    Residents are being asked for their feedback on a dra budget that Brimbank council administrators say is dicult but responsible.

    e council released its 2015-16 dra budget at last weeks meeting, including $92million for several large-scale developments and proposing a 4.8 per cent rate rise for residential properties. Commercial and vacant land will be slugged with a six per cent hike.

    Brimbank administrative chairman John Watson said he was pleased the residential rate increase fell short of the original forecast of six per cent.

    said a low rate increase may mean a higher one next year. It will be very interesting to see how things go when rate capping comes in next year. Council will have to balance [this] with the millions to be given to the civic centre.

    Mr Watson said some savings measures had been taken to manage the future impact of rate capping.

    Council has made a conscious decision to identify additional savings in the current budget. ese savings amount to around $1.9 million and include materials, environmental eciencies and other items.

    e dra budget features a $92 million

    capital works program, which includes nishing the Brimbank community and civic centre and new Sunshine library, the Errington Community and Performing Arts Centre, and a Keilor basketball and netball stadium revamp.

    Councils vision for Brimbank to be regarded as the dynamic centre of the west has been a constant driver in our approach to infrastructure and public realm improvements, Mr Watson said.

    He said the new community and civic centre would mean cost savings over the long term.

    It will provide the community with a high quality, innovative and engaging library and learning centre, as well as extensive and much-

    needed community meeting spaces, he said.At the same meeting, Brimbank council

    awarded a contract valued at more than $7 million for the Errington community centres long-awaited redevelopment.

    e contract was awarded to Devco Project & Construction Management for works including construction of a second storey and upgrades to halls, meeting and activity spaces and kitchens.

    A 200-seat performing arts centre will also be included, along with a civic entry plaza, landscaping and other site improvements.

    e state coroner is calling for permanent safety barriers to be built on one of Melbournes deadliest bridges, the EJ Whitten bridge at East Keilor.

    e recommendations, published by coroner Audrey Jamieson on April 9, follow an investigation into the death of Ardeer man Tomislav Brekalo in March 2012.

    e bridge has been identied as a suicide risk for at least three years, but neither VicRoads nor the state and federal governments have committed to funding even temporary barriers, as money for upgrades was diverted by the federal government for the failed East West Link.

    Ms Jamieson recommended that VicRoads urgently liaise with the state and federal governments to secure funding for temporary and permanent public safety barriers to be installed on [the bridge] to prevent jumping suicides at that location.

    VicRoads told the Coroners Court it planned to install public safety barriers when it upgraded the section of road the bridge was on, but it could not say when, as upgrades for that section of road were not presently funded.

    VicRoads project director Trevor Boyd said temporary barriers could be installed within 10 months if the state and federal governments provided funding.

    Federal funding for the roads upgrade was redirected last year at the request of the Victorian government in order to fund other priority infrastructure projects in the

    state, according to a spokesman for federal Infrastructure Minister Warren Truss.

    While safety barriers are a matter for the state government, the Australian government would welcome a discussion with Victoria on proposed arrangements for the funding, the spokesman said.

    Roads Minister Luke Donnellans spokeswoman acknowledged that safety measures on this bridge remained a priority, and the Andrews government was aware of the coroners ndings.

    In 2012, Mr Brekalos sister, Marijana, told Star Weekly she wanted suicide prevention barriers installed on the bridge to prevent further tragedies taking place.

    e bridge, which opened to trac in 1995, stands about 51 metres at its highest point. Its pedestrian barriers are 1.3 metres high.

    Ms Brekalo says the height of the pedestrian barriers needs to be raised.

    A person can make a rash decision in a moment of panic when they are not thinking rationally, she said.

    Having barriers could prevent future suering on that bridge.

    A person can make a rash decision in a moment of panic - Marijana Brekalo A long-time St Albans resident is calling on Public Transport Victoria (PTV) to reinstate a bus route popular among elderly locals.

    Margaret Sommers said she and fellow residents are angry the former 421 bus route, which included a stop across the road from her eodore Street home, had been altered last year, with residents rst learning of the changes aer they came into eect.

    e changes were made in July last year when PTV expanded Brimbanks bus network, adding an extra 310 services a week across the city.

