Is the Makhado Municipality considering crim-inal charges against Mr Kulani Dumond Nkuna of Risuna Property Consultants and Valuers?

This question is being asked by many taxpayers following the Gauteng High Court’s ruling on 25 July this year that the tender for the compilation of a new valuation roll for Makhado (2014 until 2018) was obtained in an unlawful manner by Mr Nkuna. Acting Judge D Dosio found that tender documents had indeed been forged and that the municipality, Risuna and Mr Nkuna’s failure to contest the allegations of forgery led the court to believe that the parties accepted the correctness of the allegations. More worryingly, with regard to the confi dential settle-ment agreement reached between the Makhado Municipality and Mr Nkuna to withdraw from the valuation process be-fore it was fi nalised, was Judge Dosio’s fi nding that the settlement agreement indicated to the court that the municipality had “understood that it did not act in an appropriate manner.”

Last week, the Zoutpansberger asked municipal spokesperson Mr Louis Bobodi whether or not the municipality had brought criminal charges against Mr Nkuna, based on the High Court’s ruling that he had obtained the tender in a fraudulent manner.

The municipality was also, again, asked to indi-cate what amount of taxpayers’ money had been

paid over to Mr Nkuna for a tender contract that he, apart from the High Court ruling, had also failed to complete and withdrew from in May this year.

Bobodi initially failed to respond to the Zout-pansberger’s questions. He was again asked to respond, seeing that any reasonable man, upon reading Judge Dosio’s judgement, would deduct that a crime had been committed. To this, Bobodi merely responded by stating “The … thing that you have raised is still receiving serious attention as to what kind of action should be taken as we are

speaking about public money here.”

The South African Council for the Proper-ty Valuers Profession (SACPVP), where Mr Nkuna is registered as a candidate property valuer, was also asked whether or not they were aware of the High Court‘s ruling and the remarks concerning Mr Nkuna and what action they intended taking against Mr Nkuna in this regard. For months now,

they have been investigating Mr Nkuna in respect of similar complaints in regard of the compilation of the Maruleng (Hoedspruit) valuation roll.

Ms Alicia Daniels of the SACPVP responded on Monday.

SACPVP was going to take, Daniels said that they were following the investigation and disciplinary procedures. “The Council is in the process of obtaining a response to the complaint from the respon-dents,” Daniels said and added that all the information will be presented to the investigation committee of the SACPVP for consideration at its next meet-ing. “While it is premature to speculate on exactly what course of action the investigation com-mittee and the Council will decide on in the present matter, the usual procedure is that if the investigator’s report on a matter recommends to the Council that

the registered person’s [valuer] conduct constituted a breach of the Council’s Code of Conduct and that the Council should pre-fer charges against the said reg-istered person, then the Council would proceed to draft formal charges against the said regis-tered persons. These charges will culminate in the hearing of the matter before a disciplinary tribunal,” said Daniels.

Should the disciplinary tribu-nal fi nd that the said valuer is guilty of the charges put to him or her, Daniels explained, then, in terms of the Property Valuers Profession Act, the tribunal has the authority to apply a sanction against the valuer of either a caution or reprimand; a fi ne not exceeding the amount calculated

according to the ratio for one year imprisonment (determined in terms of the Adjustment of Fines Act); suspend the regis-tration of the valuer concerned for a period not exceeding one year; or to cancel the registration of the valuer concerned. Daniels was also asked whether or not the SACPVP has concluded its investigation into the com-plaints against Mr Nkuna with regard to the Muraleng valuation roll. “The investigation is still on-going. Our investigator has requested further information from the municipality involved before a final report may be presented to the Council, and we are currently liaising with said municipality to obtain this information,” Daniels said.

To pay or not to pay ... that is the question?Many Makhado residents are still asking them-

selves this question with regard to paying the new property rates, after the Gauteng High Court’s ruling on 25 July this year that the tender (Tender 1/2013) for the compilation of a new valuation roll for Makhado (2014 until 2018) was obtained in a unlawful manner by Mr Kulani Dumond Nkuna of Rusina Property Consultants and Valuers, who conducted the valuation process.

Still no clarity on process, following court rulingand recommended that the tender be awarded to DDP. The municipality’s tender bid adjudication committee, however, overruled the BEC’s rec-ommendation and awarded the tender to Rusina.

In their court documents, DDP argued that Rusina and Mr Nkuna had obtained the ten-der fraudulently. Acting Judge D Dosio came to the same conclusion, as was clear in his judge-ment in favour of DDP. Judge Dosio stated that DDP had, in his view, correctly pointed out that there were irregularities in the tender process. He ruled that the municipality, Risuna and Mr Nkuna’s failure to contest DDP’s allegation that, among

others, a signature was forged on the tender bid documentation led the court to believe that the municipality had accepted the correctness of the allegations.

In his judgement, Judge Dosio set aside the awarding of tender 1/2013 and declared the awarding of the tender unlawful and unfair. He also ordered the munic-ipality to reconsider the

tender of DDP, as well as to re-evaluate all tenders submitted to decide not later than one month from the date of this order (25 July 2014) which tender ought properly to have been accepted.

The one month period has since lapsed. In the meantime, the new property rates, as compiled by Mr Nkuna, came into effect on 1 July this year and by law, ratepayers are forced to pay the rates levied on their accounts. With the tender for compilation of the new valuation roll being set aside, taxpayers remain confused as to whether or not they should pay the new tariffs.

To make matters worse, Mr Nkuna withdrew from the tender process after a confi dential settle-ment agreement with the Makhado Municipality before the objection and appeals process was com-pleted. As he had appointed no substitute valuer or assistant valuers, the Makhado Municipality (not

having a registered professional valuer) opted to complete the process themselves. This, according to experts, also constitutes an unlawful admin-istrative procedure as the municipality was not qualifi ed to do so.

