strategies for the three-county Eastern Upper Peninsula Region in Michigan.

Purpose: Since 1972 the County Board of Commissioners of Chippewa, Luce and Mackinac
Counties have cooperated annually to develop this report through the Eastern U.P.
Regional Planning & Development Commission (EUP) for the purpose of fostering
regional economic development. The annual update documents the Region’s current
conditions, economic challenges and strategies undertaken to improve the Region’s
environment, economy, and quality of life. The preparation and successful participation
of our member counties in the development of this report, the three county EUP Region
maintains its Economic Development District designation conferred upon it by the U.S.
Department of Commerce-Economic Development Administration (EDA). This district
designation qualifies the region’s counties, cities, villages, townships, economic
development organizations, non-profits, institutions and businesses to be eligible for
EDA assistance under its public works and economic facilities program, technical
assistance programs, loan programs, and planning programs.
This document is an update to the 2010-2015 Revised Comprehensive Economic
Development Strategy (CEDS), a five year plan that provides a much more in-depth
physical, economic, and social analysis of the Region. The CEDS can be downloaded
from the EUP website.

1 | INTRODUCTION
The 2013 Eastern U.P. Regional Planning & Development Commission Comprehensive Economic
Development Strategy (CEDS) Annual Performance Report conveys the Regional Planning Commission’s
(EUP) accomplishments and activities in economic developing during the past year and fulfills its
obligation to annually report to EDA on the state of the region and progress made implementing the
CEDS.
Adopted in May 2010, the Revised CEDS 5 Year Plan was developed to set the EUP Economic
Development District’s (EUP EDD) vision for economic development and to maintain the region’s federal
designation as an EDD. This EDD designation allows communities in the region to maintain eligibility for
funding opportunities through the EDA.
The 2014 Annual Report will show that the region is making progress in some areas, and yet, struggling
significantly in others, but overall making progress in advancing several goals identified in the Revised
CEDS 5 Year- Plan of 2010.
This report is intended to be a supplement to the Revised CEDS. More detail information on the region
and its economy can be found in the Revised CEDS on our Economic Development Strategy page at

About the Eastern U.P. Regional Planning & Development Commission
The Eastern U.P. Regional Planning & Development Commission was established in 1968, and is the EDD
and State Designated Planning and Development Region for the Eastern Upper Peninsula of Michigan,
pursuant to Public Act 281 of 1945 for the purpose planning and coordinating the planning and
economic development programs and activities within the Region. EUP receives an three-year planning
grant from EDA to conduct economic development planning activities in the district, which includes
maintaining the CEDS, developing regionally based economic development goals and strategies,
identifying and prioritizing EDA eligible and regional significant projects, and assisting communities in
pursuing EDA funding.
The Region consists of the three counties of Chippewa, Luce and Mackinac, and 36 local units of
government in the Eastern UP.
Regional Overview
The Eastern UP economy, much like that of the State of Michigan, continues to slowly recover from the
devastating recession of the past five years. Natural and economic distress has forestalled long-term
planning and investment in initiatives, projects, programs and infrastructure needed to adequately
prepare the region for the next generation of industries and jobs.

The EUP’s economy has been traditional structured around service based industries, with a significant
component being government/public sector employment. Natural resources, manufacturing and other
resource based sectors comprise approximately 4.7 percent of the Region’s total employment, while
government jobs account for 43.5%, retail trade 12.8%, accommodation and food services 14% and
health care/social services 5.6%. High-quality education, health care, services and advance
manufacturing industries have recently become more important economic sectors and, at least in terms
of health care are amongst the region’s largest employers. Advanced manufacturing and technology
enterprises are emerging industries that hold great potential to transform the Region’s economy.
An aging workforce and skills gap amongst replacement workers continues to be a significant challenge
for the Region. In the next decade this will require employers to recruit and train skilled workers in
many industries.

