October 27. The dates were recently announced by theA.C cum
EO of Sri Pydithalli Ammavari Devasthanam Mr.Bhanuraja.
At a press conference on Monday, the officials informed that the
festival begins with Mandala Deeksha’ at 9.10 a.m. at Chaduru Gudi
on October 2nd. This will be followed by other events such as
Panditiri Raata on October 4th and Ardha Mandal Deeksha on
October 22. Utsavams like Tholellu Utsav will be on October 26 and
the main ritual, Sirimanotsav on October 27th. The officials also said
that Teppotsavam will be conducted on November 3rd, Vuyyala
Kambala on November 10th, and Chandi Yagam on November 11th.
It was also confirmed that the Devasthanam would be making
arrangements for four to five lakh devotees who would be attending
the festivities from across the neighboring districts and the states
like Odisha and Chhattisgarh. Voluntary organisations will also be
roped in for distribution of milk and biscuits to children. The 65-
year-old chief priest of the temple, Thallapudi Bhaskara Rao said that
he would be mounting the Sirimaanu (ceremonial post) for the eighth
time and thanked devotees for providing him the rare honor.

17th All-India Government Whips Conference was held in Visakhapatnam,
Andhra Pradesh from 29 September to 30 September 2015. The conference
was inaugurated by Andhra Pradesh Chief Minister N. Chandrababu Naidu,
while the Union Minister for Parliamentary Affairs M. Venkaiah Naidu presided
over it. The two-day conference was attended by 179 Whips from various
state assemblies, legislative councils and the two houses of Parliament.
Highlights of the Whips Conference
• Deliberation on releasing of more funds to Members of Parliament (MPs) if
the funds allocated to them for the local area development are utilized properly
to meet the demands of people at the lower rung in the society.
• The conference highlighted the need for MPs to assess the needs of the people
in their respective constituencies especially at the village level in the areas of
education, medical aid and cleanliness and sanitation.

Three-member Emoluments
Commission
During the conference it was decided that
the salaries and allowances of MPs will
be reviewed in every five years and for
this purpose it was decided to appoint a
three-member independent Emoluments
C o m m i s s i o n .
The commission will be formed in
consultation with Speaker of Lok Sabha
and chairman of Rajya Sabha will
recommend salaries and other allowances
for the MPs.
The commission will consist of a Chief
Commissioner who shall be a person of
eminence in the field of public affairs with
knowledge of functioning of Parliament
and two more commissioners.

The Whips Conference is aimed at
providing a suitable forum for periodical
meetings and exchange of views amongst
all the Whips in Parliament and the State
Legislatures on matters of common
concerns. It also looks forward to evolve
standards to strengthen the working of
institution of Parliamentary democracy.
In the parliamentary form of
Government, Whips of various political
parties are the vital links of the internal
organisation of parties, inside the
legislatures. The efficient and smooth
functioning of Parliament and State
Legislatures depends, to a considerable
extent, upon the office of the Whip. The
16th whips conference was held in Goa
and had suggested nine
recommendations for better house
management, better coordination among
party members, setting aside one-day for
private bills and resolutions, privileges,
members’ training, number of working
days of assembly in a year.

GCC goes for organic,
ISO certifications
The Girijan Cooperative Corporation (GCC) has applied for organic certification
from the Agricultural and Processed Food Products Export Development
Authority (APEDA) and for ISO certification as part of its efforts to increase its
turnover manifold. GCC’s turnover this year is Rs. 185 crore, which is 20 per
cent more than last year’s Rs. 143 crore and the aim was to reach Rs. 1,000
crore turnover in the next three-and-a-half years, Minister for Social and Tribal
Welfare Ravela Kishore Babu said while reviewing the performance of GCC
here on Monday. There was need to boost its turnover and securing organic
certification was the first step and along with the ISO certification, GCC would
be able to receive wide acceptance to its products and could export them in
large quantities, he said. Established 60 years ago to help the Girijans to get the
right price for their forest produce and strengthen them economically and better
their living standards, GCC’s performance has not been impressive and Chief
Minister N. Chandrababu Naidu has revamped the corporation and is keen to