The Zoutpansberger followed up on Judge Dosio’s ruling and ask the Makhado Municipality whether or not they had made a decision. Municipal spokesperson Mr Louis Bobodi responded last week by stating that the municipality and DDP were still discussing the implications of the court ruling in order to reach an amicable solution. “The fi rst meeting was held on 10 September. Another meeting will be held before end of business on Friday, 19 September,” Bobodi said.

Bobodi’s response, however, did not mention anything about whether or not the municipality had re-evaluated the tender process and whether or not they had re-awarded the tender. To get more clarity, the Zoutpansberger asked Mr Tinus Nel of DDP Valuers for comment in this regard. “The munic-ipality appointed us to correct the valuation roll,” was the response from Nel. He added, however, that the two parties were still busy fi nalising the service level agreement. In the meantime, property owners whose objections against their new property rates were rejected, remain embroiled in a dragged out appeals process. Exactly who is handling the appeals process remains unclear.

Local police in Makhado (Louis Trichardt) were kept busy, arresting a total of 12 suspects over the weekend.

One suspected cigarette smug-gler was arrested, while two more were arrested for allegedly having dagga in their possession.

Another two suspects were arrested for driving under the

infl uence of liquor, while three suspects were nabbed on charges of shoplifting in the central busi-ness district of town.

Three more suspects were arrested and charged respectively for the illegal possession of wild meat, possession of suspected stolen property and the ille-gal possession of a dangerous

weapon.One more suspect was arrested

The Soutpansberg Ratepayers Association has again extended an ultimatum to the Makhado Municipality in which it threatens to withhold taxes.

This time round it would be on the grounds of the “non-existence” of the valuation roll.

The Gauteng High Court ruled that the awarding of the tender for the compilation of the 2014 to 2018 valuation roll of the Makhado Municipality was unlawful. No court has yet ruled that the new valuation roll is not enforceable, but it could follow logically that unlawful processes could not result in a legal valuation roll. The first withholding action of the SRPA started in August 2008 when the SRPA declared a dispute with the municipality, as a result of poor and non-existent service de-livery. They withheld rates until their members gave them a mandate to pay over the rates at a meeting on 29 July last year. The amount that the ratepayers withheld had accumulated to ap-proximately R5 million. It was a mammoth task to reconcile all the accounts and last month the last outstanding R600 000 was paid over to the municipality. “Our executive com-mittee, with the necessary professional advice, is considering withholding taxes to the municipality as the opinion that was supplied to us was that no valuation roll exists at this time and that no taxes are thus payable,” the SRPA wrote in their letter dated 22 September. They wanted answers from the municipality on the valuation roll and many other unanswered matters and asked for answers no later than 10 October. The letter was delivered by hand.

Taxpayers threaten to again withhold taxes

The Kutama Sinthumule maximum security prison warders embarked on a two-day strike last Tuesday as a result of a dispute between South African Custodial Management (SACM) and prison war ders at Makhado (Louis Trich-ardt).

More than 400 warders embarked on the strike and activities at the prison were severely disrupted when warders forced the management off the prison premises.

Police and armed guards from Interactive Security Company had to be called in as chaos erupted inside the prison. More than 2 000 pris-oners apparently tried to break down doors with the intent to get food and medication, which they could not get as a result of the strike, said warders who wished to remain anonymous.

The warders said that they started with the sit-in last Tuesday night. They undertook to remain on the premises until they were addressed by the

prison management. The warders complained about pension issues and some claimed to have worked at SACM for 12 years without accumu-lating a sizable pension.

Warders said they were unhappy about the man-agement´s failure to consult with them on pressing issues. They added that the prison management had failed to act in terms of the recommendations on their grievances and that was why the members had gone on strike.

“We negotiated in good faith, but when it came to implementation, they acted in bad faith,” the warders said. They also demanded that the compa-ny’s headquarters be relocated from Johannesburg to Makhado, so as to best serve the workers.

The warders returned to work last Friday after they had resolved their grievances with the man-agement of the prison. Efforts to get comment from SACM director Indiran Pillay were not successful as his phone kept on ringing.

One of the prison warders is escorted away by security officers and instructed not to talk to the media.

The SRPA explained that there is a difference in their position now, compared to their previous with-holding action. “We as association will thus move to our earlier position where taxes were withheld from the municipality, but since no valuation roll exists, unlike the first situation, taxes will never be payable to the municipality,” read their letter.

In their first withholding action, the decision of the SRPA to pay the monies over was influenced by the judgement of the Rademan-Moqhaka case and other relevant court cases, where it was stated that a municipality may consolidate different items on the municipal account and the customer could

not specify that payment is for a certain item. That would imply that the municipality could use the payment that the customer meant for electricity for property rates and other rates.

In 2012, the munic-ipality did indeed cut the power supply of SRPA members, but they obtained an interim court order in the case of Makhado Municipality

vs Enslin and du Plessis in February 2012 to enforce the reconnection of the electricity. The municipality subsequently promulgated their Credit Control Pol-icy in June 2012. The parties eventually settled and the municipality was ordered to pay the costs of the SRPA to the amount of R100 000. The costs were calculated to cover the time before the municipality had their policy in place. Gilfillan said this week that, should they come to the point of a second withholding action and the electrical supply be disconnected, they will again approach the courts.

A South African author of Christian literature, Mr Khathutshelo Ramovha (27), survived the tragedy that hit the Synagogue Church of All Nations (SCOAN), when the headquarters’ building collapsed on 12 September. According to reports, 84 South Africans were killed in the incident.

The SCOAN, in Nigeria, is headed by its found-er, preacher TB Joshua.

Author of He Is More Than Just a God, Ramovha spent 13 haunting hours trapped in the rubble be-fore rescuers could find and lead him out through a tunnel which they had dug.

He hails from Tshirolwe in Nzhelele north of the Soutpansberg

“I arrived at the church’s residence for foreign guests on 9 September and spent two days attending spiritual lectures,” he recounted. “The lectures were all about having faith and being prepared for any kind of challenges and hardships.”