    Now the 421 route goes in a completely dierent direction and our bus route is the 418, but it doesnt come anywhere near us, she said.

    Ms Sommers said route 418, which runs between St Albans and Caroline Springs, bypasses eodore Street, meaning locals now have to walk up to a kilometre to St Albans

    train station to catch the bus. e 79-year-old widow, who does not drive and relies on public transport to get around, wants the route to be reinstated or recongured to go past eodore Street again.

    eres a lot of older people living here and weve had our bus stop taken from us.

    PTV spokeswoman Jess Maguire said last years changes had resulted in an 85 per cent increase in patronage on the modied route 421 and a six per cent increase on the modied route 418.

    e new network also provides more direct routes and services to parts of eastern St Albans that previously didnt have services, she said, adding consultation on the changes had been extensive.

    Sunshine and Footscray hospitals face losing $800 million in funding over the next decade.

    As the federal government clamps down on spending in the face of falling revenue, a new analysis shows Victorian hospitals face a $13.6 billion shortfall in funding in the next decade. e cuts mean Western Health stands to lose $794 million in projected funding.

    State Health Minister Jill Hennessy said the Abbott government had walked away from key parts of the National Health Reform Agreement, removing funding guarantees and

    government continues to go up, year on year unsustainable health spending will cause Australians more harm than good in the long run, Ms Ley said.

    ese decisions are never easy or popular, but doing nothing is not an option and we are a government taking action.

    Western Healths operations executive director Russell Harrison said such cuts would place a heavy burden on the wests hospitals, including those at Sunshine, Footscray and Williamstown. We trust a resolution will be reached to prevent budget changes of this magnitude because theres no doubt they

    cutting the Commonwealths contributions to Victorias public hospitals from July 2017.

    She said the cuts would lead to emergency department backlogs and a blowout in elective surgery waiting lists.

    Before the election, Tony Abbott said he wouldnt cut health, Ms Hennessy said. But all weve had is cut aer cut aer cut to our hospitals and health programs. e Abbott governments cuts mean Victorians will wait longer for surgery they need.

    Federal Health Minister Sussan Ley said Labors funding formula was unsustainable.

    would have a profound impact on Western Healths ability to provide the best care to its patients, he said.

    Federal savings from funding cuts to the states hospitals and schools are projected to rise from $1 billion in 2017-18 to $10 billion by 2020-21.

    Treasurer Joe Hockey said states must nd their own funding for hospitals.

    e states need to accept responsibility for the things they run, he said.

    If they do that and if were all accountable for the things we are actually responsible for, well have a more ecient system.

    Pain ahead for wests hospitals

    It has been a long time since Brenton Spiteri has had a professional portrait taken with his mum, but that is set to change.

    is month, the Caroline Springs photographer is taking part in National Family Portrait Month, which aims to get families in front of cameras to raise money for charity and create lasting memories.

    As well as posing with his mum, Mr Spiteri will donate his talent and time to help raise $20,000 for the National Breast Cancer Foundation.

    He said there was no better time for people to take portraits with their mum than in the lead-up to Mothers Day.

    Most people I speak to tend to never nd the time to book in a family portrait were hoping this gives them a reason. And its for a good cause everyone knows of someone who has had, or been aected by, breast cancer.

    Mr Spiteri said people oen neglected the importance of family portraits until it was too late.

    Sometimes people dont get photographs until something happens.

    He said photographs captured precious moments and milestones in peoples life. Every family has a journey that should be documented.

    Houses in the Brimbank and north-west property markets are being snapped up in record time due to a shortage of housing stock.

    ats the word from Bells Real Estate sales executive Anthony Christakakis, who said increasing buyer demand and a lack of properties on the market were driving up property prices across the board.

    At the moment, were nding so many buyers on our books, but theres a major shortage of stock, Mr Christakakis said.

    that, nine times out of 10, well get oers from our database prior to it ocially hitting the market. Clients are putting their best foot forward and putting up good oers for properties.

    Latest gures from the Real Estate Institute of Victoria show most Brimbank suburbs have recorded fewer than 30 sales over the past three months, while the two that did Deer Park and St Albans recorded decreases in median house prices.

    e biggest change was in Deer Park, which recorded a 3.3 per cent price drop to an average of $355,369.

