MIED and members are able to use the template provided by Australia and Canada if they wish to and raised the question of a timeline for each member to submit their MIEDs. 10. Commander Miller (United States) asked if Australia could share how the MIED can be used and how it can be incorporated in the APAN. Australia said the MIED is to help member nations navigate among various agencies within the WPNS countries. Canada meanwhile sees the MIED as a simple reference to assist the WPNS countries to establish contact with the appropriate agencies.

11. Vice Admiral Swift (United States) suggested in having a standard format to facilitate submission of the MIED and a list of appropriate agencies. Before leaving the meeting, Admiral Swift commented on Admiral Aziz's welcoming address on the importance of avenues such as the WPNS, and he was thrilled to have observers interested to become a member of WPNS. He added that having dialogues to solve issues are important, and that is one of the things WPNS provides to members. 12. The Chair acknowledged Admiral Swift and members gave a round of applause. The Chair also noted that the United States will champion a basic format for the MIED. 13. Commander Miller (United States) said he has seen the template submitted by Australia and Canada and he will work with those to look at the possibilities of refining it. 14. Captain Choi (Republic of Korea) is positive on the MIED and said that ROK's submission is in its final preparation stages and should be completed soon. 15. Lieutenant Colonel Derrick (Singapore) raised an issue with the content of the MIED, asking the Workshop how to ensure that all the information in the directory is always updated and suggested that members provide the Point of Contact to ease the process of updating information. 16. Commander Miller (United States) suggested that the MIED can be kept general and broad. He plans to revert to APAN developers and work on the submissions by Australia and Canada as a start. 17. The Chair suggested that the Workshop wait and see what the United States can come out with from the submissions by Australia and Canada and have the United States give an update at the next Symposium on what were discussed at this Workshop. 18. Commander Miller (United States) said that he wanted to keep the MIED as an Australia-led initiative and work together with them in determining the content of the directory. 19. The Chair agreed and asked the United States to look into ways to submit the MIED onto APAN web portal and work together with Australia to prepare a format for MIED. Action Items: A1. APAN and the United States to provide a mechanism on the APAN WPNS website for members and observers to upload respective MIEDs. At the same time, the United States to present a working format for MIED based on existing template by Australia and Canada.

Terms of Reference (TOR) for Environmental Working Group (EWG) 20. Captain Macaulay-Black (Australia) gave a brief background and development on the TOR for EWG, which the Workshop can refer to in the folder prepared. He noted that Indonesia will host the inaugural EWG meeting in June 2012. 21. Colonel Harjo (Indonesia) informed the Workshop that the EWG meeting will be held from 13 to 15 June 2012, with delegates arriving starting on 12 June. He added that there had been no feedback received regarding the TOR and proposed to present it at the meeting. 22. The Chair asked the Workshop if members can accept and approve the proposed TOR here in Kuala Lumpur or use the meeting in Indonesia as a trial run and obtain recommendations from experts attending. 23. Captain Macaulay-Black (Australia) sought recommendation for the second option as a final check by the experts would be beneficial. 24. Colonel Harjo (Indonesia) agreed with Australia, and proposed to present the TOR at the EWG meeting in Indonesia. 25. Members have no objections. Action Items: A2. The TOR for the EWG to be presented at the inaugural meeting of WPNS EWG and to be reported at the 13th Symposium by Indonesia. Code for Unalerted Encounters at Sea (CUES) 26. Commander Miller (United States) was of the opinion that the CUES document is solid and noted that the more it is used; members will be more familiar with it. He asked if other members agree or have issues with the document. 27. The Chair gave some background on the CUES and asked if it can be adopted at the next Symposium. 28. Captain Macaulay-Black (Australia) saw the CUES as a useful document and supported it. Lieutenant Colonel Derrick (Singapore) also found the CUES very useful, based on feedback from ships that have used it. He also gave support for the document. 29. The Chair brought the Workshop's attention to Part 2 of the CUES and asked if members have any problems with the content of Part 2. Members were satisfied with the content of Part 2, and the Chair asked China to share its experience using the CUES.

