    Methodological notes

    Labour force surveyThe economically active population

    (Labour Force) comprising all persons ofeither sex who furnish the supply of labour

    for the production of economic goods andservices (employed and unemployed,including those seeking work), as definedby the System of National Accounts (SNA),during a specified time reference period.Economically active population is divided intousually active or currently active during aspecified time-reference period. The usually active populati oncomprises all persons a specified working agewhose activity status, as determined in terms

    of the total number of weeks or days duringa long specified period or the preceding 12months or the preceding calendar year waseither employed or unemployed.

    Economical ly current ly act ivepopulation comprises of population of labourage, unemployed or employed in terms oftheir primary activity for the last week.

    The economically currently inactivepopulation comprises al l persons who

    were neither employed or unemployedduring the last week for the reasons such asattendant at educational institutions; retired;engaged in family duties and disabled.

    Employed means all citizen engagedin economic activity for pay (wages or salary)and having an employment status of somesort. One can be regarded as employed ifengaged in economic activity for pay above

    an hour for the last week.

    Unemployed is a citizen of labour age,with full work abilities, who was for a whileunemployed, ready to work and activelylooking for a job.

    a/ not employed means no work hasbeen done for pay or by an employmentcontract, no income was earned as self-

    employed work or services within last week,as stated in Law on Labour or Clause 359 ofCivili code.

    Labour

    The economically active population(Labor Force) comprising all persons of eithersex who furnish the supply of labour for theproduction of economic goods and services(employed and unemployed, including thoseseeking work), as defined by the System ofNational Accounts (SNA), during a specifiedtime reference period.     Household income and expenditure

    Since 1966, the National Statistical

    Office has regularly conducted householdincome and expenditure survey. At present,a sample of 11232 households was selectedannually to represent the total households ofMongolia and data on household membersage, sex, employment, household income,expenditure, consumption and housingcondition are collected and analyzed on aquarterly bases.

    The survey methodology (sample,

    questionnaire design and indicators) hasbeen changed since the 3rd quarter of 2005for estimating living standard and poverty

    indicators. Moreover the type of householdconsumption and expenditure was collectedin accordance with international methodologyas COICOP.

    Since 3rd quarter of the year 2007,we have estimating average monthly incomeand expenditure of the household from resultof Household socio-economic survey, henceits methodology had changed.

    Social insurance and social welfare The social insurance is a socio-economic measure to provide pensions,

    benefits or payments prescribed inthe legislation to the insured person incontingencies of retirement, disability,sickness and unemployment, as well as his/or her dependents in case of the insuredpersons death, having established a SocialInsurance Fund through contributionspayable by individuals. The social insuranceshall consist of the branches as 1/ pensioninsurance, 2/ benefits insurance, 3/ healthinsurance, 4/ insurance against employmentinjury and occupational diseases, 5/unemployment insurance. The social welfare is a measureto provide pensions, conditioned cashbenefits and community based welfare andspecialized care or nursing prescribed in thelegislation to the person who needs socialwelfare supports.

    Data on social insurance and welfare

    is published monthly basis starting from April2009.

    Health Monthly health statistics are compiledthrough local units of Health Department, anImplementing Agency of the Governmentof Mongolia and received by the NSO ofMongolia. The mortality rate /infant mortalityrate/ among children up to 1 year old in

    every 1000 live birth, child mortality rateaged between 1-5 years old in every 1000live births, a number of people infected

    by contagious disease, a classification ofdiseases, and a number of cured people anddeaths are calculated by regions.

    The infant mortality rate (infantsunder age one year per 1000 live births) isestimated as a ratio of the number of deaths

    of infants under 1 year to the number of alivebirths during a particular period of time.

    The under 1-5 mortality rate (under1-5 age one year per 1000 live births) isestimated as a ratio of the number of deathsof under 1-5 year to the number of alive birthsduring a particular period time.

    Crime Culpable acts and omissions subjectto the criminal liability specified in the CriminalCode which are socially dangerous shall berecognized crimes. Crime data source ismonthly report of General Police Department.

