Subject: Pinellas County Post-Disaster Redevelopment Plan
1. Background. The Board of County Commissioners (BCC) directed the County government
to prepare the Post-Disaster Redevelopment Plan (PDRP). Accordingly, the plansdevelopment process was initiated and a first draft was written in June 2012. The plan
continues to evolve. The PDRPs purpose is to provide a county-wide reference and guide
for the County, its unincorporated areas and local governments to coordinate action and
decision-making during the short range recovery and long range reconstruction periods
following a disaster. The PDRP does not focus on the initial period of immediate response
and emergency operations which are detailed in the Comprehensive Emergency
Management Plan (CEMP). The PDRP, once adopted by the BCC, will be a follow-on to the
CEMP.
2. Structure. The Countys PDRP planning organizational structure is guided by a steeringcommittee (including the BCC, the Administrator, directors of select County departments,the St Pete/Clearwater Convention and Visitors Bureau, Chamber of Commerce, and citymanagers). The steering committee oversees and coordinates eight working groupscomprised of County, municipal, non-profit and private stakeholders responsible fordeveloping action plans in the following areas:
Land Use, Housing and Mitigation
Construction, Permitting and Historic Preservation
Infrastructure Restoration
Environmental Restoration
Economic Redevelopment
Health and Human Services
Public Information, Communications and Outreach
Financial Administration
3. Focus. The PDRP focuses on the two periods following the immediate emergency periodand return of blue-skies, specifically:

Short Term Recovery, including damage assessment; request for Presidential DisasterDeclaration; establishing disaster assistance programs; public information; transitionfrom shelters to temporary housing; utility restoration; and debris removal.
Long Term Redevelopment, including:
o Reconstruction rebuilding destroyed or damaged housing stock; commercial
and industrial buildings; public facilities and infrastructure.
o Holistic recovery employment opportunities; social networks; cultural events;
environmental quality; educational/recreational opportunities.
o Community enhancement (going beyond restoring all aspects of the
community to normal functions by creating conditions improved over those that
existed before the disaster) implementing hazard mitigation projects during
rebuilding; strengthening building codes; changing land use and zoning
designations; improving transportation corridors; building more affordable
housing; and developing new economic opportunities.
4. CNCNs Value Added. Fostering public awareness of the PDRP development process is
consistent with CNCNs mission statement of enhancing communication, cooperation, and a
sense of community among our member neighborhood associations, the East Lake
community, other county neighborhood associations, neighboring cities, and the County
government to include the BCC.
5. CNCN Public Forum. To facilitate public participation and outreach in the planning and
development processes for post-disaster recovery and redevelopment, CNCN is sponsoring
and hosting a public forum, for presentations by speakers from the following organizations of
the Pinellas County government:
Commissioner Susan Latvala, BCC, will provide introductory comments;
Ms. Sally Bishop, Director of Emergency Management, will address the countyshurricane vulnerabilities, and what citizens should expect and prepare for upon return ofblue skies or conditions allowing transition from emergency to recovery operations;
Mr. David Walker, PDRP Program Manager, Dept of Strategic Planning and Initiatives,will address short term recovery through long term redevelopment periods.
There will be time allotted for public comment and questions.