30. Commander Chong (PRC) reiterated that China had informed the previous workshop that it found the CUES very useful. 31. Commander Miller (United States) suggested that more ships could use the CUES at the tactical level to be more familiar with it. 32. The Chair asked the Workshop if the CUES need to be brought up at the next Symposium, as it is a non-binding legal document. 33. Commander Miller (United States) said there is the value in the CUES and wanted to have it uploaded onto the APAN web portal. He said an endorsement by members would give the document more credence. 34. Commander Gerritson (New Zealand) saw a real merit in having the Principals to endorse the CUES, and Captain Macaulay-Black (Australia) agreed as he said the CUES is an example of how WPNS members strengthen the cooperation to work together. 35. Commander Miller (United States) suggested that the Workshop list down how the CUES can be used in certain situations and refine it. 36. Captain Khritsada (Thailand) asked if other US Fleet Commands use the CUES as well. He added that not all Thai Navy personnel are fluent in English, and the CUES is not very popular as Thai Navy ships have other options they could use. However, on a personal capacity he supports the CUES and said that the CUES may be more acceptable to the Thai Navy if other US Fleet Commands use it. 37. Commander Miller (United States) told the Workshop that he would confirm whether other US Fleet Commands are using the CUES. 38. Captain Macaulay-Black (Australia) asked if the Workshop could recommend to the next Symposium that members could share the CUES with other countries outside the WPNS as it is an established document that works well. 39. Commodore Suarez (Philippines) noted that the Philippine Navy is subscribing to the CUES. 40. The Chair suggested that the CUES be submitted to the next Symposium to be accepted as a document of the WPNS. Future amendments can be made after it has been re-evaluated at the tactical level. Action Items: A3. The CUES to be accepted as a WPNS document at the 13th Symposium and subsequently members will provide feedback for any amendments to the document at the tactical level in the future.

BUSINESS ARISING FROM THE PREVIOUS WORKSHOP AND SYMPOSIUM Senior Enlisted Working Group's (SELWG) Terms of Reference (TOR) and Framework 41. Captain Macaulay-Black (Australia) gave background on the SELWG, which started as the Senior Sailors Symposium with the aim to increase cooperation in Western Pacific navies by generating a flow of information and opinions between Senior Sailors, leading to a common understanding of the issues affecting today's Navies. He requested that the Workshop:

a. Reach an agreement on the need for continued WPNS SELWG meetings to foster a closer working relationship at Senior Enlisted level; b. Agree to have the WPNS SELWG meeting to be held annually and confirms to the WPNS Business Charter; c. Endorse the draft of the proposed TOR to be presented to the next Symposium; and d. Submit the outcomes to the WPNS for consideration.

42. The Chair asked countries who have sent their officers to the SELWG meeting in Australia in September 2011 to comment. 43. New Zealand, Singapore, India, Canada and the United States are in support of the SELWG meeting. 44. Colonel Harjo (Indonesia) also saw SELWG as positive but proposed for the meetings to be held less regularly, such as once every two years. 45. Members have no objections in having the meeting annually, and the Chair suggested that countries be given the flexibility of not sending a delegation every year. 46. Captain Khritsada (Thailand) said their delegates are not familiar with the TOR for SELWG and requested for a draft for Thai officers to go through before they are able to give consent or endorsement. He noted the effort put in by Australia in preparing the document. 47. The Chair suggested a deadline be given to members to review and comment on the TOR before being brought to the next Symposium. Action Items: A4. Draft of the TOR of SELWG to be presented and endorsed at the 13th Symposium and principals to discuss on next SELWG Workshop host.

WPNS Humanitarian and Disaster Relief (HADR) Planning Guide Update 48. Commander Miller (United States) gave the background on the development of the Planning Guide. 49. The Chair asked if the TOR for the HADR will be presented at the next Symposium to be accepted. 50. Commander Miller (United States) planned to have the TOR prepared by September if possible, pending feedback from members before that time. 51. The Chair suggested that members be given more time to deliberate and comment on the matter and perhaps the TOR could be presented at the 2014 Symposium in China. 52. Commander Miller (United States) said he was keen on having Chile's input to refine the HADR Planning Guide, which uses the Standard Operating Procedure (SOP) and experiences by Non-governmental Organisations and various agencies. 53. Commander Gerritsen (New Zealand) wanted to share New Zealand's experience in disaster-relief work at the next Symposium. He asked for time to be allotted for this should the Planning Guide is not to be presented then. 54. The Chair suggested that time be given to members to share their disaster-relief experiences at the next Symposium. 55. Commander Miller (United States) said the Planning Guide could be seen as a tactical document, and it would be very timely to have it discussed at the next Symposium, to give it a sense of urgency. 56. The Secretariat wanted a clarification whether a new version of the Planning Guide has been uploaded onto the APAN web portal. 57. Captain Macaulay-Black (Australia) supported the move to have an SOP for the HADR Planning guide and have it be refined as and when is needed. 58. Commander Miller (United States) wanted to work with the Secretariat on ways for members to give feedback using the APAN web portal. Action Items: A5. Members to review the WPNS HADR Operations Reference Guide May 2012-1 on the APAN website. Any recommendations to refine such a publication can be presented at the 13th Symposium.

