STAFF REPORT 17-007 PWES

DATE: February 14, 2017 TO: Chair Fred Kuypers and Members of the Public Works and Environmental Services Committee FROM: Chris Angelo Director of Public Works and Environmental Services SUBJECT: Consolidated Public Works Operational Facility

Recommendation: That the Director of Public Works and Environmental Services Staff Report 17-007 PWES regarding an update on the construction of the Consolidated Public Works Operational Facility be received as information.

Background: The contract price with Aquicon Construction is $18,417,375.00 plus applicable taxes. The total project budget is $23M which includes design, engineering, contract admin, site supervision, Aquicon costs and soft costs. To date Aquicon costs amount to $17,003,873.00 plus taxes and there is approx. $1.2M net in change orders. Staff were advised by the contractor that the completion date is still the end of February with some works being completed by mid-March. Committee Members will find attached some information, updates and pictures of the progress to date of the construction of the Consolidated Public Works Facility on North Murray Street. The City’s Project Manager has provided the following summary of activities since the last update:

Gensteel has constructed the railings outside. The elevator pit ladder is done. The roofer almost finished the metal parapet flashings. There is still metal cladding to install (above the roof parapet flashing) at the south wall above the low roof, at the swing doors in the low roof enclosure screen, and at the northwest corner of the building. The curtain wall installer crew have been working away on their curtain walls and on the supports for the storefront around main entry stair well. The overhead door company has been steadily working on their door operators. The alternate weather stripping still has to be installed on most of their doors. The drywall crew are busy taping and sanding drywall in the office areas and around the six exit doors in Room 231. They have been doing more boarding above the main entry stair. They have installed their T bar ceiling grids and including the suspended drywall bulkheads. They are also doing PC350 framing along Corridor 222. The flooring contractor has to do the epoxy coating at the Interior Wash Bay floor. Spada Tile has been laying ceramic tile doing floors and walls in the female washroom, female change room and male washroom. Working on the TSSA approval on the elevator. The plumbers have more rads and related piping to finish and they are still working on and off in Room 304. They have raised unit heaters 1 and 4 in Room 223. Then there will be the piping added by recent change orders. The control contractor has been steadily running conduit and wiring. The electricians had a crew working in Rooms 232A, 232B and 233. The issue with the light fixtures in the ACT ceilings was saved a couple weeks by making new brackets rather than ordering new powder coated white flanges. Financial impact:

This project is on track with the $23M budget

Comments/Analysis:

On December 7, 2016, 2 Operators attended the mandatory certificate/licence renewal course – Diligence in Water Treatment Operations, provided by WCWC in Wellington, ON.

On January 16, 2017, 4 Operators attended a Newterra Plant Tour (Newterra is the manufacturer of Stonecrest WWTP treatment technology), in Brockville, ON.

On January 23, 2017, 5 Operator attended the Newterra Plant Tour, in Brockville, ON.

On February 3, 2017, 7 Operators attended training at the Stonecrest Estates STP. Training was provided on Ultraviolet light equipment and instrumentation.

Bayside WT and WD

The Annual Compliance Inspection is underway. Staff are working with MOECC to finalize the Inspection.

As a result of interconnecting the Trenton and Bayside drinking water systems with the new trunk watermain on Hwy #2 in 2015, staff submitted an application to MOECC to consolidate the two drinking water permits and licenses. This consolidation will enable staff to continue operation of the interconnected watermain, and to provide continued operational flexibility.

Frankford/Batawa WT and WD

As part of the GAC media replacement project the Filter tanks have been re-coated and the underdrain system was replaced. The GAC media is scheduled for installation in March.

A small watermain leak on the river crossing resulted in City staff reporting a Spill to MOECC. Chlorinated Water was spilling into the Trent River from the broken watermain. Staff contracted a bridge inspection truck, to provide access to the main, and City staff made the repair. The spill lasted for a period of approximately twenty-five (25) hours. Staff estimate that approximately 90 cu.m of chlorinated water entered the Trent River with no apparent adverse effects on the environment. This leak was not in the area that was replaced as part of the 2016 capital project.

Trenton WT and WD

The carbon replacement project is scheduled to start in March.

A Notice of Commencement for both the new Bulk Water Loading Station and the Trenton WTP Decanter System projects have been advertised and posted on the City Web. Circulations to the adjacent land owners and interested Agencies will be completed before the end of February. Attached are copies of the notices.

