It is necessary to develop reading habit inorder to keep pace with the today’s KnowledgeAge, IT Age. Only through reading, canknowledge be accumulated.

Reading is of great benefit to us,accumulating knowledge, having a sense ofweighing what is right and what is wrong andenhancing our own interest in worldly affairsand religious matters.

There are various kinds of books that canbroaden our horizons in today’s developingand changing knowledge age. Among them,books that can benefit the youths, books onlanguages, IT and technology, economics andhistory are mostly found. Newspapers, journalsand magazines are sources of providingunlimited knowledge and aesthetics.

As a sentence or a paragraph can changethe life of a reader, books with wisdom andphilosophies of ancient educated persons shouldbe read as priority.

People by nature always take an interest innewer things. They are fond of reading newly-published books. Reading books with lack ofwisdom and philosophies is a complete waste oftime and it is bad for improving yourself. So itis required to read good books to improve ourlife. Time is precious. Don’t waste time byreading books of useless information.

So far, libraries have been set up intownships, towns and even villages. Every onecan touch various kinds of newspapers, journalsand magazines. Rural libraries are knowledgebanks for rural people.

Only by reading good books and developingthe reading habit, not only will our own interestbut also the prestige and integrity of the nationand its people be enhanced.

14 security personnel die inshootout with militants in SW

PakistanISLAMABAD, 21 Nov— At least 14 Pakistani

paramilitary troops have been killed in clashes withmilitants in the country’s southwestern BalochistanProvince, security sources and local media reportedon Monday. TV channels reported that the clasheserupted in the Chamalang mountainous area lateSunday night after armed militants attacked theFrontier Corps (FC) troops, which continued untilMonday morning. Local TV Ajj reported that 14soldiers have been killed in the shootout so far.There are no official comments on the casualties.

BEIJING, 21 Nov— China will strengthen military tieswith Sudan and promote military cooperation between thetwo countries, Vice Chairman of China’s Central MilitaryCommission Xu Caihou said on Monday.

During a meeting with Sudanese Defence MinisterAbdel Rahim Mohamed Hussein, Xu said China and Sudanhave a long history of friendship, and the two countries alsohave expanded cooperation in a wide range of fields sincediplomatic relations were established.

“Bilateral relations have developed to a new level andwe hope to expand pragmatic military-to-militarycooperation,” Xu said.

Hussein spoke highly of Sudan-China friendlyrelationship, saying that Sudan hoped to cooperate withChina in various fields and expand consensus.

“Sudan will continue to adhere to the one-China policy,”Hussein said.

notifications with the use of authorities entrusted accordingto the Section 104 of the Union Government Law. TheNotification No. 39/2011 comprised nine Chapters, 32paragraphs and the Notification No. 40/2011, eight Chap-ters and 24 paragraphs. The Pyithu Hluttaw Bill Committeemainly scrutinized the notifications on land use andforeign exchange based on 12 points prescribed by thePyithu Hluttaw in line with the facts (1) whether they arein accord with the constitution, (2) whether they are inaccord with existing laws, (3) whether they are upholdingOur Three Main National Causes and (4) whether they areserving the interests of the nation and the citizens.

He submitted the report through the Speaker of thePyithu Hluttaw that the Notification No. 39/2011on rightsof using lands and the Notification No. 40/2011 on foreignexchange concerning the Republic of the Union of MyanmarForeign Investment Law sent by the Union Governmentwere handed over the Investment and Industrial Develop-ment Committee formed by the Pyithu Hluttaw, andUnion level organizations concerned are to coordinatewith the Office of the Attorney-General of the Union.

In a clarification on needs of promulgation of theEnvironmental Conservation Law, Union Minister forEnvironmental Conservation and Forestry U Win Tunsaid that the United Nations Conference on HumanEnvironment was held in Sweden in 1972 and participantsfocused on cooperation of all global countries inconservation of degrading environment across the world.They established the Union Nations Environment Pro-gramme-UNEP to provide necessary technology andassistance for emergence of environmental conservationlaws.

The Earth Summit was held in Rio de Janeiro of Brazilin 1992, and it adopted the 21st Century Global Environ-mental Conservation containing detailed plans for allsectors so as to insert the environmental tasks in thedevelopment tasks and urged all global countries to drawcountry-wise 21st Century Plans.

After the conference, many global countriespromulgated country level national environmentalconservation laws to effectively manage the environmen-tal protection. He said he would like to present promulgationof some environmental conservation laws in ASEANcountries and some neighbouring countries.

