6. Information and Discussion Session – Declaring a Climate Emergency
To date 15 councils around Victoria have declared a Climate Emergency”.
Several councils in the GBGA have investigated and considered this step.
Wodonga Council – report from meeting on Declaring and Acting on a Climate Emergency
Robyn Nicholas and Mark Verbaken went to this meeting, as did Helen Jones from Indigo.
Darebin Council was first council to declare a climate emergency, 3 years ago. In this period, Darebin
has developed an overall approach and actions that will flow from the declaration. The work to
mitigate climate change will be integrated into all council operations and Darebin has recently created
7 positions to give effect to this. Twenty Victorian councils have declared a climate emergency or are
in the process. The meeting on 2/10/2019 discussed whether to move a declaration first and then
plan action, or map action before a declaration. The approach will be different for each council. Some
observations:
• Darebin, Melbourne and Yarra councils have great experience to share
• Many people view a climate emergency declaration to be consistent with overall and sensible
council risk management
• Darebin has completed an in-house staff training module
• Language and communications are critical - need to be wary of polarising the community or
presenting the emergency without a way forward and hope for the future
Wodonga is building its understanding and not considering a declaration at this stage.
Indigo Shire Council (Cr Diane Shepheard and Helen Jones)

Indigo Shire declared a Climate Emergency at its meeting of 30 July 2019. This was initiated by a
Notice of Motion from Cr Goldsworthy who is motivated by his concern of the impacts of climate
change. The motion was adopted 5/2 by councillors. Council also directed action in advocacy,
strategic planning, community education, budget and emission sequestration. The declaration was
generally supported by the community with little negative comment.
From a Councillor perspective, Cr Shepheard sees the initiation of the declaration by council as
demonstrating council’s strategic role and defining and supporting officer actions. Officers cannot
drive the importance of this conversation; it needs priority in the Council Plan and budget preparation,
with endorsement by councillors. Councillors can take a direct role in their work on committees such
as the Municipal Emergency Management Planning Committee and Indigo’s environment committee.
Indigo has allocated budget to hire facilitator assistance in conversations within council and with the
community. This aims to build understanding and to develop a suite of ideas that can mitigate and
prepare for the changing environment.
Cr Goldsworthy addressed the issue of the term ‘Climate Emergency’ (more detail – see powerpoint)
“EMERGENCY MANAGEMENT ACT 2013 - SECT 3
“Defines an emergency as the actual or imminent occurrence of an event which in any way
endangers or threatens to endanger the safety or health of any person in Victoria or which destroys
or damages, or threatens to destroy or damage, any property in Victoria or endangers or threatens to
endanger the environment or an element of the environment in Victoria….”

imminent. These changes are affecting the safety and health of our communities, they are
damaging property and will threaten life…..”

Lawyer Sarah Barker (Minter Ellison - specialising in climate risk and law) presented to Shepparton
councillors and managers. Unfortunately attendance was limited. Shepparton officers and executive
have followed the progress of emergency declarations and judge this would not be supported by
council at this stage. Local sustainability group SLAP supports a climate emergency declaration, but
broader community support has not been tested. Instead the CEO has directed officers to explore the
‘plan first’ approach. Key council policies are being analysed for climate risks to propose how climate
action can be integrated into council processes. Early work is renewing the Carbon Reduction policy
and aiming for a Zero Net Emissions policy. Other actions will be considered about internal behaviour
change, standards for new council buildings, energy efficiency projects, and a zero-waste approach.
Other – (Cr Wilson) – essential to change procedures and specifications to ensure action, eg
mandating recycled content in purchasing

7. Presentation by Office of Commissioner for Environmental Sustainability
Dr Rebecca Koss from the Commissioner for Environmental Sustainability presented the Victorian
State of the Environment (SoE) report 2018.

Dr Koss’ presentation explained the factors considered when assessing the SoE indicators. In many
cases this assessment is hamstrung by poor or interrupted monitoring data. For this reason each
indicator has a status, a trend and data quality. For example (from the website)
There are 20 recommendations which are listed in the presentation These are strategic action-
oriented recommendations and the audience is the government and its agencies. The
recommendations are linked to the UN Sustainable Development Goals which is an accepted
framework worldwide.
The State of the Environment report is produced every 5 years. The 2018 report was released in
March 2019. Legislation requires that the Victorian government respond to the recommendations
within one year, so watch for this in the first quarter of 2020.

