MESSAGE FROM THE CHAIRMAN OF PUBLICATION AND INFORMATION COMMITTEE, SHAHRIR HJ AHMAD CMILT

Apart from organizing the usual seminars and dinner or lunch talks, this year we are considering to conduct continuous education and social events such as professional short courses and charity golf, to enhance knowledge for new and senior members as well as to foster better relationship among members. With the setting up of Women in Logistics Malaysia (WILAT) since November 2012, the involvement of women members in activities organised by the Institute, has increased significantly. Although they represent a small percentage of our total CILTM community, I am convinced that they will gain more ground and strengthen to our CILTM community in the near future.

Having said the above, I would like to thank all the members for their support in continuing their membership, participating in events hosted by the Institute, assisting in programmes conducted throughout 2014 and through their active involvement in supporting our Council Members. Happy New Year and may 2015 bring better achievements to the members and CILTM.

CILTM Annual General Meeting 2014

More than 50 CILTM members attended the Annual General Meeting 2014 held on 27th September 2014 at Shah Alam Convention Centre, Shah Alam, Selangor. The highlight of the day was the election of the new office bearers and the briefing by the President, Prof Dato Abd Radzak Bin Abd Malek on the proposal of establishing CILT Malaysia Holdings. CILTM as a society; is restricted in many things, so he suggested the creation of a holding company which can carry out economic activities such as providing training and consultancy services. Prof Dato Abd Radzak also explained to the members on matters related to the International Conference Malaysia (ICM) 2014, which was held at Hatten Hotel, Melaka from 1-6 June, 2014. During the eight days of conference, the Council members and the Secretariat of ICM 2014 converge at Melaka. A total of more than 300 Council members from CILT worldwide were present for the conference. This was an outstanding achievement for the CILT Malaysia and a tribute to the city of Melaka. CILT Malaysia also received full cooperation and trust from the Chief Minister of Melaka, YBhg Dato ' Seri Hj Idris Haron and YB

Dato Abd Razak Bin Malek attended a conference in Lahore, Pakistan on behalf of CILT International President from 22 to 24 October 2014 and presented a paper entitled “IMPACT OF MULTIMODAL TRANSPORT ON FOREIGN TRADE OF MALAYSIA”.

The IMMTA Pakistan was the organizer of the international conference. The conference took place at Pearl Continental Hotel, Pakistan. The conference invited a number of leading international speakers from United States of America, United Kingdom, United Arab Emirates, Sri Lanka, India, Bangladesh and several other Middle Eastern countries who presented their technical papers.

Accreditation Audit Visit to University Sains Malaysia

The Academic Recognition Audit was conducted on University Sains Malaysia for Bachelor of Management Programme in line with the requirement spelt in the CILTM's Academic Recognition Guidelines. The audit was conducted at University Sains Malaysia campus from 25

th to 26th September 2014. Attending the audit on behalf of CILT Malaysia

First Sabah branch of Women in Logistics and Transport launched

When asked what were WiLAT Sabah’s immediate plans, Siti Noraishah said as it is the pioneer in Malaysia, they need to establish its missions and objectives as they need to prepare for the challenges ahead. WiLAT Sabah will also act as a solid foundation through which the organisation’s objectives and mission will be implemented she said. On WiLAT’s membership, Siti Noraishah, who is also Sabah Ports Sdn Bhd General Manager, said that it is automatic membership for existing women CILTM Sabah members and they make up about 30 per cent of the membership. “We will also be promoting membership to other industries. Of course, there are certain fees so the membership will be more for companies involved in logistics and transport,” she stressed.

KOTA KINABALU: Sabah is leading the way in women’s development with the establishment of the First Women in Logistics and Transports (WiLAT) Sabah branch under the The Chartered Institutes of Logistics and Transport (CILT) in Malaysia. Launched by the national chairperson and CILTM Council Member Zawiah Abdul Majid, WiLAT Sabah will be mapping out programmes and activities for the development of women in the logistics and transport sector. Newly appointed WiLAT Sabah chairperson Siti Noraishah Azizan said that WiLAT Sabah serves as a platform for women involved in the logistics and transport sector to network and exchange ideas among their peers’ “We are also a platform where we can guide and support the talent in the sector. We also aim to empower women to be the leading professionals in the industry,” she said when met after the launching ceremony.

