Jose Villa Ybarra, age 85, of Superior, entered into rest at Banner Gardens Hospice of Mesa on Monday, June 11, 2012, following a courageous battle of multiple illnesses. He was born on January 26, 1927 in Turkeyshoot Canyon in Miami, Arizona, to the late Tranquilino
and Maria Ybarra. He was the second oldest of the children. He attended school in Mexico, Miami (AZ) and Superior. Jose served in the U.S. Army during WWII and was stationed in Germany. He attained the rank of Technical Sergeant. On July 20, 1947, he

was united in marriage to Isabel “Chavela” Palacios in Superior. In 1957 Jose completed the build of their home in Superior where they raised their family and have lived ever since. Jose began working for Magma Copper Mines when he returned from the service where he worked until 1983. In the years that followed, he worked for Pinal County until he retired in 1992. Jose was a loyal member of St. Francis of Assisi Parish. He was a very spiritual man and he served his parish in a variety of ways for many years. Jose is survived by his wife, Chavela; his son, Robert “Bobby” Ybarra; his daughter, Mary Christine Ybarra; his son and his wife, Stephen Andrew Ybarra
and Debbie; his son, David “Divie” Ybarra and Bridget; 14 grandchildren, Billy, Nathan, Jessica, RJ, Fonzie, Zach, Vanessa, Noah, Angel, Micah, Lucas, J.J., Gabby and Chano; 11 great-
grandchildren, Lindsey, McKenna, Nathan Jr., Zachary, Beya, Olivia, Blaine, Ryland, Xander, Baron and Noel; one brother, Leopolo “Polo” Ybarra; and one sister, Gloria Ogden. He is further survived by nieces, nephews, other relatives and many friends. In addition to his parents, he was preceded in death by two brothers, Albert and Dickie; one sister, Lilly; three infant siblings; and an infant daughter, Isabel. By Mila Lira The Arizona Department of Environmental Quality held a public information meeting regarding the permit that Curis Florence Copper Project has submitted. Curis has requested a Tem-porary Individual Aquifer Protection Permit (APP). The temporary permit if approved by ADEQ will allow Curis to build and use an in-situ injec-tion/extraction site on 2.2 acres of on State Land within Curis property and will only be used for pilot tests and short term projects it will not apply to any commercial operations. The temporary permit will only be effective for one year and will
have a one year renewal. In order for ADEQ to ap-prove the permit, Curis must prove that they are meeting the following criteria: Best Avail-able Demonstrated Control, Points of Compliance (POCs) wells to assure nor exceed-ance of Aquifer Water Quality Standards (AWQS), Financial Assurance Demonstration and Technical Capability Demon-stration. Based on the infor-mation provided by ADEQ if the application and proposed processes meet the qualifica-tions the agency will considers approving the application. In addition to the ADEQ tempo-rary permit, the company will also have to apply for and be
approved for a separate permit called an Underground Injec-tions Control Permit from the federal Environmental Protec-tion Agency (EPA). Curis must have both the APP and the EPA permit to discharge. During the presentation it was explained that ADEQ and the EPA are in close communication over both applications processes. The meeting held last week was well attended by both lo-cal and regional residents both in support for the project and against the project. Jerry Smit from ADEQ facili-tated the meeting and explained that the meeting was only an informational open house not a public hearing for forum. Smit
did oblige the crowd at the end of the meeting for a few ques-tions and answers. Those ques-tions quickly turned into shouts and accusations primarily made by those in the projects opposi-tion. One resident in favor of the project shouted that “Florence’s water already is bad.” She also expressed the need for jobs in the area. The permit from ADEQ will require an official public com-ment period but due to the pro-cess set forth by Arizona State Administrative Code regarding Water Pollution Control the public comment period is only allowed for 30 days following the approval of the permit.

