This module will cover Step 4B of the Campaign Planning Process.
• Aim of Step:– Expand the basic campaign framework (produced
in Step 4A) by analyzing each DP paragraph to identify Supporting Effects (SE) required to exert the proper influence on the DPs to help achieve the Operational End State.
• Starting Conditions:– CCTF has approved the Campaign Framework. – CCTF has solicited & integrated major IA
community (civil governmental & UN / IO’s / NGO’s) actors’ / stakeholders’ input for the Campaign Framework.

• Basic Process:– Two levels of OPTs are formed to undertake
the DP analysis and Supporting Effects (SE) identification & analysis.
Level 1: A Lead DP / SE OPT is formed to determine all Supporting Effects (SEs).
Level 2: Subordinated DP / SE OPTs are formed to analyze specific DP and SE sets to develop the analysis of each SE.
A “Decisive Point Matrix” is developed – detailing all SEs along with their target & target audiences (Tgt/A), Supported & Supporting Actors/Stakeholders, and Measures of Effectiveness (MOEs) & Measures of Effectiveness Indicators (MOEIs).

– DP Analysis and SE development support updating the Campaign Schematic (since DPs may be refined, eliminated and / or new DPs identified during SE development).

• OPTs (Level 1 & 2) must represent ALL staff sections and components.
– These OPTs ensure greater understanding of the Campaign Framework throughout the CTF Command.
– These OPTs support a more rigorous initial testing of the emerging validity of the campaign plan (to be validated in Step 4C – Campaign Evaluation).

• SEs within the DP Matrix need to be expressed in sufficient detail to allow CTF Components & major actors / stakeholders to eventually determine the tasks that might contribute to achieving the Operational End State.
– There may be some component actions, in support of achieving one set of SEs, that may negatively affect other SEs.
– Planners should seek to identify probable interrelationships between SEs to avoid unintended consequences, which hinder accomplishment of the Operational End State.

• Tasks SHALL NOT be assigned to CTF Components at this stage.
– Task assignment must be avoided (as it will be temptation to do so).
– Focus only on effects and enforce this within the OPTs.
• SEs normally will focus on Target & Target Audience (Tgt/A) within the DP Matrix:
– The Tgt/A is that individual, discrete community, geographic location or physical object, & process or function, that must be influenced, in order to bring about a condition (effect) that is favorable to campaign progression (DP properly influenced).

Summary
•Remember that SEs may not be influenced by military activity alone. –SEs need to be detailed enough to allow CTF Components & major actors / stakeholders to eventually identify tasks to help achieve the Operational End State.
–SEs present the CCTF & the major actors / stakeholders with the “detailed picture of WHAT is required” to achieve the Operational End State.
–The DP Matrix assists in developing a broader “systems awareness” of the possible consequences of planned activity within the environment.
DO NOT focus on tasks – focus on conditions & supporting effects to achieve the DP.