see it perform better and help the Girijans more, the Minister said. Mr.
Naidu would review the functioning of GCC before month-end and organic
certification was expected to be received before the meeting. Brand image
Branding, improving brand image and going for attractive packaging of
products were part of improving sale of GCC products, he said. The Minister
released the new product packagings during the meeting. The GCC will
soon have a Rs. 17 crore new administrative block in the place of its present
head office on the beach road. Funds were released and tendering process
would be completed soon. One of the four designs submitted by the architects
would be finalised. Giriputrika Kalyana Pathakam and Giri Gourmuddalu
schemes were launched for Girijans and ITDAs have been strengthened by
posting IAS officers as their Project Officers as the government was
determined to better the lot of Girijans, Mr. Kishore Babu said. Collector

Modi pitches for UNSC reforms,wants it to be ‘broad-based’
United Nations: Amid India’s strongbid for a permanent seat in UNSecurity Council, Prime MinisterNarendra Modi on Friday pitched forreform of the powerful world body tomake it “broad-based”, saying it isessential to maintain its credibility andlegitimacy in the current world realities.Addressing the UN General Assemblysoon after it adopted the SustainableDevelopment Goals for 2030, he alsounderlined the need for ensuring“climate justice” while pursuing these

He also underlined the need for
“climate justice”, which is a question
of equity, per capita emission and
issue of justice.
“When we talk of climate justice, it
is ensure protection to the poor
from natural calamities,” Modi said.
He also emphasised the need for
initiating a global education
programme which could help our
future generations learn about
energy efficiency.
“I expect the developed countries to
honour their financial commitments for
development and climate change
without in any way putting the both
under the same head,” the Prime
Minister said.
Modi began his address by invoking
“modern hero” Mahatma Gandhi,
saying he had said that “we should
think about even that future world
which we will not be able to see”.
Talking about his government’s efforts
for fighting climate change, the Prime

Minister said it is focussing on clean
energy sources and has set an
ambitious target of generating 175
giga watts in the next seven years.
In his speech during which he recited
certain vedic shlokas (lines), he said
the government is focussing on clean
energy, energy efficiency,
afforestation and special tax on coal
besides cleaning of rivers as part of
measures to deal with climate
c h a n g e .
The Prime Minister said while
working for the Sustainable
Development Goals, there should be
“climate justice” to ensure that poor
are protected from natural tragedies.
“While addressing climate change,
it is important to focus on solutions
that help us reach our goals,” he said.
Welcoming the goals set in the SDG,
Modi noted that the world is
focussing on island states and said
that setting of separate targets for
their eco-system was an important
s t e p .
“I am votary of ‘Blue
Revolution’ where there is
protection and prosperity of
island nations and proper use of
their oceanic resources under
the b lue sk ies , ” he sa id .
Noting that India sees the world as
one, he said the globe is connected
and dependant on each other. “Our
international partnerships need to be
centred on progress of humanity,” he
s a i d .
Referring to the Sustainable
Development Goals 2030 adopted by
the UNGA today, the Prime Minister
said much of India’s development
agenda is mirrored in it.
He listed the programmes and
schemes rolled out by his government
for financial inclusion, poverty
alleviation, healthcare, education and
women empowerment and said “Our
national plans to ensure sustainable
development are purposeful and
a m b i t i o u s ” .
He said eradication of poverty must
remain the biggest responsibility as
without it the world peace, just
systems and sustainable development
cannot be possible.
Modi said his government is working
in a “mission mode” to ensure financial
inclusion in set timeframe.

“We are working on financial inclusion in a very big way,” Modi
said and mentioned the programmes like Jandhan bank accounts
a n d p e n s i o n s c h e m e s l a u n c h e d b y h i s g o v e r n m e n t .
He said world focusses only on two sectors — public sector and
private sector — while talking about development but India is
giving importance to the third sector — personal sector — as
p a r t o f i t s e f f o r t t o w a r d s e c o n o m i c d e v e l o p m e n t .
By looking at the ‘personal sector’, he said India is focussing on individual
enterprise, innovation, micro-finance and a new ‘start-up’ movement.
He said his government was also working towards making agriculture more
productive and helping farmers suffering from natural adversities.
“Since we attained freedom, we have focussed on ending poverty. Education
and skill development are priorities for us... The world must be free from poverty
and development must be sustainable,” he said.