    Crimes shall be classified as followsaccording to the nature and degree of theirsocial danger and gravity of the punishmentto be imposed minor, less serious, seriousand grave.

    The Crime indicators have been

    innovated and enriched in connection withchange of Criminal Law.

    - Indicators like crime against humanlife, health, crime to cause others to commitsuicide, violent crime such as attempted andnegligent murder are being compiled in thebulletin;

    - Rape crime was included to the crimeagainst children, family and social morality;

    - Crime against ownership right

    includes theft of property, robbery, snatchaway others property, deceiving to obtainothers property, illegally misuse othersproperty and wasting;

    - Arson was included to crime againstenvironmental protection.

    - Indecent assault was added to crimeagainst social safety. The number of committed offencesper 10000 population aged 18 and over is a

    quotient of the number of crimes and numberof people aged 18 and over at the beginningof the year.

    Prices The consumer price index is a weighted

    average by consumption expendituredistribution of prices of various goods andservices purchased by the households forits own consumption.

    Since January 2008 having revisedits methodology for CPI by which CPI forUlaanbaatar city was taken a nationalCPI, the National Statistics Committee has

    moved to the international methodology bywhich the national CPI is estimated on thebasis of weighted average for 2005 HIESconsumption expenditure of aimags and theCapital city.

    The ave rage marke t p r i cesof agricultural foodstuff, wool, hide & skin ataimags centers & the capital city were shown.

    Money, loan, stock market Currency in circulation includes thepopulation and commercial banks cash andcurrency outside the banks. Money M1 includes public and privatesectors bank account currency, populationdemand deposits and currency outside thebanks. Money M2 is a sum of money M1

    and Quasi money. Quasi money consistsof the time saving deposits of individualsand enterprises as wellas foreign currencydeposits.

    An active stock in a particular monthis considered as the stock of companies withpredominated trading.

    General government budget Since October 1995, the budget

    revenue and expenditure has been compiledaccording to the International Monetary Fundstandard classifications.

    The Mongolian General governmentbudget revenue and expenditure consistsof the central and local budget revenue andexpenditure. The Ministry of Finance collect andaggregate the General government budget

    revenue and expenditure data from itsdepartment and offices that are under thejurisdiction of the ministry and forward thedata to the National Statistical Office (NSO).

    State budget revenue and expenditureincludes revenue and expenditure ofGovernment Special funds for Pension,Social Security, Roads, and Privatization.

    The structural balance of consolidated

    budget was estimated by the provision 5of the Article 1 of Chapter 4 of the Law ofMongolia on Fiscal Stability, adapted by theState Great Hural, June 24, 2010.

    Structural balance of consolidatedbudget means difference between theconsolidated budget structural revenue andtotal expenditures of consolidated budget. Consolidated budget structural

    revenue means sum of structural revenueof major minerals and consolidated budgetbase revenue.

    External trade On 17th February of 2009, thechairman of NSO, the Minister of Financeand the director of Customs GeneralAdministration approved Methodology ofcalculating indicators of merchandise tradestatistics. According to this new methodology

    and its amendments, estimates of previousyears have changed.

    The table of this chapter weredeveloped on the basis of the statistical reportsfrom the Customs General Administration ofMongolia.

    The commodities were classifiedaccording to the Harmonized Systemdeveloped by the World Trade Organization.

    The price of import goods is defined by theCIF condition which means that exporter hasto bear costs of transportation and insurance

    Industry Classification by the kind of economic

    activities is based on the ISIC (InternationalStandard Industrial Classification) of UnitedNation.

    The value of total industrial sale isvalue of sales, completed work and servicesof business entities during the particularperiod.

    The growth of the industrial productionwas estimated on the basis of constant priceof 2005 for the main commodities.

    Data on production of the mainindustrial commodities shows a physicalquantity of the particular produced goods.

    Hazardous phenomena and disasters For terms, namely hazardousphenomena, disasters, and accidents,concepts and definitions set out in the Law onDisaster Protection of Mongolia are followed.

