These activities should increase the utilization of dentalservices by such children and decrease the incidence of early childhood and baby bottle tooth decay. The conferees are supportive of these efforts.

The conference agreement includes $3,868,027,000 for diseasecontrol, research, and training instead of $3,386,369,000 as proposed by the House and $3,251,996,000 as proposed by the Senate.
The conference agreement includes $175,000,000 for equipment, construction, and renovation of facilities as proposed by theSenate instead of $145,000,000 as proposed by the House. The conference agreement includes bill language to allow CDC to enterinto a single contract or related contracts for the full scope of developm ent and constr uction of facilities a s proposed by the S ena te.The House bill provided this authority only for laboratory building18.
The conference agreement includes a total of $97,354,000 forthe National Cente r for Healt h Stat isti cs instea d of $86,759,000 asproposed by the House and $105,110,000 as proposed by the Senate. The conference agreement also includes bill language desig

$200,000 for the National Children's Center of Rural Agricultural Health;
$250,000 for the American Trauma Society for a trauma information and exchange program;
$425,000 for the National SAFE KIDS Campaign, Washington, DC to improve child health through parental training andtechnical assistance in public housing sites and communities;
$750,000 for an Alaska Injury Prevention Center of which$250,000 is for collaboration with the State of Alaska Departmentof Health and Social Services and $500,000 is to develop a statewide childhood injury prevention program;
$850,000 for the Kennedy Krieger National Center for Research on Behavior of Child ren and Youth, Baltim ore, Maryl and fora youth violence prevention project; and
$921,000 for the Save A Life Foundation to expand the training of its basic life supporting first aid program.
The conference agreement includes $119,375,000 for the national occupational safety and health program instead of $86,346,000 as proposed by the House and $105,000,000 as proposed by the Senate.
The conferees provide an increase over the request of $10,000,000 for the National Occupational Research Agenda,$9,000,000 for respirator research and personal protective technology, and $1,000,000 for Education and Resource Centers.
The conferees urge NIOSH to be supportive of developing a Pacific basin focus at the University of Hawaii at Hilo.
The conferees include $723,000 for Purdue University in WestLafayette, Indiana, to support the Construction Safety Alliance fora national program in construction safety and health.The conference agreement includes $174,851,000 for epidemicservices instead of $155,338,000 as proposed by the House and$30,254,000 as proposed by the Senate. Within the total provided,$125,000,000 is for a National Campaign to Change Children'sHealth Behaviors as described in the House report, including promoting mental health. The campaign is designed to clearly communicate messages that will help kids develop habits that foster goodhealth over a lifetime. The conferees expect the goals of the campaign will also address the growing problem of obesity in this country. By displacing the opportunity for young people to make badchoices during after-school and weekend hours (such as being physically inactive) with opportunities to engage in positive goal-directed activities (such as sports and other physical activity) thecampai gn will reduce the proportion of children and adoles cents
who are overweight and obese.The conferees commend CDC's leadership role in landmine victim assistance programs and have provided an additional$5,000,000 to support expansion of the landmine survivor programas well as the partnership with the Landmine Survivors Network to further develop peer support networks that address the rehabilitat ive and socioeconomic needs of lan dmi ne vict ims in min e affected countries.

The conferees urge CDC to review the Pregnancy Risk Assessment Monitoring Survey to explore the feasibility of establishing auniform State and national reporting system of pregnancy relatedcomplications for women, to provide technical assistance to Statesin examining pregnancy related health data, to track interventionsand patterns of care received, and to conduct research into thecaus es of and int erv enti ons for preg nancy complicat ions, especiallyfor complications relating to disparities in mother and infant outcomes for different racial and ethnic populations.
The conference agreement includes $90,078,000 for birth defects, developmental disabilities, disability and health instead of $80,280,000 as proposed by the House and $88,748,000 as proposed
by the Senate.Within the total provided, $12,000,000 is for fetal alcohol syndrome, $3,000,000 is to support the Christopher Reeve ParalysisFoundation, and $2,000,000 is to expand surveillance and epide-miological efforts of Duc henn e and Becker muscu lar dys trop hy inthe United States.