AN ARTICLE FROM KDR AZIZI SARKAWI CMILT, ROYAL MALAYSIAN NAVY

IN-SERVICE SUPPORT (ISS) AS AN ENABLER FOR LOGISTICS SERVICE IN ROYAL MALAYSIAN NAVY SUBMARINE FORCE

INTRODUCTION In 2002 the Malaysian government decided to form up a submarine force for the Royal Malaysian Navy (RMN). The move came into effect when a group of highly skilled and experienced RMN officers and men were sent to Brest, France to undergo intensive training to become submariners. Later, Teluk Sepangar in Sabah was identified to become the base of the submarine force. Subsequently, both the Perdana Menteri class submarines, KD TUNKU ABDUL RAHMAN and KD TUN RAZAK joined the RMN inventory in 2009 and 2010 respectively. In sustaining high combat readiness of the submarines, logistics services is one of the most important activities in the RMN HQ SF which encompasses both materiel and maintenance support functions. Handling submarines is totally a new experience to the RMN. Therefore, to deal with the complexity of the submarine logistics support, the RMN HQ SF

initiated a very comprehensive solution by adopting a concept called In-Service Support (ISS). The concept was then transformed into a strategic alliance that binded the two parties, namely, the Royal Malaysian Navy (Government) and Boustead DCNS Naval Corporation Sdn. Bhd (BDNC) as the supplier.

LITERATURE REVIEW Council of Logistics Management (1998) defined logistics as “the process of planning, implementing, and controlling the efficient, effective flow and storage of goods, services, and related information from point of origin to point of consumption for the purpose of conforming to customer requirements." In the perspective of military, logistics is defined as the science of planning and executing the movement and support of forces. It includes those aspects of military operations that deal with: a. design and development, acquisition, storage, movement, distribution, maintenance, evacuation, and disposition of materiel; b. movement, evacuation, and hospitalization of personnel; c. acquisition or construction, maintenance, operation, and disposition of facilities; and d. acquisition or furnishing of services. (Joint Publication JP1-02, 2011). IN-SERVICE SUPPORT

The RMN HQ SF practices the concept of ISS in her logistics activities which cover both materiel and maintenance management. ISS is a crucial logistics tool that provides planning, funding and technical controls which help to assure the submarines meet their operational availability, technical availability as well as mission capability. The organization of the Submarine ISS is shown in Figure 1.

Basically, ISS in the RMN HQ SF is a whole of life management discipline which integrates all support and service considerations for each individual submarine and equipment throughout its life cycle. The 3 main activities of ISS encompasses the logistics support on the maintenance activities such as Assisted Maintenance Period (AMP) followed by the Docking of Essential Defect (DED) and finally the Refit. The Refit is outside the scope of the ISS. Nevertheless, assistance to the RMN HQ SF will be provided by the supplier in order to prepare the first Refit of the first submarine. The Submarine ISS activity is shown in Figure 2.

IN-SERVICE SUPPORT AS AN ENABLER FOR SUBMARINE LOGISTIC SERVICES

The Submarine ISS is inclusive of Operation Facilities and Maintenance, Insurance Item and Long Lead Item Spare Parts, Base Outfitting Equipment, Yard and Conditioning Facilities. Therefore, the ISS contract was specifically promulgated to cover every aspect of submarine logistic requirement such as management of all industrial activities associated with ISS, technical engineering aspects of ISS, logistical engineering aspects of ISS, maintenance of the submarine, management and supply of spare parts and maintenance management of infrastructure, facilities and equipments. All those crucial aspects will soon lead to the operational availability of both submarines. FINDINGS AND BENEFITS OF IN-SERVICE SUPPORT Outsourcing the maintenance and concentrate on operational. Having the ISS in the newly submarine force has proof that if the logistical aspects been dealt with seriously and practically, it will soon produce a very good performance as well as the mission capability of the submarines. All systems and configurations perform well whenever missions and tasks are carried out. In the other words RMN HQ SF can always concentrate on operational matters and not to deal much on maintenance as it has been outsource to the reliable industry. Avoiding unplanned expensive rectification expenditure and avoiding a bureaucratic delay in defect rectification. The ISS is capable of avoiding unplanned expensive rectification expenditure as this aspect has been taken care of by the supplier by compiling all technical events from the crew, subcontractors and the Original Equipment Manufacturer (OEM) as well. Despite of that, those possibilities also been considered in the Submarine Planned Maintenance Schedule (SPMS) under the logistic engineering. On the other hand, by analyzing the causes and defining the corrective actions correctly it may also resulted in avoiding a bureaucratic delay in defect rectification as well. Delay and inflated cost in spares procurement. The delay and inflated costs in spares procurement can be avoided as this element has been tackle by the supplier in replenishing and top up the government spare parts and at the same time the supplier will make all the information regarding the stock in the warehouse available to the RMN HQ SF. On top of that, the supplier will also responsible for the maintenance of these spare parts for their good storage conditions. This finding is in view with Tseng et.al (2005) which defined logistics as a process of moving and handling goods and materials, from the beginning to the end of the production, sale process and waste disposal, to satisfy customers and add business competitiveness Clear technical availability definition and acceptance criteria. A clear technical availability definition and acceptance criteria which has been list out in the ISS contribute a very significant number of days in operation/at sea for both submarines and consequently it portrait a very vigilant and deterrence submarine force for a maritime country like Malaysia. Transfer the high level technology to local industries. Finally, the willingness of the supplier to transfer the high level technology to local industries is the paramount to the Malaysian Defense Policy as it will boost up the defense industry in Malaysia and soon will reduce our dependent on western country and technology as well.

