    CM Naidu announces launch of first Smart

    City project in Visakhapatnam

    VISAKHA PATNAM : Chief

    Minister N Chandrababu Naidu on

    Saturday announced the launch of the

    first Smart City project of the state in

    Visakhapatnam as the Prime Minister

    Narendra Modi officially kick-starting

    the Smart City Mission at Pune

    through video-conferencing.

    Projects with a total investment of

    2,900 crore were launched in 20 cities

    in Uttar Pradesh, Madhya Pradesh,

    Jharkhand and Odisha chosen for the

    project in the first phase of the mission

    undertaken as part of the Atal Mission

    for Rejuvenation and Urban

    Transformation (AMRUT).

    Naidu who landed at the Vizag airporton Saturday afternoon behind the

    schedule drove straight to the GVMC

    office to take part in the programme.

    During the presentation, Naidu said

    that Vizag would be developed with

    an investment of 1,600 crore under

    the smart city programme in the next

    four year, but in a phased manner.

    Earlier, GVMC commisioner PravinKumar gave a presentation about the

    proposed smart city works and the

    pa ram et er s wh ic h wo ul d be

    considered in the phase-1 of the

    mission. The commissioner said thatvarious citizen-centric services to be

    provided under the project would be

    linked up with a command control

    room and focus would be laid on the

    digitalisation of services.

    Hard pressed for time, as the chief

    minister was scheduled to catch a

    flight in the evening to New Delhi en

    route to China, Chandrababu Naidu

    postponed the review meeting on thesmart city arrangements. The chief

    minister said that the issues would be

    discussed in a separate meeting in

    Vizag on July 2 after his China tour.

    The Building Material Industrial park

    will come up in an area of 20 square

    km with an investment of $0.9 billion

    and will manufacture all categories ofbuilding materials and low- carbon

    energy-saving new materials.

    This park will provide directemployment to 10,000 people.

    The Modern Building Materials

    Logistics Park will also be set up in

    20 square km with an investment of

    $5.5 billion and will take care of the

    distribution and be a logistics centre

    of all categories of building materials.

    As many as 35,000 people will be

    directly employed. The proposed total

    investment is $6.4 billion and the

    facility will be completed in three

    phases. The park will attract

    manufacturing industries and logistics

    companies from China and other

    countries to invest and set up units.The products manufactured will be

    supplied to local markets, other areas

    of India and the export market.

    The park will manufacture structured

    materials like wood, bamboos,

    stones, cement, concrete, metals,

    bri ck s, tiles , cer amics , glas s,

    engineering plastics and composite

    materials etc.

    solar energy sector, majority of the

    Earlier Mr. Naidu held a series of

    meetings with various companies in

    corporation is a Chinese multinational

    electronic company that

    manufactures television sets, mobile

    phones, air conditioners, washing

    machines, refrigerators and small

    electrical appliances.

    Mr. Naidu briefed the delegates on

    the strengths of the state and his plansto make A.P. an electronics

    manufacturing hub. He assured them

    of Government providing all necessaryresources like land, water and power

    required for setting up a manufacturing

    unit. Later, the government delegation

    held a meeting with Trina Solar

    Company which informed the Chief

    Minister that they were exploring

    possibilities of setting up manufacturing

    unit of solar power panels in the state.

    The Chief Minister asked the companyto identify a suitable location for the

    facility. He inquired if the company was

    looking for a location nearby port for

    export purposes or serve the domestic

    market of India. If everything can be

    finalized ahead of Prime Minister

    Narendra Modis visit to China, an

    MoU can be signed in his presence,

    Mr. Naidu added.

    construction giant Jiangsu Provincial

    Construction Company expressed

    interest to visit the State next month

    and explore opportunities. Jiangsu

    Company holds the credit of building

    the landmark bridge over the river in

    had been scouting for technical assistance for the project and hadasked the Centre for Mangroves and Coastal Ecology of the Insti-

    tute of Forest Biodiversity to partner in the project. The Port would

    fund the entire project and it would help create a demonstration site

    of mangrove forest for posterity. Port like every other shore based

    development has taken a toll on mangrove forests. In the demon-

    stration project the VPT plans to professionally regenerate mangroves

    and its ecosystem. The channels would be cleared and mangrove

    plan ts replanted and fo rest restored, th e Port Ch airman said addi ng

    that in couple of years the project should get going. Recalling theefforts made by Hyderabad city to create the Biodiversity Index, he

    suggested a similar ex ercise be taken up by Visakhapatnam City.