IS greatest challenge facing international community
United Nations: Prime Minister Narendra Modi has acknowledged that the
dreaded terror group Islamic State poses one of the greatest challenges facing
the international community today and said there is a need to “delink terrorism
from religion”.
During a meeting with King Abdullah of Jordan on the sidelines of the UN
General Assembly session, Modi discussed ways to prevent radicalisation of

youth and to counteract extremist
messaging, External Affairs Ministry
spokesman Vikas Swarup said after
the meeting yesterday. “Both leaders
acknowledged that ISIS was one of
the greatest challenges facing the
international community. The Prime
Minister said that there is a need to
delink terrorism from religion,”
Swarup said.
Modi said the only way to combat
international terrorism and the menace
of organisations like IS (also known
as ISIS) was to have a global
r e s p o n s e .
He specially referred to the long
pending proposal of a comprehensive
convention on international terrorism,
saying the time has now come for the
international community to speak on
one voice on this important issue and
adopt this global convention.
Modi and King Abdullah also
discussed the UN Security Council
r e f o r m .
“Prime Minister mentioned that it was
inconceivable that a country as large
as India representing one sixth of
humanity was not in the Security
Council,” he said.
“This was something we have been
agitating for a long time. We want that
the 70th anniversary of the United
Nations to be an occasion for the
international community to step up to
its obligations and reform this very
important body of the United
Nations,” Swarup said.
The King of Jordan said he has fully
supported this and he always
supported India’s aspirations to be a
permanent member of the Security
Council, he said, adding that Jordan
is a very important country in a very
important region from India’s point of
v i e w .
During the meeting, the Prime Minister
commended King Abdullah for the
strong leadership that he has shown
in the fight against international
t e r r o r i s m .
He also thanked the King for the
support that Jordan had provided
when Indian citizens were trapped in
Iraq and Syria and have to be
e v a c u a t e d .
King Abdullah said he valued India
as a partner and wanted to increase
the economic and security co-
operation that Jordan has with India,

Count on India’s leadership’in South Asia, UN chief to Modi
United Nations: Prime Minister Narendra Modi on Friday met UN chiefBan Ki-moon who said he “counted on India’s leadership” in South Asia,at the Sustainable Development Goals (SDGs) summit here marking theworld body’s landmark 70th anniversary session. Modi and the UNSecretary-General discussed sustainable development, Security Councilreform and UN peacekeeping operations ahead of the Prime Minister’s
speech at the summit. With India among the countries providing the
highest number of peacekeeping troops, the Prime Minister said nations
sending their soldiers must have a say in peacekeeping missions.
Calling for Security Council reforms, Modi had recently written to Ban
for the “need to rethink how the multilateral system can be made more
inclusive, more effective and, ultimately, better fit for the purpose it
was conceived”. “The United Nations must be made more effective for
dealing with the new security challenges,” he had said.

The two leaders also had detailed discussions on climate change. Modi
said currently there is a huge trust deficit among developed and
developing nations as he stressed on the positive aspect of climate
change. There was a broad exchange of views on the current political
situation in Nepal and Sri Lanka with Ban saying that he counted on
India’s leadership in the region. “Discussing development @UN. @secgen
Ban Ki Moon calls on PM @narendramodi before he speaks at UN SDG
Summit,” MEA spokesman Vikas Swarup tweeted. The UN adopted an
ambitious agenda aiming to tackle global challenges like poverty and
hunger over the next 15 years.
The SDGs or global goals, including assuring gender equality and building
a life of dignity for all, were adopted as global leaders gathered at the
UN headquarters for the world body’s historic 70th anniversary session.
The 193-member General Assembly adopted the new development
agenda after years of intense negotiations.
NABARD To Aid And Support
Mud Crab Cultivation In AndhraThe mud crab, also known as mangrove crab that is heavily cultivated in the
coastal regions will now see a new direction. National Bank for Agriculture
and Rural Development (NABARD) has recently completed a feasibility study
in order to introduce the crab rearing in the brackish water ponds of Krishna
district. This is a part of Marine Products Export Development Authority’s
(MPEDA) big initiative to promote mud crabs.
This exercise was undertaken as part of the project proposed to improve the
livelihood options for farmers engaged in aquaculture in the district
and NABARD will extend financial assistance. The project mainly aims at
making crab cultivation in aqua ponds viable as these species are available
only in mangrove forest and survives in brackish waters. Promotion of

