    Brimbanks baby boom will no longer bust the bed quota aer the state governments decision to invest $200 million into the much-anticipated Western Womens and Childrens Hospital.

    e 2015-16 state budget includes funding to build a new hospital for women and children on the Sunshine Hospital site, with preliminary work to start in the next 12 months.

    e new hospital will provide 237 beds, 39 special-care nursery cots, four theatres and additional clinics, and a childrens hospital modelled on the Royal Childrens Hospital.

    Healthy budget for west e wards would all come under one roof in

    a ve-storey centre that would link up with the existing hospital.

    Sunshine Hospital has the third-highest number of births of any Victorian hospital, aer the two dedicated womens hospitals.

    Western Health chief executive Alex Cockram said the funding was a great breakthrough for families in the west.

    Im sure that the women and their families will be so relieved to hear this, Professor Cockram said. e number of births at Sunshine Hospital has reached more than 5000, and 7200 births are expected in 2026

    we simply could not meet that demand without this new hospital.

    Main construction will take place in the next two years, with the new centre slated to open by the end of 2018.

    Before last years state election, now-Premier Daniel Andrews said a special-care nursery would include a neonatal intensive care unit in the future, while the new hospital would cater for an extra 2000 births a year. It will also free up theatre space and beds at Sunshine Hospital.

    St Albans MP Natalie Suleyman said the new hospital would create jobs, boost the local economy and enable up to 7000 more

    operations a year at Sunshine Hospital. Associate Professor Cockram also welcomed funding for an extra four critical care beds across Western Health.

    We are pleased to be able to expand our service in response to the extreme community need and to provide them in a hospital which is much closer to our patients homes.

    e state government has also put aside $85 million for redevelopment and expansion of Werribee Mercy Hospital, building six extra operating theatres and 64 new in-patient beds.

    Girls and boys went head-to-head in a friendly battle at Overnewton Anglican Community College on Friday, all in the good cause of breast and prostate cancer awareness.

    Parents and friends cheered on 28 Overnewton students taking part in The Battle of the Codes mixed netball competition. Overnewton Auskick program development co-ordinator Mel West said it was important to start young in raising awareness of health issues.

    Its so important a lot of men nd it hard to talk about health problems but it is out there and many men are aficted.

    The Battle of the Codes was a timely precursor to the Mothers Day Pink Ribbon and Prostate awareness Auskick program on Saturday, which raised about $400 for the Pink Ribbon Cancer Council and Ray White EJ Whitten Legends Game Prostate Cancer Foundations.

    Sydenham MP Natalie Hutchins said the ring road works would end the suering of drivers in the west. It will mean a lot less congestion, she said.

    e state government has also committed $6.1 million to ripping out the notorious roundabout at Kings Road and Taylors Road in Delahey, transforming the busy spot with trac lights.

    Brimbank drivers have come out winners in this years state budget, with dangerous intersections and trac hotspots set to go or be upgraded.

    e long-awaited removal of dangerous level crossings at Furlong and Main roads in St Albans are among the most immediate works set out in the 2015-16 state budget.

    St Albans MP Natalie Suleyman said the works, part of a $5.5 billion level-crossing removal project, were a win for the community.

    eyll be combined and removed in the same period, which will drive down the costs and reduce disruption for drivers, Ms Suleyman said.

    Public Transport Minister Jacinta Allan said the works would reduce congestion and enable more train services.

    e state budget sets aside $150 million over four years to ease congestion on the Western Ring Road, with a 1.3-kilometre strip between the EJ Whitten Bridge to Sunshine Avenue to undergo widening and have trac-management systems and safety

    Education and policing are Brimbanks winners in the state budget.

    Essendon Keilor College will get $10 million to rebuild and repair its three campuses at Keilor East, Niddrie and Essendon.

    Earlier this year, Education Minister James Merlino called conditions at the school disgusting, reinforcing a commitment to rebuild it as soon as possible.