All Partners Access Network (APAN) Orientation Briefing 59. Mr. Deryck (United States) gave an orientation briefing on the APAN web portal. Firstly, he told the Workshop that the WPNS page on APAN has been revised. He then went through the registration process and showed the Workshop how to get to the WPNS page and how to navigate it. 60. Commander Miller (United States) said that the site is flexible, and the developers are open to suggestions on how to improve it. He also requested for members to submit each of their Principal's biodata and upload it onto the site. 61. The Chair noted that there were items on the site that have not been updated and requested that members help to update the items to make it easier for members to communicate with each other. 62. Commander Prakash (India) mentioned that he had tried numerous times to register on the APAN site but was not successful and requested the US to give members an ID and password. 63. Commander Miller (United States) agreed to assist each member with registration during this workshop. 64. Colonel Harjo (Indonesia) said he registered with the site about a year ago but has never received any updates and asked if updates could be given regularly via e-mail. 65. Commander Miller and Mr. Deryck (United States) informed the Workshop that there are options available on the site for e-mail notification and will revert to the site developers to see if it can be improved. 66. Commander Ganoza (Peru) said he has been a member of the site for four years and have not encountered many problems in receiving updates. He added that the site is a powerful tool and could be greatly beneficial for WPNS members. Action Items: A6. WPNS members are to provide respective WPNS point of contact and upload on APAN WPNS website. REPORT ON WPNS ACTIVITIES SELWG 12-16 Sept 2011 67. Captain Macaulay-Black (Australia) presented an overview of the proceedings of the event and highlights of each agenda. He added that there is a website set up for SELWG, which he will provide members with information on it.

68. The Chair asked if the website could be linked to APAN, and Commander Miller (USA) made note to do so. WPNS Activities for the JMSDF and Good Seamanship Briefing 69. Captain Matsumoto (Japan) listed activities conducted by the JMSDF related to the WPNS. 70. First activity was EING (Exchange Initiatives for New Generations), followed by WPNS-STEP (Short Term Exchange Programme for Officers of the Next Generations). 71. The third activity is the JMSDF-SRP (Ship Rider Programme) 2012, which invitations to all WPNS members have been sent. The fourth activity is NEXT (Network for Excellent Tomorrow). 72. Captain Matsumoto (Japan) explained Japan's efforts at the ADMM Plus Maritime Security EWG (Experts Working Group) and then briefed the Workshop on the subject of Good Seamanship. He added that the concept of Good Seamanship will be compiled and reported to the ADMM Plus Maritime Security EWG. He gave concrete examples of Good Seamanship and said Japan will propose for elements of the subject to be discussed and hoped that members are able to comment on the matter before 31 July 2012. 73. Captain Mulholland (Canada) made a request for Japan and other members to send invitations for activities and events to the designated Point of Contact to avoid invitations not being sent to the correct persons and to ensure timely replies. 74. Captain Macaulay-Black (Australia) suggested that members could register the events they will be organizing in the APAN web portal under upcoming event's category or blog category. GENERAL BUSINESS WPNS Sea Exercise (WSX) 75. Captain Abu Bakar (Malaysia) proposed to the Workshop an initiative called the WSX, giving the background of the initiative and asked for members to comment on it before presenting the proposal at the next Symposium. 76. Captain Macaulay-Black (Australia) asked if the WSX is planned to be held during the next Langkawi International Maritime and Aerospace Exhibition (LIMA) in 2013 but Captain Abu Bakar (Malaysia) said it would take some time for the exercise to be developed properly and gave the tentative deadline of 2015 for it to be held. 77. Commander Miller (USA) was in support for the initiative as it could add value to the LIMA. He suggested a conference be held to discuss the WSX.