Strategy Adjustment
The EUP CEDS project list has been updated after a survey of the local units of government, economic
development organizations and other identified stakeholders. EUP identified 11 new projects that were
submitted for priority consideration by the REDAC.
Economic Distress Criteria
Distress criteria as set forth by EDA for the Economic Development Districts include unemployment, per
capita income and population indicators. The Region’s status in these areas is identified in the tables
below:

Unemployment, both seasonal and year-round continue to heavily impact the Eastern UP Region, during the 24-
month period beginning in January 2011 through November 2013, the Region’s unemployment was two full points
higher than the State of Michigan as a whole, and 3.3 points higher than the National unemployment rate.

Per capita income in the Eastern U.P., as recorded in the American Community Survey Estimates 5-year data 2011,
the most current information available, continues to lag behind the State and Nation, as do average weekly wages
for jobs in the region, with Mackinac County registering the highest distress in weekly wages and Luce County
recording the highest distress in terms of per capita income.

According to population projections derived from the Economic Modeling Systems Inc., data available to the
Commission, each of the County’s that constitute the Eastern UP Economic Development District will see
population decline through 2022, with the Mackinac County population projecting the largest decline in population
at -5.7 percent, or 634 persons since the 2010 Census. This data, coupled with low wage jobs and high
concentration of seasonal jobs, creates a high level of distress in Mackinac County. It should also be noted that a
population decline also impacts services and local units of Government across the region with a parallel decline in
property taxes.

The Eastern UP labor force and employment data is outlined in detail in Table 6 below, during 2013
Chippewa County recorded the largest share of the regional workforce at 66.8%, not surprising since the
County is by far the largest of the three in the Region. As a region, the Eastern UP accounts for 16.8% of
the Upper Peninsula total workforce, an increase of 0.6% from the data collected between 2000 and
2012. The entire Upper Peninsula represents 3.1% of the State’s total workforce.

Table 7, above, outlines the Region’s private and public employment by total number of establishments,
average annual employment, total wages and weekly average wages. The Region has an uneven
relationship of public sector versus private sector employment. Private sector accounts for 87% of the
establishments in the region, but only 43.5% of the total wages, and those wages are only 71% of the
Regional average weekly wage, whereas public sector accounts for only 12% of the total establishments
and records an average weekly wage that is 128% of the Regional average weekly wages. These figures
are in stark contrast to the State of Michigan’s private sector employment, which accounts for 97% of
the total establishments, 85% of the total employment, 83% of the total wage and pays a weekly
average salary that is 91% of the statewide weekly average wage.
Table 8 identifies the most recent Quarterly Workforce Indicators available (2013 Quarter 1 with the average
previous 3 quarters). This data is useful in analyzing workforce trends and the top ranking NAICS code sectors for
employment and wages across the Eastern UP region. Average total employment within the EUP was 17,863,
which accounts for 0.5% of the State’s total employment, there were 2,168 jobs created in the region, 1.0% of the
total jobs created statewide, and month earnings were approximately 76.5% of the Statewide average monthly
earnings.

Table 9 on the proceeding page provides a comparison level of detail on sector employment in the
Eastern UP during Quarter 1 of 2013. Those columns highlighted in yellow display the leading sectors in
the various data indicators during this quarter. The Finanace and Real Estate sector posted the highest
average monthly earnings during the quarter, the Construction sectorr posted the highest new hire
earnings, the most new hires and the largest number of separations during this quarter, the Education
sector created the most new jobs and had the highest net job flows during the quarter, and the Public
Administation sector had the highest total employment during the first quarter of 2013.

ECONOMIC DEVELOPMENT ACTIVITIES – 2013/14
Several priority projects from the 2011, and 2012 CEDS performance reports have either been
implemented or awarded funding to be implemented during the upcoming construction season. The
table below identifies the various projects and their status, those listed in green are funded and/or
implemented, those listed in orange are in the process of being implemented (partially funded etc.), the
projects listed in red have been abandoned and are no longer considered to be a priority in the Region.

