1. GENERAL REGULATION

LCP Election regulation is the official set of rules for election of LCP 2015-2016, AIESEC FTUHanoi. Participants of this election, including LCP candidates, Local plenary, Executive

Board 2015-2016 and Chairperson, are required to strictly follow below regulations.

1. LCP Election regulation shall be conducted by current LCP, subject to LCP election

regulations in National and Local compendium

2. LCP candidates shall strictly follow the aforementioned election procedure and

election timeline.

Local Plenary includes all full members which will be decided by current LCP regarding

to membership criteria in LC Compendium 01 week before the election.

4.

A chairperson shall be appointed and ratified by the current LCP a minimum of one

week before the Election Day.

5. All LCP candidates must be full members of the LC at the time of application.

Application package must be created and released at least 20 days before the election

by the current LCP. In the case that the number of applicants for LCP position is less

than 2 at the time of form closing, either the deadline could be extended to 5 days

time or the application form could be reopened. Current LCP reserves the decision

making right for this case.

6. Application forms shall be distributed to the entire Local Plenary at least one week

prior to the election.

Candidates for LCP elections can withdraw their self nominations anytime before 24

hours of the election meeting by submitting it in writing to current LCP.

8. LCP candidates are not allowed to call on collocation, alliance or faction on purpose.

Calling on collocation, alliance or faction on purpose is defined as conducting action/

movement to make LC members against or have negative impression to other LCP

candidates.

Any individual in LC is not allowed to conduct on purpose actions to destroy image of

any particular LCP candidates. Spreading bad rumors/ bad image about any LCP

candidates is strictly banned.

10.

Executive Board 2014-2015 is not allowed to give extra instructions about Election Day

and information regarding to Election & Selection new EB to any LCP candidates. All

instruction for Election Day will be delivered in the EB LCP candidates instruction

meeting.

All eligible members are required to attend Election Day on November 23th, 2013. Anyexcuses are strongly discouraged.

On Election Day, members of local plenary are not allowed to go out of the electionzone during the whole process, except for break(s).

13.

Questions in Election day should not focus on functional aspects or be aimed at

destroying the performance of the LCP candidates. The Chairperson owns full right to

disapprove any questions which dig deep in function or have destructive purpose.

14. Voting rules:

a. LCP shall be elected by secret ballot. Only full members have voting rights.

Detailed voting procedure and List of LC full members shall be released one week before the

Election Day by current LCP.

b. Each voter has 4 options for voting:a) number all candidates in order of preference

b) number some candidates in order of preference; place an "A" beside those candidates that

the voter wants to abstain on; and/or, place an "N" beside those candidates that the voter

definitely does not want for the position

c) place an "A" beside all candidates

d) place an "N" beside all candidates

c. The candidate which receive the highest votes and the proportion of vote for is over 50%

shall pass the election. In case the candidate could not have over 50% vote for, the election

will be conducted again.

d. In the case that LCP candidates have the same number of vote for, the election will be

conducted again.

e. LCP candidates & the Chairperson do not have voting right.

f. Explanation of each option:

a) If the voter feels all candidates are capable of fulfilling the job, they must rank the candidat

(starting from "1" for most preferred candidate) in order of preference (ending with the lastnumber of candidates' running).All boxes must be numbered.

b) If the voter does not have an opinion on some candidates, or does not care if those

candidates are elected or not, the voter may abstain by placing an "A" beside those

candidates' boxes.

If the voter feels that some candidates are not capable of fulfilling the job, they should place a

N beside those candidates box. This is counted as a vote of no confidence in those

candidates.

All other candidates that the voter feels can fulfil the job are then ranked in order of preferenc

starting from "1" and ending at the number of candidates who do not have an "A" or an "N"

beside their name.

c) If the voter feels they are unable to decide on any of the candidates, or if the voter does no

care who is elected, or if the voter does not want to take part in the election, they may abstain

by placing an "A" in all candidates' boxes.

This is to be greatly discouraged.

d) If the voter has no confidence in any candidate, then an "N" should be placed in all

candidates boxes.

15. Any individual who break the regulation will immediately lost his/her voting right or will not have

right to continue to run for LCP position

2. VOTING POWER

Voting power is decided based on membership status at November 1st, 2014. For instance,members who have at least 3 months of full membership AND who acquire "active"

membership status at November 1st, 2014 will have full voting power which equals one

vote. Members who have less than 3 months of full membership and/or who do not

acquire "active" membership status at November 1st, 2014 will have only one-third (1/3) of

a vote.

c. Session instruction

Application form scanning

o To help all teams know how to scan an LCP application form and be on thesame page towards two candidates, a pre-election team tour will be held by

current LCP between October 31stNovember 8th, 2014.

o In Election day, the whole plenary scan application forms in their assignedgroups. Current EB apart from LCP candidates and SUP, which refers to LCP,LCVPER,

LCVPF, LCVP oGCDP, LCVP oGIP and LCPVP iGCDP, will facilitate each group's

form scanning process through providing general instructions, answering

proper questions and giving further explanation upon request.

o Application form scanning lasts for 15 minutes/candidate before the respectivecandidate's presentation starts.

Q&A for each candidate:o Only members who have voting power as defined in part (2) above reserve the

right to raise questions.

o At the beginning of this session, the whole plenary has 03 minutes tobrainstorm questions.

o In the 1st round of raising questions, the whole plenary will raises question and

the secretary will write all of them down on slide. Then, the candidate has

maximum 01 minute to think about each question and maximum 02 minutes to

answer this question. The candidate will answer these questions one by one.

o

When all questions of the 1st round have been answered, the 2nd round starts.The process is repeated and continues until the session has covered 30minutes.

Q&A for all candidates

o Only members who have voting power as defined in part (2) above reserve theright to raise questions.

o Questioning right is gained by raising hand. Chairperson is the one to decidefrom whom the question comes.

o Each person can give question only once. In his turn, he is allowed to give

maximum one question and one follow-up question.o No more than one person can give question at a time.o Questions must be answered by both candidates.

o After 30 minutes, no more questions are allowed to be received. Session ends.

o Questions related to legality.
