COLOMBIA COUNTRY DOSSIER JULY 2020 In Colombia, an inter-ministerial coordination group has been created to guide the EUROsociAL programme. It is made up of the DUE (Delegation of the EU), APC (Colombia’s international cooperation agency), DNP (Colombia’s national planning department) and the Chancellery (Colombian Ministry of Foreign Affairs). TO SUPPORT SOCIAL COHESION WITH COUNTRY PLANNING The country roadmap, resulting from the dialogue round table, has allowed the joint construction and approval of four priority and strategic work axes with which to frame the support from EUROsociAL+: Legality and trust Multi-level inter-institutional organisational mechanisms Rights and services for equity and inclusion Public policies on gender PROMOTING COUNTRY DIALOGUE A structured dialogue process was carried out between December 2018 and February 2019, which resulted in the country dialogue round table in December 2019. REGIONAL ACTIONS

Area: Gender Equality Policies

Line of Action: Violence; sexual and reproductive health; and concepts of masculinityWith the Ministry of Justice we are working to strengthen the Family Commissioners to deal with violence in the context of Covid-19.

With the State Attorney General’s Office, we are working to strengthen institutional capacities to investigate violence against women.

Line of Action: Economic autonomy and careWith the Ministry of Labour we are working to draw up a methodological tool to implement the salary equality law.

We are reviewing the Rural Women Ad-vancement Fund to improve its operating model within the Ministry of Agriculture and Rural Development.

Line of Action: Mainstreaming, budget and statisticsWe are supporting the construction of public investment planning methodologies with a gender focus in the National Planning Depart-ment. Also, the strategy to mainstream the gender approach in the General Health Sys-tem. With the Colombian Family Welfare In-stitute, we are producing recommendations to guide the mainstreaming of the gender ap-proach in comprehensive Early Childhood care, within Policy Framework 1804 of 2016 - “State Policy for Comprehensive Develop-ment in Early Childhood From Zero to Always”.

With DANE (the Colombian statistics insti-tute) we will work to strengthen and coordi-nate the SIVIGE and SINEVIG information systems on gender violence.

Area: Democratic Governance Policies

Line of Action: Regional DevelopmentWe will begin the evaluation and monitoring of the national strategy to support territorial plan-ning processes.

Support to incorporate the territorial ap-proach into the policy on reparations for vic-tims, with the territory becoming the linchpin in the peace process in Colombia.

Line of Action: Access to justiceThe mechanism for access to justice for rural women is being implemented within the Com-prehensive Rural Reform framework as part of the Colombian Peace Agreements with the Ministry of Justice and Law (MJD). Progress is being made in designing a Juvenile Restorative Justice Programme with the MJD and the State Advocate’s Office.

Line of Action: Good governanceWe are working to promote a more wide-spread tax culture in post-conflict areas in

◗ Visibility of accessibility barriers and violence against disabled women victims by the Monitoring Mechanism on the Belém do Pará Convention (MESECVI).

◗ Creation of a network and model of legal assistance to migrants within the framework of the AIDEF International Taxation Network of the Inter-American Tax Administrations Centre (CIAT).

◗ With the Ibero-American Association of Public Prosecutor’s Offices (AIAMP) participating in actions including: strengthening cooperation in the fight against corruption by the Anti-Corruption Network; institutional strengthening to combat the differentiated impacts of corruption on women; and in updating and implementing the Santiago Guidelines on the protection of victims and witnesses.

◗ Implementation of the New Brasilia Rules and improving access to justice for vulnerable populations through the Ibero-American Judicial Summit (CJI). And the implementation of the gender perspective.

◗ Collaborative implementation of the Document Management Model and in promoting open legislation in Latin America in the Transparency and Access to Information Network (RTA). Also in the action on the gender perspective in the policies of transparency and access to information in Latin America and in the consolidation of a regional measurement system on the right to access to information.

◗ With the Association of Electoral Magistrates of the Americas, the strengthening of the AMEA Regional Observatory on Parity Democracy, Harassment and Violence.

◗ With the Territorial Development Network we are working on Territorial Planning Instruments that allow Multilevel Governance to be improved.

Public Finance Action LineWe are supporting DIAN to implement best practices in case selection for control of fraud and tax evasion through Business Intelligence, Big Data and Networks.

Area: Social Policies

Line of Action: Employment PoliciesCreation of a relationship and attraction plan for employers to promote their use of the Public Employment System and a proposal for legislative reform aimed at the regulation of part-time work.

Line of Action: Policies relating to social inclusion and the fight against povertyWe are working with the Department for Social Prosperity (DPS), to support the strengthening of transversal skills through-out the life cycle of the population, in syner-gy with the EU Project —Dialogues—.