mangrove crab cultivation and Asian Seabass variety are a few areas of project
worth Rs. 2 crore, as per the sources.
Several trained members of NABARD, such as Sneha, an NGO are working
on aquaculture, in the areas of cultivation methods and other marketing
strategies at the Rajiv Gandhi Centre for Aquaculture (RGCA), Pondicherry
since July. “The RGCA experts have trained us in technical aspects such as
feeding, site selection, and growth monitoring and marketing strategies and
other cultivation aspects of crab culture in brackishwater ponds,” said Sneha
Director M. Nageswara Rao, while speaking to a leading newspaper daily.
On the other hand, the Central Institute of Brackishwater Aquaculture,
Chennai, has demonstrated success in cultivation of mud crab by involving
Yanadi tribes in brackish water ponds located in the mangrove forest in
Nagayalanka. According to the CIBA experts, Sylla seretta is being exported
to South East Asian countries from Chennai and the exports fetch as much as
Rs. 1,200 a kg in domestic market in Indian cities as well.

AP grameen bank opens special
cell for retail, SME loans in Vizag
Andhra Pradesh Grameena Vikas Bank (APGVB) has opened
an exclusive cell for extending loans to retail, small, and
me d i u m e n t e r p r i s e s i n Vi s a k h a p a t n a m.
The cell was authorised by the Reserve Bank of India to cater to the
financial needs of SMEs and personal segments, V Narasi Reddy,
Chairman, APGVB, said in a release.
APGVB has 254 branches
in Visakhapatnam,
Vizianagaram and
Srikakulam districts, with
31 branches located in the
Greater Visakha Municipal
Corporation. Its credit
portfolio is predominantly
comprised of agriculture
and self-help groups.
APGVB has a business of
Rs. 18,000 crore with loans
constituting 50 per cent.

VCB DECLARES 15 PER CENT DIVIDEND
The Visakhapatnam Cooperative Bank Limited VCB has declared 15 per
cent dividend to its shareholders at its 100th annual general meeting at Dr.
B.R. Ambedkar Bhavan here on Sunday. Presiding over the meeting, VCB
Chairman Chalasani Raghavendra Rao said that the bank had a share capital
of Rs.116.47 crore and 53,733 shareholders during the last financial year.
The deposits of the bank stood at Rs.2,108.36 crore and advances were
Rs.1,433.12 crore during the last financial year. The deposits of the bank,
which were Rs.1,905.85 crore by the end of March 2014 grew by
Rs.202.32 crore and advances grew by Rs.168.99 crore during the last
financial year. The bank has 35 branches. Another eight branches would be
added during the present financial year in Visakhapatnam, Vijayawada,
Guntur, Kurnool, Kadapa, Hyderabad, and Elamanchili. Emeritus Chairman
of the bank Manam Anjaneyulu said that cooperative urban banks had
increased their market share during the last one decade and, in some cases,