9.3 Energy Theme
a. Victorian local government power purchasing agreement (Greg McKenzie)
Stage 2 of the project commenced with the key task to complete a tender process to purchase
renewable energy for 48 councils in the PPA project. Legal advice has recommended the project
needs ACCC approval and the application process has commenced. This introduces an extra step
requiring at least 6 weeks, so the timeline of the project has been adjusted to finalise the PPA by the
end of 2020. The extension also allows time for contingency action if the PPA does not meet required
price targets. The MAV is the procurement agent and the MAV is developing its capacity to undertake
the tender process.
b. Victorian Regional Electric Vehicle Charging Network Business Case (GBGA project) (EO)
This project is auspiced by the CVGA for the 54 council partners. NDEVR is the consultant and has
delivered components 1 and 2:
• Indicative EV Charging Infrastructure Maps
• Decision Tree Tool – to assist final selection of location and charger
• Learnings from Existing Models and Case Studies
These products have been sent to the partner councils and a webinar was held on 11 November.
c. Main Road Streetlighting Stage 2 – design (GBGA project) (EO)
The business case concluded and delivered these reports to member councils:
• Main Road Streetlight Business Case for all councils and each council
• Summary Report
• Case study findings sportsground and public lighting
• Main Road Streetlights recycling report
In Stage 2, each GBGA Council is considering budget for 2020/21 to do detailed design of a streetlight
changeover. GBGA may facilitate a joint design approach.
12 Project and Funding Opportunities (EO)
The EO is discussing with DELWP some possible funding to assess the inclusion of climate change
risks in key council plans and strategies.

14.1 Alliance Committee Report
Larisa Montgomery (Chair)
The Alliance Committee produced the amended Rules of Operation and Logo procedure for this
meeting. The committee is also working on the planning process for the next auspice 2021-25.
14.2 Preparing for the next auspice
The Alliance Committee has mapped out a timeline of actions and has prepared a Risk Assessment
of the Alliance, to be presented to the February 2020 Ordinary meeting.
The Executive Officer is presenting to the November meeting of the Hume Regional Local
Government Network. (postponed from August)

Charging the regions
Electric Vehicle Charge Station Network In development - Business case project for a statewide EV Charge station network. 12 members have joined this project. Central Vic Greenhouse Alliance leads the project.
Consultant is NDEVR. Stage 1 work complete and webinar held with partners on 7 November. Existing EV station maps and case studies.
Next stage investigates investment and implementation of a statewide charging network

Tool completed and published to website for Council use. Reported at officers meeting. Councils in Carbon Crunching Councils working to use tool RCOW has recorded 2018-19 figures

Low Income Energy Efficiency
Council officers are exploring possibilities to enable low income households to access energy efficiencies like draft sealing, insulation, efficient heating, cooling, hot water
Work has concentrated on advocacy to the Ministerial Council for Building about the implementation of a low energy trajectory for new and existing houses

Review of PHWPs shows that climate change considerations could be improved in the Plans
DHHS is developing an departmental Adaption Plan which could guide MPHWP – expected to be finalise at end of 2019

North East agriculture project
Embedding Climate Change in Agriculture – North East Victoria. Project to produce mapping and data to show impacts of climate change and risk management.
Stage 1 of project complete and produced the Climate Explorer tool, Water Balance tool, and agriculture sector tools. Stage 2 is working with specific sectors on adaptation actions

CSAD Stage 2 - Examining the communication of the project outcomes as a planning tool for producer groups
DELWP (Hume) is working producers in the GV on preferred channels and form of climate change information. Pilot projects are underway.

ESD in planning scheme
Stage 1 ESD roadmap shows options to improve sustainable subdivision design in regional councils
The project group has started Stage 2 - develop the framework tool to be used for councils to conduct trials and assess subdivisions for ESD elements.

Ongoing VIC COUNCILS PPA **
Stage 1 produced the business plan for collective procurement of renewable energy in a Power Purchase Agreement. Stage 2 is developing the tender approach and running a procurement process
MAV is involved as the procurement agent. Legal advice showed need for application for ACCC approval – application developed by MAV legal firm. MAC has also appointed project officer and probity advisor.

Governance and Climate Change
Council Governance and Climate DELWP is preparing guidelines for councils to consider their legal roles and responsibilities.
Consultation held in Echuca on 14 March. The consultant team has produced a report to DELWP – being reviewed internally, DELWP advised it could be released end of 2019

Hume Renewable Energy Roadmap
Communication project for Hume Renewable Energy Roadmap – GBGA to provide case study information
Project complete and produced the Hume Region Renewable Energy Roadmap report, many public workshops, a social media campaign “The Good Energy” to raise community awareness.

DELWP leads this regional project in the next 2 years – will include widespread stakeholder and community consultation .
Detailed planning stage till end of 2019. EO to represent GBGA in this project and facilitate communication
