Rules and RegulationsNAME
I-The Association shall be called the Middlesex Table TennisAssociation.
OBJECTS
2-The objects of the Association shall be as follows:-(a) To act as the controlling and governing body of the game
of Table Tennis in the Middlesex County Area, subject to anyoverriding decisions of the National Executive Committee of theEnglish Table Tennis Association.
(b) To assist and encourage the formation of Table TennisLeagues and Clubs in the Middlesex County area, and to promote the game in every possible way.
CONSTITUTION
3-The A.ssociation shall consist of duly elected Officers, localAssociati0TIS, Jocal Leagues, Club.s and Individual Members, allbeing duly affiliated to the English Table Tennis Association, inthe Middlesex County area, and also such local Associations andlocal Leagues not wholly constituted of clubs inside the Middlesex County area but who may be deemed eligible for membershipby the National Executive Committee of the English Table TennisAssociation.
ELECTION
4--Every local Association, local League and directly affiliated Cluband Individual enumerated under Rule 3 shall complete theaffiliation form in force for the time being, and shall sign sameon his behalf or on behalf of th~ local Association, local Leagueor directly affiliated Club. and each Club Secretary shall complete the form supplied with copies of the Association'sHandbook, and shall return same to the Hon. General Secretaryin accordance with the directions shown on the form.

(c) Directly affiliated Individuals: -1/- for individuals desir~ing personal affiliation.
6-All subscriptions shall be paid to the Hon, Treasurer of theAssociation not later than October 15th each year.
OFFICERS
1- The Honorarv Officers of the Association shall be: -a ChairmanH.on. General Secretary, Hon. Treasurer and Executive Committeemembers. The Association shall have power further to elect aPresident and Vice-Presidents. All Officers shall retire annually,but shall be eligible for re-eJection. The Executive Committeeshall have po\ver to create and fi.II any other office which in itsopinion is necessary
EXECUTIVE COMMITTEE
~-(a) The control of the affairs of the Association shall be managed by an Executive Committee, consisting of the Chairman,Hon. General Secretary, Hon. Treasurer and six other electedmembers, who shall each represent a League. The ExecutiveCommittee shall have power to co-opt not more than two othermembers of the Association.
(b) The quorum necessary for the transaction of the businessof the Committee shall be five.
(c) Except as herein otherwise provided, every question at ameeting of the Committee shall be determined by a majorityof the members present and voting, every member having onevote except the Chairman, who shaIl be entitled to a castingvote in the case of an equality of votes.
(d) The Committee may delegate any of its duties to Committees consisting of such persons as it thinks fit. Any Committee so formed shall, in the performance of the duties sodelegated, conform to any regulations that may be imposed onit by the Executive Committee.

(c) Th..: Committee ~hall have power to fiIl casual \'3canciesin the m~mbership of the Committee, but any m~mbcr or m~mbers so appointed shall hold otlice only until the next AnnualGeneral Meeting of the Association.
(f) Forms of nomination for the election of Oflkers, includingthe Executive Committee. shall be forwarded bv the HOIl. GeneralSecretary to all Secretaries of local Associat{ons, local Leaguesand directly affiliated Clubs in membership at least 28 daysbefore the date fixed for holding the Annual General Meeting.Each local Association, local League or directly affiliated Clubshall be entitled to nominate as many persons as there arevacancies to be till~d. and no more. No nomination will beeffective unless received by the Hon. General Secretary withinfourteen days of the issue of the nomination paper.
(g) The votin;6 for the election of Officers, including theExecutive Committee, shall be by postal vote (if there are morevalid nominations than vacancies to be filled), which shall beconducted in such a manner as mav be determined from time totime. Each elector shall be entitled to vote for as manvcandidates as there are vacancies to be filled. Scrutineers shailbe appointed by the Executive Committee to determine an:'questions as to the vaHdity of nomination papers. and ascertainthe result of any postal vote held under the provisions of this"ule.
(h) The voting for the election of Officers. including theExecutive Committee. shall be determined as follows: -Eachaffiliated local Association. local League or directly affiliatedClub shall be entitled to one vote for each vacancv. but whereasthe vote of a directly affiliated Club shaH be worth one point,the vote of a local Ass0ciation or local Leasue shaH be worthten points.
(D Subject to the control of the Annual General Meeting.the administration of the Rules and Regulations of the Association shall be vested solelv in the Executive Committee. who shalldecide all rnatters relating: to inter-countv matches. inter-leaguematches. other representative matches. tea·ms. open tournaments,closed tournaments. conferences. etc., as affecting the Associatiol1.The Executive Committee shall also decide any other questionsfalling within its jurisdiction. and affecting the welt-being of thegame in the area covered by the Association.
(j) Each Sub-Committee appointed bv the Executive Com.mittee shall elect its own Chairman· and Secretary (wherenecessary), one of whom will be responsible for presentinn to theExecutive Committee. ~t its ensuin!! meeting. the report of the';ub-CommiUee. ~-