they were doing even better than commercial banks. He underlined the
need to extend banking services to the rural areas to reduce dependency
on money lenders. Bank vice-chairmen Gudivada Bhaskara Rao and M.
Raghava Rao, and directors were present.
CREDAI SEEKS DEDICATED SAND REACHES FOR VIZAG
Builders in the district have sought specific steps to address the problem
arising out of lack of river beds. Dedicated reaches should be allotted in
the neighbouring East Godavari and Srikakulam districts to meet the huge
requirement in and around Visakhapatnam, CREDAI Visakhapatnam
chapter chairman K Ramakrishna Rao and National Executive member B.
Raja Srinivas told reporters here on Sunday. To press for a resolution if
the stalemate continued, a joint action committee was formed. CREDAI
vice-president Peela Koteswara Rao, honorary secretary B. Srinivasa
Rao, Executive Committee member of the Vizagpatam Chamber of
Commerce and Industry M.V. Prabhakar, Padala Ramana of the AP
Building and Construction Workers’ Union, Veera Reddy of the
Contractors’ Associations of GVMC and VUDA, and M. Venkataramana
of the Quarry Lorry Owners’ Association were present.

land getting exhausted at Jawaharlal Nehru Pharma City JNPC and the
government planning to set up another pharma city at Atchutapuram and
allot land to locate the campus of Pharmaceutical Export Council of India
Pharexcil near JNPC, North Andhra is poised to become a global
destination for pharma investments. Ramky has given land to about 100
units at the 2,400acre JNPC at Parawada and half of them have already
started production. JNPC has recorded a turnover of Rs.7,000 crore.

IN DOCKYARD DECRIED
The All India Defence Employees Federation AIDEF has demanded that the
Centre pay either Rs.500 per day or Rs.15,000 per month as minimum
wage for contract workers of Naval Dockyard. The largest Naval Dockyard
in Asia Naval Dockyard Visakhapatnam employs 15,000 employees and, of
them, 10,000 are contract workers. These workers are paid meagre wages
and have no parity with their regular counterparts, according to AIDEF
president S.N. Pathak and general secretary C. Srikumar. Addressing a
media conference here on Sunday, they termed this as nothing but
exploitation of the workers. The top leaders of the AIDEF are here to meet
employees working in various Defence units and mobilise their support for
the indefinite strike, the date for which is yet to be finalised. They said that
Central Government employees in the country were preparing for another
major showdown with the Centre for its “anti-labour” and “privatisation”
policies. Though the September 2 general strike was a huge success, the
government was still pursuing “anti-labour” policies, they said, and added
that the AIDEF would continue the struggle. They said that the government
had issued licence to over 144 corporates for Defence production. Allowing
the private sector into Defence production was a threat to the security of the
nation, they said. The AIDEF, which represents 424 affiliated unions in the
country, was also fighting against 49 per cent FDI in Defence. Mr. Pathak
said that there was consensus among most Central Government employees
to launch an indefinite strike. Railway employees were up in arms against the
proposal to privatise the sector. Mr. Srikumar said that the AIDEF
represented four lakh Defence civilian employees of 41 ordinance factories
in the country. He alleged that of the government was planning to privatise

42 of the 52 Defence labs in the country. He said that the VII Pay
Commission Report was due and once that was released, the future course
of action would be decided. ENC Civil Employees’ Union general secretary

The art scene in Bangladesh is not very developed, the artists use
conventional medium like paper and canvas. They are yet to be exposed
to new media, city based artist Ravi Kattakuri has said. Recalling his
experience at the five day art camp organised as part of SM Sultan
Festival at Narail in Bangladesh, the artist said that art scene was mostly
concentrated in Bangladesh capital city Dhaka and there was little
exposure for artists in that country. Ravi, who was invited by the Sheik
Mohammed Sultan Shishu Charu O Karukola Foundation and Bengal
Foundation as part of a 16-artist group from Bangladesh, India and
Germany to participate in the annual SM Sultan Festival, said it was a
learning experience. SM Sultan was a world renowned painter who lived
in the small town of Narail on the banks of river Chitra. The art camp
conducted from August 25 to 30 was a part of the cultural festival that
included some classical dance performances and other cultural
performances. “The organisers of cultural events have a lot to learn from

country with obese people after the United States and China, the need to
further popularise on how to stay fit assumes importance. She said “beauty
and wellness area is not only restricted to the rich. With EMI option,
counselling and availability of chemical-free products, everyone can go for
consultation and treatment.” Ms. Luthra said wellness industry was
growing fast at 20 to 22 per cent year-on-year. The industry is worth
Rs.70,000 crore. The Government of India under skill development

