THAT:

1. The Consultative Traffic Forum endorse the Temporary Road Closure - Central Road, Miranda

to conduct a Remembrance Day Ceremony on Saturday 11 November 2017 between 9.30 am -

11.30 am

2. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of Central Road,

Miranda be approved for the conduct of the Remembrance Day Ceremony, provided the

applicant (Miranda RSL Sub-Branch) ensures that all the conditions listed in the report are

satisfied.

ISSUES

To conduct the 2017 Remembrance Day Service around the cenotaph in Central Road, Miranda.

COMMENTS FROM INVESTIGATING OFFICER Council has been informed of the intention of the Miranda RSL Sub-Branch to conduct a

Remembrance Day Ceremony on Saturday 11 November 2017 at the cenotaph located at the

northern end of Central Avenue, Miranda The same road closure has been effectively implemented

in previous years without incident.

The plan and correspondence from Senior Vice President, Miranda RSL Sub-Branch is attached to the

report. A copy of the Public Liability Insurance Policy has been received by Council.

The proposed ceremony is noted as a 'Class 4' event under the Roads and Maritime Services 'Guide

to Traffic and Transport Management for Special Events', to be held under supervision of the NSW

Police. Accordingly, once the Consultative Traffic Forum notes the proposed ceremony, Council will

inform the organisers that it has no objection to the proposed ceremony subject to Miranda RSL Sub-

Branch complying with the above report recommendation conditions.

The proposal by Miranda RSL Sub-Branch Remembrance Day Ceremony be supported, subject to the

following:

1. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of Central Road,

Miranda from 9.30 am - 11.30 am on Saturday 11 November 2017, be approved to conduct the

Remembrance Day Ceremony at the cenotaph, provided the applicant ensures the following

conditions and requirements are satisfied:

(a) The applicant shall organise sufficient police, accredited traffic controllers, security and/or

private marshals to ensure and supervise the safe conduct of the event at all times.

(b) The applicant shall use barriers, detour signposting and directional signposting to adequately

highlight the area of the proposed temporary closure and ensure motorists are warned of changes to

local traffic patterns in view of the proposed closure.

(c) The applicant shall ensure that all laws, rules and regulations are strictly observed by

participants. It is the applicant’s responsibility to ascertain which laws, rules and regulations may be

applicable to the use of the road.

(d) The applicant shall notify the State Emergency Service prior to the event.

(e) The applicant shall ensure the road is left in a reasonably clean condition after the event.

(f) That Australian Standard 1742.3 be complied with and that the applicant grant 'Lead

Agencies' (ie, the NSW Police, the Roads and Maritime Services and the Sutherland Shire Council) an

indemnity from and against all claims, demands, remedies, suits, injuries, damage, losses, costs,

liabilities, actions, proceedings, rights of action and claims for compensation for which the 'Lead

Agencies’ may become liable in connection with injury, damage or accidental death through the

applicants neglect or default or the neglect/default of any other person in connection with the approved

use of the streets for the event.

(g) The applicant will send evidence of public liability insurance coverage for the event, including

Council’s interest noted thereon, to the Executive Officer - Governance at Council’s Administration

Centre, 4 to 20 Eton Street Sutherland; at least seven (7) calendar days prior to the event.

(h) A letterbox drop of affected local residents and businesses a minimum of seven (7) days prior

to the event.

2. That the event referred to in 1 above be conducted in accordance with the requirements of the

Roads and Maritime Services (RMS) "Guidelines for Traffic Management for Special Events".

3. That after the event, Council may reconsider use of the road by the applicant, and any

improper use and/or disregard of the conditions and requirements may lead to a rejection of future

applications.

CTF008-18 BRUSHWOOD DR ON-RAMP TO ALFORDS POINT RD (NORTHBOUND) - CHANGE IN PRIORITY

EXECUTIVE SUMMARY

• As part of the recent opening of the third northbound lane on the Alfords Point Road the priority

at the ramp terminal intersection was changed to the standard where right turn vehicles must

'give way' to straight through vehicles.

REPORT RECOMMENDATION

THAT:

1. The report on the change in priority at the Brushwood Drive on-ramp to the Alfords Point Road

(northbound) be received and noted.

2. At the completion of Roads & Maritime Services’ monitoring period a further report be

presented to the Forum.

ISSUES

PREVIOUS CONSIDERATION BY CONSULTATIVE TRAFFIC FORUM

On 10-10-2008 (STR028-09) the Traffic Committee considered a report on the safety of the

abovementioned intersection. Various improvements to signs were approved in order to reinforce the

non-standard 'give way' condition.

COMMENTS FROM INVESTIGATING OFFICER Background In February 2013 RMS announced an upgrade of the Alfords Point Road between Brushwood Drive

and the Georges River. This would consist of additional north- and southbound lanes. As part of

Council's comments on the proposed upgrade of the State Road the concerns with intersection safety

at the Brushwood Drive on-ramp was highlighted. RMS proposed to, as part of the upgrade, change

the priority to the standard where the northbound right turning driver would have to give way to the

opposing through movement.

