Community FeedbackMay 30 & June 4

• Establish more ambitious CEP goals

• All new private sector buildings should be constructed as net zero energy by 2030 or 2050. All public buildings should be net zero energy.

• Energy efficiency and solar should be encouraged and achieved at all income levels. Off-site renewables not explicitly addressed in policies.

• Transition all County fleet to electric vehicles by 2030, including school buses

• Arlington needs to play stronger leadership role among local gov’ts in region and for its residents and businesses

Key Policy QuestionsJune 25 Board Work Session

2050 Emissions Goal Options -- 1.0 mt or 0.0 mt CO2e/capita-year?

→ 2050 Goal of Carbon Neutrality (0.0 mt/capita/year)

Renewable Electricity:

County Government renewable electricity goals?

→ 50% renewable electricity by 2022; 100% by 2025

Community’s renewable electricity goals?

→ 100% renewable electricity by 2035

How do we effectively address Energy Equity?

→ Add Energy Equity as the 4th lens for CEP implementation actions

Implementation – Green Building Incentive Policy

• GB Policy is primary CEP implementation tool

o LEED Plus (energy efficiency, energy reporting, and Energy Star certification)

o Incentives needed due to low energy rates in Virginia

o Effective – most new developments participate

• Benefits to Arlington

o Reduce GHG emissions from buildings – CEP goal

o Energy efficient buildings reduce stress on electric grid and extend life of infrastructure

o Leadership status and economic development

Page 18: Arlington’s Community Energy Plan · 2019-07-22 · • Long-term vision for transforming how we generate, distribute, store, and use energy. • Adopted as an element of the County's

Green Building Incentive Policy –proposed amendment

Add Zero Carbon certification to existing Green Building Incentive Policy

• Current policy allows for bonus density in exchange for Net Zero Energy certification

• Zero Carbon meets the same goals, but is more flexible for dense, urban developments

o Requires very energy efficient building

o Requires 100% renewable energy

o Allows all renewable energy to be generated off-site

How Can Arlington Achieve 100% Renewable Electricity?

Any combination of:

• On-site (rooftop) solar PV- Customer-owned- Power purchase agreements (PPAs)

• Contracts for off-site solar and/or wind• Dominion tariffs for renewable energy are emerging • Renewable Energy Certificates (RECs)• Renewable energy as part of the utility (grid) mix

What About Energy Equity?• Recommendations:

o Make “Energy Equity” the fourth lens through which we look at all possible CEP implementation items.

o Draft 2019 CEP will include this definition: “Ensure that access to and the impact of energy upgrades, participation in energy programs, and the movement toward a clean, reliable and secure grid is equitable across all socioeconomic and racial and ethnic groups, including low-to-moderate income and disadvantaged communities”

Proposed Updates to CEP

• 3 mt CO2e/capita-year Net zero mt CO2e/capita-year (aka, become carbon neutral)

• Simplify Buildings goals

• Expand scope for Renewable Energy to include off-site solar PV systems

• Replace District Energy with focus on Resiliency

• Significant vehicle electrification

Community Feedback

• Establish more ambitious CEP goals

• “Incentives & financing” identified by 63% of the Nov. 5th Forum participants as the most effective tool to increase the use of clean energy

• 62% of participants said they would be willing to pay at least 5% more for energy to achieve energy & climate goals

• The latest Intergovernmental Panel on Climate Change (IPCC) reports show the need for us to act now

• An increase in efficiency reduces the importance of fuel choice.

• An increase in cleaner fuels decreases contribution of efficiency.