FINANCE
9-The financial year of the Association shall end on May 31st ineach year and an audited statement of accounts up to andincluding this date shaH be presented annually
ID-The funds of the Association shall bc lodged at a bank and allcheques, drafts. etc., drawIl on the account shaH be signed byany two of the three Officers, Chairman. Hon. General Secretaryand Hon. Treasurer.
ANNUAL CENERAL MEETINC
11- The Annual General Meeting of the Association shall be heidduring July when the annual report of the Executive Committeeand b?1Iance sheet, together with the statement of accounts,•.hall be presented.
(3) At least twenty-eight days' notice specifying the place,the date and hour. shall be given to all affiliated local Associations. local Lea!.!ues and directlv affiliated Clubs and Individuals.Attendance at tile Annual General Meeting shall be open to aUaffiJiated members.
(b) Resolutions affecting all matters concerning the Constitution of the ASSOCiation to be subject to block voting.
(c) Other matters may be decided by voting on a show ofhands at the discretion of the Chairman.
(d) In block voting. each directly affiliated C.lub shall beentitled to one vote, each affiliated Association and League to anumber of votes equal to one-half of its affiliated team strengthOr to the nearest higher whole number, but no directly affiliatedindividual is entitled to vote.
(e) Proxies will only be recognised if they have been given inwriting. and refer to a specific decision on a specific resolutionproposed.
(f) Before any resolution affecting the Constitution of theAssociation can be declared carried. at least three-fifths of thetotal votes cast shaH be in favour of the Resolution
(~) It shall be the duty of the Annual General Meeting toelect two Auditors. who shall not be members of the Association.and who ';.hall take office from the day following the meeting.

ALTERATION OF RULES
l2-A special General Meeting of the Association shall be convenedon a resolution of the Executive Committee, or within five \veeksof receipt by the Hon. General Secretary of a resolution signedby the authorised representatives of at least one-half of theaffiliated Associations and Leagues, and Rule 11 respectingcirculation of notices and procedure shall apply as at the AnnualGeneral Meeting. A Special General Meeting shall have thesame power of contro.l of the Association as the Annual GeneraiMeeting.
14-ln the event of any question or matter arising which is notprovided for in the foregoing Rules, such question or mattershould be dealt with by the Executive Committee, subject toconfirmation by the Annual General Meeting or Special GeneralMeeting convened for the purpose, whose decision shall be final.
13-(a) No addition to, or alteration or rescission of, the Rules shallbe effected unless at the Annual General Meeting or at a SpecialGeneral Meeting convened for the purpose. Any proposed addi~tion to, or alteration or rescission of, the Rules shall be submitted in writing to the Hon. General Secretary before May 31st,or together with the demand for a Special General Meeting.
(b) AU proposed additions, alterations or rescissions to theRules shall be circulated to all affiliated members, together withthe Agenda, not later than fourteen days before the date fixedfor an Annual or Special General Meeting.
GENERAL REGULATIONS
IS-AU players permanently residing in the County of Middlesex andwho are registered with any members of the Association sha11hold theJ)1selves in readiness to play for any team representingthe Association, and sha]l not play for any other body againstthe Association, ex~ept with the approval of the ExecutiveCommittee.
l6-The playing regulations of the English Table Tennis AssociationshaU be observed in all competitions and matches under thejurisdiction of the Middlesex Association.