    Disasters mean loss of many humanlives and livestock, immense damage toproperty and environment that exceedsnational and local resources and capacitydue to hazardous phenomena, majortechnological accidents, and terrorist acts orexplosion.

    Hazardous phenomena mean severesnow, dust storm, drought, dzud, flood,earthquake, desertification, fire, epidemic,

    epizootic, hazardous vegetative diseases orspreading detrimental rodents.

    Major technologi cal accidentsmean destruction of factories, buildings,communication or roads, accidents oftransportation facilities or leakage of radioactiveand hazardous chemical substances causedby violation of technological procedures.

    Social and economic situation ofMongolia

    I. Social indicators

    In 2011, 70328 mothers delivered70576 children (live births) increased by 4668mothers or 7.1 percent, and 4687 children or7.1 percent, compared to the previous year.

    In 2011, at national level infantmortality decreased by 123 or 9.6 percent to1152, and child mortality aged 1-5 decreasedby 89 or 25.6 percent to 258 compared to theprevious year. The number of unemployed reached

    57.2 thousand at the end of 2011, reflectingan increase of 18.9 thous.persons or 49.5percent compared to the previous year.

    As of the beginning of 2011/2012academic year, number of students andpupils in all levels of educational institutionsreached 890.6 thous.persons, increased by40.1 thous.persons or 4.7 percent comparedto the previous year. In the 2010/2011 academic year,

    133.7 thous.students and pupils graduatedall levels of educational institutions, ofwhich 86.7 thous.pupils graduated generaleducation schools (51.9 thous.pupils 9thgrade, 33.1 thous.pupils 11th grade), 11.2thous.students graduated technical andvocational schools, 35.8 thous.studentsgraduated universities, higher educationalinstitutions and colleges. In 2011, 653.5 thous.persons wereregistered as insurer, of which 429.0

    thousand or 65.6 percent were those fromthe establishments, and 224.5 thousand or34.4 percent from the government budgetaryorganization. Compared to the previousyear, the number of insurers increased by77.6 thousand or 13.5 percent, of which theincreased by 72.3 thousand or 20.3 percentfrom establishments, and increased by 5.3thousand or 2.4 percent from governmentbudgetary organization. In 2011, social welfare pensions andbenefits allocated to 56.8 thous.persons,showing an increase of 141 persons or 0.2percent, total amount of the allocated fund

    increased by 7.5 bln.tog or 26.8 percentcompared to the previous year.

    In 2011, 733.1 bln.tog were distributedto 2.8 mln.persons (double counting) from theHuman development fund.

    In 2011, the number of infectious

    disease cases was 42.8 thous.persons,increase by 1466 cases or 3.5 percentcompared the previous year. The increasein the number of infectious disease caseswas mainly due to the increases of 5573persons or 61.2 percent in viral hepatitis,1829 persons or 2.4 times in varicella, 492persons or 93.4 percent in mumps, 331persons or 8.4 percent in syphilis, althoughthere was a decrease of 1543 persons or 59.7percent in Enterovirus-71, 2221 persons or

    49.8 percent in mycoses, 1331 persons or38.6 percent in shigellosis, 623 persons or13.5 percent in trichomoniasis, 582 personsor 10.1 percent in gonococcal infection, and228 persons or 5.4 percent in tuberculosis.

    At national level, 19197 crimes wereregistered in 2011, reflecting a decrease of628 crimes or 3.2 percent compared to theprevious year. The decrease in the numberof crimes was mainly due to the decreases

    in crime against the right of ownership(712), crime against human life and health(or physical well-being) (351), crime againstpopulation health (67) and crime againsteconomic entity (43) although there wereincreases in crime against the rules of safetyof traffic and use of motor vehicles (231),crime against social security (189), crimeagainst administrative rules (52), crimeagainst environmental protection rules andcrime against judicial procedure (39) and

    crime against children, family and socialmorality (24) compared to the previous year.

    In 2011, occurred crimes caused8100 injuries and 922 deaths. The number ofinjuries up by 614 persons or 8.2 percent andthe number of deaths down by 269 personsor 22.6 percent compared to the previousyear.