    Housing stocks thin: agent

    Neighbouring suburb Caroline Springs also recorded more than 30 property sales during the March quarter, producing a 2.5 per cent boost in the median house price to $474,000.

    Mr Christakakis said the shortage of stock had resulted in properties across the area including Kings Park, Delahey and Burnside

    Heights starting to fetch previously unheard-of prices. Ive sold two three-bedroom homes in Delahey for above $450,000, which is almost on par with what they would get in the Rose Hedge estate in Sydenham.

    Last week, Mr Christakakis sold a double-storey property in Burnside Heights for $850,000 aer it had been on the market for only 24 hours.

    e highest property price sold in Burnside Heights prior to that was within the $600,000s, he said.

    He predicts a similar market performance over the next three months.

    A St Albans author is all smiles because a book she co-edited has been shortlisted for a national award.

    Amra Pajalic and Victoria University lecturer Demet Divaroren spent two years working on Coming of Age: Growing up Muslim in Australia, which explores the experiences of 12 people including a beauty queen, a kickboxer, a lawyer, a rugby league star,an activist, a writer, a lesbian and an atheist.

    e book was recently shortlisted for non-ction book of the year in the 2015 Childrens Book Council awards.

    Ms Pajalic, who teaches English and humanities at her former high school, St Albans Secondary College, says shes incredibly proud of the books success.

    To have it recognised I cant even say how happy its made me, she said. In Australia alone, Muslim people come from 70 dierent

    countries. People need to understand that there are people from Bosnia who are Muslim, people from Bangladesh who are Muslim theres no such thing as a universal Muslim experience.

    Ms Pajalic devoted more than a decade to being a full-time writer, winning the 2009 Melbourne Prize for Literatures Civic Choice Award for her debut novel, e Good Daughter, e Good Daughter, e Good Daughterand also penning childrens novel Amir: Friend on Loan.

    She recently completed a graduate diploma in teaching and became a high school teacher last year. ese days, she devotes her weekends and school holidays to writing.

    Its just a matter of creating a habit, she said. Write every week and get at least one chapter done.

    Errington contract sealedBrimbank council awarded the contract for Errington Community Centres highly anticipated $7 million-plus redevelopment to Devco Project & Construction Management Pty Ltd at last Tuesdays council meeting. The contract includes construction of a second storey and improvements to existing facilities, including halls, meeting and activity spaces, kitchens and toilets. A 200-seat performing arts centre will be added, along with a civic entry plaza, landscaping and site improvements. The cost will be met in part by $2.5 million from the StAlbans Community Centre Co-Operative and a $500,000 state government community support fund grant. Further funding has been provided in councils 2014-15 budget and long-term nancial plan. The contract also includes about $657,000 for provisional works.

    Overnewton Anglican Community College students were given a glimpse into the deep abyss of space travel without having to even leave their school hall.

    Close to 600 students from the schools Taylors Lakes campus enjoyed a visit from Dianne McGrath, who is on the shortlist to become one of the rst people to land on Mars in about a decade.

    McGrath was one of more than 200,000 people around the world to apply for a spot in the Mars One program, a Netherlands-based not-for-prot project that aims to create a permanent settlement on the red planet.

    McGrath and six other Australians progressed to round three earlier this year. ey will face team challenges and training in the hopes of landing one of 24 training spots.

    Organisers of the independent project

    are hoping to raise $6 billion through crowdfunding and the sale of commercial rights.

    McGrath, 45, told the students about the challenges the astronauts would face on the red planet and the factors they would contend with before they even leave Earth.

    Middle school teacher Adam Cusworth said Ms McGrath provided an unprecedented insight into the mission.

    A burglar who helped steal smartphones and tablets valued at tens of thousands of dollars has narrowly avoided jail.

    Zack Amouche pleaded guilty in the County Court last month to one charge of handling stolen goods, ve charges of burglary and three charges of the.

    e court heart Amouche, who was 19 at the time and a heavy user of cannabis and amphetamines, was in possession of and attempting to sell Apple and Samsung smartphones and tablets, valued at almost $145,000, which had been stolen from Optus

    two-year community corrections order, during which time he will have to perform 300 hours of community work and undergo treatment and rehabilitation for drug abuse.

