Today marks the 43 rd Anniversary of the founding of the Association of Southeast Asian Nations (ASEAN). On this day every year, we used to take stock of ASEAN’s past achievements and think about its future direction. This year is no exception. In the last couple of years, ASEAN has made important milestones, including the entry into force of the ASEAN Charter in December 2008 and the declaration of the Roadmap for the ASEAN Community in March 2009. Progress is being achieved in the implementation of the ASEAN Political-Security Community (APSC) Blueprint, the ASEAN Economic Community (AEC) Blueprint and the ASEAN Socio- Cultural Community (ASCC) Blueprint. The ASEAN Leaders discussed the concept of ASEAN Connectivity and adopted a statement thereon at the 15 th ASEAN Summit in October 2009. They observed that, located at the crossroads of an economically vibrant and growing region, ASEAN thus had the potential to physically anchor itself as the Transportation, Information and Communication Technology, and tourism hub of the region. They tasked the High-Level Task Force on ASEAN Connectivity (HLTF-AC) to develop an ASEAN Master Plan on regional connectivity. We are pleased to note that the HLTF-AC is on track for the completion of the Master Plan on ASEAN Connectivity by the 17 th ASEAN Summit. We have learned that the Master Plan will focus on physical connectivity, institutional connectivity and people-to-people connectivity. We note that the theme for this year’s ASEAN Day, “Bridging Markets, Connecting Peoples”, if fully in line with the concept of ASEAN Connectivity. We sincerely hope that the Master Plan would reach a win-win solution to reflect the interest of all ASEAN Member States and strive for balance between regional and national interests. According to the meteorologicalobservations over a couple of days, thereremains a low pressure area in the northwestof the Bay of Bengal. Monsoon is strong in theAndaman Sea and the Bay of Bengal.Thundershowers may scatter in various regionsand isolated rains in Rakhine and Mon Statesand Ayeyawady and Taninthayi Divisions.

Some regional and neighbouringcountries are facing overflows of water at riversand floods in the lowland areas. Thousands ofpeople lost lives. Wells and lakes in some floodedregions were polluted, and thus there arewaterborne diseases problems following floods.

Due to strong monsoon, heavy rainsoccurred in Myanmar. As the water levels ofAyeyawady and Chindwin rivers may reachthe danger levels at towns and villages alongthem, it is necessary to take preventive andpreparedness measures against naturaldisasters.

All the people are to follow the floodwarnings issued by the Department ofMeteorology and Hydrology. The people fromthe towns and villages of floods-prone areasare to constantly watch the rising water levels.They have to constantly check theembankments and gather bags of sand andgravel.

The flood prevention groups and therescue and health groups are to be formed inthe respective towns and villages in time.Moreover, preventive measures are to be takenfor maintenance of roads, bridges andcommunication facilities that may be affectedduring the floods.

Serious attention is to be paid to naturaldisasters including floods that may occur atany time. As such, the local authorities, socialorganizations and local people are toharmoniously join hands in carrying outdisaster preventive and preparedness measuresin all seasons.

Six Americans on medicalteam killed in Afghanistan

KABUL, 7 Aug—Ten members of amedical team, including six Americans,were shot and killed by Taleban as theywere returning from providing eyetreatment and other health care inremote vi l lages in northernAfghanistan, a spokesman for the teamsaid on Saturday.

Dirk Frans, director of theInternational Assistance Mission, saidone German, one Briton and twoAfghans also were part of the team thatmade the three-week trip to Nuristanprovince. They drove to the province,left their vehicles and hiked for hours

with pack horses over mountainousterrain to reach the Parun valley inthe province’s northwest.

Taleban spokesman ZabiullahMujahid said that they killed theforeigners because they were“spying for the Americans” and“preaching Christianity.”

KUNDUZ, 7 Aug—Some 40 foreign fighters havebeen supporting Taleban militants in Afghanistan’snorthern Kunduz province, provincial deputy policechief Abdul Rahman Haqtash said on Saturday.