    Principal David Adamson said he was ecstatic about the funding for the 900-student school. Were hoping to start building works at the beginning of next year.

    Mr Adamson said the Niddrie junior campus was in the worst state and would be rebuilt with new classrooms, specialist and administration areas, while the Keilor East campus would get new science rooms and Essendon senior campus a performing arts space.

    Wed hope to get a new canteen if the money stretches that far and, hopefully, work on some further maintenance issues, Mr Adamson said.

    e state budget will also recruit 400 custody ocers to guard prisoners at 20 police stations, including Sunshine. e roll-out of custody ocers will begin later this year, with Police Minister Wade Noonan saying it was time to take cops o babysitting duties.

    Its a waste of time, skills and resources, Mr Noonan said.

    A further $4.5 million will help police track down and close clandestine drug labs more quickly. ese funds will go towards hiring more scientists for the forensic drug branch.

    Three school sites funded

    Brimbank parents have breathed a collective sigh of relief at the federal governments renewal of funding for kindergartens.

    e Abbott government has vowed to extend its universal access plan by two years, guaranteeing 4.25 hours of kindergarten a week per child and ensuring 15 hours a week of kindergarten is provided in the year before children start school. e state government funds the other 10.75 hours.

    e federal government has committed $840 million to extend the partnership by two years.

    Early-years learning stays on trackKeilor mum Kylie Cliord said she was

    extremely happy that her three-year-old son, Baxter, could continue at Keilor Gatehouse Preschool for four-year-old kinder next year.

    at 15 hours is essential for every child; it should be the minimum to prepare them for primary school, Ms Cliord said.

    e progress and skills they develop at kinder cant be taught at home, so we feel really lucky. It wouldnt be aordable for us or many parents to pay on their own.

    Early Childhood Management Services chief executive Bernie Nott said the governments

    decision gave much-needed certainty to sta and thousands of families.

    Mr Nott said he hoped universal access would eventually be extended to younger children, especially those who are vulnerable and at-risk.

    Senator Scott Ryan said federal funding would be indexed for the rst time, to ensure families do not lose out in real terms.

    Linking funding to CPI will mean an extra $30 million over the 2016 and 2017 calendar years, Senator Ryan said.

    Aretha Franklin called for it the 1960s hit, Respect, and a Sunshine law rm is hoping to drive the same message home: all relationships should be respectful and free from violence.

    About 50 people attended a respectful relationships breakfast and forum hosted by Maurice Blackburn lawyers on May 7. e diners were all aiming to promote awareness of what a healthy, respectful relationship means.

    A lawyer with Maurice Blackburn in Sunshine, Sarah Millen, said respect could be shown in many ways, but it always meant a violence-free union.

    at means free of physical, sexual, economic and emotional violence. eres a need for us to take action and promote what denes respect, Ms Millen said. A good starting point is to have open dialogue about

    the issue of family violence, letting people know that there are wonderful support services, not only for victims but for the perpetrators to address their behaviours.

    Ms Millen said one in three Australian women had experienced physical violence since the age of 15. Its important not to trivialise or localise domestic violence. It takes many forms, and its in all parts of society.

    InTouch Multicultural Centre Against Family Violence chief executive Maya Avdibegovic explained how inTouch had implemented a number of culturally sensitive models for dealing with family violence, including the inTouch Legal Centre. Just know theres help out there, she said. Reach out and discuss it.

    e Coroner has found the death of a Sunshine West mother two years ago was caused by extensive blunt force injuries to her head and face.

    e ndings of the inquest into the death of Sudanese migrant Athiel Deng were released late last month and reveal that the 59-year-old was bludgeoned to death by her youngest son, Majang Ngor, who was also charged with the attempted murder of two neighbours in March 2013.

    Coroner White said Mr Ngors violence may have been linked to heavy drug use.