DOG STERILISATION A TALL ORDER FOR GVMC
With the shocking incident of a toddler getting mauled to death by stray dogs,
the GVMC plans to sterilise 30,000 dogs in the next three months by roping in
the Animal Husbandry Department. However, compared to the present pace,
it is a tall order. As of now, on an average, the GVMC at its shelter at Arilova
is carrying out 15 to 20 surgeries and an NGO about 20. Of the one lakh
stray dog population the city has, 70,000 have so far been covered under the
animal birth control (ABC) programme. ABC programme To meet the stiff
target of sterilising 30,000 dogs in three months, a whopping 330 operations
have to be performed every day. At least seven shelters will be opened at the
veterinary dispensaries of the State Government in the city to take up the
sterilisation under the ABC programme. Veterinary assistant surgeons, along
with a member of an NGO recognised by the Animal Welfare Board, would
also identify ferocious dogs that could be put to sleep using a standard

operating procedure. The GVMC officials will address a formal letter to the
surgeries are planned to be performed, say sources. Drive continues The
drive to catch stray dogs continued for the second day. On Sunday, from
the Submarine Museum to NTR Statue and from there to Harbour Park
and Siripuram, a total of 16 were caught. On Saturday, the 20 dogs caught
were handed over to the NGO as the GVMC shelter was full. Four of the
dogs were not sterilised. The civic body plans to sterilise 30,000 strays in
the next three months by roping in Animal Husbandry Dept.

strengthen Defence cooperation under the Framework for Security

2014. “The professionalism displayed by all the units involved has been
most impressive. The personal interaction between the two navies and
our RAAF P3 crew has also been excellent,” Australia’s Defence
Adviser in India Sheldon Williams said at the end of the exercise. “At
the closing ceremony, all the Commanding Officers of the participating
ships agreed that the exercise objectives have been successfully
achieved. This exercise has delivered real benefits for both our
countries, enabling the two navies to practise their seamanship and
operational skills. We look forward to hosting the next exercise in
Australia in 2017,” he added. Australia’s Head Navy Capability Rear
Admiral Jonathan Mead, who was here for part of the exercise, said the

NORMAL BUT LATE, MONSOON LEAVES FARMERS

The All India Defence Employees Federation AIDEF has demanded that the
Centre pay either Rs.500 per day or Rs.15,000 per month as minimum

DOG STERILISATION A TALL ORDER FOR GVMC With the
shocking incident of a toddler getting mauled to death by stray dogs, the
GVMC plans to sterilise 30,000 dogs in the next three months by roping in
the Animal Husbandry Department. However, compared to the present
pace, it is a tall order. As of now, on an average, the GVMC at its shelter at
Arilova is carrying out 15 to 20 surgeries and an NGO about 20. Of the one
lakh stray dog population the city has, 70,000 have so far been covered
under the animal birth control (ABC) programme. ABC programme To meet
the stiff target of sterilising 30,000 dogs in three months, a whopping 330
operations have to be performed every day. At least seven shelters will be
opened at the veterinary dispensaries of the State Government in the city to
take up the sterilisation under the ABC programme. Veterinary assistant
surgeons, along with a member of an NGO recognised by the Animal
Welfare Board, would also identify ferocious dogs that could be put to sleep
using a standard operating procedure. The GVMC officials will address a
formal letter to the Animal Husbandry Department to open the shelters and
spare veterinary assistant surgeons for the sterilisation drive. At each of the
centres, 10 to 15 surgeries are planned to be performed, say sources. Drive
continues The drive to catch stray dogs continued for the second day. On
Sunday, from the Submarine Museum to NTR Statue and from there to
Harbour Park and Siripuram, a total of 16 were caught. On Saturday, the 20
dogs caught were handed over to the NGO as the GVMC shelter was full.
Four of the dogs were not sterilised. The civic body plans to sterilise 30,000
strays in the next three months by roping in Animal Husbandry Dept.

