SummaryLegislation for the NDAA

• Amend existing law to enable renewable energy projects by extending to 40 years the contract length authority for Energy Savings Performance Contracts (from 25), Utilities Energy Services Contracts (from 10), Power Purchase Agreements (from 10), and any other type of alternative financing

• Amend existing law for retained savings so that all the funds stay at the Army installation and that at least 50% must be for energy efficiency, water reduction or renewable energy projects

• Increase funding for the Installation Technology Transition Program from $10M to $50M and preauthorize any project over $750K.

• Authorize the Army to issue $30B in energy security bonds over the next seven years.