After Friday’s lecture, Ramovha and other guests went to the dining hall for lunch. He collected his plate of fish, pap and salad and came to sit down at a table. Before he could lift up a spoonful of pap to his mouth, he heard the sound of frightened voices from all sides of the dinning hall.

“The spoon fell from my fingers as I saw the building and the surface on which I was standing, collapse,” he said. “I can’t forget the look on be-lievers’ terrified faces, and their screams are still fresh in my ears.”

Ramovha passed out. He regained consciousness after some time, enclosed underneath the rubble and masonry. “It was dark and hot, and I couldn’t see any other person around me,” he said. “I was

trapped inside a ‘bubble’ of debris, and I heard voices cry out around me. Someone cried about his hand, foot or arm, while another cried about her neck. I was not hurt by any of the rubble, though.”

The temperature was around 45º C. “The hot temperature was getting the better of me, draining me of all strength and weakening my system,” he said. “I had never felt so lost in my life. I whispered the name ‘Jesus’ several times and started feeling oxygen rushing in and thought there was a hole through which I could get out. I believe this oxygen supply was a miracle.”

He crawled out of the tunnel that the rescuers had dug and saw light for the first time after 13 hours of frustration and pain. “There were many of us who survived and we were all taken to hospital,” he said.

After spending a night in hospital, he was dis-charged and spent the rest of Saturday, Sunday and Monday attending church. “I boarded my flight on Tuesday and got home on Wednesday,” he said. “Now my duty is to testify about my survival.”

Ramovha sent his condolences to the families of all the people who died when the building col-lapsed. “I take solace in the fact that those people didn’t die while being involved in something stu-pid; they were working for God,” he said.

The Presidency issued a statement on 16 Sep-tember, following the tragedy, in which it said at least 67 South Africans had died in the tragedy. “Our thoughts are with the families, friends and colleagues who have lost their loved ones in this heartbreaking tragedy,” said Pres Jacob Zuma. “The whole nation shares the pain of the mothers, fathers, daughters and sons who have lost their loved ones. We are all in grief.”

Municipal electricity accounts with their inclin-ing block tariffs cause headaches for pre-paid users as well as conventional users in Makhado (Louis Trichardt).

One pre-paid user found that he has to buy as much electricity for the last week of the month as for the whole rest of the month. He even wondered if someone was not adjusting the speed of the units, since they also seem to fly faster and faster. Both the Makhado Municipality and an electrician, Mr Ronnie Levine, agreed that fortunately that is not possible or probable.

On the August accounts the first 50 kilowatt units (kWh) are charged at just below 71c (67c last financial year), the next 300 at nearly 91c (85c last year), the third block from 351 to 600 kilowatt units cost per unit R1.22 ( R1.14 last year) and above 600 units you cough up R1.46 (R1.36 last year). The basic charge for conventional users at residential properties is R141.60 (R131.90 last year).

For conventional users the headache is the haphazard way that the meter readers read the elec-tricity. The manager of the SRPA (Soutpansberg Ratepayers Association), Ms Lani Senekal, said that meter readings are not taken regularly and that they insisted on an answer from the municipality on that matter. The result of late readings is that more units get billed at the higher tariffs.

In an e-mail to the Zoutpansberger dated 22 September the municipality said that they agreed with the statement that with an inclining block tariff the municipality has to ensure that meters are read meticulously every month.

In practice, however, the meters are not read regularly. Regarding the very common complaint of this “unfair practice” of not reading meters regularly and consequently the public is billed on the total accumulated units at the highest tariff; the municipality felt that the responsibility should be shared. “It is the responsibility of both the con-sumer and official of the municipality to ensure that those units are apportioned according to the period of readings. And there is no challenge in addressing the omission of one month in the next one,” the municipality stated.

Other challenges that ratepayers experience are that their payments are not captured on the day of payment leading to the unnecessary charging of adjustments and monthly accounts that are not delivered. In this regard, Senekal urged ratepayers to phone the municipality with their account num-ber at hand and rather get the correct amount than

paying an estimated amount.The question many ratepayers is asking, is

whether it is legal according to municipal policy to charge according to the inclining block tariff. “The inclining block tariff is according to our mu-nicipal tariff policy which is compliant to NERSA regulations…. NERSA tariffs are implemented by municipalities countrywide, as guided by NERSA regulations,” the municipality stated.

The SRPA (Soutpansberg Ratepayers Associa-tion) said that they provided the municipality with a copy of their [the municipality’s] own policy. “It refers to ‘a fixed tariff’ and no mention is made of inclining block tariffs,” SRPA chairperson Inga Gilfillan said this week.

The implementation date for the new tariffs was 1 July 2014. The meter reading date on the August accounts (that are due in September) is 10 June. Thus consumers are already billed on the new tariffs though the consumption was in June.

Ratepayers want answers about tariffs

Indien jy sonder ‘n testament of met ‘n ongeldige testament sterf, beteken dit jou laaste wense kan nie uitgevoer word nie. Party mense stel nie ‘n testa-ment op nie, omdat hulle meen hul boedel (geld, huis, motor, versekeringspolisse en beleggings) is klein genoeg dat hul familie dit kan bestuur. Al wat hulle wil hê, is ‘n eenvoudige testament.

“Die opstel van ‘n testament hoef nie ‘n inge-wikkelde of duur proses te wees nie. ’n Trustmaats-kappy of jou finansiële adviseur kan jou help met advies oor hoe om die mees praktiese testament op te stel wat jou persoonlike omstandighede en wense in ag neem,” sê Sanlam Trust Regsadviseur mnr. Clive Hill.

‘n Testament is een van die belangrikste do-kumente in jou lewe, omdat dit verseker dat jou wense na jou dood uitgevoer word. Indien jy sterf sonder ‘n geldige testament, bepaal die wet wie jou boedel gaan erf.