    Violence is likely to be related to persecutory delusions and perceived threat, the Coroner said.

    e inquest heard the troubled 23-year-old was involved in a neighbourhood dispute on the morning he killed his mother, with the incident ending in a siege situation. Mr Ngor terrorised two neighbours with a knife, cutting

    Coroner Peter White conducted a review into Ms Dengs death because it met the criteria of the Victorian Systematic Review of Family Violence Deaths. In discussing the individual risk factors leading to her death, Coroner White cited her cultural background and lack of English as inuencing factors.

    Ms Deng did not speak English and this may have created a barrier for seeking formal support when her sons mental state deteriorated, Coroner White said.

    Mr Ngor had conded before his mothers death that his daily cannabis use had

    one man with the weapon and punching a woman in the face as he smashed windows and kicked doors.

    e neighbours received minor cuts and bruises, and called police to Roberts Crescent.

    Critical Incident Response Team ocers stormed the house and found Ms Dengs body in a bungalow at the back of the property.

    Mr Ngor was shot during his capture and taken to hospital under police guard. He was charged with his mothers murder the next day, March 27. Mr Ngor was found dead at omas Embling Hospital in June 2013.

    Ice use cited in mothers death

    St Albans man Allan Puli has devoted time and care to help others for the past 40 years but wishes he had a more eloquent way to explain his motive for joining the Brimbank Central Rotary Club.

    My dad was in the real estate business for many years and, when I took over, his advice to me was to treat people as if they are cows. If you give them quality and time, theyll give you cream, but if you dont treat them well theyll give you skim, Mr Puli, 68, says.

    Brimbank Central Rotary Club celebrated four decades of community service at the weekend, with its 30 members and their families gathering at Taylors Lakes Hotel.

    Mr Puli and Keilor resident Ron Carmichael are charter members, founding the club in 1975.

    Were not an elitist club; anyone can join but you have to be willing to give time, Mr Puli says.

    Time is a commodity he and Mr Carmichael have given freely the past 40 years, running projects such as Computers for Kids and helping Brimbanks citizen of the year, Kim ien Truong, raise funds to treat sick children from Vietnam.

    eres no middleman who makes money; were always accountable, Mr Puli says.

    Both men cited the therapeutic swimming pool purchased for disability support service Scope in the late 1970s as one of the clubs biggest projects; they raised $100,000 for it. Mr Carmichael, 85, ran the Keilor Art Show for 21 years and most years raised more than $4800.

    Giving to others is the purest thing you can do, he says.

    Police hunt credit card thief Police want to identify a woman who has been using stolen credit cards at service stations and supermarkets in Brimbank. Wallets containing credit cards were stolen from cars on Coghlan and Nolan streets, Niddrie, overnight on March 31 and April 1. The stolen cards were then used by a woman at Deer Park, Sunshine North, Delahey and Cairnlea to buy cigarettes. The woman is described as Caucasian, aged in her 30s, with blonde hair.     Warning on phone scammer Police are urging the public to be aware of a phone scam involving a cold call from a person purporting to be from the Australian Tax Ofce. Callers tell victims they have an outstanding tax debt or they have fraudulently or incorrectly lled out their tax return. In each reported case, the caller has threatened the victim with legal action if they dont pay immediately. Victims have also been told their phones were being tapped.     Residents ee re Five children and six adults ed their St Albans home when re broke out about 6am last Monday. Acting re services communications controller Steve Moore said the re started in the living room of the Shirley Street house. Six re trucks were called and it took 45 minutes to bring the re under control. It has not been deemed suspicious.

    e South Sudanese community of Victoria has a new group to provide it a single, united voice.

    Last month, 19 community leaders were elected to represent South Sudanese Australians living in Victoria for the next two years.

    e South Sudanese Association In Victoria will be chaired by Kot Monoah, a lawyer based in Sunshine, and a group of people with diverse experiences that includes ve women.

    Mr Monoah said the team would work on issues that aected the South Sudanese diaspora in Victoria.

    You will succeed when you speak as one voice either to government or other departments, he said. So you dont say Kot says this, Moses says that.

