1 Purpose of and Need for Action
1.1 Introduction
This Environmental Assessment (EA) evaluates the reasonably foreseeable impacts asso-
ciated with the U.S. Department of the Navy’s (Navy’s) proposed action to provide facilities and
functions to support the replacement of 46 E-2C Hawkeye aircraft with 59 E-2D Advanced
Hawkeye (AHE) aircraft at established Airborne Early
Warning (AEW) homebases. The E-2D Advanced
Hawkeye will replace the E-2C Hawkeye beginning no
later than fiscal year (FY) 2011. Established AEW
homebases are Naval Station (NS) Norfolk, Virginia, and
Naval Base Ventura County (NBVC) Point Mugu, Cali-
fornia. In addition, AEW aircraft are periodically detached to the Naval Strike and Air Warfare
Center (NSAWC), NAS Fallon, Nevada. Figures 1-1, 1-2, and 1-3 show the geographic loca-
tions of NS Norfolk, NBVC Point Mugu, and NAS Fallon.
This document describes potential environmental impacts on air quality, noise, socio-
economics, and natural resources that would be associated with an increase in the number of air-
craft, personnel transition, new construction or renovation of structures, and airfield operations
necessary to accommodate the basing of the E-2D Advanced Hawkeye as the Navy retires its
current AEW aircraft, the E-2C Hawkeye.
This EA has been prepared in accordance with the National Environmental Policy Act
(NEPA) of 1969; the Council on Environmental Quality (CEQ) guidance implementing NEPA
(40 Code of Federal Regulations [CFR] 1500-1508); and Navy regulations implementing NEPA
(32 CFR 775). The Navy is the lead agency for the proposed action.
1.2 Background
The original version of the Hawkeye, the E-2A, was the first aircraft specifically de-
signed for the AEW; it made its debut in 1964 during the Vietnam conflict. In 1969, the E-2A
was upgraded to the E-2B. The newer version of the Hawkeye was equipped with advanced ra-
dar, expanded surveillance and command control capability, and a state-of-the-art programma-
ble, high-speed digital computer. The E-2C entered the fleet in 1973 and has since undergone

AEW refers to the detection of en-emy aircraft, ships, or other targets by radar or other surveillance equipment carried onboard an air-craft and transmission of a warning to friendly forces.

multiple updates to keep pace with advances in technology and changes in operational environ-
ment. E-2C deployments during Operation Enduring Freedom and Operation Iraqi Freedom so-
lidified its use as a carrier-based airborne combat manager.
Today, the E-2C provides the Carrier Strike Group and Joint Commanders with the abil-
ity to survey a large geographic area of interest, collect and validate information regarding place-
ment of enemy and friendly forces, and plan an effective military response that meets mission
objectives. The E-2D will perform the same mission as the E-2C with enhanced capabilities and
reliability.
The E-2D Advanced Hawkeye supports advanced radar technology, enhanced surveil-
lance and communications capabilities, and state-of-the-art onboard computer systems. The im-
proved command, control, communications, computers, and information (C4I) architecture pro-
vides improvements in reliability and mission capabilities when compared with the E-2C Hawk-
eye aircraft currently in service. The E-2D Advanced Hawkeye is the first platform in the
Navy’s missile defense network with the capability
of detecting a cruise missile launch from a land-
based weapons vehicle. A quick response to such
an event is critical. Instantaneous and continuous
communications and surveillance from battle com-
manders, unmanned aerial vehicles, carriers, and
strike aircraft are needed from the airborne battle
manager in order to target and eliminate the threat before a second launch occurs.
Primary missions of E-2C aircraft include:
Air traffic control;
Coordination of surface surveillance efforts;
Strike and interceptor control;
Search and rescue guidance; and
Communications relay to coordinate Naval forces.
1.3 Purpose and Need for the Proposed Action
The purpose of the proposed action is to provide facilities and functions that support the
replacement of the E-2C Hawkeye with the E-2D Advanced Hawkeye at established AEW
homebases. This would allow the Navy to efficiently and economically retire E-2C Hawkeye
Command, Control, Communications, Computers, and Intelligence (C4I)
The ability of military commanders to direct their forces and provide situational awareness—information about the loca-tion and status of enemy and friendly forces, and observation of the area of operations, enabling ground and air com-bat coordination.
