This Addendum forms a part of the Contract Documents and modifies or supplements the Project
Manual or the Drawings as indicated below. All other provisions of the Contract Documents shall
remain unchanged. This Addendum is hereby made a part of the Contract Documents to the same
extent as those provisions contained in the original documents and all itemized listings thereof. Bidders
shall acknowledge receipt of this Addendum in the appropriate space on the Bid Proposal form.

CLARIFICATIONS/INFORMATION
The list below includes clarifications to questions. If not listed below, the answer is included in the
modifications.
1. All oral statements and clarifications made shall not be relied upon and will not be binding or
legally effective. Questions must be submitted in writing to Ms. Avis Jimm at [email protected].
2. Question: Is the substantial completion date of September 30, 2016 correct? If so this is a very
fast schedule.
Response: That is the correct substantial completion time.

3. Question: What is the project cost estimate for construction?
Response: At the moment, we are not releasing that information.
4. Question: When is the owner furnished equipment scheduled to be delivered?
Response: The contractor shall assume that the delivery of all owner supplied equipment will
not prevent the contractor from completing the project by the schedule completion time.
5. Question: Who is responsible to furnish the generators? Contractor or Owner? If Owner, when
are they scheduled to arrive?
Response: An addendum has not been issued changing the responsibilities for the generators.
At the moment, the furnishing and installing the generators is the general contractor’s
responsibility.
6. Question: Article 14 allows bidders to submit partial bids. Can this be deleted and the entire
project is awarded to the lowest single bidder on all five facilities?
Response: NTUA intends to award the contract to a single contractor or multiple contractors.
This will not change.
7. Question: Due to the travel time to certain WWTPs the concrete will not meet the
specifications. What is the engineer suggestion to address this issue?
Response: The contractor may ask the batch plant to add a hydration stabilizer additive to
retard the setting time of the concrete. The contractor shall provide a submittal for the
hydration stabilizer with the concrete submittal.
8. Question: What is the compressive strength or density of extrude foam desired for expansion
joint filler?
Response: The minimum compressive strength for extruded foam expansion joint filler shall ve
13 psi.
9. Question: Can Geofoam be used on this project as a lightweight engineered fill over soil?
Response: InsulFoam® GF (Geofoam) or equal, high-performance, lightweight, geosynthetic fill
material consisting of closed cell expanded poly-styrene (EPS) may be used as lightweight
engineered fill over soil
10. The pre-bid meeting minutes and sign in sheet are attached.

1. The last day for asking question was originally 10 days prior to bid opening June 9th. It has now
been extended to Tuesday, June 14th, 2016.

1. Delete the non-stamped cover sheet for Volume 2 Technical Specification and replace with the
Stamped cover sheet attached.

Dear Allena,
The following modifications to the Pinon Waste Water Treatment Plant Construction Documents are required to clarify that there is no longer an existing splasher aerator being reused but instead a new aerator No.8 is being provided.
Sheet E201 – Overall Site Plan
1. Relabel Aerator “No.7” in Cell #1 as “No.8”.
2. Delete Construction Key Note #3.
3. Leader pointing to Floating Aerator No.2 is typical for eight, not seven.
4. Construction Key Note #5 is typical for eight Floating Aerators, not seven.
Sheet E202 – Aeration System Single Line Diagram
1. Relabel “Splasher Aerator” as “Floating Aerator No.8” on the Single Line Diagram in the Load Calculations.
2. Delete Construction Key Note #2.
3. There is only one Conduit P207 and it shall contain 3-#10 for Floating Aerator No.2 and 3-#6 for Floating Aerator No.8 and a #10 ground, in a 1” conduit.

B. Project Description Wastewater treatment plant upgrades at five separate facilities: Tuba City AZ, Kayenta
AZ, Chinle AZ, Pinon AZ, and Ganado AZ. The upgrades include electrical service
upgrades, backup power generators, and installation of new aeration equipment, yard
piping upgrades, and earthwork

John NTUA explained for the Bid Proposals qualified Navajo contractors will have a 5% preference
Some of the Contractors said they couldn’t find the plans for the WWTPs and Smith engineering advice to go through Avis Jimm which they could find her information in Part I of this Pre Bid agenda.

It was noted that this upcoming addendum was actually going to be number 4 and will include answers to the submitted ( in writing) questions from contractors
H. Construction Issues
1. Construction Water – Construction Water use permit is required from Jack Utter, 928-729-4146.
2. Construction Power – will have to be coordinated with NTUA. There is an allowance for costs associated with NTUA fees.
3. Materials and Special Inspections Testing Allowance
John NTUA explained that water permit would have to be submitted for construction water.
Noted that NTUA would provide the Generators, Aerators
NTUA also noted that the time to get the equipment would not interfere with the completion of the project.

John went over the important dates of the projects and extended the period for questions to Tuesday, June 14, 2016