Completed Projects (2012, 2013)
Ashmun Bay Park Improvements Phase III (Linear Trail) – The City of Sault Ste. Marie received funding
through the MDNR Natural Resources Trust Fund to develop a 10 foot wide asphalt nonmotorized
pathway along the east side of West Portage Avenue from West Easterday Avenue to Peck Street and
then to the Cloverland Power Canal/West Portage Bridge. In conjunction with this project, a 6 foot wide
concrete sidewalk was constructed, leading to downtown Sault Ste. Marie. This project provides
nonmotorized access from the west side of Sault Ste. Marie and Lake Superior State University to the
downtown district.
South end bridge widening – This project was completed in 2012 and saw the widening of southbound
lanes entering the US Customs plaza to alleviate commercial truck traffic congestion issues causes of
tractor trailers blocking passenger vehicle customs lanes. This short-term fix was implemented as a
temporary solution until long-term funding can be secured to completely revamp the Customs and toll
booth areas with additional lanes and a new pavement surface.
Shunk Road Paving – This project to resurface a segment of Shunk Road in Soo Township was
implemented by the Chippewa County Road Commission during 2012.
Mission Creek Bridge – A complete replacement of the Mission Creek Bridge on Riverside Drive in Sault
Ste. Marie was implemented during the summer of 2013 and completed in the fall of 2013. Total
project cost $875,000.
Riverside Drive Resurfacing – a one-mile segment of Riverside Drive in Soo Township from 3 Mile Road
south to 4 Mile Road was completed during the summer of 2013 by the Chippewa County Road
Commission. This $405,313 resurfacing project also included numerous drainage improvements along
the roadway and the replacement of over 100 culverts in the one mile segment of county road.
SSM/LSSU SmartZone Breeder Building – a $3.2 million dollar project to construct the SSM SmartZone
breeder building and renovation to the existing City EDC Incubator building was completed during 2013,
funded through an EDA Public Works grant, this project will foster the development of the SmartZone in
Sault Ste. Marie by provided business services and manufacturing space to early stage entrepreneurs.
Little Rapids Habitat Restoration Project – This $6 million dollar road construction and habitat
restoration project was awarded funding during late 2013 for implementation in 2014 and 2015. The
existing causeway on Sugar Island will be reconstructed utilizing at least 400 feet of concrete box
culverts, to increase flow through the Little Rapids in the St. Marys River, the project also includes the
creation of a pedestrian walkway and fishing area the length of the causeway and a small parking area at
either end of the causeway. Funded through the NOAA GLRI program, the Chippewa County Road
Commission will implement the project beginning in 2014.

Homestead Road Paving – The Chippewa County Road Commission completed resurfacing of
Homestead Road on Sugar Island during the 2012 construction season, total project cost was $562,500.
Salt Point Road Paving – The Chippewa County Road Commission completed the repaving of a segment
of Salt Point road in Bay Mills Township during the 2012 construction season, this county road is a vital
connector route from State Highway M-28 and Lakeshore Drive along the shores of Lake Superior.
Bay Mills Child Development Center – the Bay Mills Indian Community completed construction on a
new Child Development Center in Brimley, MI during the 2013 construction season, this $500,000
project was implemented utilizing BIA and Tribal CDBG funding sources.
Rotary Park Improvements – The City of Sault Ste. Marie invested $400,000 of improvements at the
Rotary Park on the east end of Sault Ste. Marie, along the St. Marys River. Improvements included a
new pedestrian walkway, fishing pier, upgraded playground and picnic equipment and improved site
access.
Boardwalk Improvements – Utilizing funding from the State DEQ, the City of St. Ignace invested $48,000
into improvements of its Boardwalk which extends throughout the downtown district of St. Ignace.
War Memorial Hospital Expansion – War Memorial Hospital, located in downtown Sault Ste. Marie
utilized over $21 million in USDA Rural Development funding to expand and completely redevelop the
Emergency Room area at the hospital.