Rules and Regulations
I.-The competition shall be known as the Middlesex:Inter-League Championships.
2.-There shall be a Premier Division, a Second Division, and as many other Divisions (Third, Fourth,Junior etc.) as are necessary.
3.-Leagues may enter as many teams as they wish.(a) In the Senior Divisions, at the end of each
season, promotion and relegation shall be onthe basis of the highest and lowest team ineach division transferring to the next higheror lower divisions respectively. Only firstteams shall play in the Premier Division, andwhere the team eligible for promotion to itis not a first team, the next highest team, notbeing a second team, subject to its having finished no lower than third if the division consists of five or more teams, or second if lessthan five teams, shall have the right to challenge the team due for relegation for theplace in the Premier Division. Where promotion to a division does not take place thereshall be no relegation.
(b) In the Junior Divisions the highest teams ineach division shall compete in play-ofIs at theend of the season on a 'knock-out' basis forthe Junior ChamDionships. The venues for allplay-ofIs to be by mutual agreement and ifsuch be impossible they shall be arranged bythe Executive Committee. Drawn play-ofIsshall be decided by total games won and ifstill at equality by the number of points won.

4.-Ihe winner of the Premier Division shall beentitled to hold the Norman Pegg ChallengeTrophy for one season.
5.-Where there are four teams in a division, theyshall each Dlay each, home and away in the sameseason, but where there are more than four teams,they shall Dlay each other once only per season,home and away in alternate seasons.
·6.-The Home League shall retain the whole of anyproceeds from a match.
7.-A match shall consist of 9 ties, each the best ofthree games, comprising six men's singles, twoladies singles and one ladies' doubles."
8.-Subject to any arrangement mutually agreed upon,the order of play shall be as follows (A, Band Cbeing the home men in order of merit, D and Ebeing the home ladies in order of merit and X, Yand Z being the away men in order of merit,V and W being the away ladies in order of merit) :C v Z, Ladies' Doubles, A v Y, B v X, E v W,C v Y, B v Z, D v A, A v X.
9.-Two points shall be awarded for a win.
'lO.-All matches must be played during the periodfixed with the exception that matches may beplayed earlier by mutual consent. Postponementswill not be granted unless through exceptionalcircumstances, such postponement to be authorised in writing by the Hon. Secretary of theCompetition. Failure to play a match at theproper time may result in a match being awarded.
:ll.-It shall be the duty of the home league match secretary to submit to the away league match secre-

tary two dates at least 14 days before thecommencement of the period in which the matchis due to be played, and the away league mustaccept one of these dates at least 7 days beforethe commencement of the said period. No matchshall be played, or date offered, to clash with aMiddlesex County match, or during the period ofthe closed Championships. The away league mayappeal against any suggested date which clasheswith the final stages of an Open Tournament. TheFriday and Saturday of a one-week or longer OpenTournament shall be construed as the final stages.A date-clash with a county match in which Middlesex is not concerned shall not become the basisof an appeal. Any appeal must be received by theHon. Secretary of the Competition at least 8 daysbefore a period is due to commence.
12.-Any home league failing to offer two dates 14days before the commencement of the period concerned shall pay a fine of five shillings for thefirst offence and one pound for all subsequentoffences. Any away league failing to accept onedate 7 days before the commencement of the period'concerned, or lodging an appeal under Rule 12shall pay a fine of one pound for each and everyoffence. The away league may also be called uponto pay if an aDDeaJis considered ill_founded. Anyfines must be -s-ent to the Hon. Treasurer immediately upon request of the Hon. Secretary of theCompetition.
13.-All players to be registered in order of merit, atthe commencement of the season 05th October)with the Hon. Secretary of the Competition. Additional players can be registered, and the order ofmerit altered, on the 1st of each subsequent month.