“Dit kan verreikende gevolge vir jou geliefdes inhou, omdat die wet – en nie jy nie – sal bepaal wie jou erfgename gaan wees. ‘n Testament bepaal hoe jou boedel verdeel moet word, en tussen wie,”

sê Hill.Hill maan ook dat ‘n testament net van waarde

is indien dit geldig is. Dit is belangrik dat jou testament ‘n praktiese dokument moet wees wat maklik verstaanbaar en maklik uitvoerbaar is. Jy behoort dit gereeld te hersien om jou veranderende lewensomstandighede te weerspieël. ‘n Huwelik, egskeiding, die geboorte van ‘n kind, die koop en verkoop van groot bates soos ‘n huis, die afsterwe van ‘n familielid of erfgenaam, en veranderings in wetgewing is alles faktore wat die inhoud van jou testament beïnvloed.

“Jy kan nie te versigtig wees wanneer jy jou testament opstel nie. Dit is raadsaam om advies te kry by ‘n spesialis wat met jou finansiële adviseur saamwerk om die beste testament moontlik op te stel – ‘n testament wat die beste resultate vir jou geliefdes sal lewer,” sê Hill.

Na afloop van Suid-Afrika se Nasionale Tes-tamenteweek vanaf 15 tot 19 September, word ‘n paar wenke verskaf om ‘n testament op te stel:

* Lig jou familie vooraf in oor jou wense in verband met jou begrafnis. ‘n Testament word gewoonlik eers bekend gemaak nadat die begrafnis gereël is.

* Wanneer jy erfgename vir jou nie-kontantbates benoem, is dit raadsaam om jou boedel te verdeel en te bepaal wie erf wat. Om eienaarskap van ‘n huis of motor aan twee of meer mense oor te dra, kan tot praktiese probleme en ook familietwis lei.

* Indien jou kinders minderjarig is, oorweeg dit om iemand as hul voog aan te stel om in hierdie hoedanigheid op te tree wanneer albei biologiese ouers gesterf het.

* Stel jou eksekuteur aan wanneer jy jou testa-ment opstel. Die oorlewende gade word dikwels as die eksekuteur van die boedel aangestel.

* Met die aanstelling van ‘n betroubare maats-kappy as eksekuteur kry jy egter die voordeel van spesialiskennis van testamente en boedels, en op dié manier verseker jy ook dat jou oorlewende gade nie uitgebuit word deur mense wat nie jou gade se belange op die hart dra nie.

Streek bly vasgevang in erge misdaadgreepGeweldsmisdade is plaaslik aan die toeneem.

Dit is volgens die jongste misdaadstatistieke vir die tydperk vanaf April 2013 tot Maart 2014 wat Dinsdag deur Limpopo se polisiekommissaris, lt-gen. Fanie Masemola, bekendgemaak is. Vir hier die tydperk is dit net die Musina-area wat ‘n afname getoon het in die totale hoeveelheid mis-daadgevalle wat vir dié tydperk aangemeld is, met 34 minder gevalle as die vorige tydperk se 2 431.

In teenstelling met Musina het Levubu ‘n skerp toename gewys in die totale aantal misdade wat aangemeld is in hierdie tydperk. Die misdaadsyfer daar het gestyg van 1 318 gevalle tot 1 435. In Makhado (Louis Trichardt) het die aantal misdade van 2 520 tot 2 627 gestyg. Buiten vir seksmisdade, wat ‘n toename getoon het by al drie hierdie polisie-stasies, het gewelds- en kon-takmisdade kommerwekkend toegeneem.

In Levubu is daar dubbel soveel moorde gepleeg as in die vorige jaar. In Makhado het die aantal moordsake van 12 tot vyf verminder. Musina se moordsyfer het onveranderd gebly op nege.

Klagte van roof met verswarende omstandighede het by al drie stasies ‘n toename getoon. In die Ma-khado area het dié sake van 68 tot 161 toegeneem, in Levubu van 60 tot 73 en in Musina van 96 tot 174. Gewone roof het ook ‘n toename getoon. In Makhado het die gevalle gestyg van 59 tot 77 en in Musina van 47 tot 62. Levubu se syfers het on-veranderd gebly op 19 gevalle vir die jaar.

Seksmisdade in Makhado het met ‘n ontstellende 40% gestyg, nadat dié stasie in die vorige jaar die enigste stasie was wat ‘n vermindering aangeteken het. Die gevalle van seksmisdade het gestyg van 63 tot 105, in Levubu van 71 tot 88, en in Musina

van 168 tot 173.Dit blyk ook dat die streek al hoe meer vasgevang

word in die wurggreep van ‘n toenemend-geweld-dadige samelewing. Huisbrake het wel ‘n geringe afname getoon in die streek. In teenstelling hiermee het diefstal, huis- en besigheidsrowe toegeneem. In Makhado het huis- en besigheidsrowe onderskeide-lik toegeneem van vyf tot 23 en van 15 tot 26. In Levubu het huisrowe afgeneem van 17 tot 9, maar besigheidsrowe het toegeneem van 13 tot 21. In Musina het huisrowe van 16 tot 51 gespring, terwyl besigheidsrowe verminder het van nege tot vier.

Huisbrake by woonhuise het weinig verminder, wat beteken inwoners sal steeds paraat moet wees en dalk ekstra veiligheidsmaatreëls moet tref. In Makhado het die gevalle van 270 tot 229 vermin-

der; so ook in Musina van 307 na 282. In Levubu het die aantal huisbrake egter van 157 na 188 gestyg.

Die syfers vir plaas-aanvalle is steeds nie as ‘n kategorie ingesluit in

vanjaar se syfers nie. Die Soutpansberg Distrik-slandbou-unie (SDLU) se voorsitter vir veiligheid en sekuriteit, mnr. Doors le Roux, het kort voordat die statistieke bekendgemaak is, gesê plaasaan-valle vir die streek het verdubbel sedert verlede jaar. Plaasaanvalle is ook nie die enigste misdaad wat ‘n toename in die Levubu area getoon het nie. Dwelmverwante misdrywe het daar van 152 tot 215 vermeerder, in Musina van 51 tot 135 en in Makhado onveranderd gebly op 136 gevalle. Openbare geweld het ook toegeneem in Levubu van nul gevalle tot 11 en in Makhado van twee tot vier, terwyl Musina nul sake teenoor die vorige jaar se drie aangeteken het.