The new UV Disinfection system has been installed and commissioned. City staff applied for approval from MOECC to Bypass UV Disinfection for a period of twenty-five (25) days. The UV Bypass was reported to start on January 9, 2017, and was completed on February 6, 2017. During this timeframe, approximately 380,000 cu.m of effluent bypassed UV Disinfection. Samples have been collected weekly throughout the Event.

Stonecrest Estates STP

City staff met with School Board representatives on February 1st to discuss decommissioning of the tile bed. This is a requirement of the final land transfer. Staff are working with the School Board, Developer and MOECC to see that this is completed.

Generally the new facility is working very well. Staff are working with the Developer and Equipment supplier to work through typical deficiency items.

Source Water Protection

The three annual reports for Source Water Protection have been completed and submitted to the Source Protection Authority as required under the Clean Water Act.

A work plan has been developed for 2017 to further the implementation and staff will be working with specific land owners to complete the required Risk Management Plans.

In 2016 there were 16 applications submitted to the Risk Management Official for review and approval. In general the screening, application and approval processes implemented by staff seem to be working reasonably well.

NOTICE OF STUDY COMMENCEMENT

Bulk Water Loading Facility – Class Environmental Assessment The City of Quinte West has initiated a study to determine the preferred solution for providing bulk water loading facilities to service water trucks transporting water from the Trenton Water Treatment Plant to the surrounding areas. Currently, this service is provided at the Trenton Public Works yard on Pelham Street, scheduled for closure. Options include the design and construction of a new bulk water loading facility on Glen Miller Road north of Highway 401 (see map). This project is being planned in accordance with the requirements for a Schedule “B” Municipal Class Environmental Assessment (EA). The Class EA process includes consultation with the public and review agencies, an evaluation of viable alternative solutions, an assessment of the impacts of the alternative solutions, identification of measures to mitigate any adverse impacts, and the selection of a preferred solution. Public input and comments are invited, for incorporation into the planning and design of this project, and will be received until March 17, 2017. All comments received will become part of the project record that will be made available for public review. Background: Committee members will find attached some information and updates of the progress to date of the reconstruction of the Trenton Wastewater Treatment Plant in Centennial Park. In summary, the project is proceeding well. The scheduled completion date is still anticipated to be December 15, 2017, with various equipment being commissioned throughout the duration of the project. At this point one rotary drum thickener, inlet screens and grit system are essentially complete and ready for commissioning, one primary and secondary clarifier will be started in early January. The awarded contract price with Peak Engineering & Construction Ltd. was $22,937,500.00 plus applicable taxes. The total project budget is 25.5M which includes construction, contingency allowance, SCADA system integration, contract administration, and site supervision. To date (Peak PC 14 issued), we have spent $15,869,544.04 (65%) plus taxes.

Recommendation: That Committee recommends to Council that the City purchase the OVIVO LM mixer at a cost of $206,287.00 plus HST. ______________________________________________________________________ Background: Committee and Council members may recall that the 2017 Capital Investment Plan Budget approved by City Council included $790,000 to design and install a mixing system in the biosolids storage tank at the Trenton WWTP. Staff have been working with JL Richards and Associates to complete a design for the mixing system and to preselect the associated equipment. As part of the design various mixing systems were investigated and the preferred alternative is the LM mixer. This was preselected due to the simplicity of the equipment and the low energy consumption. Unlike other more expensive options this technology does not have other similar competitors. Staff have visited other sites, completed reference checks and are satisfied that this will be a reasonable solution for our needs. The City will purchase the equipment similar to other preselected equipment under the current WWTP upgrade project. The general contractor will then be asked to prepare a price for the installation and commissioning as a change order to the existing project.

Existing Policy/By-law: The City’s purchasing policy requires 3 written quotes for purchases between $5,000.00 and $40,000.00, and for purchases greater, a formal Tender submission. The purchasing policy includes a provision for sole sourcing where there is compelling rationale and City Council/Committee approval is granted. There are no other competitors with this technology that we are aware of at this time. Financial Impact: The 2017 Capital budget includes $790,000 for the detailed design and installation of a mixing system at the Trenton WWTP. Public Input: N/A Internal/External Consultation: N/A Comments/Analysis: The City has sole sourced projects of this nature in the past. There is a strong business case in this instance to support sole sourcing. Not only will the City save money, the City will save time in getting the project moving in order to have equipment manufactured and delivered to meet our installation window of fall 2017. If Committee/Council approves the recommendation to sole source, the equipment order will be placed upon confirming a reasonable installation cost from the general contractor.

