NoW, THEREFORE, the following instructions are hereby

issued lo r the conduct of public affai rs duriq!, his abseme:

1. The President of the Philippines shal l continue to exercise a l l th e functions of his office as en

joined by the Constitut ion ani the laws, in th:l same

manne:r as when he is wit hin t l n a t i on a l t e r r i t cry.

2, The Vice-President sh .·1 exercise general su:r:er-vision OVC::ir the con:iuct of affai rs i n t r e executive

derartments, except as to administrative functions. He

the President in social functj.ons requiring the presence

be enti t led to the honors and courtesies due tre Presi

dent of the Philippine s. The Vice-President,if

he sodesires, can meet his visitors in the President f s StudyRoom. .

3. The Executive Secretary sha l l exercise general

8ufervision over the administrative furetions in tree:xscutive departments. He shal l , as heratcfore, signa l l papers that are ordinarily sigred by him by or unierthe authOrity of the President and shal l decide rout ina

matters.

4. Each Secretary of DeFartment shal l attend toand dec:ide mat tars whic h pertain to his derartment and

which unier the l'1w he may dec:ide. On those matters

which require approval of th::l President, in case urgentaction is needed. such aDProval shal l be oht ained hv

of a Secretary of Department, is of such importance as

to affect the general policies of tre Governmmt and,

.therefore, should be the subject of consultation with

t ive Secretary by radio or other convenient means ofcorrnnunication: Provided, That whey<e there is no Secre

tary of Department present , the Undersecretary of Department designated by him may act in his behalf; Provided,