Malaysia enacted the Environmental Quality Law in1974; the Philippines, Environment Law in 1977; Thai-land, Environmental Conservation of NationalEnvironment Quality Act in 1992; Vietnam, Law onEnvironmental Protection in 1993; Indonesia, Environ-ment Management Act in 1995; Cambodia, Protection ofEnvironment & Management of National Resources in1996; Lao PDR, Environmental Protection Law in 1999;India, Environment (Protection) Act in 1986; China,Environmental Protection Law in 1989; and Bangladesh,Bangladesh Environment Protection Act in 1995.

Myanmar started drawing the Environmental Conser-vation Bill in 1998. Taking advice of experts from UNEnvironment Programme, scholars from ministries andNGOs relating to environmental conservation drew the billbased on objective condition of the country to be applied inpractical field. Courses and workshops were also conductedmany times. The bill could be completely drawn in 2000.But, due to overwhelming development tasks carried out bythe State, the bill could not be brought into force. Today,except Myanmar, other ASEAN member countries enactedEnvironmental Conservation Law over ten years ago. So,Myanmar needs to enact Environmental Conservation Lawas soon as possible. After enacted, it is also needed to taketime to adopt rules, procedures, orders and directivesnecessary for environmental conservation measures and toset environmental standards and norms. Head of State isurging to enact the law giving guidelines. As an ASEANmember or a country that will take the ASEAN chairman-ship, Myanmar needs to enact the law so as to have fineimage of the country.

Myanmar has enacted national environmental conser-vation law (1994), Myanmar 21st century programmerelating to environmental conservation (1997), and national

sustainable development strategy (2009). It is essential toenact Environmental Conservation Law which is bottomline to implement such measures.

The National Environmental Conservation Law is adriving force that brings environmental conservation, andeconomic and social development policies into force aspractical measures at national level. It grantees one who isengaging in the tasks to keep balance between betterenvironment, secure natural resources and economic andsocial development to enjoy justice and balance backingpolicies and plans in accord with the law. In order to ensuresustainable development in management sector of thegovernment, measures will be further taken to have publicparticipation.

Myanmar, being a member of the United Nations, hasbeen taking part in the international environmentalconservation agreements and has a duty to follow andimplement the rules and regulations of the conviction. Thenational laws would help the international laws and dutiestake shape, prompting Myanmar to enact an environmen-tal conservation law to link with regional and internationalenvironmental laws.

The poverty is one of the causes of the environmentaldegradation. As the poor people are relying on theenvironment for their livelihood, their means of livelihoodhas degraded the environment and the environmentaldegradation has caused the poverty, causing the cycle ofpoverty.

What the disasters such as the Tsunami, Nargis, TaleyEarthquake and Pakokku flash flood taught us is that theenvironment degraded by means of the livelihood of thepeople has increased the loss and turned the disaster intostronger one when the disaster happened, causing loss oflives and property and damaging the environment.

Myanmar’s natural disaster preparedness project statedthat a systematic management of natural resources shouldbe carried out as it is basic task for reducing loss caused bydisasters and for poverty alleviation. Therefore, it isnecessary to enact an environmental conservation law tomanage the natural resources.

As natural resources have been over exploited, theworld is experiencing environmental degradation andpopulation, climate change and disasters. To decrease thedisasters, the investments in green economies has beenincreased and measures are being taken to launch theworld’s green economy programme in 2012. Myanmarheld the Green Economy and Green Growth Forum and istaking measures to draw green programs in the develop-ment tasks.

Myanmar, joining hands with regional countries, istaking part in achieving the Millennium DevelopmentGoals-MGDs . If an environmental law is not enacted,Myanmar will face challenges of meeting the povertyalleviation target, one of the MGDs, and meeting thesustainable development of environment and natural re-sources which are included in the eight tasks of the ruralarea development and poverty alleviation in Myanmar.

Today, there are many hazardous waste and chemicalsin developed countries. As the cost for systematic managingthe hazardous waste and chemicals is so high, the countrieshas handed over the materials to developing countriesthrough many means and ways, and if an environmentallaw is not enacted in Myanmar, the hazardous materialscan arrive the country and Myanmar will face environmentalpollution, causing threats to health of the people. Therefore,it is necessary to enact an environmental law to prevent thethreat of hazardous materials.

The Section 45 and 390 of the constitution states thatthe government and every citizen has a duty to implementthe environmental conservation tasks.