As part of the City’s Active Transportation Network a three meter paved pathway is being implemented along the entire south side of the project. A public meeting for the second week of March will be posted on the City’s Web Site to illustrate the proposal and gather input for design considerations.

Division Street – Roundabout Design PW 17-10 Staff are currently collecting data, compiling engineering drawings and working with GHD Engineering to formulate a base plan that may include two roundabouts. A surveying company has been hired by the Public Works Department to identify existing property boundaries. A presentation by GHD Engineering to Public Works Committee has been scheduled for March 14, 2017. GHD Engineering will illustrate previous examples of similar roundabouts, review a possible conceptual plan, and answer any questions based on preliminary investigations. A public meeting will follow mid-June of this year.

Creswell Watermain Loop PW 17-11

Staff are currently preparing contact drawings and reviewing data for design purposes. Locates for utility servicing has been completed and Staff are currently reviewing design options in preparation for contract documents.

Storm Ditching Program PW 17-03 Public Works Staff currently continue to compile a list of projects or areas of concerns to be reviewed. These will include proposed independent storm installations, revitalization projects and localized drainage improvements. Upon the approval of the Operations Budget, a list of projects will be presented to the Public Works Committee for consideration.

Understanding that some of you may not have been involved with the dredgingoperations at Barcovan Beach in the past, a short briefing of its history has beenincluded.

After an extensive period of fundraising and lobbying by local constituents', achannel connecting Lake Ontario with Weller's Bay was constructed in 1989along with a rock break wall projecting into Lake Ontario. Maintaining flow byroutinely dredging is essential as this channel drains an extensive watershedarea and is the only connecting link to five and a half miles of inland waters(Wellers Bay, Consecon Bay and Concecon Lake) to Lake Ontario.

Since its construction, a nonprofit local group known as the Friends of WellersBay (FOWB) have overseen and maintained the channel and break wall. For thelast twenty five years the Friends of Wellers Bay in conjunction with financialsupport from the City of Quinte West and the County of Prince Edward have costeffectively managed to dredge every 2 to 3 years by utilizing a piece of landadjacent to the dredging operations known as the Amson property. This propertyallowed access during the dredging operations and storage of the dredgate untilit could be removed when half load restrictions were lifted. Knowing theimportance of maintaining this channel, the City of Quinte West purchased theAmson property two years ago which also meant, they would assume the role ofmaintaining the channel that fronts the property.

As per the last permit with MNR indicated, work was conducted on the existingchannel in the early spring of 2015. Although the channel is over 1500 feet in

length, the proposed dredging site is quite small, and Iies between Wellers Baylsland and the City's property (please see attached illustrations indicating theproposed dredging site).

Ownership of the Amson property now allows the City of Quinte West to conformto Ministry of Natural Recourses rules for "Maintenance Dredging" as well asFisheries and Oceans criteria eliminating the need for review, so the City nolonger requires applying for a Work Permit under the Public Lands Act but willnotify MNR and the local Conservation Authority when the work is taking place.

Having said this, Public Works is currently in discussions with MNR and LowerTrent Conservation to dredge a small section of the channel between LakeOntario and Weller's Bay, proposing to once again remove approximately eight toten thousand yards of sand. As it is the most economical method of operation,the dredgate will be removed by a dragline and stockpiled on the adjoiningmainland now owned by the City of Quinte West (see attached illustrationindicating the area requiring repeated maintenance dredging). Once therestriction of half load season has subsided the dredgate will be removed. Asper the norm, this work is done sometime between mid-February and mid-March.At this time the water levels are the lowest, the water in the channel is usuallyfrozen so the current and wave actions don't affect the dredging operations, andboat traffic is nonexistent so it becomes the safest time to work.

Since timing is critical to the dredging operation, Staff is recommending that weproceed with the dredging operation in advance of the Operations Budget beingapproved for 2017. The cost to implement the hiring of a dragline is estimated at$40,000 dollars. As per the last dredging operation, the sand is sold to localresidents or developers which can offset the original expenditure by as much as$20,000.00. This year's dredging will be no different, as the City has alreadybeen contacted by local residents and particularly the developer at Youngs Coverequesting the opportunity of purchasing the dredgate when it is moved off of theCity's property in June of 2017. The sale of the dredgate will follow the City'sPurchasing Policy and Staff anticipates the overall net cost after contributions tobe approximately $1 0,000.00.