    II. Macroeconomic indicators The preliminary estimates of GDP by

    production approach reached 10829.7 bln.tog at current price, 4881.4 bln.tog at 2005constant price in 2011, up by 27.8 percent

    at current price and 17.3 percent at constantprice compared to the previous year.

    The real increase in GDP for 2011was mainly due to the 42.5 percent increasein wholesale and retail trade; repair of motor

    vehicles and motorcycles, 16.0 percentincrease in manufacturing sector, 14.3percent increase in construction and 8.7percent increase in mining and quarryingsector, respectively. According to preliminary estimates of2011 GDP was 10899.9 bln.tog at currentprices and 4906.5 bln.tog at constant pricesof 2005 by expenditure approaches. It wasincreased by 2440.3 bln.tog or 28.8 percentpercent at current prices and 723.5 bln.tog or

    17.3 percent at constant prices compared tothe previous year. In 2011 GDP this growthwas achieved mainly by increase of grosscapital formation.

    The national consumer price index inDecember, 2011 increased by 2.0 percentcompared to the previous month, and 10.2percent compared to the same period of theprevious year. Annual average inflation ratewas 9.2 percent. The increase in nationalindex compared to the previous month was

    mainly due to 3.8 percent increase in foodand non-alcoholic beverages.According to the report of the Bank

    of Mongolia, money supply (broad money orM2) at the end of 2011, reached to 6427.2bln.tog, reflecting an increase of 304.0 bln.tog or 5.0 percent compared to the previousmonth, and by 1747.2 bln.tog or 37.3 percentcompared to the previous year.

    At the end of 2011, currency issued incirculation reached 713.4 bln.tog, increasedby 34.4 bln.tog or 5.1 percent compared tothe previous month, and increased by 193.7bln.tog or 37.3 percent compared to theprevious year.

    Loans outstanding at the end 2011,amounted to 5641.1 bln.tog, up by 202.4 bln.tog or 3.7 percent compared to the previousmonth, and by 2376.4 bln.tog or 72.8 percentcompared to the previous year.

    Principals in arrears at the end of 2011reached 73.7 bln.tog reflecting increases of2.2 bln.tog or 3.1 percent compared to theprevious month, decreases 16.9 bln.tog or18.7 percent compared to the previous year.

    At the end of 2011, the non-performingloans over the bank system reached 330.0bln.tog, showing decreases of 13.2 bln.tog or3.8 percent compared to the previous month,and of 44.4 bln.tog or 11.9 percent comparedto the previous year.

    In 2011, there were 252 trading daysand 125.6 mln.shares valued at 350.2 bln.tog were traded.

    As of the preliminary result of 2011,total revenue and grants of the GeneralGovernment Budget amounted to 4400.6bln.tog, which of stabilization fund amountedto 241.0 bln.tog, total equilibrated revenueand grants amounted to 4159.6 and totalexpenditure and net lending amounted to

    4792.0 bln.tog, representing deficit of 632.4bln.tog in the equilibrated balance of GeneralGovernment Budget.

    As of the preliminary result of 2011,current revenue of the General GovernmentBudget amounted of 4141.3 bln.tog andcurrent expenditure reached 3234.4 bln.tog.Thus, the budget equilibrated current balancewas in surplus of 906.9 bln.tog.

    Compared to the previous year, taxrevenue increased by 948.6 bln.tog or 35.3percent.     As of the preliminary result of 2011,

    spending of 1067.2 bln.tog on capitalexpenditure was higher by 476.1 bln.tog or80.6 percent compared to the previous year.The increase in capital expenditure was dueto the increases of 454.1 bln.tog or 80.9percent in capital expenditure of domesticsources and 22.0 bln.tog or 74.9 percent inforeign financed capital expenditure.

    As of the preliminary result of 2011,Mongolia traded with 127 countries fromall over the world and total external tradeturnover reached 11307.2 mln.US dollars,of which exports made up 4780.4 mln.USdollars and imports made up 6526.9 mln.USdollars.

