    First Quarter RSC Meeting

    The first quarter meeting of the Central

    Luzon (CL) Regional Statistics Committee

    (RSC) on 29 January 2019 at NEDA III

    Conference Room, Maimpis, City of San

    Fernando, Pampanga has been noted as a

    significant one with its effort to formulate the

    2018-2023 Regional Statistical Development

    Program (RSDP) of CL.

    The committee’s commitment in

    creating CL RSDP was initiated with the

    approval of RSC Resolution No. 1 Series of

    2018 - Approving the Timeline on the

    Formulation of the Central Luzon Regional

    Statistical Development Program 2018-2023.

    The said timeline includes a detailed plan of

    activities that will guide the committee in the

    formulation of RSDP.

    Moreover, the committee also discussed

    the mapped Regional Development Plan (RDP),

    Core Regional Indicators System (CoRe-IS), and

    Sustainable Development Goals (SDG)

    indicators. The mapping of the indicators aimed

    to identify the indicators which common among

    CL-RDP, CoRe-Is, and SDG. The members

    who are data providers of the indicators were

    also requested to provide the data needed

    specifically in the monitoring of CoRe-Is. Chief

    Statistical Specialist Arlene M. Divino

    underscored the importance of CoRe-Is in the

    computation of the Regional Development

    Index (RDI).

    The meeting also served as venue to

    announce important matters such as the earlier

    release of 2018 Gross Regional Domestic

    Product (GRDP) last 26 April 2018, invitation

    of PSA on the different activities that were

    lined-up during the celebration of 2018 Civil

    Registration Month (CRM), and the increase in

    fee for the civil registry documents due to the

    increase in documentary stamp tax brought

    about by Train Law.

    Second Quarter RSC Meeting

    The second quarter regular meeting of

    RSC was conducted on 08 June 2018 at NEDA

    III Conference Room, Maimpis, City of San

    Fernando Pampanga. PSA RSSO III Regional

    Director Edgardo G. Pare took the opportunity

    to address the upsurge in the volume of

    transactions of civil registry documents in the

    San Fernando Serbilis Outlet. He clarified that

    NSO released documents are the same as those

    of PSA’s releases.

    Chief Statistical Specialist Arlene M.

    Divino presented the draft Central Luzon

    Regional Statistical Development Program (CL-

    RSDP) 2018-2023 to the committee. She

    acknowledged the collaborative effort of the

    committee in coming up with the draft CL

    RSDP 2018-2023 after conducting series

    of technical workshop, focused-group

    discussion, and workshop/writeshop. In the

    same manner, RSC Chair Agustin Mendoza

    proposed the approval of CL RSDP through

    RSC Resolution No. 2 Series of 2018

    Approving and Adopting the Central Luzon

    Regional Statistical Development Program 2018

    -2023.

    Another discussion was also led by

    Chief Economic Development Specialist Divina

    Hope Vallejo where she presented the 2017

    Annual Regional Economic Situationer. She

    highlighted the sustained high Gross Regional

    Domestic Product (GRDP) growth posted by

    the region at 9.3 percent in 2017. She also

    shared the continuing improvement of the

    region’s labor market, the overall positive

    performance of the agriculture sector, and the

    surge in the number of passengers, flights and

    cargo tonnage through Clark International

    Airport.

    Moreover, Supervising Statistical

    Specialist Josephine S. Albino presented the

    PSA Board Resolution No. 1 Series of 2018 -

    Amending PSA Board Resolution No. 03,

    Series of 2017, Reconstituting the Regional

    Statistics Committees (RSC) and as well as a

    review to RSC Coordination Guidelines.

    The last agenda of the meeting was the

    presentation on the updates on the monitoring

    and compilation of Sustainable Development

    Goals (SDG) and Core Regional Indicators

    System (CoRe-IS) led by Senior Statistical

    Specialist Jennielyn S. Mariano. Ms. Mariano

    presented the list of goals and indicators with

    baseline data and those indicators that are yet

    to be supplied with data.

    Third Quarter RSC Meeting

    The third RSC meeting of Central

    Luzon was conducted a bit late because of the

    overlapping activities during the quarter. It was

    pushed through on 30 October 2018 at SACOP

    Ephatha, Maimpis, City of San Fernando,

    Pampanga.

    During the meeting, the committee was

    able to approve three RSC resolutions. These

    were:

    RSC Resolution No. 3 Series of 2018 -

    Approving and Adopting the List of Core

    Regional Indicators (CoRe-Is) in Central

    Luzon;

    RSC Resolution No. 4 Series of 2018 -

    Approving and Adopting the Initial List of

    Sustainable Development Goals Indicators

    (SDGIs) for Monitoring and Central Luzon;

    and

    RSC Resolution No. 5 Series of 2018 -

    Approving the Organization and

    Institutionalization of the Provincial

    Statistics Committee (PSC) in All Provinces

    of Central Luzon

    Moreover, RSC Resolution No. 5 was

    also presented to the Regional Development

    Council of Central Luzon (RDC-CL) during

    their full council meeting on 07 December 2018

    for adoption and approval.

    For consideration of other matters, CSS

    Arlene M. Divino requested the data providers

    of 2018 Central Luzon Regional Social and

    Economic Trends (RSET) to validate the

    veracity of the data they have provided.

    Moreover, Regional Director Pare

    encouraged the agencies to regularly prepare

    infographics to highlight the accomplishment of

    their offices.

    On the last note, RSC Chair Leon M.

    Dacanay requested the Department of Health

    (DOH) Department of Education (DepEd),

    Department of Environment and Natural

    Resources (DENR), and Philippine National

    Police (PNP) to present SDG metadata

    concerning their respective agencies on the next

    meeting of the committee. The said agencies

    were further asked to review the items included

    in the metadata and reflect necessary comments

    and corrections if there are any.

    Fourth Quarter RSC Meeting

    Though a bit late, RSC CL decided to

    push through its fourth meeting for 2018 on 17

    January 2019 at NEDA III Conference Room,

    Maimpis, City of San Fernando, Pampanga

    which was originally scheduled on 13 December

    2018 but was unfortunately moved due to

    unavailability of majority of the members of the

    committee.

    Included in the agenda was the

    discussion on the updates on the effort of CL to

    localize its Result Matrices (RM).

    Administrative Assistant II Renzo Miranda

    mentioned that all the provinces of CL were

    able to conduct their provincial roll out of the

    localization. According to Mr Miranda, some of

    the result matrices were already signed by the

    governors and soon to be consolidated and

    submitted to NEDA.

    Another presentation during the meeting

    was the 2018 third quarter regional economic

    situationer of CL by EDS Vallejo. Ms. Vallejo

    happily shared that the inflation rate of CL went

    down at 5.1 percent which signified that the

    government’s mitigating measures are effective.

    In addition, as convened during the 3rd

    RSC meeting, the Department of Education

    (DepEd), Department of environment and

    Natural Resources (DENR), Department of

    Health (DOH) were able to present SDG

    metadata concerning their agencies. On the other

    hand, due to some inevitable circumstances and

    short notice, PSSUPT Ed Tuazon Jr. of

    Philippine National Police (PNP) III was not

    able to present their metadata but instead,

    presented the different available data sets from

    their agency.

    The committee also agreed to come up

    with the common population count to be usedas

    denominator in computing rates of various data

    coming from different agencies. A consultative

    meeting is expected to be scheduled among

    DOH, DENR, DepEd, PNP, PSA, NEDA, and

    other agencies that are yet to be identified.
