value of citizenship, service to the United States, personal responsibility, and a sense of

accomplishment."

Junior ROTC“Building Better Citizens for America”

• 1911 - Founded by US Army• Non-compulsory cadet corps• Aim: better citizenship

• 1916 - National Defense Act• Formally established JROTC

• 1964 - ROTC Vitalization Act• All services directed to establish program• AF: 20 units by 1966

• 1991 - Congressional Expansion• AF: 609 Units, 92,000+ students• Focus on inner-city and

“at-risk” schools

• Growing to 3500 DoD units by FY05• AF: 945 units (27%)• Army 47%, USN 20%, USMC 6%

•What we don’t do:

• Recruit for Armed Forces or require service obligation

• Conduct combat skills training

• Fire military weapons

JROTC Program Goals

• Promote patriotism

• Develop informed and responsible citizens

• Develop habits of orderliness and respect for authority

• Develop self-reliance, discipline and leadership

• Develop awareness and detailed understanding about aerospace and aerospace-related topics

• Develop awareness and understanding of the basic elements of the military and national security

• Develop respect for the need for constituted authority in a democratic society