    Mr Monoah said it was important for

    everyone in the community to be represented, including women, young people and the elderly.

    South Sudanese Unication Committee project co-ordinator Moses Lado, who has been involved with organising the new association for the past two years, said the team comprised members from all sections of the South Sudanese community.

    It ensures legitimacy of the organisation but also its ownership to all members of the South Sudanese community in Victoria, he said.

    e committee hopes to nd a permanent community space where members of the South Sudanese community can come together.

    Works are due to start this week to seal two of Brooklyns dustiest roads under a $2.6million partnership between the state government and Brimbank council.

    As reported exclusively by Star Weekly, Star Weekly, Star Weeklythe government in February announced it would contribute $1.85million towards sealing Bunting and Jones roads the single greatest source of dust in Brooklyn, Victorias most polluted suburb.

    Since the end of June last year, Brooklyn residents have suered 17 days of dust levels as high as those experienced during the Black Saturday bushres.

    Last nancial year, there were 28 days when PM10 (dust particle) emissions exceeded recommended safety levels.

    e World Health Organisation warns that people should not be exposed to such high levels of particle pollution for more than ve days a year.

    Works that were originally expected to start in June will now start aer contracts were recently signed between Brimbank council and civil engineers.

    e road sealing is expected to be completed by July. Williamstown MP Wade Noonan said a 2011 study by the Environment Protection Authority found Bunting Road contributed at least 23 per cent of road dust emissions and Jones Road at least eight per cent.

    e sealing of Bunting and Jones roads will help reduce dust levels in Brooklyn, a suburb that has endured dust pollution for far too long, Mr Noonan said.

    e Keilor Hotel has withstood the test of time to become the Australian pub to stay for the longest period in the hands of a single family.

    Owner Ray Dodd cuts an unassuming gure as he sands the corners of the latest addition to his beloved hotel a four-metre long timber table.

    e hotel has recently undergone renovations, with two large new rooms to be opened next month.

    We wanted to do something dierent, Mr Dodd said. People are drinking less but theyre drinking better quality, and we hope we can give visitors that choice.

    eres always something to do, some way to improve.

    Its that sort of mindset that Mr Dodd has maintained since taking the reins in 1974.

    Mr Dodds great-grandfather, Mathew Goudie, bought the hotel in 1862 for 1000, and his great-aunt, Jane, ran it until 1907 when it was leased out.

    I wanted to carry on the tradition of hospitality le by the family, and I have strong ties to the area so it was a clear choice, Mr Dodd said.

    His family arrived in Australia in 1840 when the country had a population of just 5000. His great-grandfather, George Dodd, was a quarryman who supplied stone to build the original Princes Bridge.

    He found a suitable quarry site in Keilor and later oversaw the building of St Augustines Church and opened the suburbs rst school.

    Georges son married Mathew Goudies daughter, Mary, and the couple established a farm called Brimbank, in the suburbs now known as Keilor and Sunshine.

    as his family museum, with the artefacts placed proudly behind glass.

    We have a copy of the Liquor Act from the 1980s, he says. It was illegal to employ women in a hotel who werent family members; you needed a licence for a billiards table and it was illegal to dance.

    Mr Dodds most memorable moment came

    in the early 1980s. e ood came up over the bridge on the Old Calder Highway, which rarely got covered by water, he says.

    It also covered Green Gully Bridge, which links Keilor and St Albans, so no one could get in or out of the area, so all the people who were in the hotel that night had to stay and we had a big party.

    Residents and business people are being asked to give Melton council their feedback on options to improve the citys transport system.

    A council directions paper, which is part of its Integrated Transport Strategy, identies potential solutions to some of the key transport issues, including walking and cycling networks, bus routes and services, the railway line and arterial roads.

    e directions paper compiles detailed analyses and the results of community consultation sessions.

