How is Los Alamos County’s ICIP Developed?

• Compilation of 6 separate CIP programs developed and used by 6 different departments/division of the County

o Department of Public Utilities – 10 year rolling expenditure budgets for 7 asset areas:

o Public Works – 6 year rolling road reconstruction programo Parks – 2 year rolling with 7 year projectionso Facilities - 2 year rolling with 7 year projectionso Information Technology - 2 year rolling with 7 year projectionso Quality of Life – intermittent 3 to 5 year application/ranking/

funding cycle. Committee recommendation to Council.

How is Los Alamos County’s ICIP Developed?

• Developed by County staff representing the various individual department/divisions CIP projects and the relative importance/priority.

• Assistant County Administrator and Office of Management and Budget (OMB) facilitate meeting with staff to determine top 5 projects.

• OMB takes the final ICIP list to County Council to officially accept.

• Submit ICIP to NM Department of Finance and Administration, Local Government Division by October 1.

How Does The County Use The ICIP

• Annually when developing department / division budgets

• Throughout the year as new needs or desires are developed into projects – compare to ICIP and reprioritize

• Projects required to be on the ICIP to be eligible for funding opportunities.

•Capital Outlay•Water Trust Board•State Revolving Loan Funds

Positive aspects of the ICIP

• Ensures that the County meet on a regular basis to compare projects being developed within individual departments to coordinate and prioritize projects throughout the County.

• Fosters communication and understanding between departments such that other departments can compare their individual projects relative to other departments and to bring each department’s projects into a relative perspective of the County as a whole (competing for same $$).

• Which projects do the greatest good for the greatest number of County citizens.

ICIP Considerations

• Scope projects that are realistic. Must complete spending within loans/grant agreement terms

Requests can be made for planning, engineering or construction. Consider the length of the public procurement process and phasing projects.

Consequences of not spending within term could be loss of funds or be ineligible for next funding cycle.

• Know the procedure and deadlines to submit the ICIP.

• Include projects that may not be operational priorities but support economic development, community needs or under served areas that would not other wise be funded – opportunities may come available.