78. Captain Abu Bakar (Malaysia) believed that WSX should be endorsed by the Principals but if an interim agreement can be reached at this Workshop, then a conference may be organised to produce a concrete plan. 79. Commander Prakash (India) proposed that a Table Top Exercise be held before the actual WSX. 80. Capt Khritsada (Thailand) asked if there is a minimum requirement to participate in the WSX. He explained that Thailand will be hosting the 2013 WPNS Workshop. They would require additional allocation of budget to participate in the exercise and that need to be approved. He further suggested that the exercise could also use the CUES if possible. 81. Captain Abu Bakar (Malaysia) proposed to test the HADR SOP at the next LIMA but the exercise will not be known as WSX. 82. Lieutenant Colonel Derrick (Singapore) said that the LIMA is a good avenue for countries to showcase their ships, but an exercise like WSX may limit the choice of ships countries decide to send for such an event. 83. Captain Abu Bakar (Malaysia) said that the WSX will not limit the scenarios, and it plans to conduct multilateral exercise. 84. Lieutenant Colonel Derrick (Singapore) suggested that for countries situated far from Asia (like Chile), they may send a team of observers to the exercise. 85. Captain Abu Bakar (Malaysia) agreed with the suggestion, as the WSX will not require all members to send their ships. He added that the Royal Malaysian Navy (RMN) would like to station their sea riders onboard all ships participating in the exercise to facilitate any requirement by ships. 86. Rear Admiral Hartung (Chile) agreed with the suggestion and supported the initiative. 87. The Chair proposed that Malaysia prepare a concept paper to be put forward to Principals at the next Symposium for them to agree on. He added that the concept paper could include a proposal for interim plans to have a better overview and for members to have options to deliberate upon and give feedback. 88. Commander Miller (USA) suggested the paper to include a planning meeting followed by a table-top exercise before the actual exercise and not limiting it to be a HADR event. 89. Captain Macaulay-Black (Australia) agreed with suggestion, saying that a roadmap could be prepared in the interim, to demonstrate a theme of the exercise, so members

can share at various conferences and meetings. Action Items: A7. Preparation of a concept paper on WPNS Sea Exercise (WSX) for presentation at the 13th Symposium. Enhancing Interoperability and Cooperation in the Complex Maritime Security Environment: The RMN Experience 90. Presentation was given by Captain Ganesh (Malaysia). He explained the multifaceted maritime security issues faced by the RMN which includes illegal immigrants; piracy and sea robbery; overlapping claims; sea pollution; illegal fishing and terrorism. 91. In addressing the security challenges and enhancing the interoperability and cooperation, the RMN has adopted the following strategies:

a. Internal Strategies: Developing integrated operation, national maritime domain awareness and creating smart partnership with maritime industries. b. External Strategies: Enhancing information sharing, the effectiveness of coordinated patrols, the operational and tactical interoperability and exchanging Best Practices.