While showing three foreign fighters tojournalists, he said they have been fighting underUzbek extremist commander Tahir Yaldash.

“They are from Tajikistan and they receivedone-year training in Pakistan’s tribal area of MiranShah bordering Afghanistan last year,” Haqtashtold a news conference here.

They were arrested along with their Afghancomrade Abdul Sattar this morning and arms andammunition in their possession were seized, headded.

“UP to 40 foreign fighters from Arab, Chechen,Tajikistan and other central Asian states have beenfighting alongside with Taleban militants in Kunduzprovince,” Haqtash said.

A relatively peaceful province in northernAfghanistan, Kunduz has seen increasing Taleban-led insurgency since beginning of this year.

BAGHDAD, 7 Aug—Six policemen were killedand 12 injured in three attacks in Baghdad andwestern Iraq late on Friday and early Saturday, anInterior Ministry source said.

KABUL, 7 Aug—Four policemen and a civilianwere killed on Saturday morning as explosive deviceplanted inside a hand cart went off next to a policevehicle in Nahr-e-Saraj district of Taleban strongholdHelmand province in southern Afghanistan, InteriorMinistry said in a statement.

“The tragic incident occurred in the morning rushhour at 09:00 am local time. As a result five personsincluding four policemen and one innocent civilianwere martyred,” the statement said.

It also added that 12 civilians and a policemanwere injured in the blast.

No group or individuals have claimed theresponsibility for the attack.

However, Taleban militants who have vowed tospeed up activities often carry out suicide attacks androadside bombings which mostly harm civilians.

Otter Tail electric bills risewith wind power

BISMARCK, 7 Aug—Otter Tail PowerCo.’s North Dakota customers will seehigher electric bills as the utility adds morewind power to its energy sources, stateregulators say. Beginning 1 Sept, a separatecharge assessed to ratepayers to pay forOtter Tail wind energy projects willincrease the monthly bill by almost $1.40for a residential customer who uses 750kilowatt-hours of electricity, state PublicService Commission filings say.

For that customer, the wind energycharge would rise from $2.76 monthly to$4.13, an increase of almost 50 percent.The “renewable energy rider” is listedseparately on customers’ bills.Commissioner Tony Clark said the chargeis intended to allow Otter Tail Power tobegin recouping development costs forwind projects. But it does have itsdrawbacks, Clark said.

LOS ANGELES, 7 Aug—Travelling by car increases global temperaturesmore than by plane, but only in the long run according to new findings releasedby the American Chemical Society on Wednesday.

The study, published in the August issue of Environmental Science &Technology, said that in the long run, the global temperature increase from acar trip will be on average higher than from a plane journey for the samedistance.

"Car travel emits more carbon dioxide than air travel per passenger mile.As carbon dioxide remains in the atmosphere longer than the other gases, carshave a more harmful impact on climate change in the long term," said Kleefeldfrom the International Institute for Applied System in Austria.

However, in the short run, travelling by air has a larger adverse impact onclimate because airplanes only affect short-lived warming processes at highaltitudes.

In the first years after the journey, air travel increases global temperaturesfour times more than car travel. Passanger trains and buses cause four to fivetimes less impact than automobile travel for every mile a passanger travels,according to the study.—MNA/Xinhua

BEIJING, 7 Aug—China’s drug watchdog, theState Food and Drug Administration (SFDA),announced on Thursday that 4-methylmethcathinone(4-MMC) will be listed as the a class onepsychotropic drug substance beginning on 1September, 2010.

The substance, 4-MMC, is a psychoactivestimulant.

The circular issued by SFDA, on its officialwebsite, notes that the regulation has been adoptedbecause there have been some cases of 4-MMCabuse in other countries, and China seeks to preventsuch abuses from occurring within the country.

The SFDA said that no companies or individualsare permitted to be involved in 4-MMC relatedresearch or business without official permission.

ADDIS ABABA, 7 Aug—Chinese Ambassador toEthiopia Gu Xiaojie on Thursday said the Chinesegovernment is keen to enhance the development cooperationwith Ethiopia and China would continue assisting Ethiopiain the health sector.