The Town of Superior is pleased to announce their summer calendar of events. With the support of RICO funds donated to the Town of Superior from Pinal County Sheriff Paul Babeu and Pinal County Attorney Jim Walsh all of these activities will be FREE to the public. Music in the Park – Local musicians David Martinez and Eric Smith will have jam sessions every Thursday from 6 to 9 p.m. at the Besich Park. On Thursday, June 28, and Thursday, July 26, there will be an ice cream social for all those in attendance. Please bring your lawn chair to the park.Zumba & Hip Hop Classes – Local Zumba and dance instructor Sonya Chamerlain will be instructing one hour Zumba Classes on Saturday mornings at 9 a.m. She will also be teaching one hour Hip-Hop classes for children at 10:15 a.m. The Hip-Hop students will be preparing to perform for the community Fourth of July Events. Most of the day’s activities will be held at the Superior Aquatics Center and Skate Park and will finish at the Superior Memorial Football Field for the fireworks finale. Part of the fourth of July festivities will include a cake decorating contest. Participants can decorate
a cake to celebrate either the Arizona Centennial or Fourth of July. Cakes will be judged on the artistic design, taste, and theme. Prizes will be awarded to first, second and third place winners for each theme. Cakes will need to be registered by 5:30 p.m. on the Fourth of July at the Superior Pool/Skate Park. The Superior Substance
Abuse Coalition has also been assisting with providing information and assistance to the planning of the many activities for the summer. With their help all of the activities will be drug and alcohol free. Additional activities and field trips are being scheduled and coordinated the details will be advertised as they become available.

Jayme Valenzuela, the Town of Superior Summer Recreation Program has received funding of $10,000 in the form of
two grants for the 2012 summer season. One $5,000 grant came from the Pinal County Attorney’s Office, the other from the Pinal County Sheriff’s Office.
Both grants were awarded from RICO (Racketeer Influenced and Corrupt Organizations) forfeitures seized by Pinal County. While presenting his check to the Town
Community programs awarded $11,300 in grant fundingCouncil, Sheriff Paul Babeu told the Council that his office is proud to partner with Superior and share the success of bringing the heavy hand of law enforcement against criminals.
Babeu shared that he is proud of all of his deputies, detention officers and staff who work throughout the County day in and day out to fight against criminals who come into Pinal County.
Babeu said that when they arrest criminals their drugs are taken off the streets, they are put in jail and their cash and assets are seized. The proceeds from the sale of illicit
assets are then used to benefit law enforcement agencies and local community programs. The $10,000 will go towards hiring a swimming instructor and lifeguards for the community swimming pool and aquatic center. Free swimming lessons will be available from 11:00 a.m. to 12:00 p.m. on Tues. and Thurs. throughout the summer. Also awarded at the same meeting was a $1000 Corporate Giving Program Grant from Resolution Copper. The grant was awarded to the Superior Fire Department Community Prevention Program to help pay
for materials for the Youth Unity at Schools Events substance abuse prevention program. Finally, during the same meeting Superior Police Chief Lou Digirolamo presented Elizabeth Magallanez of the Superior Substance Abuse Council with a $300 check. Chief Digirolamo contributed the money from the Superior Police Department RICO funding in recognition of all the time, effort and money that goes into holding community events. At its regular meeting on Jun. 6, 2012, the Pinal County Board of Supervisors approved three Independence Day fireworks displays that met new fireworks safety standards. The safety standards and procedures for fireworks displays were bolstered in light of the numerous forest fires that cropped up around the state this summer.
The planned Fourth of July fireworks displays in Superior, SaddleBrooke and Arizona City were approved for meeting the new safety requirements.
Lou Miranda with Pinal County Emergency Services said the new standards reflect those established by the National Fire Protection Association and the National Fire Code. “Based on those specifications, we are very confident that the risk of display fireworks will be minimized,” Miranda said.
The standards include measures to evaluate the safety of launch sites and ensure the risk of wild fire is averted by having plenty of strategically placed personnel. Of particular concern is hot debris and sparks from exploded fireworks reaching into dry brush and greenery.
Miranda said fallout and burn-off from expired fireworks can travel downwind at least a mile, depending on conditions. “Due to weather conditions and wind, those fireworks can be dispersed slightly farther than that,” he said.
Thanks to a new set of safety standard, the Pinal County Board of Supervisors approved three Independence Day at their June 6, 2012 meeting.

The 257 Fire, which started on Sunday, June 10, burned heavily for about six days and burned approximately 2,860 acres, is now 85 percent contained. The fire began about three miles south of Superior just east of State Highway 177. The fire grew and spread northeast and crested the top of Apache Leap on Monday, June 11. Once the fire reached the top of the mountain crews were then fighting the fire closer to the Oak Flat Campgrounds and Resolution Copper operations. On Friday, there was very little fire activity in the 257 fire area, firefighters stayed in the area patrolling and continuing mop up and rehabilitation of lands disturbed during the fire suppression efforts. With the fire dying down and reaching containment, the crews began to demobilize and break down their command center at the Superior Unified School District. Crews leaving the