Significantly, all those findings seems to conform with what has been stress by Joint Publication JP1-02 ( 2011) which in the perspective of military, logistics is defined as the science of planning and executing the movement and support of forces. It emphasis everything involved in military operations that deal with:

a. Design and development, acquisition, storage, movement, distribution, maintenance, evacuation, and disposition of materiel. b. Movement, evacuation, and hospitalization of personnel. c. Acquisition or construction, maintenance, operation and disposition of facilities. d. Acquisition or furnishing of services.

THE IMPACT OF ISS ON RMN LOGISTICS SERVICES RMN has ventured ahead by adopting ISS approach in handling the submarines. This approach is in line with Thomas L. Wheelen and J. David Hunger (2008) which had discussed on Strategic Management as a set of managerial decisions and actions that determines the long-run performance of a corporation. It includes environmental scanning, strategy formulation and implementation as well as evaluation and control. Charles W.L. Hill (2009) also stress on globalization of products which emphasis on the sourcing of goods and services from locations around the globe to take advantage of national differences in the cost and quality of factors of production (such as labour, energy, land and capital).

Adopting ISS has resulted some significant impacts on RMN logistical handling as follows:

a. Strategic Alliance. Charles W.L. Hill (2009) defined strategic alliance as build trust between the firm and its suppliers. All the while, RMN has solely worked in ‘isolation’ in handling its logistics needs. But since 2009, RMN has revoked the policy by allowing the enterprise to come in by having a strategic alliance with BDNC. By having this concept, BDNC will be the main supplier in managing the spares, preservation of the spares and base outfitting equipments as well as providing the technical expertise for both submarines in ensuring the submarines are capable of performing their task at any time.

b. Streamlining the Function of Fleet Supply Depot (FSD). Having ISS in RMN has ease up the burden of FSD

as the sole provider for RMN logistics need whereby it has enable FSD to have the leverage of outsourcing the logistic and maintenance to the industry especially when it concerned the Insurance Item and Depot level of maintenance. In the other words FSD can always concentrate on surface ships logistical matters and not to deal much on submarines logistics requirement as it has been outsource to the reliable industry.

c. ‘Stand by’ Technical Expertise. BDNC is willing to provide their submarine technical expertise as this approach will speed up the process in transfering the high level technology to local industries which is paramount to the Malaysian Defense Policy as it will boost up the defense industry in Malaysia and soon will reduce our dependent on western technology as well.

CONCLUSION AND WAY FORWARD The adoption and implementation of ISS concept in the submarine logistic service/management significantly have benefitted the Royal Malaysian Navy as well as the submarine force. In the macro perspective, it has contributed to the overall RMN logistics performance and improving essential logistics services to the fleet. However, there are still room for improvement especially in on-line logistics services and collaboration within the organization when a comprehensive on-line RMN inventory management is in-place. Collaboration and mutual understanding with suppliers, third-party logistics providers and the submarine crews as well will further reduce cost and improve efficiency be it in maintenance, spares delivery, training, technical and industrial commitment and transfer of technology as well. Adopting other best practice logistic approach such as Just-In-Time logistics might be one of the best solution in considering the cruciality and the uniqueness of the existence of the submarines. Charles W.L. Hill (2009) define Just -In-Time (JIT) as to economize on inventory holding costs by having materials arrive at a manufacturing plant just in time to enter the production process and not before. The major cost saving comes from speeding up inventory turnover.

The control mechanism such as Project Management Review clause which has been stated in the ISS should be functioning effectively in order to ensure the ISS will always be the best solution for logistic services in Royal Malaysian Navy submarine force. This approach seems to confirm with Council of Logistics Management (1998) which in view that logistics as the process of planning, implementing, and controlling the efficient, effective flow and storage of goods, services, and related information from point of origin to point of consumption for the purpose of conforming to customer requirements.