    External trade balance showed adeficit of 291.6 mln.US dollars in 2010,increased by 39.3 mln.US dollars or 15.6

    percent compared to the previous year.As of the preliminary result of 2011, externaltrade balance showed a deficit of 1746.5mln.US dollars, increased by 1455.0 mln.US dollars or 6.0 times, compared to theprevious year.

    Total external trade turnover increasedby 5198.7 mln.US dollars compared to theprevious year, of which imports up by 3326.8mln.US dollars, and exports up by 1871.8mln.US dollars.

    III. Economic sector indicators At national level as of the end of 2011,36.3 mln.livestock were counted, of which2112.9 thous.horse, 2339.7 thous.cattle,280.1 thous.camel, 15668.5 thous.sheepsand 15934.6 thous.goat.

    The total number of livestock increasedby 3.6 mln.heads or 11.0 percent comparedto the previous year, of which horse by 192.6thousand or 10.0 percent, cattle by 163.7thousand or 7.5 percent, camel by 10.5

    thousand or 3.9 percent, sheep by 1.2 mln or8.2 percent, goat by 2.1 mln or 14.8 percent. In 2011, 0.7 mln.heads of adultanimals had lost, which equals to 2.0 percentof total livestock at beginning of the year. In 2011, 446.1 thous.tons of cereals,201.6 thous.tons of potatoes, 99.0 thous.tonsof vegetables were harvested and 1195.2thous.tons of gross hay harvest, 46.7 thous.tons of handmade fodder were produced.

    Cereals harvest increased by 91.0 thous.tonsor 25.6 percent, while potatoes increased by33.7 thous.tons or 20.1 percent, vegetablesby 16.7 thous.tons or 20.3 percent, gross hayharvest by 58.0 thous.tons or 5.1 percent,handmade fodder by 14.0 thous.tons or 42.8percent compared to previous year.

    In 2011, the total industrial outputincreased by 182.2 bln.tog or 9.7 percentto 2056.8 bln.tog (at 2005 constant prices)compared to the previous year. The increase

    in the industrial output was mainly due to16.8-77.3 percent, increases in mining andquarrying products such as crude oil, coaland iron ore and 0.8-86.5 percent increasesin industrial main products of manufacturingsector such as bakery products, combeddown, knitted goods, meat, bread, soft drinks,milk, cigarettes, alcohol, juice, beer, purewater and concrete mortar.In 2011, a total of 450.7 bln.tog of constructionand installation work were carried out at the

    In 2011, 44.0 mln.tons freight and296.2 mln.passengers (double counting)were carried by all types of transport, carriedfreight rose by 14.5 mln.tons or 49.5 percent,and carried passengers by 45.5 mln.personsor 18.2 percent. According to the report of the Instituteof Meteorology and Hydrology, maximum

    precipitation was registered in Tosontsengelsoum (6.0 mm) of Zavkhan aimag inDecember, 2011. In the December of 2011,Khanbogd soum of Umnugovi aimag hadthe highest air temperature (-0.6C), whileTosontsengel soum of Zavkhan aimag hadthe lowest air temperature (-43.1C). Windspeed reached 16 m/sec in Tsetserleg soumof Arkhangai aimag. Daily average concentration of

    nitrogen dioxide exceeded 31 times aroundthe 13th micro district and the 32nd Toirog ofUlaanbaatar city, 27 times around the Westcrossroad, 18 times around the Offitseruudiinordon and 16 times around the 1st microdistrict, daily average concentration ofsulphur dioxide exceeded 31 times aroundthe 13th micro district, the 32nd Toirog andKharkhorin market, 20 times around theOffitseruudiin ordon, 19 times around theWest crossroad, 16 times around the 1st

    micro district, particulate matter less than10 micrograms exceeded 28 times aroundthe 13th micro district, 26 times around the32nd Toirog, 22 times around the Westcrossroad and 16 times around Kharkhorinmarket, particulate matter less than 2.5micrograms exceeded 23 times around theWest crossroad and 4 times around the13th micro district, carbon dioxide exceeded5 times around the 32nd Toirog from themaximum allowable concentration of air

    quality standard in December, 2011.