During the first meeting of the first regularsession of the Pyidaungsu Hluttaw on 30 March, 2011, thePresident said regarding the environmental conservation,efforts would focus on conservation of forest and effortswould be made to reduce air and water population,supervising the waste materials from factories, conservationof wild life, and a policy would be laid down to maintaina balance on the development of the economy andenvironmental conservation. Therefore, it is necessary toenact an environmental law which is comply with theexisting age and system.

With the aim of speeding up the environmentalconservation activities in accord with the Section 45 of theConstitution, the Ministry of Forestry was renamed as the

Ministry of Environmental Conservation and Forestry byNotification No (83/2011) dated 6-9-2011 of the PresidentOffice under the agreement of the second regular sessionof the first Pyidaungsu Hluttaw. Under the agreement ofthe President Office to form the Environmental Conserva-tion Department which is responsible for environmentalconservation activities, the Project Appraisal and ProgressReporting Department sent a report to the President Officeafter scrutinizing the organizational set-up the department.Without an environmental conservation law, the Ministrywill not be able to deal with environmental conservationtasks in accord with the law.

Impact of environmental degradation on the mankindand environment can be significant in the long-term.Enactment of environmental conservation law for sustain-able development of the State, taking all necessary meas-ures for implementation of environmental conservationtasks, is a matter of great urgency.

Only by promulgating the environmental conservationlaw for sustainability and long-term exploration of naturalresources, can undertakings for development of the nationbe realized. The already-submitted environmental conser-vation law will help realize the concept of Green InclusiveGrowth which is the final agreement of Greater MekongSub-region countries.

Only when the respective Hluttaws approved to enactthe environmental conservation law which was drawn forthe State and the people in the time of democratic government,will the prestige of the nation as a democracy be enhanced.

Regarding the Environmental Conservation Bill thatsought the approval of the Hluttaw after holding discussionson paragraph and sub-paragraph on 16 November, PyithuHluttaw committees and Hluttaw representatives discussedthe proposals of amendment.

Regarding the paragraph 4 (a), Member of BillCommittee U Khin Maung Shwe, U Khaing Maung Yi ofAhlon Constituency, U Aung Kyaw Khin of KyauktanConstituency and Secretary of Pyithu Hluttaw NaturalResources and Environmental Conservation Committee UThein Lwin submitted proposals of amendment.

As there is no objection on the proposal of amend-ment of Natural Resources and Environmental Conserva-tion Committee, it was approved.

Union Minister for Environmental Conservation andForestry U Win Tun accepted the proposals of amendmentregarding paragraph 5, paragraph 6, paragraph 7, paragraph8, title of Chapter (4), from paragraph 9 (a) to (n), paragraph10, paragraph 13, paragraph 14, paragraph 15, paragraph23, paragraph 27 (a), paragraph 28, paragraph 35, paragraph37, paragraph 38 and paragraph 41 submitted by Secretaryof Pyithu Hluttaw Natural Resources and EnvironmentalConservation Committee U Thein Lwin. Regarding theparagraph 38, member of Investment and IndustrialDevelopment Committee U Win Oo and Chairman ofPlanning and Financial Development Committee U SoeTha discussed.

As no one made objection on the paragraphs, proposalswere approved.

Secretary U Thein Lwin and Dr Sai Kyaw Ohn ofNamhkam Constituency submitted proposals of amend-ment regarding paragraph 9 (0) to paragraph 36. The UnionMinister seconded the proposals.

As the majority was in favour of the two proposals,the Hluttaw approved them.

Member of Bill Committee U Ba Shein andSecretary U Thein Lwin submitted a proposal of amend-ment regarding paragraph 42.

Bill Committee Chairman U Khun Ti Myat and UKyaw Naing Htay held discussions on the amendment.

As there is no objection on the amendment of theBill Committee, it was approved.

The Hluttaw decided to approve the paragraphsand sub-paragraphs with no amendments as part the bill.

The Hluttaw approved that title and preamble ofthe bill shall be part of the bill in accord with the amendmentof Amyotha Hluttaw.

Regarding the Environmental Conservation Bill,Hluttaw sought the approval for paragraph, sub-paragraphand numbers which were changed in accord with theHluttaw-approved amendments.

New MRI scan may be key to test forParkinson’s

LONDON, 21 NOV—Oneof the many frustrations ofParkinson’s disease is thata patient must displayoutward signs of thedebilitating conditionbefore treatments canbegin. But researchers arenow taking steps that couldlead to early diagnosis of adisease that causes tremorsand weakness.

Employing a newhigh-powered MRI at theRobarts Research Insti-tute at the University ofWestern Ontario inLondon, researchers areconfident they have foundsigns of Parkinson’s in thearea of the brain where thedisease causes celldegeneration.