District active meeting participation
During FY 2013 the Commission continued to display strong attendance numbers for quarterly
Governing Board meetings, down slightly to 65% compared to FY 2012 (69%). During the 2008-2009
program year the Commission had a 50.5% attendance record, significantly lower than current
attendance during the 2012 program year. This increase is in large part due to outreach at the Executive
Committee and Executive Director levels within the Commission, and the ongoing effort to align with the
EDA regulations on the composition of the Commission’s Governing Board, which has brought in new
members representing Lake Superior State University, Private Sector and Workforce Development
organizations in the Region. It should also be noted that during this program year the Executive
Committee met five (5) times with an attendance rate of 85%.

STRATEGY COMMITTEE
The Regional Economic Development Advisory Committee (REDAC) was formed in 2009 during the
process of developing the Revised CEDS 5 Year Plan. This ad-hoc advisory committee provides input and
guidance on Strategy development, which is reported back to the Regional Planning commission Board.
The composition of the REDAC is guided by EDA legislation, CFR §303.6(a), which requires that the
committee have representation from the following: private sector, public officials, community leaders,
workforce development boards, higher education, minority and labor groups, private individuals, and
tribal governments. The REDAC played a critical role in the development of the 2010 Revised CEDS Five
Year Plan, this is a group in relative infancy, and as such, we are continuing to refine the committee
structure and look to establish a more formalized structure, including By-Laws in the near future. During
2011 the REDAC conducted two meetings, one in May to priority rank the projects submitting for
priority consideration and a second in September to host the Michigan EDA EDR and to hear a
presentation on the Michigan State University and Michigan Technological University Timber Resource
Study.

interests of the Region and must include Private Sector Representatives [as defined above] as a majority of its membership. In
addition, the Planning Organization should ensure that the Strategy Committee includes public officials, community leaders, and
representatives of workforce development boards, institutes of higher education, minority and labor groups, and private
individuals.
Public Participation
The Commission recognizes the importance of public participation in creating all plans. As a general
operating procedure, the Commission staff ensured that public participation opportunities were made
available through the process of developing the 2012-2013 CEDS Annual Update, which includes
continued maintenance of the EDD website, a Call for Projects Survey, and a 30-day public comment
period, culminating in a public comment item on the June 25, 2013 Eastern U.P. Regional Planning &
Development Commission Executive Committee meeting agenda. In addition, the REDAC meetings held
during the development of this Annual Update was noticed on the Commission website.

5 | EVALUATION OF PROGRESS OF ACTION PLAN AND STRATEGIES The evaluation of action plan and strategies discussed in this section relates to the work plan items approved in the FY 2013 planning investment awarded to EUP as it relates to the CEDS and EUP’s economic development district planning program. Strategy: Develop economic gardening and entrepreneurial support programs.
Initiatives engaged in during 2013: The Commission has been actively engaged as a project partner, in the EDA funded Exporting project with the MSU Center for Community and Economic Development. Through this project we completed outreach to nine companies in the region to learn what initiatives are underway for growing exports from the Region and what kind of strategies could be developed to assist entities in the Region. Through this outreach we were able to develop a website marking products manufactured in the region to international markets through the utilization of students from the LSSU School of International Business. Updated the Comprehensive Economic Development Strategy (CEDS); continued to work to implement and promote the CEDS goals, objectives, and significant economic development projects; and assess opportunities to collaborate with State and regional development agencies to better leverage economic development resources in the region.
Strategy: Strengthen economic ties throughout the Midwest and Northern Ontario
Initiatives engaged in during 2013: The Commission is a partner with the MSU Center for Community and Economic Development and the East Michigan Council of Governments on an EDA funded project to develop strategies and assist companies in expanding their exporting efforts in these respective Regions. Through the exporting project we were able to coordinate and lead efforts on the hosting of the 2nd annual Bi-National Conference, which was attended by over 60 people. The event featured keynote speakers Todd Ambs from Healing our Waters and Dr. Steven Kesler from the University of Michigan. Other panel discussions included multi-model transportation, tourism, border security, business round table, and recreation/trails economic impacts.
Strategy: Further develop the recreation/tourism cluster
Initiatives engaged in during 2013: The Commission completed work on the 2007 National Scenic Byway grant award in the amount of $74,597, which implemented site improvements at two road side areas along the route, in Eckerman and at the Hamilton Lake Nature Area. This project also includes the development of a website, which was completed during February 2013, www.exploreM123.com, along with numerous other marketing and promotional improvements, and a watershed educational program. The M-123 Tahquamenon Scenic Heritage Route encompasses 63 miles of state highway along Whitefish Bay and through the Village of Newberry. This collaborative effort involving two counties, five local units of government, state and federal agencies and various stakeholder groups along the Route is a grass roots project. A second National Scenic Byways grant award was received by the Commission to conduct a trail feasibility study along the Heritage Route