$500,000 is for the University of Idaho, Post Falls for bio-medical sensor electronics development; and
$500,000 for the State of Utah Health Department to assistlocal healt h aut hor it ies in ens ur in g th e safety of food and to prot ectagainst communicable disease outbreaks during the 2002 WinterOlympic and Paralympic Games in Salt Lake City.
The conference agreement includes $149,767,000 for injurycontrol instead of $143,655,000 as proposed by the House and$146,655,000 as proposed by the Senate.
Within the total provided, $2,000,000 above the budget requestis to expand current activities to better understand the scope of child abuse and neglect and its consequences. These activities couldinclude examining child fatality review systems, supporting Statesin their collection of surveillance data, improving data collection onthe incidence of child maltreatment through the development of consensus definitions, and supporting the implementation and evaluation of inter ventio ns aimed at the prevention of child m alt reatment.
Within the total provided, $1,500,000 above the budget requestis for the National Violent Death Reporting System to gather informati on on th e cir cums tanc es of violent deat hs and develop effectivemethods of prevention and interventi on.

the House and $4,494,496,000 as proposed by the Senate. In addition, $212,134,000 is made available under Section 241 of the Public Health Service Act, the same as proposed by the Senate. TheHouse bill proposed that $13,226,000 be derived under Section 241authority.
The conference agreement includes language proposed by theSenate inserting the word "purchase" before the phrase, "hire,maintenance, and operation of aircraft." The House proposed nosimilar language.
The conference agreement includes bill language earmarking$262,000,000 for equipment, construction, and renovation of facilities, instead of $260,000,000 as proposed by the Senate. The Houseproposed $206,000,000 for this activity. Institutionalize the new ACES-developed processes; develop a comprehensiveKnowledge Management site where program and PGO staff can go to get answersabout grants and contracts (no more shopping for the right answer);
Pilot the co-location of PGO staff with the customer they serve (pilot test at NCHSTP);
Move our focus from internal improvements to assessing areas for improvement as seenby our external customers (grantees and contractors);
Improve the work environment for PGO staff, and hiring more staff to fill the over 45vacancies PGO has had for more than a year.
"Obviously, we have a lot to do. I look forward to working with our customers to improvethe services they receive from PGO and helping them gain a better understanding of theprocurement and grants processes."
Transfers/PromotionsDoug Browne: New Deputy Director, Division of Bacterial and Mycotic Diseases, NCIDI would like you to welcome Doug Browne as our newly selected Deputy Director for theDivision.Doug is a native of Greensboro, NC, and graduated from the University of NorthCarolina in 1981. He began as a Public Health Advisor in the Sexually TransmittedDisease Program in January of 1983. After completing assignments at the Fulton CountyHealth Department and later at the Los Angeles County Department of Health Services,Doug joined the then Center for Environmental Health and Injury Control as a ProjectOfficer with the Disabilities Prevention Program. Doug later assumed similarresponsibilities in injury prevention and control after the creation of the National Centerfor Injury Control and Prevention. There he was a Project Officer overseeing TraumaticBrain Injury surveillance programs and also projects designed to prevent furtherdisability among people with spinal cord injuries.Also while at NCIPC, Doug served as a Project Officer over the Center's ExtramuralResearch grant portfolio, as a Team Leader, as a Deputy Division Director, andrepresented NCIPC on CDC's Equal Employment Opportunity Advisory Committee(EEOAC) and CDC's Peopie with Disabilities Committee. In January 2003, Doug joinedthe Division of Viral and Rickettsial Diseases as the Deputy Chief of the Viral andRickettsial Zoonoses Branch.Doug is a long-time member of the Watsonian Society and the Federal Manager'sAssociation (FMA). He continues his involvement with the Disability Committee, andalso serves on the board of directors of the National Save-A-Life Foundation. In hisspare time he enjoys working on classic cars, bowling on the CDC Twilighters league,reading novels, and attending Braves and Falcons games.Doug will be joining the Division on February 7.