    He also has to pay $15,732 in compensation to Telstra Corporation and $14,981 to Singtel-Optus.

    e burglaries and thes from the shopping centres were brazen and planned, Judge

    stores at shopping centres at Brimbank and Epping early last year.

    Amouche had also been involved in four separate thes at Plenty Valley, Brunswick and Cheltenham between February 1 and 9, 2014, when he worked with a group of other men to steal smartphones and tablets valued at $25,272.

    On February 12, 2014, he oered to sell a buyer 72 new iPhones for $49,000.

    When he met the buyer at a restaurant the following day to complete the transaction, an associate of Amouches raided the buyers house and stole a large sum of money.

    2013-14 nancial year, more than 16,700 nes were issued including everything from parking oences, tobacco sales, food safety, littering, animals at large and vacant land thats a re risk.

    Brimbanks ve libraries have also stung bookworms for late returns, damaged resources and replacement library cards, but city development director Stuart Menzies said it was dicult to maintain records of the numbers of nes and outstanding amounts because nes were constantly being paid.

    Customers are sent a reminder notication via email, SMS or mail, three days before their items are due as a prompt to return their resources on time and avoid incurring a ne, Mr Menzies said. Brimbank libraries have previously run campaigns, such as an amnesty on library nes program and a food for nes program.

    Mr Menzies said people who failed to pay their nes on time could end up forking out more.

    Meanwhile, the Sheris Oce is chasing more than $1.7 million in unpaid nes from Brimbank residents. State government legislation means regulators can now streamline ne collection to clamp down on serial oenders.

    In June, year 12 students Tessa Buchanan, Stephanie Steinho-Pino, Megan Spiteri and Ruby Cashmore and year 11s Lachlan Stevenson and Megan Lam will experience the cut and thrust of politics at the 29th annual Victorian Youth Parliament.

    All legislation passed by the Youth Parliament is referred to relevant government ministers for consideration.

    More than 25 Youth Parliament bills have gone on to become actual legislation, including drug testing for drivers and over-the-counter availability of the morning-aer pill.

    e students of Overnewtons Keilor campus have draed a piece of legislation calling for all schools to introduce no gender school uniforms.

    Stephanie Steinho-Pino said the dra bill tackled a unique issue that had never been before Parliament.

    We have a couple of transgender people at our school and we nd that a lot of them are struggling with our uniforms, she said.

    For girls, we have pants for the winter uniform, but the summer uniform is just a dress and sometimes we nd that a bit impractical and a bit of a nuisance.

    Long-time St Albans resident Frances Barbara turned 90 in March this year. She has 12 kids, is a grandmother to 41 and a great grandmother to 33, with three more due this year. Mrs Barbara, who still favours Maltese as her rst language, tells her story through her daughter, Juliana Barbopoulos.

    Where were you born and what was your childhood like?I was born at St Julians [a popular holiday spot on Maltas coast] on March 11, 1925. My childhood was tough my parents were poor because of the war and it was very hard for them to survive. I used to go into the elds, cut owers and sell them when I was a child. I was one of six kids: four girls and two boys. Ive also got a half-brother. I never went to school. We didnt even have food to eat. I had a goat so I would knock on peoples doors and give them a glass of milk and they might give me an egg or a piece of bread or some our.

    How did you meet Angelo, your husband?My husband was a soldier at that time and I used to sell owers. He bought a bunch of them from me and, as soon as he turned a corner, he threw them on the ground. But he bought the owers just because he liked me. When I nished my work and was going home, I saw the owers and wondered who had bought them and thrown them away. en he did it a second time and it clicked. I was 17.

    Did you court for long?Angelo was a bit resistant to go and ask for my hand in marriage so his friend went instead. Four months later, Angelo and I were married.

    We never kissed, never hugged, never walked together [while we were dating]. We werent even allowed to sit close. We got married on November 7, 1943.