corridor, that study is currently being developed with an anticipated completion date of September 30, 2013. Commission was awarded a grant of $16,972 through the Coastal Zone Management program to inventory Lake Michigan from Mackinac to Menominee County in order to prepare for National Water Trail Designation. The Regional Commission made application to the State of Michigan Regional Prosperity Initiative for funding to implement strategies and development and regional economic prosperity plan for the EUP.
Strategy: Invest in improvements to the St. Marys River area with a focus on enhancing sense of
place for people with an interest in nature, culture, and history. Initiatives engaged in during 2012-13: Work is nearing completion on the NOAA project at the Little Rapids to complete design engineering, an environmental assessment, hydraulic flow modeling and a monitoring plan. The Technical Review Committee for this project, under the leadership of the Commission and its subcontractor URS Corporation anticipate that the project will wrap up on or around February 28, 2014. The Commission was awarded a cooperative grant with NOAA in August of 2011 to provide a technical analysis and engineering design plans for the redevelopment of the Sugar Island causeway in the St. Marys River. As a designated Area of Concern, this project will help to restore between 45-55 acres of rapids habitat and provide for increased recreational opportunities and biological improvements to the Little Rapids to provide for increase spawning grounds for a variety of fish species. The Commission is in the process of applying for a grant to inventory the Lake Superior shoreline in the region and the St. Marys river, as the last remaining segment on the Lake Superior water trail, we hope to obtain funding through the Coastal Zone Management program to complete this work, along with an interactive website and marketing and promotional information.
Strategy: Develop a 21st century vision for area infrastructure Initiatives engaged in during 2012-13: The Commission completed the EUP Regional Technology Action Plans for Chippewa, Luce and Mackinac County’s, working in collaboration with the Eastern UP Intermediate School District, Luce County EDC and Connect Michigan. Subsequent to the completion of the plans, the EDC and the Regional Planning Commission deployed a survey to residents in the EUP regarding access and availability of broadband, which was completed over 300 people, allowing us to geocode response and initiate conversations with providers and other entities and stakeholders that are primarily concerned with broadband in the Region.
Strategy: Advance the Higher Education Cluster in ways that benefit entrepreneurial activity and raise the educational attainment of the workforce. Initiatives engaged in during 2013: Through the EDA Exporting project we were actively engaged with the Lake Superior State University School for International Business. Working in tandem we provided

students through this project with real life, hands on experience in working one-on-one with companies in the region to assist them with market research, product research and technical assistance related to exporting. Through student led efforts, a website has been developed to market products manufactured in the EUP region internationally, http://www.lssu.edu/eupexports/home.php

7 | DISASTER RESILIENCY STRATEGY The Eastern UP region is at moderate risk for a wide variety of disasters, including, but not limited to
fires, flooding, severe winter storms, hazardous material spills, infrastructure failures and civil unrest.
Recovery and mitigation efforts are faced with challenges due to the following factors:
Remote location and geographic size
Sparse population density
Isolation of many communities and residents
Limited financial capital
Limited rural transportation infrastructure and options
An ever-increasing aging population (65 yrs and over)
Priorities
The priorities actions listed in the table below were derived from the County Hazard Mitigation Plans for
Chippewa, Luce and Mackinac County’s, originally completed for FEMA in 2005, these plans are
currently under development for updates, a process that should be completed by late 2014. Due to the
rural character of the region, it is anticipated that the actual hazard mitigation actions will not change
significantly. A new table, derived from the updated plans will be included in the 2015 Revised CEDS 5
Year Plan.