Slegs Musina het die afgelope jaar ‘n geringe afname getoon wat betref sake wat by die Musina SAPD aangemeld is. In teenstelling hiermee is meer sake by die Makhado- en Levubu SAPD die afgelope jaar aangemeld.

Opkomende akteur, dramaturg, regisseur en vervaardiger Jannes Erasmus is hierdie week in Makhado (Louis Trichardt) om te help met die afronding van die tienertoneel, Harnas, van Hoërskool Louis Trichardt.

Dit is ook goed om te weet dat Erasmus sy een-man-vertoning, Smaarties, volgende jaar na die dorp toe gaan bring.

Smaarties is in die Die Reviewer beskryf as ‘n produksie wat “kan kompeteer met van die beste eenman-stukke in die land” nadat die stuk in April vanjaar in die Suid-Afrikaanse Staatsteater in Pre-toria geopen het. Smaarties gaan ook in Oktober by Clover Aardklop se Nasionale Kunstefees opgevoer

word. Derde verdieping, met Erasmus as re gisseur en opgevoer deur professionele akteurs, sal ook by Aardklop te siene wees.

Hierdie week span Erasmus (23) sy talente in om saam met regisseur Marcel van Niekerk finaal aan die teks van Harnas te slyp. “Ons lê meer klem op die erns van die onderwerp,” het Jannes gesê. Ook die toneelspel geniet aandag. “Ons maak die karak-ters se karaktertrekke ‘n bietjie meer gedefinieerd en die toneelspel word ‘n trappie gelig,” het Jannes gesê. Hy is vol entoesiasme oor Harnas se deelname aan die finaal van die ATKV se Tienertoneelkom-petisie. “Ek dink persoonlik hulle gaan Aardklop uitboul. Almal weet van mensehandel, maar min mense word werklik daarmee gekonfronteer. Hierdie stuk dwing jou om standpunt oor hierdie onderwerp in te neem,” het Erasmus gesê. Erasmus het sewe skole gehelp met slypskole vir hul ATKV Tienertoneelstukke en glo daarin om elke kind so te hanteer dat hy of sy nooit ophou droom nie.

Van Niekerk het gesê dat die skool se toneel-groep hierdie week marathon oefensessies inpas in die klein tydjie wat hulle het ná die matriekeksamen en vóór die saal vir die matriekafskeid ontruim moet word. Hulle beoog ook ‘n vertoning van Harnas vir die dorp na afloop van Aardklop, wanneer dit inge-pas kan word met die matrieks se besige program.

Erasmus het melding gemaak van hoe heg die plaaslike toneelgroep is en die besonderse onders-teuning wat hulle van die skool se kant af ontvang. Harnas speel op 7 Oktober om 11:30 by die Hoër Tegniese Skool Potchefstroom en weer daar op 8 Oktober om 14:00. Die ATKV Tienertoneel pry-suitdeling vind op Vrydag, 10 Oktober plaas, en die twee beste stukke in die land word dan albei die Vrydag en die Saterdag opgevoer. Die Roadhogs Motor-fiets klub in Makhado (Louis Trichardt) het vanaf 29 tot 31 Au-gus tus weereens hul ge wilde jaarlikse Cha­rity Rally aange bied. Vanjaar is dit aange-bied ten bate van die Louis Tri chardt Dierebesker mings-ver e niging (DBV). ‘n Bedrag van R5 000, asook 368 kg se honde-kos, is tydens die na-week ingesamel. Die kompetisie word aangebied by ‘n groot privaatdam op die Witvlag-pad en deelname kos R150 per persoon. Die drie spesies wat gehengel sal word, is swartbaars, kurpers en babers met prysgeld vir die swaarste, tweede swaarste en derde swaarste vis in elke kategorie. • MOTH’S GOLF DAY Turbi Hills Shellhole in Makhado (Louis Trichardt) will be hosting their annual Golf Day at the Soutpans-berg Golf Club on Saturday, 27 September.

The format of the game will be a four-ball alliance (two to count) and the entry fee for the four-player teams is R1 500 per team. All players will, however, be responsible for their own caddy fees and refreshments. Registration takes place from 08:30, with tee-off at 10:00. The maximum handicaps for players with no handicap are 18 for men and 24 for women. The prize giving will start at 18:00. • AFRICAN BEAT PERFOR-MANCE The Agapé African Choir will do their second Makhado (Louis Trichardt) show this year on Friday, 24 October.

The show, entitled African Beat, is about liberty and good fun. This show is completely different from the African Dream performance that was hosted in September. “So, those who have seen the fi rst show are welcome to attend the African Beat, since you have not seen it all yet!” invite the organisers. Hierdié gemeenskapsprojek sal vanjaar op Saterdag, 27 September, op die CVO Skool Vivo se skoolterrein aangebied word.

Die projek het ten doel om geld in te samel vir die Bybelgenootskap van Suid-Afrika. Stappers sal weer, in spanne, rondtes om die sportveld stap. Elke rondte wat ‘n span voltooi, word deur ‘n besigheid geborg en dié geld word oorbetaal aan die Bybelgenootskap. Daar kan 15 mense per span inskryf.

Daar sal vanjaar ook ‘n Trap-vir-Bybels Berg-fi etsuitdaging oor 5km, 10km en 30km wees. ‘n Donasiefooi van R20 word gevra as inskrywing vir die 5km, R40 vir die 10km en R70 vir die 30km. Daar sal ook vele ander pret-aktiwiteite wees vir die res van die gesin, soos die Bybelv-asvra- en windbukskompetisie. Hierdie jaar sal daar ook hope vermaaklikheids- en kosstalletjies wees. • 303-SKIETKOMPETISIE Die Soutpansberg Skietklub bied Saterdag, 27 Sep-tember, hul jaarlikse .303-kompetisie aan op die Louis Trichardt Skietbaan.

