INTRODUCTION

ASSUMPTIONS:

The number of unemployed and unskilled young people in our nation will continue to rise.

The moral fiber our nation will suffer because young American’s lack direction

Within the next decade the Hispanic speaking population will double, challenging the immigration laws of America

The lack of effective training programs will have an adverse effect on developing leaders from the less fortunate who will not attend college

The construction industry will continue to experience growth despite the fluctuating economy

ASSUMPTION:

The number of unemployed and unskilled young people in our nation will continue to rise without the proper training programs

The lack of jobs and training programs will Crime, corruption, drug abuse, and the suicide rate in young adults will continue to rise without the proper guidance and opportunities to become

Hispanic speaking population will qua-triple in size, challenging the immigration laws of America

The cost of construction will continue to rise due to the lack of train professions and limited resources

PURPOSE

To provide construction training to young people who need a chance to obtain the education, occupational, social and leadership skills in order to assume full responsibility for themselves, their families and our communities

CHOATE DEVELOPMENT CORPORATION MISSION

The Choate Development Corporation (Choate or CDC) is a 501c3 legally registered charitable organization, within the state of Virginia. The corporation was created to empower non-profit/profit organizations, faith-based organizations,and special interest groups to fill a needed role of cooperatively working with both government and community to improve the overall condition of our society/neighborhoods.

In past 9 months CHOTE DEVELOPMENT CORP. had a significant impact on the Richmond Community :

Especially Noteworthy during this timeframe was the Financial Literacy Program which started in June 2006 and was recently approved by the Richmond School system to be a part of the regular curriculum. A total of 36 high school student’s from Armstrong High School were trained on the following:

- Money Management and Credit Repair- An Individual Development Account (IDA) to help save money for such things as new homes, starting a business or child’s education- Homeownership training- Employment and internship opportunities- Job training in construction and sales

Local businesses such as: Banks, Mortgage and Real Estate Companies have been involved in the training of these youth.

Other Faith Based organizations within the community were also involved.

Who will run program?

- As a non-profit, community based organization Choate Development Corporation (CDC) in conjunction with other agencies within the community, is committed to leading battle of helping populations offend overlooked or described by negative statistics of poverty, crime, violence or illegal aliens go complete the training program.

Program Design

- To be a multidisciplinary program that addresses the academic, vocational, job training and personal/social needs and interest of a wide diversified population, to include veterans, illegal aliens, and the socially/economically deprived.

- To promote PRIDE in our neighborhoods and communities through an extensive support network (neighborhood networks)

- To encourage a better understanding the importance of working together with people from all walks of life in order to begin rebuilding the moral fiber of our Nation. as a community of people that live together. (“the entire U.S, is now a melting pot”) I remember N.Y being called the melting pot of our Nation. Now California, Texas, Oklahoma, Washington, Georgia, you name is comprised of people from all over the world. The United States is now a melting pop.

- To allow participants to acquire the academic credentials as well as the construction training skills necessary to better train our future leaders (train the trainer)

Program Design (cont.)The program is designed to take place in two (2) arenas: the school and work site

The school site would offer the participant an opportunity to:

• obtain a GED or high school diploma through Richmond’s Public School system (academic)

• obtain the theory and core construction skills through electives such as carpentry, electricity, plumbing and HVAC (vocational)

• expose participants to a variety of basic financing and budgeting skills, goal setting, resume writing, personal hygiene and problem-solving techniques to better prepare them for life (Life Skill)

• Assist participants in preparing for their license in their trade and/or capabilities for acquiring United States citizenship (Counseling)

The work site would is where participants put theory into practice and perform their community service hours. Under the tutelage of two(2) instructors students renovate abandoned property into a habitable dwelling for low-income first time homebuyers.

• Provide On The Job Training through various construction companies in order to fine tune the skills learned in a classroom environment (OJT)

• Guarantee after successful completion of the program, jobs and opportunities for higher education and to join a union (Career Enhancement)

Core Curriculum

ACADEMIC: Core Competencies must be addressed. Participants must attain certain levels of core competency in basic skills such as Math, English, Science, Computer Technology and Health. Pre-test to determine levels of skill will be provided to insure each participant has attained competency in each level. Those that test out will be given an opportunity to go through an advanced accelerated course of instruction and spend more time in job training.

SAFETY:All participants will be required to complete a week long Occupational Safety and Health training program conducted at the educational site. Primary topics, include General Safety and Health Provisions; Occupational Health and Environmental Controls; Personal Protective and Lifesaving Equipment; Fire Protection and Lifesaving Equipment; Hand and Power Tools; Scaffolding; Floors and Walls Openings; Stairways and Ladders; Material Handling; Storage Use and Disposal; Cranes, Hoists, Elevators, and Conveyors; and Excavations.

BASIC CONSTRUCTION:After being certified in safety, all participants begin on the work site where they learn all phases of gut rehabilitation including demolition, shoring up, foundation work, rough framing, window installation, insulation, sheet-rocking, finish carpentry, painting, shingles installation and roofing techniques, and porch repair. Participants will meet with instructors once a month to evaluate their Individual Performance Plans (IPP) that will address such areas as carpentry, operation of power tools, operation of machinery, demolition, constructing foundations, floor framing, exterior and interior walls and exterior finishing, just to name a few.

Core Curriculum

CAREER PLACEMENT/ORIENTATIONDuring the course of the training several workshops will be offered to explore the chances of exposing participants to job/career opportunities within the constructions fields. Their will be several opportunities for guest speakers to come in and/or offer job opportunity workshops. Participants that demonstrate outstanding job skill capabilities as determined by the IPP may be offered internships through job placement agencies with larger construction firms.

LEADERSHIP DEVELOPMENTThe program is designed to better our communities, develop teamwork and promote pride in our neighborhoods as we develop the future leaders of tomorrow. Leadership/taking responsibility for the growing need of re-establishing the morale fiber of our communities and nation is the essence of this program. Periodically participants will meet with community leaders, politicians and local agencies to discuss ways to enhance the communities in which they live.

To encourage self-pride, self-esteem and self-and a better understanding the value of working together as a team and family to rebuild the moral fiber of our Nation as a community of people that live together. To allow our future leaders to acquire the academic credentials and construction training skills necessary sustain their families and professional goals/objectives

Core Curriculum (cont.)Program will start this summer inside Armstrong High School’s Construction Training Center. The intent of the program is to collaborate with non-profit and profit organizations who have the resources to join together to provide (1) the strategy and (2) the training necessary to serve youth ages 18-24 who would prefer to obtain a career in construction, to include young adults from underserved communities, getting out of the military and from third world country seeking to obtain their citizenship.

There is a captured audience at At Armstrong H.S. because:

(1) 85% of the young adults will not attend college.

(2) There are young adults returning from the war seeking jobs/training opportunities.

(3) More than 70% of our third world country construction workers lack the necessary credentials to work in construction and live in the United

States.