By Mila Lira On Monday Superior Fire Department responded to a brush fire and a separate structure fire in the neighborhood of US 60 and Western Avenue. The first fire began in the creek area near the US 60 rest stop sometime after 1 p.m. Patrons and staff at Los Hermanos Restaurant were evacuated from the building for safety precautions. Superior Fire was able to contain the fire and keep it under control as additional crews arrived.
Shortly after the brush fire started SFD received a report of a house fire on Western Avenue at the home of Alice Castillo. The fire began in the roof and the house sustained significant damage due to the roof collapsing. Crews from the Canyon State, Tri-City Fire, Globe, Apache Junction and Queen Valley fire departments aided the Superior Fire Department. Tonto National Forest Firefighters were also sent to assist with the fire. Several local residents and
neighbors also assisted with fire fighting logistics. The exact cause of both fires is currently under investigation. It is unknown whether the brush fire caused the house fire. This is the second house fire over a seven day period. Residents are reminded that we are under extremely dry conditions and everyone should exercise caution with fire. At press time there was no specific plans for fundraising benefits for the Castillo family.

257 fire were being dispatched to the Poco Fire in the Pleasant Valley Ranger District on the Tonto National Forest. Arizona Central West Zone Incident Management team returned the
management of the 257 fire to the Tonto National Forest Globe Ranger District on Saturday morning. Some firefighters will remain in the area monitoring the fire and continuing the rehabilitation efforts. Residents may continue to see smoke in the area until monsoon rains
begin. The smoke it not a cause for concern. During the course of the fire there were three crews, approximately 306 personnel, four engines and three water tenders deployed to the fire as well as two helicopters and three air tankers. The air arsenal provided quite the air show for local residents.

By Rev. Dennis Van GorpFamily Life Christian Center Romans chapters 7 and 8 give us an inside look into the ongoing fight between good and evil and how it affects our lives. Anyone whose life revolves around the desires of the flesh is guaranteed to have problems. Those who live according to God’s Holy Spirit will move in His Grace and Blessings. It begins with our mindset. What do we consistently think about? If we think about our sinful nature, then our lives will reflect that purpose and function as a life steeped in sin. A sinful mind is hostile to God and will not obey His laws, it cannot please Him. As a child or follower of God, we allow our minds to be controlled by the Holy Spirit. The presence of the Spirit in our lives gives us life and hope. Romans 8:31 asks the question: if God is for us, who can be against us? When we have entered into the realm of God’s
love, then who can separate us from Him? Trouble, hardship, persecution, famine and danger cannot do it. Neither can death, life, angels, demons, powers, the present or the future. Once we are a part of God’s love, nothing in all creation can separate us from the love of God that is in Jesus Christ our Lord. Through that love, we are more than conquerors; because in all things God works for the good of those who love Him and are called according to His purpose. The spirit of sin will only deceive us, while the Spirit of God gives us life. So, think on the Lord Jesus. Follow His ways and obey His commands and laws. There is no condemnation for those who walk with the Lord. Things maybe a little tough right now, but they pale in comparison to the glory that awaits us. Walk with the Lord, allowing the Holy Spirit to guide and direct your thoughts and actions. Heaven awaits!

Chris Villaverde and Ariel Alonzo and junior high students Ashley Guerra and Vicente Arriola were recognized by the Superior Rotary Club.
Ashley Guerra is an eighth grader at Superior Junior High. She is the granddaughter of Janie
May Students of Month recognized by Superior Rotary
and Ricky Torrio. After high school Ashley would like to attend Arizona State University and play softball for the Sun Devils. Ashley plays both Jr. High and Little League softball as well as volleyball.
Ariel Alonzo is a sophomore at Superior High School. She is the daughter of Michael and Virgina Alonzo. After high school Ariel plans on attending Central Arizona College as a Promise for the Future student then transfer to Arizona State University to complete her nursing degree.
Alonzo is an active student at SHS she is a member of FCCLA, National Honor Society, Biology and Math Club. She is the sophomore class