Daar sal oor afstande van 100m en 200m op halfmanteikens geskiet word, asook op ‘n vol-manteiken oor 300m. “Die 200m gaan ‘n valplaat

Awards in recognition of business and service excellence were presented at the Soutpansberg Chamber of Commerce’s annual gala evening held at the Northgate Lodge outside Makhado (Louis Trichardt) on Saturday, 20 September.

Several prestigious awards were handed out during the evening in recognition of local business-men and -women who excelled in terms of growth, development and service delivery, as well as pro-moting the town and region. South Africa’s most popular a capella group, Navi Redd, entertained guests throughout the evening.

The prestigious Local Businessperson of the Year trophy was scooped up by Mr André Prinsloo of P&L Hardware. This award is given to a local and well-respected business of good standing in the community. The other two finalists in this category were Mr Vijo Premjee from M Premjee & Son and Ms Annemarie Bothma from Masequa Bricks.

In the other much-sought-after category, that of Entrepreneur of the Year, which is given to a relatively new business boasting a new idea or concept, the honour went to Ms Mariette and Mr Bennie Pieterse of Seisoene. Other finalists in this category were Die Vrieskas and Gecko Car Wash.

The Newsmaker of the Year award this year was awarded to Ms Inga Gilfillan for her work to actively promote the town, as well as the Soutpans-berg region and its history. Ms Renda Alexander of the P&L Cycling Club was the other nominee in this category.

The chamber’s tourism award, the Salt Shaker of the Year trophy, was given to Northgate Lodge. Other finalists were the Khoroni Casino & Hotel and Leshiba Wilderness.

The Corporate Manager of the Year award was received by Mr Inus Steyn of Imperial GM Louis Trichardt. This award is given to a person who excels as a manager of a corporate institution or division within a corporate company. The other two finalists were Ms Rene Fensham of Nictus and Mr Collin Forrest of Steyn Staal. Last year’s Business Man of the Year, Mr Robert Rauch of DinnerMates, commented that the vote for the winner in this category was so close that it should have been a tie. “They are all winners,” said Rauch.

André Prinsloo scoops up top business award

Mr André Prinsloo scooped up the award as the 2014 Businessman of the Year. The outgoing president of the Soutpansberg Chamber of Commerce, Ms Jana Smith, presented the trophy to him.

Ms Leonie Meyfarth presented Mr Ed Christie of Rainbow Midas with the trophy as Corporate Company of the Year.

Rainbow Midas was the 2014 Corporate Company of the Year for their contribution to economic growth and welfare in the region. The other two finalists were Martin’s Funerals and Spar Pharmacy.

Various certificates of appreciation were also awarded to members of the community for outstanding service and commitment to excel-lence. Mr Dirk Meissen-heimer, the man respon-sible for organising the local Cansa Relay for life, received the Per-

former of the Year certificate. Capt Danelle Fourie of the Makhado SAPS unit for the protection of violence against children and families was awarded for outstanding police service. Mr Theo Muller of Louis Trichardt High School was awarded for his outstanding educational contribution, the Makhado Care Group for outstanding health contribution and Ms Hilke Janse van Rensburg, regional state prose-cutor of the Louis Trichardt Magistrate’s Court, for Public Official of the Year. Secretary of the Year was Ms Elsabé Pretorius of ZC Pretorius Makelaars.

Not only did all the stylish guests celebrate with the award winners, but they also welcomed the new chairperson of the Soutpansberg Chamber of Commerce, Mr Pieter Els, who took over the reins from Ms Jana Smith.

Die Weg, die Waarheid en die Lewe

Openbaring 11:15-18

In die Bybel lees ons gereeld van God se genade. Die Bybel sê egter ook die loon

van die sonde is die dood. (Rom. 6:23). Maar God is goed vir ons. Hy het Sy Seun Jesus Christus aan ons gegee. Almal wat Hom aanneem se sonde word vergewe. Ons het niks gedoen om sulke seën te verdien nie. Om ons liefde aan Christus te bewys, met God se hulp, probeer ons nou om Sy gebooie te onderhou, en streef ons na heiligmaking.

Wanneer ons aan die einde van ons le­wens kom en terugdink oor ons le wens, sal ons saam met die ander heiliges sê: “Ons het gedoen wat ons verplig was om te doen.” (Lukas 17:10).

Ons verdien geen loon van God deur te doen wat ons verplig is om te doen nie, tog verseker die Skrif ons oor en oor dat God ons sal beloon wanneer ons getrou is.

Wat ‘n wonderlike genadige God om te dien.

Kan jy die Here loof vir Sy wonder­like genade in jou lewe?

Asseblief, as jy nie wedergebore is nie, neem Jesus aan as jou Verlosser en Saligmaker en dien Hom. Moenie hel toe gaan nie.

As jy wedergebore is, dank God vir Sy genade in jou lewe en lewe toegewyd aan Hom. Psalm 103:10: “Hy handel met ons nie volgens ons sondes nie, vergeld ons nie vir ons ongeregtighede nie.”

Vroegoggend sit Daisy en Car­la op die stoep by Moroccan

House en koffie drink. Dis nie van vroeg opstaan wat hulle soos ver­kluimde hoenders onder die oranje kombersies die opkomende son welkom heet met koffie en sigarette nie – die twee het heelnag gekook.

Daisy beskou haar saffraan­ en borriegevlekte hande en sug behaaglik.

“Dis nou presies wat ek nodig gehad het om my gedagtes van my eie probleme af te lei. Jy ken my so goed, my maatjie! Al daardie mu­siek wat jy gespeel het – die blues, die rock en die opera ... Dit was ‘n vreugde om heelnag te kook!”