The ambassador, along with Kebede Worku, Ethiopianstate minister of Health and other officials, visited theconstruction project of Tirunesh-Beijing Hospital which isbeing undertaken by a Chinese company with the aid fromthe Chinese government.

Speaking on the occasion, Gu said that China wouldcontinue supporting Ethiopia in the health sector. Theambassador said that the project is one of Chinesedevelopment commitments in light of the China -AfricaCooperation. “The Chinese government attaches greatimportance to the successful implementation of the projectbecause it is a symbol for the good cooperation between thetwo countries,” he said. “The project is very impressive andthe progress is very good,” said Kebede. KIEV, 7 Aug—Ukraine’s state owned company “Yuzhmash” based in eastern city Dnipropetrovskpostponed the delivery of the basic part of the Taurus-II launch vehicle’s first stage to a US company, theUkranian company said in a statement on Tuesday.

“For some technical reasons, the delivery datehas been put off to September-October,” the statementsaid. The delivery was reportedly scheduled forAugust.

The two-stage launch vehicle is designed totransport loads of up to five tons into low orbit.

In 2008, Ukraine’s companies “Yuzhnoye” and“Yuzhmash” signed a long-term contract with USOrbital Sciences Corp on cooperation in producingTaurus-II rocket till 2019.

China’s exclusive national law on sunstrokeprevention, which mainly stipulates ways to cooldown high temperatures at some specific workplaces,such as metallurgical mills, was put into effect in1960.

The archaic law, which has not been amended infive decades, does not stipulate days of extremeheat when workers can stay off duty.

“The law is like a dead letter. There are bigloopholes in the legal protection of workers,especially those who toil outdoors,” Yang said.

Although some State and local regulations havebeen introduced in the past years with an aim tobetter guarantee workers’ rights in scorchingtemperatures, they have not been implementedproperly, Yang said.—Xinhua

BEIJING, 7 Aug—Two driverless electric vehicles have begun an epic 13,000-kmjourney from Italy to Expo 2010 Shanghai along the Silk Road.

The vehicles, developed by the Artificial Vision and Intelligent Systems Laboratory(VisLab) at Parma University in Italy, started their journey on 26 July and are expectedto arrive in Shanghai around 28 Oct, just days before the end of the Expo.

The European Research Council has funded the project, which hopes to demonstratethe possibility of transferring goods between continents using new-energy vehicles andwithout a human in the driver’s seat.

The long journey will assess the performance of various technologies, including lane,vehicle and pedestrian detections, terrain and slope estimation, off-road sensors, andtrajectory planning.

These technologies will one day be installed in ordinary vehicles, said AlbertoBroggi, director of the project, at a press conference in Milan before the vehicles’departure. He said the Expo prompted him to choose Shanghai as the final destination ofthe test.

“We want to hit the center of the world to show our technologies,” he said. “And wethought, why not go there by driverless car?”

He said since the next edition of the World Expo will be held in Milan in 2015, histeam wanted to create a bridge to connect with Shanghai.—Xinhua

The Association of Southeast Asian Na-tions (ASEAN) was established on 8 August1967 with ASEAN Declaration (Bangkok Dec-laration) in Bangkok by the five original Membercountries, namely, Indonesia, Malaysia, the Phil-ippines, Singapore and Thailand. Brunei joinedon 8 January 1984, Vietnam on 28 July 1995,Laos and Myanmar on 23 July 1997, and Cambo-dia on 30 April 1999.

Although Southeast Asia has diverse ad-ministrative, economic and political systems andreligions as well, countries in the region haveestablished ASEAN. Therefore, ASEAN that ismade up of 10 Southeast Asian countries, ismindful of the existence of mutual interests andinterdependence among the peoples and Mem-ber States of ASEAN which are bound by geog-raphy, common objectives and shared destiny.

ASEAN leaders are convinced of the needto strengthen existing bonds of regional solidarityto realize an ASEAN Community that is politi-cally cohesive, economically integrated and so-cially responsible in order to effectively respondto current and future challenges and opportunities.