    Melton mayor Sophie Ramsey strongly encouraged the community to have a say.

    e Integrated Transport Strategy will ensure that the public transport and road

    network that connects the city of Melton meets the communitys needs now and well into the future, Cr Ramsey said. Regardless of whether you are a walker, a cyclist, a user of public transport, a driver or a passenger, we are interested in hearing your views.

    Height limits and design conditions to protect the historic and semi-rural character of Keilor Village will go to state Planning Minister Richard Wynne.

    Brimbank council has written to the minister asking for a panel hearing to review unresolved issues raised during last years planning scheme amendment exhibition. Brimbank administration chairman John Watson said planning controls would help ensure future developments in Keilor Village uphold the

    villages unique and much-loved character and history. e council wants to restrict buildings to two or three storeys, depending where they are in Keilor Village, and introduce specic conditions for shop fronts, signage and alterations. It also wants to require developers to demonstrate how new buildings will meet the councils design objectives.

    What do you do for a living?I work part-time as an electorate ocer at Sydenham MP Natalie Hutchins oce. My biggest passion is community work so a great chunk of my time goes towards that.

    How long have you lived in Keilor Downs?15 years.

    Whats your connection to Brimbank?I think our most meaningful connection is the support group Autism Angels, which my husband and I started in Brimbank in 2008. Its grown rapidly since and weve helped a lot of families. Were so busy that sometimes volunteers cant keep up with demands. Groups like this are really important to help families who are struggling at all stages of having an autistic child.

    How did you and your husband meet?We met through a friend 17 years ago.

    How many children do you have?Two children, a son, Con, 14, who has autism and inspired us to start the group, and a daughter Ari, 13, who inspired us to support the siblings, and make dealing with autism a whole family thing.

    e biggest lesson youve learnt aer becoming a parent?e power of letter-writing, and that advocating and following through for your child is important. Actions speak louder than words.

    What do you like about Brimbank?Im a big fan of our coee shops. You can oen nd me having a cuppa at Keilor Plaza or at the Coee Club at Watergardens.

    What would you change about your suburb?I would love Brimbank council to put toilets at the all-abilities park on Packard Street, Keilor Downs, next to the leisure centre. It should have toilets, and I want to start a petition. Its on my very long to-do list!

    A Braybrook man has pleaded guilty to growing commercial quantities of marijuana and stealing electricity from an energy company to power his hydroponic set-up.

    Binh Quoc Bui, 65, pleaded guilty to cultivating narcotic plants and stealing electricity from AGL Retail Energy Limited. He faced a maximum punishment of 10 years jail.

    Bui received a minimum sentence of three years, minus the six months he has already served.

    He was accused of growing 94 cannabis plants in a hydroponic set-up at a house in Airforce Drive between July and October last year.

    County Court Judge Michael McInerney said possessing almost 40kg of the drug was classed as a very serious oence.

    Judge McInerney ordered the Vietnamese former refugee to pay AGL Energy $10,900 in compensation.

    In a separate case last month, a man was jailed for ve years and three months for growing a commercial quantity of cannabis in a sophisticated hydroponic operation at Sunshine North.

    Quoc Pham was one of a group of Vietnamese people involved in the operation for which they rented out a factory in Sunshine North and set up a seven-room growing facility.

    Mr Pham will be eligible for parole in three years and four months.

    Celeste is a heptathlete, specialising in seven events (100 metres hurdles, high jump, shot-put, 200 metres, long jump, javelin, and 800 metres). She won both the 2014 and 2015 Australian Heptathlon Championships and earlier this year gained automatic selection into the Australian team following an outstanding performance at the Australian Athletics Championships in Brisbane.

    Amelia and Celeste also recently travelled to the USA as part of a team from Maribyrnong Sports Academy representing Australia at the Simplot Games.

    Simplot Games is the largest high school indoor track and eld event in the USA, with about 2000 athletes competing during three days of events.

    Amelia had great success winning gold in the 3200 metres.

    She was also interviewed by US athletics legend Andre Phillips and delivered a post-race video interview to US College Track and Field website Milesplit.
