This is the state seal. At the bottom it says EXCELSIOR. Which means EVER HIGHER.

State flag

The State flag has ships on the Hudson River. There is

the sun that represents Duke’s emblem. There is a eagle on

top of a globe. The two women on the sides represent liberty

and justice. The women on the right is blind and is holding a

balance and a sword. The women at the left is holding a stick.