“Nou ja toe. Die kos is miskien klaar, maar daar is nog duisende dinge wat moet gebeur voor va­naand se opedag! Blomme, kerse, roosblare – dis alles laaste­minuut goed. Gelukkig is al die sjampanje en wyn in die yskaste; ek moet net seker maak ons het genoeg heuning vir die kruisementtee. Dan is daar nog die handewasseremonie ­ ek moet kyk of al die handdoekies skoon is...” Carla tik senuweeagtig al haar pligte op die aksielys af.

“Dis wraggies nie ‘n be dryf

waarin jy jou moet begewe tensy jy ‘n passie daarvoor het nie, Daisy. Jy vind dit dalk opwindend omdat dit nuut is, maar dis ‘n ander storie as jy elke dag tien of

twaalf ure moet werk,” bekla Carla haar lot. Daisy steur haar nie veel aan Carla nie – die vrou is versot op haar werk.

Dis sesuur toe Carla naarstigtelik na Daisy begin soek. Daisy doen wat sy die beste mee is – sy deel Magic Juice skemerkelkies uit en verwelkom al die belangrike gaste met haar sjarme en spierwit glimlag.

“Daisy, Daisy,” fluister Carla tussen haar tande deur terwyl sy ook vriendelik vir die gaste glim­lag. “Daar is ‘n vreeslike krisis en net jy kan my help! Ek gaan kyk of iemand anders nie die gaste kan verwelkom nie, dan kom jy asse­blief dadelik na die Fez suite toe. Dis ‘n kwessie van lewe en dood!”

“Wat op aarde kan so vreeslik verkeerd wees, Carla?” vra Daisy toe sy by Fez instap.

“Dit kom daarvan, Daisy! Dis nooit die goed wat ‘n mens self doen wat verkeerd gaan nie, dis al­tyd die goed waarvoor jy op ander moet staatmaak!”

“Hoe gouer jy verduidelik wat verkeerd is, hoe gouer kan ons ‘n oplossing daarvoor vind, vriendin!

Wat gaan aan?”“Ag dêmmit, Daisy ... Dis die

belly dansers. Een het blykbaar ‘n Delhi belly gekry en nou kan sy nie kom dans nie! Ek het dit só goed beplan – al hierdie VIP’s verwag vyf dansers! Jy sal doodeenvoudig moét help,” sê Carla met dreigende histerie.

“Ekskuus? Het ek dit nou reg – ék moet iets doen oor een van die belly dansers die skittery het?” Daisy bars uit van die lag. “Waar op aarde kry ek noú ‘n ander belly danser wat net kan inval?” Daar is ‘n suspisieuse stilte. Carla kou haar naels en kyk net na Daisy. Sy wag dat Daisy die implikasies besef.

“O, nee. Baie beslis NEE. Net omdat ek vir ‘n gratis bekendstell­ingsles gegaan het by hierdie belly dancing skool, beteken nog lank nie dat ek kan dans nie. Nie eers vir jou gaan ek hierdie kalf uit die put red nie, my vriendin.”

Beteken die woord “help” om al agter rom-melstrooiers aan te loop en hulle gemors voortdurend op te tel, of om onverantwoordelike werkers wat in diens van ons is, die gemeenskap, se laksheid maar net gelate te aan-vaar? ‘n Blinde oog te hê vir al die ander ongeregtighede om ons? Dit lyk vir my meer na hulp “van die wal af in die sloot”!

Miskien het dit tyd geword dat

ons wakker word uit die droom-wêreld waarin ons leef … tyd geword om die werklikheid in die gesig te staar en die realiteite om ons raak te sien vir wat dit werklik is (deur op te hou om gedurig “poli-ties korrek” te probeer wees)!

So, as jy so graag positief wil wees en wil help, moenie ophou om hulle te probeer opvoed nie! (Soos ons onderwysers elke dag doen). Vergeet die woorde: “Ag, wat sal dit tog help…” Onthou, Moenie hulle probeer “help” deur hulle te sterk in hulle kwaad nie.

ProjekbeskrywingSuid-Afrika, Zimbabwe en Mosambiek het ‘n strategiese bondgenootskap aangegaan om mekaar te ondersteun om voortgesette en onon-derbroke kragvoorsiening binne elk van die lande te verseker. Dit behels infrastruktuur wat elk van die lande in staat sal stel om na en van mekaar elektrisiteit te stuur of te ontvang, soos en wanneer benodig. As Suid-Afrika se elektrisiteitsprodusent is Eskom in die proses om

die vereiste infrastruktuur te ontwikkel wat die inwerkingstelling van hierdie ooreenkoms moontlik sal maak. Eskom benodig die konstruksie van twee 500kv-kragdrade vanaf die Nzhelele-substasie na die Limpoporivier. Hierdie twee kragdrade sal verbind met kragdrade wat begin

by die Triangle-substasie in Zimbabwe.Ligging

Die studiegebied vir hierdie voorgestelde aktiwiteit is binne die Vhembe distriksmunisipaliteitstreek binne die plaaslike munisipaliteit van Musina. Die kragdrade sal begin by die Nzhelele-substasie (onder konstruksie), suidoos van die kruising van die N1 en R525, Tsipisepad. Die kragdrade sal dan noordwaarts na die Limpoporivier moet beweeg waar hulle sal verbind met die Zimbabwe-kragdrade wat vanaf die

Triangle-substasie in sentrale Zimbabwe kom. Gebiede oos en wes van die dorp Musina word bestudeer.Naam van Aansoeker

Die voltooidatum vir die werk aan die munisi-pale swembad in Makhado (Louis Trichardt) was 30 Junie vanjaar, maar feitlik drie maande later, en met die swemseisoen fluks aan die gang, begroet ‘n teleurstellende gesig besoekers aan die swembad.

Die teëls binne die 737m2 swembad is uitgekap, soos wat dit reeds baie weke gelede was, ‘n water-tenk pryk op ‘n skewe staander en verder lê hope stene vir die plaveisel om die swembad rond, terwyl ‘n eensame werker kruiwaens met sand aanry ter voorbereiding van die plaveisel. Daar was hierdie week aktiwiteit op die terrein te bespeur, wat ‘n besliste verbetering was op die besoeke in vorige maande, waar niemand behalwe die sekuriteitswag aangetref is nie.

