Project Initiation & Validation The duties of Project Manager at this stage will vary depending on the Client’s expertise and requirements, the nature of the project, the timing of the appointment and similar factors. It is advisable to appoint the Project Manager at a very early stage, possibly at the inception.

Collection of all information including review, validation and organizing the same in a structured and manageable format is a major task in the initiation stage.

Design Management In any design or construction project, there are many parties involved in the development and the progress of works. Each party has certain responsibilities to perform, tasks to achieve, and role to play. Williams, from the early start of the project, shall establish the Matrix of Responsi-bility needed to control and organize those tasks. The benefits of this matrix are apparent whenever a change in the design or a decision needs to be taken. The clear line of authority shall help in minimizing conflicts and in establishing an effective decision making tools.

Williams, as a basis for monitoring and controlling the design works will use the agreed design management plan. Project co-ordination and progress meetings are major tasks in the design management process for which Williams has its own time tested systems and procedures.

project management Quality Management Project quality management includes the processes required to ensure that a project will meet the needs for which it was undertaken. Those processes include quality planning, quality assur-ance and quality control.

Williams uses a rolling program of project audits to embed a culture of continual improvement into the project delivery program, through objective measures, corrective and preventive ac-tions, and through engagement of the entire project team with the quality management systems via communications, daily use, topical training sessions (e.g. tool box talks), interaction with the audit process, system performance feedback and system improvement suggestions.

Williams’ approach to the quality management of the project will be outward looking and aims to put in place an effective quality assurance and control regime to be cascaded to all project par-ticipants, to assure the Client that end-product requirements will be met progressively through the life of the project. The emphasis is upon ‘quality’ being proactively planned, designed and built in to the project, rather than retroactively trying to inspect it in.

project management Project Close-out Management Project Close-out management is a process that co-ordinates the efficient seamless handover of a new facility to its owner. Our systematic project close-out approach ensures that organiza-tions achieve their service requirements and can realize the full benefits of their new facility.

This stage usually marks the end of the main construction works, and involves the project man-ager in a number of specified activities to close-out the construction contract successfully. Pro-ject completion and handover are very much interlinked. This is the final stage of work executed by the contractors and the consultants prior to acceptance of the facility by the client. They are carried out under the continued co-ordination and supervision of the project manager

Our Williams team will take control of this process from inception through to completion. We will prepare a detailed hand over plan and schedule and implement orderly closeout procedures for verification of completeness of each of the construction elements.

At the proper time, Williams will co-ordinate with the consultant on the preparation of punch lists, indicating the items of work remaining to be accomplished, and to ensure that these items are completed in an expeditious manner.

Also, Williams shall assemble all guarantees, warranties, etc., as required by the contract docu-ments and forward them to the Client, certifying that they are complete, and cover all work as required.

Tender Documentation & Appraisal The production of tender documentation can be taken for granted, however it is one of the most important activities in order to ensure the successful outcome of any project. We believe that some of the essential skills are being lost within the industry, however at Williams we provide comprehensive training to all of quantity surveyors, estimators and contract management spe-cialists.

The procurement and contract advice will have determined the required form for the tender document that might include full bills of quantities, specification and drawings, or the client's requirements. Whichever form is adopted, our documents will always be prepared with care and attention to detail that is critical for its use as a key cost control document. Firstly in creat-ing market confidence in the project and thereby obtaining competitive prices and, secondly, in forming a solid basis for the administration of the.

We offer the full range of tender document production, usually as part of a wider cost & contract scope, but quite often as a one off task.

cost & contracts Post Contract Cost Control It is the case that a lot of good work can be undone if the cost control service falters when op-erations commence on site. Projects last for a considerable period on site and so the service must not only be of a high quality, but also the quality must be maintained over the entire pro-ject lifecycle.

Dedication and a pro-active approach are also key features of Williams’ post contract services. There is nothing easier for a cost consultant than to simply wait for information to be provided and then report the consequences; neither is there anything more frustrating for clients, design consultants, and contractors. This is not Williams’ approach and we will be a fully active mem-ber of the project team, dealing with issues as they arise and preventing expenditure that is not approved.