With such conviction, ASEAN leaders arecommitted to intensifying community buildingthrough enhanced regional cooperation and inte-gration, in particular by establishing an ASEANCommunity comprising the ASEAN Security Com-munity, the ASEAN Economic Community andthe ASEAN Socio-Cultural Community, as pro-vided for in the Bali Declaration of ASEAN Con-cord II ific at 9th ASEAN Summit in Bali, Indone-sia on 7 October 2003. Inspired by One Vision, OneIdentity and One Caring and Sharing Community,ASEAN leaders are striving for the unity.ASEAN Charter

At the 11th ASEAN Summit held inKuala Lumpur, Malaysia in December 2009, theHeads of State/Government of the Member Statesof ASEAN declared Kuala Lumpur Declarationto prepare an ASEAN Charter as there was nofundamental rule for the association and theytasked Eminent Persons Group (EPG) and HighLevel Task Force (HLTF) from ASEAN Mem-ber States to prepare the draft ASEAN Charter.

On 20th November 2007, the ASEANCharter was signed by ASEAN Leaders includ-ing Myanmar at the 13th ASEAN Summit whichwas held in Singapore. Myanmar ratified ASEANCharter as a Seventh State on 21st July 2008. TheASEAN Charter entered into force on 15th De-cember 2008 after all ASEAN Member Stateshave ratified it.

ASEAN Member States are endeavoringto realize an ASEAN Community by 2015 whichincludes ASEAN Political-Security Community(APSC), ASEAN Economic Community (AEC)and ASEAN Socio-Cultural Community (ASCC)as the three main pillars in accordance with theASEAN Charter.ASEAN Political-Security Community(APSC)

The APSC aims to ensure that the peopleand Member States of ASEAN live in peace with

one another and with the world at large a just,democratic and harmonious environment.

To achieve this, the APSC will promotepolitical development in adherence to the princi-ples of democracy, the rule of law and goodgovernance, respect for, promotion and protectionof human rights and fundamental freedoms asinscribed in the ASEAN Charter. It also sub-scribes to a comprehensive approach to security.At the same time, the APSC seeks to strengthenthe mutually beneficial relations between ASEANand its Dialogue Partners and friends.

The APSC thus envisages the followingkey characteristics: (a) rules-based Community ofshared values and norms; (b) a cohesive, peaceful,stable and resilient region with shared responsibil-ity for comprehensive security; and (c) a dynamicand outward-looking region in an increasinglyintegrated and outward-looking region in an in-creasingly integrated and interdependent world.

The Blueprint towards establishing theAPSC was adopted by the ASEAN Leaders at the14th ASEAN Summit which was held in Hua Hin,Thailand on 13-18 December 2008.ASEAN Economic Community (AEC)

The AEC aims to transform ASEAN intoa stable, prosperous, and highly competitive regionwith equitable economic development, and re-duced poverty and socio-economic disparities.

Specifically, it comprises four key pillars:(a) a single market and production base; (b) ahighly competitive economic region; (c) a regionof equitable economic development; and (d) aregion fully integrated into the global economy.

To realize the AEC, ASEAN Leaderssigned the Declaration on the AEC Blueprint at the13th ASEAN Summit which was held in Singa-pore on (18-22) November 2007. The Blueprintserves as a master plan towards achieving an AECby 2015 by identifying economic integrationmeasures, and targets and timelines for their im-plementation. To ensure that the targets can beachieved by 2015, a scorecard system to trackprogress and an AEC communications plan toengage all stakeholders have been put in place.ASEAN Socio-Cultural Community (ASCC)

The ASCC aims to contribute to realizing anASEAN Community that is people-centred and so-cially responsible with a view to achieving enduringsolidarity and unity among the peoples and MemberStates of ASEAN. It seeks to forge a commonidentity and build a caring and sharing society whichis inclusive and where the well-being, livelihood,and welfare of the peoples are enhanced.