named the 2012 HOBY leadership delegate for Superior High School. She is also an avid athlete and plays volleyball, basketball and softball.
Chris Villaverde is a sophomore at Superior High School. He is the son of Tabitha and Chris Villaverde. Currently Chris is attending the Cobre Valley Institute for Technology (CVIT) in addition to his regular high school coursework.
Chris is currently taking classes at CVIT for graphic design but plans on transferring to the law enforcement program. After high school Villaverde plans on attending CAC as a promise for the future student then transfer to ASU to further pursue his law enforcement degree. He explained that he really wanted to join the armed forces but due to uncontrollable asthma he is unable to enlist.
Chris is also a member of the Math Club, Biology Club, FCCLA and is currently the Student
Council Secretary.Each month the
Superior Rotary Clubs recognizes these outstanding students. Rotary President Roy Chavez encouraged the kids to never forget where they have come from and to try and give back to their hometown once they are adults. He also explained that they don’t just recognize the students who are honor roll students or athletes they recognize students who also exhibit good character and are involved in their school and community.
The Rotary Club also recognized Ms. Anna Flores who has been representing the Superior Unified School District at the Rotary. Flores recently resigned to take a position as the Town Clerk for the Town of Kearny.
The Superior Rotary is the oldest service club in Superior, having been founded in 1929. The Rotary meets every Tuesday at 12:00 p.m. at the Los Hermanos Restaurant. For more information on Rotary or their programs contact Rotary President Roy Chavez at 520-827-9133.

AN ORDINANCE OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF SUPERIOR, PINAL COUNTY, ARIZONA, AMENDING THE TOWN OF SUPERIOR ZONING ORDINANCE BY ADOPTING THE “MEDICAL MARIJUANA MODEL ORDINANCE – TOWN OF SUPERIOR, ARIZONA,” PROVIDING PENALTIES FOR VIOLATIONS, PROVIDING FOR SEVERABILITY, AND DECLARING AN EMERGENCY.WHEREAS, in November, 2010, Arizonans, exercising the power of initiative, passed the Arizona Medical Marijuana Act, which has been codified as Arizona Revised Statutes (A.R.S.) section 36-2801 et seq.; andWHEREAS, A.R.S. section 36-2806.01 authorizes municipalities to enact reasonable zoning regulations that limit the use of land for registered nonprofit medical marijuana dispensaries to specified areas, consistent with municipalities’ zoning powers; andWHEREAS, the Town staff has prepared and proposed reasonable zoning regulations applicable to registered nonprofit marijuana dispensaries, which are entitled “Medical Marijuana Model Ordinance – Town of Superior, Arizona,” and which have been declared a public record by Resolution No. 535; andWHEREAS, the Mayor and Town Council of the Town of Superior have reviewed the “Medical Marijuana Model Ordinance – Town of Superior, Arizona,” and have determined that adopting those regulations is in the best interests of the Town and its residents; andWHEREAS, given that medical marijuana dispensaries likely will soon become active within the limits of the Town, the Mayor and Town Council have determined that an emergency exists, and that it is necessary for the immediate preservation of the peace, health and safety of the Town and its residents that this ordinance become immediately effective.NOW, THEREFORE, BE IT ORDAINED by the Mayor and Town Council of the Town of Superior that the Zoning Code of the Town of Superior, Arizona, is hereby amended by adopting that certain document known as “Medical Marijuana Model Ordinance – Town of Superior, Arizona.”BE IT FURTHER ORDAINED by the Mayor and Town Council that the Town staff is hereby directed to amend and adjust the Superior Zoning Code as is necessary to incorporate the “Medical Marijuana Model Ordinance – Town of Superior, Arizona.”BE IT FURTHER ORDAINED by the Mayor and Town Council that the penalty provisions of this Ordinance are as follows:K. PENALTIES. Discussion of fireworks display applications were pushed back to allow more time to set new standards and alleviate confusion. At a Board meeting on May 23, Chairman Pete Rios asked for more time to standardize the rules and give communities a chance to prove the safety of their operations. “I don’t want to blanket deny these communities, even though I’m fully away of the danger this will pose,” he said. “I want to give them an opportunity to step before the Board and explain their plan.” At the Jun. 6 meeting, Arizona City Fire Chief Paul Sable said the city’s annual display is set off on a golf course with thorough fire safety enforcement present. “Arizona City has been setting off fireworks for the past 40 years without any incident,” he said. Kenneth Victor, pyro production manager of Fireworks Productions of Arizona, said his company will be providing Arizona City’s Independence Day show. He said his company shares the same safety interests as the County. “We support Mr. Miranda bringing the rules and regulations into one place so that everything can be understood,” Victor said.

Coordinates and assists other agencies which may be in need of the Department’s assistance. Performs clerical duties as assigned. Possess the ability to handle multiple activities simultaneously.
