The Executive Secretary shall exercise general 8ufervision over th e administrative furetions i n t r e e:xscutive departments. He shall, a s heratcfore, sign a l l papers that a r e ordinarily sigred by him by o r unier th e authOrity o f the President and shall decide rout in a matters. 4. Each Secretary o f DeFartment shall attend t o and dec:ide mat tars whic h pertain to h i s derartment an d which unier t h e l'1w he may dec:ide. .therefore, should be the subject of consultation with

tary of Department present , the Undersecretary of Department designated by him may act in his behalf; Provided,
