President: Mike Scovel This is month 7 in the year. What are your plans for what we hope will be a great month for riding? July 12th, which is Sun-day, is our 2nd annual family pic-nic. We will have our general meeting that day as well at noon at Harwood Post. Bring the kids or grandkids we will have games for young and old alike. Some of our favorite politicians will be there as well. Make sure you say hi and thank them for supporting us. July can be a great month for riding simply because our organ-ization exists. July can be one of the hottest months of the year. If we were not here to fight for freedom of the road, we might be wearing full riding suits & helmets, sweating our a$$e$ off! How much fun would that be? So, the point is if there was no one to fight for our freedoms, would motorcycles become ex-tinct? Let’s hope that doesn’t happen. We must grow or die. Speaking of new members, we had two winners in my member-ship contest. David “Pink” Floyd and a couple, Carol & TC Clev-er. Congratulations to our win-ners! A few of us made it out on the first dinner run which was June 11th. We had a great time at
Joe’s bar that night. There were a lot of people that were there that night. Some were some old friends that I had not seen for a while. It was also a great time to promote our chapter and tell people what we have done for them as riders. We have several more dinners runs coming up, so join us for one of them. JoAnne did several because we know not everyone can make all of them. Pick one and come on out. Food, fun, and riding what could be better. At our last general meeting the chapter voted on updating our web site. The vote passed, so we will be getting a new look. New text, new pictures, and links to our Facebook page. If the new site is not up by the time you read this it should be up soon. Make sure you check it out. One of the things that I wanted to in-corporate into the new site is a calendar that shows not just our events, but other chapter events as well. It’s important to support our region so that we keep the money within Abate. It is time that we get our tech-nology in the 21st century. I have spoke to few of the other chapter Presidents about us changing our site and told them about the cal-endar. So far they ones I have spoke to like the idea of support-ing the others events.

On June 4th the United States House of Representatives agreed to an amendment to the 2016 Transportation, Housing and Ur-ban Development Appropria-tions bill that struck a provision that would have overturned the U.S. Department of Transporta-tion lobby ban. The measure was approved on the House floor re-ports the Motorcycle Riders Foundation. The Amendment offered by Congressman Tim Walberg (R-MI) along with Mr. Sensenbrenner (R-WI) and Mr. Ribble (R-WI), eliminates a pro-vision in the 2016 Transporta-tion, Housing and Urban Devel-opment Appropriations act that would have allowed the Secre-tary of Transportation to discuss motorcycle safety initiatives with state legislators. In 1998 Congress passed a law that made it illegal for the U.S. Department of Transportation (USDOT) to lobby state legislatures on any issue. This amendment preserves that ban. On a more ominous note, The National Highway Traffic Safety Administration (NHTSA) has issued a Notice of Proposed Rulemaking to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 218, which con-cerns motorcycle safety helmets.

Legislative: Brian Wendholt Hey everyone— Summer’s here and we’re still dealing with some bills at the state level, most notably HB3538, the Poker Run Bill. For reasons not made public, Cook County wants out, so the Senate passed and attached an amend-ment doing that. It’s now back in the House Rules Committee with a motion to concur. Hopefully it will be a done deal now. HB3944, the Accent Lighting Bill, is awaiting the Governor’s signature. HB4105, the Blue Dot Bill, will have to wait until at least the veto session now, but there shouldn’t be any problem with passage. Bob Myers sat down with for-mer state representative Rich Brauer who is now the #2 person at IDOT and told him of our concerns about NHTSA telling IDOT to put Autocycle Crash and Fatality stats in with motor-cycle stats. This could have an adverse ef-fect on us depending on how many people figure out how to crash them. He said he would make some calls about the situa-tion and he did and called Bob a week later and said starting Jan 1, 2016 autocycles will have their own section on the accident