NORMAL BUT LATE, MONSOON LEAVES FARMERS
DISAPPOINTED Though aggregate figures would say Andhra Pradesh
has received normal rainfall, belying the deficit monsoon forecast by the
India Meteorological Department IMD back in June, farmers have little
cause for cheer during this kharif season. Unevenly distributed heavy rains,
which occurred long after the sowing period, would be of little use to kharif
farmers while, however, serving to bring up the groundwater table. The
district rainfall figures are averages for the whole district and do not reflect
the reality that it was excess in some pockets and deficit in some others.
The India Meteorological Department (IMD) classifies a rainfall departure
of 19 per cent either way as normal. “The isolated heavy rains, which have

normal rainfall and the sub-division as a whole received 3 per cent below
normal rainfall. Met scientists said the State can expect rains for an additional
one week to 10 days. “But then, if we get gales and heavy rains during the
cyclone season, standing crops would be damaged,” Prof. Ramakrishna said.
Though the southwest monsoon normally ends on September 30, the actual
withdrawal of the monsoon would be around October 12. Any rain received
after October 1 is classified as post-monsoon rain. Though the rainfall was

Jagmohan Dalmiya had a special consideration for the ACA and VDCA and
thanks to him, during his earlier tenure as BCCI president, the ultramodern
ACA VDCA stadium could be constructed without any problem, the VDCA
and cricket lovers recalled. Dalmiya had passed away in Kolkota on Sunday
night. It was during the working committee meeting of BCCI held here during

and commentator A. Prasanna Kumar paid tributes to Dalmiya and recalled
his administrative capabilities. Mr. Narayanaswami said the BCCI president
visited the stadium site and directed the then architect of the stadium to
draw suitable plans to ensure that the spectators dispersed within 10
minutes after the match ended. Dalmiya had inaugurated the pavilion block
of the stadium during April 2001 in the presence of the then president of
ACA D.V. Subba Rao and secretary N. Venkata Rao, who played a
significant role in making the stadium a reality, and others. Mr. Parthasaradhi
said Dalmiya was a legend and no one could replace him. He had done so
much for VDCA and ACA when the fund position was not good. Not just
Dalmiya but the Cricket Association of Bengal supported VDCA and ACA.
He recalled Dalmiya along with his wife and office-bearers of CAB visiting
Visakhapatnam for the India-Pakistan ODI during 2005. The late Dalmiya
during his previous tenure had taken steps that totally changed the face of
cricket in India and later all over the world and made BCCI one of the

WORK ON NEW BEACH YET TO PICK UP PACE With most of the
civil works being completed and a storm water drain regularised, the new
beach coming up at Lawsons Bay is now set for development of greenery.
With shoots from tiny shrubs greeting visitors amid the well laid pathway and
mounds of earth on the incomplete parking lot, the beachfront is yet to be
spruced up, readied and opened. Major work of regularising the drain was
completed. Prior to that the entire stretch up to the sea was like a pond.
Work on diverting the sullage from the storm water drain to a sump and
from there to Appu Ghar sewage treatment plant is yet to begin. As a part of
developing the beach, the cremation ground nearby has been given a facelift
and compound wall constructed. Community toilets are being constructed to
check open defecation. Though the work began three years ago, cyclone
Hudhud brought everything to a standstill. Subsequently, officials indicated
that the work would be completed by May 2015. Of the Rs.13 crore of the
estimated cost, so far Rs.10 crore has been spent on the civil works. It is
learnt that at least another Rs. 2 crore is required to ready the beach. The
beach development has been taken up with Visakhapatnam Port Trust
funding 51 per cent cash component payable by it to GVMC. Horticulture
work With ground cover shrubs planted a fortnight ago, the horticulture
work has hardly begun. It is expected to stretch up to November. However,
with the International Fleet Review approaching, the beach is expected to
be ready by then. Of the five acres land on which the beach is being
developed, 2.75 to 3 acres is earmarked for greenery. The execution is
handicapped by lack of a landscaping consultant, it is learnt.