92. Captain Ganesh (Malaysia) also elucidated various frameworks established domestically and regionally that provide a platform for continuos engagement. He then concluded the presentation by stressing the importance of the existing frameworks in creating the climate for the opportunity to enhance the interoperability and cooperation among the WPNS members. Maritime Security Initiative – Merchant Seafarers' Perspective and Expectation 93. Captain Raja Sager (Malaysia International Shipping Corporation Berhad) gave a presentation on Maritime Security Initiative – Merchant Seafarers' Perspective and Expectation. MISC is one of the world's renowned LNG owner-operator that safely delivers 10% of the global LNG trade, and its current fleet of 131 vessels constitutes approximately 10% of the world LNG fleet. In addition, the MISC vessels are also compatible with most terminals worldwide. 94. Captain Raja Segar continued his presentation by explaining the industry’s perspective on maritime security, particularly in compliance with various international conventions and statutory requirements such as ISM Code, ISPS Code, SOLAS regulations and Port State Control Inspections. He further elaborated the existing collaboration between RMN and MISC, which has been established since 1987 that provides greater opportunity in strengthening the national maritime interest. auxiliary vessels through the conversion and operationalisation of BUNGA MAS 5 and BUNGA MAS 6 to the RMN is a clear manifestation of true smart partnership. Since its inception, the escort operation of MISC’s vessels and other foreign vessels has been carried out successfully. 95. Captain Raja Segar concluded the presentation by illustrating the value of that collaboration, namely, boost the morale and spirit of ship staff; boost crew confidence; deter pirates; safe transit; better disciplined crew and boost customer confidence. 96. Rear Admiral Hartung (Chile) asked MISC's opinion on safety measures for one of its ships, which is currently on a round-the-world voyage and will be passing through Mumbai to get to the Suez Canal. Captain Raja Segar explained that MISC had designated its own no-go zone, but it is not an internationally designated zone and what MISC is doing is unique. Captain Raja Segar then suggested that Chile consult with the Indian Navy on how its ship would proceed. 97. Commander Prakash (India) gave a general view of what ships would do in the situation and asked whether there are armed personnel on the merchant ships. Captain Raja Segar explained that armed personnel are on the two auxiliary ships – BUNGA MAS 5 and BUNGA MAS 6. 98. Captain Mulholland (Canada) was interested to know how the rest of the shipping industry reacts to the initiative introduced by MISC. Captain Raja Segar said that MISC decided to spend money on security, and the amount is quite small compared to the benefits. MT LAUREL's Incident: The RMN Experience 99. Commander Shaiful Nizam (Malaysia) presented the MT LAUREL's Incident: The RMN Experience, to complement the earlier two presentations by Captain Ganesh and Captain Raja Segar. Royal Malaysian Navy Auxiliary Ship BUNGA MELATI 5 (BM 5) successfully rescued MT BUNGA LAUREL from the pirates hijacking incident in the Gulf of Aden while conducting the escort operation code name Op FAJAR. 100. Incident occurred on 20 Jan 11 at 11:40 pm, about 300 nautical miles east of Oman, two hours after MT BUNGA LAUREL was successfully escorted out of pirate's danger areas by BM 5. MT BUNGA LAUREL was hijacked by seven Somali pirates armed with AK-47 rifles and pistols by using a 'skiff'. The ship’s crew managed to activate the Ship Security Alert System which triggered the BM 5 which was located about 14 nautical miles from MT BUNGA LAUREL. A Fennec helicopter was also launched from the BM 5 to provide air surveillance. Gunshots by Fennec to the pirate’s mother ship have managed to control the situation. Special Protection Force which was located onboard BM 5 moved to storm the pirates on the MT BUNGA LAUREL at about 1:20 am. After exchanges of gunshots with the pirates, Special Protection Force finally recaptured the MT BUNGA LAUREL and saved all its 23 crew members. The pirates have been brought

back to Malaysia to face a court’s trial proceeding. 101. Commander Shaiful Nizam (Malaysia) also explained that the incident had resulted in legal reforms in terms of dealing with the pirate's offences on the high sea. In his conclusion, Commander Shaiful Nizam stressed that the incident has provided many avenues for the improvement of the current counter piracy efforts. Asia Pacific Submarine Conference (APSC) 102. Presentation on APSC was delivered by the ROKN. The event is to be held from 25-28 Sept in Busan. It is part of the annual event which started since 2001. The ROKN requested participation by members of WPNS. 103. Captain Macaulay-Black (Australia) was interested but said that it will coincide with the WPNS Symposium 2012. However, he will pass on the information to the Australian Navy's submarine personnel.

Maritime Domain Awareness (MDA) and WPNS 104. Commander Miller (United States) presented the Maritime Domain Awareness and WPNS. He proposed to improve the MDA through feedback from members. He said that the MDA relies on its network of maritime nations and partners and saw WPNS as a natural platform to work on MDA and information sharing. He proposed the formation of WPNS MDA SOP. 105. Lieutenant Colonel Derrick (Singapore) said that the Information Fusion Centre (IFC) was created for information sharing and maintaining security at sea and Singapore will facilitate the MDA in any way. 106. Lieutenant Commander Kergoat (France) is based in Singapore and shared his experience at the IFC. He hoped for more support from WPNS members and other countries, as there is the need for more manpower at the IFC. 107. The Chair asked whether the IFC is prepared to go and beyond its aims and objectives and move on to play a role in MDA. Lieutenant Colonel Derrick (Singapore) said the IFC is a ready platform as it is an integrated system and Lieutenant Commander Kergoat (France) said the IFC is already sharing non-confidential information, based on an open source. 108. Lieutenant Colonel Derrick (Singapore) said the Maritime Information Sharing Exercise (MARISX) planned for next year could be used as a platform for information sharing and suggested that the United States take the lead in the initiative. Action Items: A8. Maritime Domain Awareness initiative to use the Maritime Information Sharing