Die projek is amptelik deur die burgemeester, rdl. David Mutavhatsindi, op 20 Mei van stapel gestuur. Die Makhado Munisipaliteit het op 23 September gesê dat die rede waarom die swembad nog nie klaar is nie, is dat daar “volgens die kontrakteur ‘n vertraging was in die verkryging van spesifieke tipe materiale wat gebruik moet word”.

Die waarde van die projek is net minder as R500 000. Volgens die munisipaliteit het die di-

ensverskaffer sover sowat R173 000 ontvang. “Die waarde van die werk sover is R168 560 en daar is ‘n retensiefooi van R16 000,” het die flinke antwoord van die munisipaliteit gelui. Intussen word die westelike deel van die terrein vir ‘n bergingsplek vir munisipale vragmotors en voertuie gebruik wat op ‘n vendusie verkoop moet word. “Dit is net ‘n tydelike maatreël,” het die munisipaliteit gesê.

Met Septembermaand tradisioneel die begin van die swemseisoen, is die skole en swemklubs genoodsaak om alternatiewe reëlings te tref aan-gesien die munisipale swembad nie voltooi is soos beplan is nie. “Die Soutpansberg Swemklub het ‘n ooreenkoms met Laerskool Soutpansberg aangegaan om die skool se swembad te gebruik. Hoërskool Louis Trichardt se interhuis swemgala sal ook volgende week daar plaasvind.

“Ons wil nou die dinge aan die gang kry,” het swemafrigter en personeellid by die hoërskool Charl Venter gesê. Die skool was betrokke by stuurkomiteevergaderings. “Een van die beheer-raadslede, mnr. Dries Briers, het begin om as kundige in raadgewende hoedanigheid op te tree,” het Hoërskool Louis Trichardt se skoolhoof, mnr. Theo Muller, gesê.

Somer reeds hier, maar geen water in swembad

Die swemseisoen het aangebreek en die werk aan die muni-s i pa le swembad in Ma kha do (Louis Tri-chardt) is nog nie vol-tooi nie.

Krieketspeler Ali Sefole van Hoërskool Louis Trichardt is aangewys as die Speler van die Wedstryd in die semi-finaal teen Hoërskool Ben Viljoen (Groblersdal) op 20 September, waar Triegies hul wedstryd gewen het. Ali het vier paaltjies platgetrek in vyf boulbeurte vir die verlies van 25 lopies. Hy het ook 44 lopies met die kolf aangeteken.

Regs: Die O/15-krie-ketspan van Hoërskool Louis Tri chardt het die semi-finaal van die liga ge wen, nadat hulle Hoërskool Ben Viljoen (Groblersdal) op 20 September op hulle opponente se tuisveld geklop het. Die finaal sa l in Po lokwane plaasvind en die span wag nog dat die datum bekendgemaak word. Saam met die span is hul afrigter, mnr. Johan Minnie.

Laerskool Louis Tri -chardt se jong krie-ket spelertjies het beïndruk tydens die mini-krieket in ter-huis wat op 18 Sep-tem ber aangebied is. Die 22-jarige Lanel van Nieuwenhuizen van Makhado (Louis Trichardt) het as spankaptein van die Suid-Afrikaanse nasionale perde uithou-ritspan die span tot ‘n oorwinning gelei teen Namibië in Walvisbaai op 27 Augustus tydens die African Endurance Championships.

Lanel het die kompetisie van die standaard gewig afdeling gewen in ‘n tyd van ses uur en tien minute oor ‘n afstand van 122 km. Dit was die vinnigste tyd wat nog ooit op hierdie baan gery is in die standaard afdeling. Sy en haar perd was ook die algehele wenner vir die dag met die vinnigste tyd van al die afdelings.

Die Namib woestyn rondom Walvisvaai is een van die oudste woestyne ter wêreld en die Wal-visbaai-uithourit neem ruiters oor ‘n paar van die wêreld se hoogste en bekendste duine, soos die bekende Duin 7, asook ‘n 30 km been langs die see en terug na die basis kamp.

Die rit het 06:00 Namibiese tyd (05:00 SA tyd) in digte mis begin. Die baan word gemerk met ou motorbande wat in die woestyn geplant word met verskillende kleure geverfde pyle op om die pad deur die woestyn vir die ruiters aan te dui op die verskillende bene van die roete. Ruiters ry met kopligte en moet baie fi ks wees om op hierdie baie moeilike baan te kan presteer, aangesien die ruiter die perd moet help deur af te klim en langs die perd te draf waar die duine baie hoog is of die sand baie dik.

Uithouritte is ‘n familiesport, aangesien die ruiter en perd op sekere punte gedurende die rit deur ‘n “groom”-span bygestaan moet word met water vir afkoeling van die perd en ook drinkwater vir ruiter en perd.

Lanel, ‘n oud Stanford Lake College-leerling van Haenertsburg, is besig met haar honneursgraad aan die Universiteit van Pretoria in fi nansiële bestuur. Lanel is in 2013 aangewys as ‘n Golden Key student by UP, wat aan die top 10% presteerders toegeken word aan universiteite wat aan interna-sionale standaarde voldoen.

Lanel lei SA tot oorwinningGerrie Vorster, gimnastiekafrigter by die Louis Trichardt Gimnastiekklub, het vier goue medaljes ingepalm tydens die Limpopo Gimnastiekkampioenskappe wat op 13 September by die klub gehou is. Gerrie wen algeheel goud vir Vlak 6, 18 jaar en ouer (seniors), asook goud vir spronge, vloer en ringe. Gerrie keer terug na kompeterende gimnastiek en gaan vir die eerste keer in 12 jaar weer aan die SA Gimnastiekspele deelneem, nadat hy as jong gimnas ‘n bekende by die SA’s was en ses keer daaraan deelgeneem het.