    You had 12 kids. When did you start trying for a family?Straight away. I became pregnant, lost it and

    lost ve babies in a row before I had my rst. One of them was born and lived for two weeks. I had 23 pregnancies and 12 survived, nine boys and three girls: Joseph, Juliana, Anthony, Emmanuel, John, Connie, Charlie, Antonia, Michael, Consilio, Paul and Mario. Maltese people, at that time, used to have a lot of babies, I think because of the church, e

    church used to say if you were married and you didnt make babies, it was a sin.

    e whole family moved to Australia in 1966 why?My husbands brother was here and he told him it would be good for the future of his kids to move to Australia. My husband and two of my sons came six months earlier to set up a home for the family. e rest of us came by boat; it took three months to get here. We moved into a farmhouse on Main Road West, opposite the train station.

    Angelo died aged 62; how did that change family life?It was a very dicult time for me. Eight kids were still at home, eight boys can you imagine, looking aer them all? It was hard; they wanted to go out. Id tell them to come home early, be careful, but they [did as they pleased]. I wouldnt put my head on the pillow until the last one was home. Its unbelievable how much one person can do.Angelo and I had a real love story. I never met anyone else. I said: I married one person - thats it.

    What are your interests?With help from my children, I tend to a vegetable patch. I would say my secret is to eat healthy and be healthy. I never let anything bring me down and always have a smile on my face, no matter what life throws at me.

    How did you celebrate your 90th birthday?We had a party at Watergardens Hotel, it was fantastic nearly 100 people were there.

    Theres gnome doubt about it home is where the heart is. Just off the Calder Freeways Keilor Park Drive exit at Keilor Park, a wee village has popped up under a gum tree, fascinating drivers and passers-by alike with its ever-changing landscape. Tree number 257 has been adorned with a black door, outdoor light and overhead sign that reads: Gnome Sweet Gnome. Gnomes come and go on a daily basis; even some plastic toys including dinosaurs have paid a visit, and stayed. A little sign at the site reads: This was made by Nathan, Seth and Zoe on 29-01-15 for some fun by two kids and there (sic) daddy.     My son Bennie always showed more interest in the F&C shop at one end of e Circles shopping strip than I did.

    But that wasnt hard as my level of interest was pretty much zero. My lack of curiosity continued when the premises became a cafe that and here I am judging a restaurant by its cover seemed to oer little more than basic coee.

    So it was only happy circumstance the Lebanese pizza shop up the road being closed that forced me through the door to see whats on oer.

    My prior judgments based on appearances proved to be utterly false. In fact, House Of Beans serves a longish range of good Lebanese food think falafel, ful madammas, hummus and the like that puts it on the same footing as the fabulous Abbout Falafel House in Coburg.

    And about that I am ecstatic. Just think, no more driving to Sydney Road!

    For my rst visit, I go for the kaa in bread ($6.50) and a small serve of fattoush ($7).

    At rst blush, the kaa, found between layers of lovely, toasted house-made at bread, appears to be very similar to the pinkish meaty smear found on your basic meat pizza up the road and elsewhere.

    Its nothing of the sort. is is much more juicy, well seasoned and delicious in short, it really is lamb kaa in a sandwich. Marvellous!

    e generously proportioned fattoush is wonderfully fresh but, if anything, the dressing is a little too lemony.

    Nahida helpfully explains the ins and outs of the ve dierent varieties of ful on oer basically theyre all variations on red beans, depending on the addition or not of tomato, tahini or chick peas but we perversely go in the opposite direction. I let my young man have his way with an order of the most expensive menu item: mixed grill ($15). Its a ripper!

    eres a skewer apiece of kaa, lamb and chicken. eyre all fabulous heavy with amazing chargrilled avour, juicy and tender.

    row in a good gob of hummus, some rice and the same good salad mix, and youve got a splendid meal.

    My falafel plate ($10) looks a little on the bare-bones side until the arrival of a fabulously tangy bowl of green olives, pickled cucumber and chillis, mint and onion.

    e falafels are fresh and yummy, though a tad on the dry side for my taste.

    Nahida brings us some ful to try. is one is an oily mix of red beans and chick peas that is slightly surplus to the rest of our meal.