If anyone knows someone we could get in contact with at the school, I would love to hear from you. I’d like to edu-cate all the new drivers in the area. Book Run books are still availa-ble. If you haven’t picked up one yet, check out the flyer in this newsletter to see where you can get yours! There’s also an interactive map on our Facebook page with all the stop locations. Just click on the event link for the Will County A.B.A.T.E. 2015 Book Run. Last month, I went to visit a couple of the new stops we have for this year. The Sandbar Grill in Cedar Lake (bonus stop) was great! Nice little place right on the beach. I sat outside eating my lunch, en-joying the view. Another nice ride was along route 6 to Lang-ley, IL to the Psycho Silo Saloon (this one is a regular stop in the book). This was another great place! You’ll love the décor! Everything is old car parts! The lot is crushed gravel, but there’s plenty of parking and an area to turn around at the back of the lot. On Thursday, June 11, our din-ner run was at Joe’s Bar in Jo-liet, where we got to watch the taping of A View From Two. Very moving…they had two guests, Tom Yarber, President of the Motorcycle Freedom Run

I urge all of you to take the time to comment against this, as it would remove any incentive for coming up with improved helmets using thinner, lighter weight materials, since the process of amending the safety standard is so long and complicated that it is not feasible to make periodic changes. The easiest way to comment is to go to http://www.regulations.gov. Follow the online instructions for submitting comments. Please keep it calm and polite. You on-ly have until July 20th. On June 10th, Mike Scovel, John Faulhaber, Helen Bernier, Brad Englehart, and I attended a fund-raiser for 49th District State Sen-ator and Chapter member Jen-nifer Bertino-Tarrant, and on the 24th, several of us will be going to one for our friend State Sena-tor Pat McGuire. Leg. con’t from page 3 NHTSA proposes to modify the existing performance require-ments of the standard by adding construction requirements. The reasoning behind this is to aid state and local law enforcement officers in enforcing FMVSS No. 218, allowing an officer to visually determine whether a helmet meets the safety stand-ard. NHTSA is currently accept-ing public comments on this pro-posal, and will continue to do so until July 20, 2015. NHTSA's answer to this problem is to cre-ate a list of motorcycle helmets that will be exempt from the pro-posed construction requirements. The helmets on this list will comply with the performance requirements of FMVSS No. 218, but while they fail to meet its proposed construction re-quirements, they will nonethe-less be deemed to have met the proposed safety standard. This confusing strategy ignores the fact that the law enforcement officer on the street will not have immediate access to such a list. At best, the officer would not know that the motorcyclist's hel-met meets the standard until af-ter the motorcyclist has been de-prived of his or her liberty by being detained and subjected to an inspection of their helmet. At worst, the fact that the motorcy-

Activities Con’t from page 4 and Mille Anderson Hickey, who is a Gold Star Mom. To-gether they talked about the Middle East Conflicts Wall Me-morial in Marseilles. There are close to 8000 names on that wall. I was surprised to find out that not a lot of people know that the wall is even there. If you haven’t been out there to see it, the wall is right on the Illinois River just outside of downtown Marseilles. Here are the Dinner Runs for July and August. Meet at the post at 6:30pm. Kick stands up at 7pm.

Our S & E program in Will County Chapter has been busy the last few months. In June, we gave our presentation to students at Joliet Central HS and, as he has done many years in the past, Monty gave our presentation to Driver's Education teachers. Thank you to all who make our program the success it is. The last few days have been re-ally warm and humid (I'm writ-ing on the day the Hawks won the Cup) and that got me think-ing about hydration. It's easy to let a good ride keep you from proper hydration, especially as the weather gets warm and the sun is out. Sweat can evaporate very quickly at highway speeds, leaving you dehydrated before you know it. When it gets really hot, take breaks more often. Skip a beer or two and drink some water; alcohol only makes dehydration worse. Maybe
avoid riding during the hottest part of the day. Believe it or not, wearing a light jacket can help keep the sun off of your skin. I've even wet down a plain t-shirt under a mesh jacket to help keep cool. Be prepared for the hot weather. Above all, stay safe, my friends.

With the mem-bership going down as it has over the past couple of years, we are right at 200 newsletters to be mailed every month.