Exercise (MARISX) as the platform to explore the information sharing way ahead for WPNS. 109. The Chair gave an administration brief about APAN and told the Workshop that the Secretariat is ready for members who want to register for APAN access. 110. The Chair summarised the first day's proceedings. DAY 2 111. Admiral Dato' Abdul Ghani and Captain Azhari (Malaysia) resumed the Chair. Admiral Dato’ Abdul Ghani gave a preview of the remaining agenda for the Workshop and then handed over proceedings to Captain Azhari. CONFIRMATION OF WPNS FUTURE ACTIVITIES Mine Countermeasure Exercise (MCMEX) / Diving Exercise (DIVEX) / Naval Medicine Seminar (NMS) 112. Chile volunteered to organise the NMS, with the proposed date either in September or October 2013. Rear Admiral Hartung added that Chile does not have capabilities and expertise on the other 2 exercises (MCMEX and DIVEX). 113. Colonel Harjo (Indonesia) viewed all three exercises as one package and held concurrently. Admiral Dato’ Abdul Ghani (Malaysia) explained that Malaysia had organised all three exercises concurrently in 2006 but there have been instances where there were joint hosts for the exercises, giving the example of Indonesia and Singapore. He added that MCMEX and DIVEX may be held concurrently as they are related to each other while the NMS is not. 114. Captain Mulholland (Canada) agreed with Admiral Dato’ Abdul Ghani and did not see any problem in Chilean Navy organizing only the NMS. 115. The Chair suggested that members to return and consult with principals if anybody decides to host either one or two, at a date convenient for member nations and then inform the Secretariat before the Symposium in September. Action Items: A9. MCMEX and DIVEX – WPNS members to discuss with their Principals on who would voluntarily host the exercises. A10. NMS – Chile to host in September or October 2013. WPNS Workshop 2013 (Thailand) 116. Capt Khritsada (Thailand) told the Workshop that plans for the 2013 Workshop are still being discussed. However, possible venues have been short listed to Bangkok,

Phuket and Pattaya. He added that the dates and venue will be finalised before the Symposium. Action Items: A11. Thailand to confirm the dates and venue of the Workshop 2013 before the next Symposium. WPNS Workshop and Symposium 2014 (China)

117. Senior Captain Professor Weng (China) told the Workshop that China will confirm details of the WPNS Workshop and Symposium 2014 (venue and dates) at the Symposium in September. Action Items: A12. China to confirm the dates and venue of the WPNS Workshop and Symposium 2014 at the next Symposiumin September.

Maritime Information Sharing Exercise (MARISX) 2013 and International Maritime Security Conference (IMSC) 2013 (Singapore) 118. Lieutenant Colonel Derrick (Singapore) gave some background information on previous event held in 2011 and said that Singapore will confirm the dates and venue for both events, which is tentatively slated for mid or the last week of May 2013. Action Items: A13. Singapore to confirm the dates and venue for both events. APPLICATION TO JOIN WPNS 119. The Chair proceeded with discussion to admit Peru as a member of WPNS and said that Peru has met all the necessary requirements as stated in the WPNS Business Charter to be a full member. He asked members to endorse the application and bring it to the Principals at the next Symposium. 120. Rear Admiral Caucho (Peru) said that Peru has been participating since 2007 and is very active in engaging members on various issues. He added that it would be an honour to be admitted as a full member of the WPNS. He reiterated Peru's commitment and will wait for the endorsement of the Principals. 121. The Chair requested that Peruvian delegates to leave the hall for members to deliberate and vote on the matter. No objections were made for the endorsement of Peru's membership as WPNS partner and proposed to be admitted into the WPNS as a full member at the next Symposium by the WPNS Principals. 122. Rear Admiral Caucho (Peru) thanked members for the endorsement.