To achieve this, the ASCC will implementcooperation activities that are people-oriented andenvironmentally friendly and geared towards thepromotion of sustainable development. It will alsocontribute to building a strong foundation forgreater understanding, good neighbourliness anda shared sense of responsibility.

The ASCC envisages the following char-acteristics: (a) human development; (b) socialwelfare and protection; (c) social justice and rights;(d) ensuring environmental sustainability; (e) build-

ing the ASEAN identity; and (f) narrowing thedevelopment gap.

The ASCC Blueprint was adopted by theASEAN Leaders at the 14th ASEAN Summit. Inthe ASCC, peoples are truly at the centre-stage ofASEAN community building.

Important Treaties and AgreementsBangkok Declaration

The Treaty of Amity and Cooperationin Southeast Asia (TAC) was signed by theoriginal Member States of ASEAN in 1976.The First Protocol Amending and the SecondProtocol Amending were made in 1987 and1988 respectively. Myanmar signed theaccession to TAC at the 28th ASEANMinisterial Meeting, Brunei in 1995. MoreoverChina, Russia, India, Australia, New Zealand,Japan and Korea also signed the accession toTAC. French and Timor-Leste are accession toTAC in Cebu Summit in January 2007,Bangladesh and Sri Lanka are signed theaccession to TAC at the 40th ASEANMinisterial Meeting on July 2007 in Manila,the Philippines respectively. The DemocraticPeople’s Republic of Korea in July 2008, theUnited States of America in July 2009 andTurkey and Canada signed the treaty in July2010.

The purpose of this Treaty is to promoteperpetual peace, everlasting amity and coopera-tion among their peoples which would contributeto their strength, solidarity and closer relationship;— Mutual respect for the independence,

soveeignty, equality, territorial integrity andnational identity of all nations;

— The right of every State to lead its nationalexistence free from external interference, sub-version or coercion;

— Non-interference in the internal affairs of oneanother;

— Settlement of differences or disputes bypeaceful means;

— Renunciation of the threat or use of force;— Effective cooperation among themselves.

In accord withthe guidance of the Headof State, PyinOoLwinDistrict Public Works on2 May 2010 surveyed thealignment for theP y i n O o L w i n -M o e g y o p y i t -K y a u k m e l a y -Yadanatheingi-Pintaung-Peintin-Monglon-Mogokroute for construction ofPyinOoLwin-Mogokmotor road.

In the past, therewas no direct motor roadfrom PyinOoLwin toMogok, and PyinOoLwinwas linked with Mogokalong 160 miles longroute passing Mandalay,Madaya, Singu andThabeikkyin. On comple-tion, the new motor roadwill be 97 miles and sevenfurlongs long, which is62 miles and one furlongshorter than the old route.

At present, a newmotor road will linkPyinOoLwin of over 100years old and ruby landMogok of over 700 yearsold.

Before surveying thealignment, the area hadinter-village roads includ-ing 8 miles and seven fur-longs long tarred road, 37miles and two furlongs longhard road, 39 miles and sixfurlongs long gravel roadand 39 miles and six fur-longs long walkways andcart tracks. The route fromLonkham to Legyi wassteep in the hilly area, shesaid.

She added thatplan is under way to con-struct 50 conduits and boxculverts, sixty-three 10feet-30 feet long bridgesand one 240 feet longbridge, totalling 64 along97 miles and seven fur-longs long road. The widthof the road will be ex-panded up to 34 feet. The

roads will be upgraded togravel ones this year and toasphalt facilities next yeardue to heavyrain fallingthe area.

With the assist-ance of AE Daw Nu YinMin of Mogok TownshipPublic Works, we hadsmooth trips. In the earlymorning, we passed Man-dalay, Madaya, Singu andThabeikkyin by car.

We looked intoconstruction works of SeinKaung Yadana Companyand MMIC Company intheir sections atPanmahteik, Aphyu-yaung, Lower Nyaunggon,Kyauktalon and Legyi vil-lages in Mogok area. Theconstruction tasks werebeing undertaken with theuse of heavy machinery,and some ground workswere completed with 34feet wide earth road.