No player may play for more than one league inthe competition in anyone season, and all playersmust be duJy registered members. Registeredplayers shall be entitled to represent theirleague if :-
(a) They play in at least 50% of their Club'sleague matches, to be calculated at thetime of the playing of each inter-leaguematch in question.
or (b) They shall have represented the league ina previous season, subject to not havingsubsequently played for another league.
or (c) They shall be permanently resident in thearea controlled by, and available to playfor, the Middlesex Table Tennis Associa-·tion, and shall never have representedany league in the competition in anyprevious season.
If any disputes occur on these points, the Executive Committee's ruling to be final and binding.
14.-A player having played more than once for anyhigher team, shall not be eligible to play for anylower team, unless with the express permission ofthe Executive Committee. In the first period fixtures, a player appearing for a higher team is ineligible to play for a lower team in the sameperiod. The first three men and two lady playersin a League's order of merit are eligible to playfor their first team only.
15.-The Annual Subscription shall be 7/6d. for eachteam entered in the Senior Divisions and 5/- foreach team entered in the Junior Divisions.

OPEN TOURNAMENTS-SEASON 1954-55.l6.-The County Executive Committee shall decide any
point upon which these Rules are silent, and theirdecision shall be final and binding on all parties.
17.-Any player participating in the Junior Sectionshall be under eighteen years of age on the 1stOctober, 1954.

SINGLES
1. The Table
The table shall be in surface rectangular, 9ft. in length. 5ft. inwidth; it shall be supported in such a \\:ay that its upper surfaceshal.l be 2ft. 6in. above the floor, :md shall lie in a horizontal pJane.
It shall be made of any material and shall vield a uniform bounceof not less than 8in. and not more than 9in' when a standard ballis dropped from a height of 12in. above its surface.
The upper surface of the table shall be termed the "playingsurface"; it shall be non-reflecting, of a dark colour. with a whiteline ~·in. broad along each edge.
The lines at the Sft. edges or ends of the playing surface shallbe termed "end lines". The lines at the 9ft. edges or sides of theplaying surface shaH be termed "side lines".
2. The Net and its Supports

4. The Racket
The racket may be any materiai. size. ,hape or weight. provid~dit be not white. Jight covered or reflectin:;.
5. The Scoring of Pain tsA game shall be won by the player who first wins 21 points. unless
both players shaH have scored 20 points, when the winner of tnegame shall be he who first wins two points more than his opponent.
6. The Choice of Ends and Service
The choice of ends and the right to be server or striKer-Qut inevery match shall be decided by toss, provided that, if the winnerat the toss choose the right to be server or striker-out. the otherplayer shall have the choice of ends. and vice versa, and providedthat the winner of the toss may, if he prefer, require the otherplayer to make the first choice.
7. The Change ot Ends and ServiceAfter five points the striker-out shall become the server and the
server the striker-out, and so on after each five points until theend of the game or the score 20 all. At the score 20 all, thestriker-out shall become the server, and the server the striker-out.and so on after each point until the end of the game. The playerwho served first in a game _shall be striker-out first in the immediately subsequent game, and so on until the end of a match.

Where the match consists of only one game, or,where it consists of more than one game. in the deciding game ofthe match. the players shall change ends at the score ten.
8. Out of Order of Ends or Service~f a player serves out of his turn, the player who ought to have
~en'ed shalJ serve as !ioon as the mistake is discovered, unless agroup of five services shall have been completed before such discovery, when the service in the subsequent groups of services shaHcontinue in the sequence as originally established, the discontinuitybeing ignored. In any cir..:umstances, all points scored before thediscovery shall be reckoned.
If the players shall not have changed ends when ends shouldnave been changed. the players shaH change ends as soon as ttl!!mistake is discovered, unless a game shall have been completedsince the error. when the error shall be i!!nored. In any circum-stance~, all points scored before the discovery shall be reckoned.