Action Items: A14. Endorsement of Peru's membership at the next Symposium. OTHER MATTERS WPNS EWG Workshop, 13 – 14 June 2012 (Indonesia) 123. Colonel Harjo (Indonesia) explained the details of the WPNS EWG Workshop in Jakarta, which will be held from 13 to 14 June 2012. It will be the inaugural meeting for the WPNS EWG and earlier invitations were first sent out in December 2011. The second round of invitations was sent last April, with additional information and incentive added. He said that as of May, there will be 21 members and 3 observers attending the meeting. Colonel Harjo added that the event would coincide with World Environmental Day. 124. Capt Khritsada (Thailand) said it was an honour for Thailand to be given the opportunity to present during the event and will bring this matter to his Principal and will confirm the details with Indonesia as soon as possible. 125. Rear Admiral Hartung (Chile) said that he had not received the second invitation. The Chair suggested that members yet to receive their invitations to remain in touch with Colonel Harjo and for Indonesia to include the TOR for the WPNS EWG to be discussed during the meeting before the Symposium in September. MARISX 126. Colonel Harjo (Indonesia) asked for more information on MARISX and Lt Col Derrick (Singapore) said it is not an annual event, and the next one will be in 2013 (refer to Tahiti workshop item 14/11). He added that Singapore is not hosting any events this year but will organise MARISX and IMSC for next year. He also said that Singapore would no longer host the Western Pacific Maritime Security Exercise (WMSX) (in Tahiti workshop item 15/11). Other Future Events 127. Captain Choi (Korea) said that Korea wants to organise the WPNS Workshop and Symposium for 2018, which was welcomed by the Workshop. 128. Commander Prakash (India) requested that the Secretariat provide the Workshop with an updated list of upcoming events. He also requested from the JMSDF their list of future activities. 129. Peru suggested that a tentative date can be given for future events with an estimated duration for members to be able to plan better and choose which events to attend.

130. Commander Miller (United States) proposed to have a section on the WPNS APAN page on future WPNS events for members to upload or share with others and added that he will have the explanation on the feature available from the site. Captain Macaulay-Black (Australia) agreed with the proposal. 131. Capt Khritsada (Thailand) will consult with his Principal to confirm the dates for the next SELWG 2013, as Captain Macaulay-Black (Australia) said that it was agreed that the event will be handed over to the next host nation of the Workshop in 2013. Draft Agenda for the 13th WPNS 132. A review of Action Items was conducted by the Chair and several amendments were made as requested by the Workshop as follows:

a. Commander Miller (United States) proposed CUES to be submitted for acceptance at the next Symposium and subsequently continue to work on the document at the tactical level to refine it further. b. Thailand proposed AI A3 the phrase “...members will provide feedback for any amendments to the document at the tactical level in the future” to be removed to enable the CUES be brought to the Symposium for acceptance to avoid confusion among members. c. Captain Macaulay-Black (Australia) proposed the name “WPNS Disaster Relief Operations Reference Guide” be changed to “WPNS HADR Operations Reference Guide” (AI A5) to avoid confusion. d. To include that the Maritime Domain Awareness initiative will use MARISX as a platform to explore the information sharing way ahead for WPNS (AI A8). e. To include that draft of TOR of SELWG will be presented and endorsed at the 13th Symposium, and Principals will discuss on who will be the next SELWG Workshop host (AI A4).

133. The Chair ran through the Draft Agenda of the 13th Symposium to the Workshop to be discussed. 134. The Chair commented on building trust among members who come from various nations with differing languages and cultures to look at the commonalities among the members, just like the songs performed during the dinner on the previous evening. 135. The Chair thanked members for their cooperation in ensuring the proceedings move smoothly over the preceding two days and hoped that the momentum will continue with a good outcome at the Symposium.

The Deputy Chief of the RMN (DCN), Vice Admiral Datuk Mohammed Noordin Ali congratulated the Workshop for commitment to trying to resolve issues raised, saying that it is a manifestation of everyone's contribution to improve the existing frameworks to enable the WPNS to progress and move forward. He hopes that the next Symposium will result in a more promising outcome with resolutions for more, if not all, ongoing issues.