On arrival at LegyiVillage, we saw progressof Namhpan Creek Bridgebeing built by Directorateof Military Engineers. Thepreliminary engineeringworks had been completedrecently, and miniboredpile and pile caps wereunder construction.

We had an inter-view with AE Daw Nu YinMin who was supervisingthe tasks of constructioncompanies on Mogokbank. She explained thatMogok Township PublicWorks is to expand 12 feetwide Mogok-Monglon oldmotor road with the lengthof 14 miles to 34 feet wideone. Sein Kaung Yadana

Co is to construct 10 mileslong road section andPanthee Co, four miles longsection, totaling 14 milesfrom Mogok to LegyiVillage. They haveexperience in constructingthe roads. Sein KaungYadana Co started its taskson 27 June and Panthee Co10 July. They do notsuspend their works evenin the rainy season, shesaid.

The 125 miles andone furlong long Pyay-Paukkaung-Toungooroad, the 96 miles longPathein-Thalakkhwa-Mawtinsun road and the20 miles and three furlongslong Nay Pyi TawP y i n m a n a - P i n l a u n g(Kintha-Koegway) roadbuilt by Public Works wereinaugurated in recentmonths. A total of 15 roadswith the length of 1815miles and two furlongs areunder construction.

On completion,

PyinOoLwin-Mogok newroad will help develop over20 villages along its route.It is because arrangementshave been made to reclaimover 100,000 acres of farm-lands to grow paddy,maize, beans, pine apple,strawberry, tea, avocado,djenkol bean, damson, cof-fee, orange and othersalong both sides of the new

road. The direct motorroad to link PyinOoLwinhill station and Mogokruby land will emerge inthe near future thanks toconcerted efforts of en-gineers and workers ofPublic Works and pri-vate constructioncompanies.

Canada judge slams US interrorism extradition case

VANCOUVER, 7 Aug—A judge refused onWednesday to extradite a Canadian man wanted onUS terrorism charges and whose brother is detained atGuantanamo, saying the United States violated hisrights.

The judge ruled Abdullah Khadr’s rights,including access to Canadian diplomatic counsel, wereviolated after he was detained in 2004 by Pakistaniintelligence officials, acting on a US offer of a 500,000Canadiam dollars bounty.

“In this case, the sum of the human rights violationssuffered by Khadr is both shocking and unjustifiable,”Ontario Superior Court Justice Christopher Speyerruled in Toronto.

Khadr was held secretly in Pakistan for 14 monthsbut allowed to return to Canada in 2005. Canada laterarrested him at the request of the United States, whichaccuses him of supplying weapons to al-Qaeda inPakistan.

Russia’s Security Councildiscusses wildfires

MOSCOW, 7 Aug—Wildfires raging in 17 Russianregions became the only topic discussed during ameeting of the national Security Council chaired byPresident Dmitry Medvedev on Wednesday, the RIANovosti news agency reported.

The President ordered the Interior Ministry not tolet anarchy spread in the areas affected by the fires.

“By no means you may allow anarchy as a resultof severe accidents and tragedies. You must not let thesituation go out of local authorities’ control,” Medvedevsaid. He stressed that the principal responsibility forkeeping the situation under control lies with the InteriorMinistry.

A county official in Oregon has apologized after a 7-year-old’sbusiness venture was soured because health inspectors shut downher lemonade stand.

Multnomah County Chairman Jeff Cogen, the county’s topelected official, said on Thursday that running a lemonade stand isa “classic iconic American kid thing to do.”

He says he called Julie Murphy’s mother, Maria Fife, to offer hisapology and says she appreciated it.

Fife helped her daughter set up a lemonade stand last week at alocal arts fair in northeast Portland. They had to pack up and leaveafter being approached by two inspectors who said the stand lackeda license. Recently, I was on a trip to observe construc-tion of a new motor road from PyinOoLwin to Mogokfor writing a byline on its progress. On 20 June, Iarrived in Mandalay and then proceeded toPyinOoLwin by car.