Existing situation Council has been actively involved with RMS in the past 12 months to address concerns with the risks

associated with a change in priority. In order to address this Council and RMS resolved to mitigate the

risks of the change in priority by implementing a number of measures, amongst others:

• A speed cushion was installed on Brushwood Drive southbound where the through movement

was expected to give way to the opposing right turn movement.

• The change in priority would coincide with he opening of the third northbound lane in order for

the increased capacity on the State Road to reduce the likelihood of queue backup affecting the

on-ramp intersection and local road network.

• Variable Message Sign (VMS) boards to be activated in the weeks prior to the change in priority

informing drivers of the change.

• Notification letters to all households in the surrounding suburbs who were judged likely to use

the Brushwood Drive on-ramp.

• The installation of a speed cushion in the northbound right turn lane immediately prior to the

change in priority.

At midnight on Monday 9 October 2017 the third northbound lane on the Alfords Point Road between

Brushwood Drive and the Georges River was opened to traffic. At the same time work commenced to

remove the speed cushion from Brushwood Drive southbound and re-install it in the northbound right

turn lane. 'Give Way' signs and linemarking were also changed to impose a 'Give Way' condition on

the northbound right turn movement.

Site observations on the morning of Tuesday 10 October revealed some confusion, in particular that

often both opposing drivers would give way to each other. Notwithstanding the driver confusion, which

was to be expected, speeds were low and no near misses were observed. The speed cushion served

to slow the northbound right turn vehicles and reduce the likelihood of any crashes. Appendix A

contains photos on the morning of 10 October 2017.

RMS engaged a consultant to conduct a before & after study. Observations of the changes will take

place one month after the change in priority, in order to allow traffic patterns to return to normal. In

addition, traffic and queue length surveys will take place two months after the change in priority. This

will allow for the updating of traffic models whereafter a report will be provided to RMS.

It is proposed that a summary of the findings of the report to RMS be provided to the Sutherland

Consultative Traffic Forum.

Traffic changes to the Brushwood Drive on-ramp, Alfords Pointfrom Tuesday 10 OctoberThe NSW Government is funding this $40 million project to improve safety and traffic flow on Alfords Point Road between Georges River and Brushwood DriveRoads and Maritime Services is continuing to deliver this important project. As part of this work, we implement changed traffic arrangements at the Brushwood Drive on-ramp from Tuesday 10 October.

Changes to Brushwood Drive on-rampTraffic arrangements at the Brushwood Drive on-ramp will change starting from Tuesday 10 October,weather permitting.

Currently, the existing intersection at the Brushwood Drive on-ramp requires motorists travelling straight from the western end of Brushwood Drive over the bridge to give way to motorists turning right onto Brushwood Drive on-ramp to merge onto the Alfords Point Road. This creates heavy congestion along Brushwood Drive. Please refer to Image A.

Traffic conditions will be changed to allow right-of-way for motorists travelling from the western end of Brushwood Drive. Traffic travelling from the eastern end of Brushwood Drive and turning right onto the on-ramp will now give way to traffic travelling straight ahead from the western end of Brushwood Drive. Please refer to Image B.

Vehicles joining Alfords Point Road from the Brushwood Drive on-ramp will use the new third lane of Alfords Point Road. The new three lanes run from Brushwood Drive all the way to the George’s River Bridge.

Night workTo prepare for the switch, we will carry out one shift of night work to change the give way signage and line marking on Monday 9 October, weather permitting. Our working hours will be from 7pm to 5am.

Electronic message signs and yellow, road work advisory signs will be placed in the vicinity of the work site to notify motorists of the upcoming changes to the Brushwood Drive on-ramp before the change.

How will the work affect you?There will be some noise associated with this work. We will make every effort to minimise noise where appropriate and ensure equipment and vehicles are turned off when not in use. Every effort will also be made to focus the light only on the working area, however there may be some spill-over of light into nearby residences.

Traffic changesTemporary traffic changes and land closures will be in place to ensure the work zone is safe for motorists and workers. The on-ramp onto Brushwood Drive will be closed during the night work, with the detour via Menai in place.

In the preceding years, from August 2002 to May 2010, 21 crashes were recorded. Of these 15 were RUM code 21 "right trough" "vehicles from opposing direction". Although the directions are a bit muddled due to some being east‐west and others "north‐south", it is fairly certain that at this simple T‐intersection they were the exact same westbound right turn movement colliding with an eastbound through. Of these 15 crashes, 5 resulted in injury, with a total of 10 persons injuredIn the five years from June 2006 to June 2010 a total of 12 crashes were recorded. Of these 7 were RUM code 21 "right trough" "vehicles from opposing directions". Of these 7 crashes, 3 resulted in injury, with a total of 8 persons injured