9. The Order ot Play
The server shaH first make a good service, the striker-out shaHthen make a good return, and thereafter server and striker-out shal!:each alternately make a good return.
10. A Good Service
The service shall begin by the saver projecting the ball by hand.only, without imparting of spin, up into the air.
The ball shall then be struck so that it touch first the server's.court and then, passing directly over or around the net, touch thestriker-aut's court.
The free hand. while in contact with "the baH in service, shalI beopen. flat and horizontal, with the fingers straight and together,thumb free and the ball resting on the palm without being cupped.or pinched in any way by the fingers.
At the monlent of the impact of the racket on the ball in service,the latter shall be behind the end of the server's court and betweenan irnaginary continuation of the side lines.
11. A Good Return
A ball having been served or returned in play shall be struck bythe player so that it pass directly over the net or round the netand touch directly the opponent's cQurt; provided that, if the ballhaving been served or returned in play, returns with its own impetusover the net or round the net, it may be struck, while still in play,by the player so that it touch directly the opponent's court.
12. A Let
The rest is a Iet:-
(a) If the ball served in passing over the net touch it or Itssupports, providtd the service either be otherwise good or be volleyedby the striker-out.
(b) If a service be deltvered when the striker-out is not ready,provided ahvays that he may not be deemed to be unready if heattempt to strike at the ball.
(c) If either player be prevented by an accident, Dot under his.control, from serving a good service or making a good return.

13. A Point

14. A Point
Either player shall lose the point:-(a) If. before the ball in play shall have passed over the end
lines or side lines not yet having touched the playing surface onhis side of the table since being struck by' his opponent, it come incontact with him or anything that he wears or carries.
(b) If at any time he volley the ball, except as provided inLaw 12 (a).
15. In Play
The ball is in play from the moment at \yhich it is projected ordropped from the hand in service until:-
(a) It has touched one court twice consecutivelv(b) It has, except in service, touched each' ~ourt alternately

19. A Good Service
The service shal1 be delivered as otherwise provided in Law 10,and so that it touch first the server's right half-court or the centreline on his side of the net. and then, passing directly over or roundthe net. tou(:h the striker-out's right half-court or the centre lineon his side of the net.
20. The Choice of Order of PlayThe pair who have the right to serve the first five services _in
any game shall decide which partner shaH do so, and the opposingpair shall then decide similarly which shall first be striker-out.
21. The Order of Sor,.ke
The first five services shall be delivered by the selected partnerof the pair who have the right to do so, and sha1l he received by

The fifth five services shallbe delivered as the first five services. And so on, in sequence, untilthe end of the game or the score 20 all, when the sequence of servingand striking-ollt shall be uninterrupted, but each player shall serveonly one service in turn until the end of the game.
In a onc-game match, or in the deciding game of a match ofmore than one game, the pair that served the first five servicesnas the right to alter thejr order of striking-out or that of theiopponents at the score 10.

1. Edge BallsThe phrase "table surface" is to be interpreted as including the
top edges and corners of the table top, and a ball in pJay whichstrikes these latter is therefore good and stm in play; though ifit strikes evidently the side of the table top below the edge, itbecomes dead and counts against the last striker.
Z. Ball Returned with Empty HandIf a player drop his racket, he cannot return the ban with empty

3. Racket Thrown at Ball
If in returning the ball the racket leave the pJayer's hand, it is agood return only if it were still in his hand at the moment of

8. Fixtures
A moving spectator, a neighbouring player, a sudden noise, i.e.,any neighbourmg object ill movement except a partner should beregarded as an accident not under control [Law 12 (c)], interference from which implies a let. A stationary spectator, fixedseating, the umpire, the light, a nearby table, a continuous sound ofeven volume, i.e., any relatively constant or motionless hazard, shouldnot be so regarded, and complaint against interference from it duringplay should be regarded as void.