Once work is completed we will ensure that the contractor or consultant is paid what they are entitled to under the contract; nothing more nothing less. Negotiation will be handled fairly but firmly without recourse to hasty agree-ments simply to get the job completed.

Value Management The key to obtaining the greatest value from a construction project is to review the decision making process as early as possible. The value benefit curve decreases over the time line of a scheme. Williams therefore welcomes being involved with value reviews at the earliest opportu-nity followed by a regular series of interventions as the project proceeds. We have first class systems for drilling down into the rationale for expenditure and we test whether better value solutions exist.

Although early intervention is important, projects may change their funding availability or other circumstances may arise requiring a rapid review of the project at later stages. Williams will lead any such review and find the most appropriate means of bringing down cost.

special consulting Project Audits A project audit provides an opportunity to uncover the issues, concerns and challenges encoun-tered at any stage of a project life cycle. It affords the client and other project team an interim view of what has gone well and what needs to be improved with the project to successfully complete it. If done at the close out of a project, a project audit can be used to develop success criteria for future projects by providing a forensic review. This review will provide an opportunity to learn what elements of the project were successfully managed and which ones presented some challenges.

The electricity generating industry faces a substantial challenge in ensuring delivery of the new generating capacity that will be needed to meet demand worldwide. This will come from a mix-ture of fossil fuel generating capacity (coal and gas) and low carbon generating capacity (nuclear and renewable).

Across the globe the current generating capacity will diminish by 25% in the next decade based on current life expectancies unless new build/life extension projects are undertaken.

Suzanne Moltzen has been U.S. COST’s Chief Financial Officer since 1999. She completed Purdue University with a M.B.A in Finance and Marketing along with a B.A. in Psychology. Suzanne has over 18 years of experience serving in the finance and accounting side of major corpora-tions including Ford Motor Company and Merrill Lynch. Overseeing U.S. COST’s accounting staff and the day-to-day communication with USC’s financial partners, Suzanne ensures the firms stability, backing up the solid and successful performance of the service areas.

John Williams has more than 35 years of experience in the fields of pro-ject management, cost management, value engineering, economic analyses, construction management, life-cycle costing, and design of building and civil works for projects of all types in the United States and overseas. John founded U.S. COST, the parent company of Williams International Group, in 1983. John held positions with several architec-tural firms and served as Executive Vice President of a major interna-tional project management firm and served as managing director with major developments in Saudi Arabia. He has also served on the facul-ties of the Georgia Institute of Technology and the University of Michi-

gan. As CEO of U.S. COST, John is chairman of the Board of Directors and provides leadership and guidance across all business units. John has a unique blend of practical field skills and theoretical knowledge that makes him the primary mentor to our executive team and strategic partners.

Chris Williams has over 22 years of project management experience in residential, commercial, retail and large infrastructure projects of all types. Since joining Williams International parent company U.S. COST in 1988, he has devoted the majority of his time to providing project and construction management services to large capital improvement and de-velopment programs all across the USA and abroad. Chris has success-fully managed projects worth $15 Billion on 10 major development pro-grams. In 2003, Chris took on the role of expanding the Company’s global presence with the formation Williams International Group. Being in the United Arab Emirates for the past 17 years, he has involved in many major developments including hotels, airports, service infrastructure, roads and bridges, shopping centers, hospitals, commercial and resi-dential projects. Joseph has successfully contributed to projects of worth more than $ 13 Billion within UAE. In addition, Joseph has attended many claims, disputes, adjudications and arbitration and also conducted

several training sessions related to cost, contract and claim. Currently, he is assigned as the Sr. contracts manager for a major development in Abu Dhabi. Tom Orr has over 16 years of experience providing cost and value man-agement services to private and public sector clients in the construction industry. His work history at USC includes more than ten years in the Value Engineering arena acting as Project Manager, Assistant Value Engineering/Value Analysis Team Leader, Quality Control/Quality Assur-ance (QA/QC) Specialist, Scheduler, and/or Civil Representative on over 300 VE studies. Tom serves as Project Manager for specialized value engineering studies, with responsibility for supporting team leaders, co-ordination of team members, USC liaison with the project owner, and

quality control of the product.