    The senior citizens might recall that most of the areas must have been

    full of mangroves and rich in biodiversity. Identifying such spots and

    notifying them as reserve forest would be a first step. He lauded the

    efforts of Collector of Kannur district in Kerala P Bala Kiran for his

    efforts in notifying mangrove forests in that district as reserve forest.

    Promising all support to the Forest Department in taking up regen-

    eration of mangrove forests, District Collector N Yuvaraj asked the

    foresters to take the initiative in replicating the Kannur District model.

    The district administration has identified 100 acres at Erra Konda

    for establishing an Institute of Mangroves and Coastal Ecology,

    by upscal ing the Cen tre for Man gr oves an d Coas tal Eco logy o f

    the Institute of Forest Biodiversity. The formalities are ex pected

    to be completed soon and in all probability by the month end foun-

    The HRD ministry is mulling launching

    its Massive Open Online Courses (MOOC)platform Swayam that will host over 2,000courses for up to 3 crore students across thecountry on August 15. Sources saidpreparations for getting the entire system

    ready for the ambitious project is on in fullswing and it is likely be launched by PrimeMinister Narendra Modi at a specialceremony here. Smriti Irani The preparations

About 2000 coursesshall be launched backed by anetwork that is expected to support10 lakh concurrent users on anytime,anywhere basis. Through this schemethe Ministry has proposed to providehigh quality e-content to all collegesand universities free of cost. The HRDMinistry has roped in Microsoft asthe technology partner for this

    venture. When completed, it wouldbring in interactive eContent onMOOCs format of more than 2.5lakh hours which would make it theworlds biggest repository ofinteractive electronic learningresource under a single window,officials said. The UGC has already

    notified the UGC (credit frameworkfor online learning courses throughSWAYAM) Regulation 2016 whichallows for transfer of credits earnedthrough these courses into theacademic record of the student inthe parent institution. This wouldallow any student in the countryto take the courses offered bythe best teachers on SWAYAM,especial ly bridging theacademic deficit experienced inthe backward areas and helpingraise standards of education,offic ials said.

    DRDO, Jadavpur University

    collaborate for futuristic research

    Kolkata, June 23 : Aimed at fostering research in futuristic technologies

    like robotics and unmanned vehicles, the Defence Research and

    Development Organisation (DRDO) on Thursday entered into a joint

    venture with the Jadavpur University for establishing a Rs. 100 crore

    research centre.

    To be functional in the next two years, the Jagadish Chandra Bose Centre forAdvanced Technology (JCBCAT) will act as a self-accounting unit of the

    DRDO. DRDO Director General S. Christopher, who laid its foundation stone,

    said the centre will primarily undertake research in areas of secure systems

    and cognitive technologies, directed energy, unmanned and robotics

    technologies and other futuristic technologies.

    With a budget of around Rs 100 crore, the centre will not only

    pr om ot e research in fu tu ri st ic te ch no lo gi es,i t wi ll al so facili tate

    defence-academia partnership, he said. Christopher, also the

    Secretary, Department of the Defence Research and Development,

    said the DRDO will support and facilitate advanced research and

    utilise the outcome in developing futuristic defence systems.

    The researchers will also have the opportunity to work on real

    pro bl ems in th e ad van ce d ar ea s of de fe nc e te ch no lo gi es . Th e

    concerted research efforts at this centre will lead to realisation of

    indigenous technologies in critical areas and enhance self-reliance.

    Asserting that the Narendra Modi governments Make in India

    campaign was a big boost for the DRDO, Christopher said the

    organisation was focussing on exporting some of its products.

    CBSE to conduct NEET-II on July 24

    New Delhi, June 24 : The Central Borad of Secondary Education (CBSE)

    on Friday said that it will conduct the National Eligibility and Entrance

    Test-II (NEET-II) on July 24, 2016.

    As per the orders of the Supreme Court of India on NEET and the

    Ordinance promulgated by the government, CBSE will conduct NEET-

    II on 24th July, 2016. June 25, 2016 is the last date for the submission

    of application. All the desirous candidates are informed to apply online

    for the same within the due time limit, said the statement.According to the CBSE, candidates should check NEET website for latest

    updates and information so that they can immediately take necessary action as

    per the instructions uploaded on the website, no additional time will be given.

    Uttarandhra Sujala Sravanthi project is the only solution to meet the water

    needs of the three North Andhra districts of Srikakulam, Vizianagaram and

    project, which could ensure all-round prosperity of North Andhra. Theproject was neglected by the Congress governments after the death of

    former Chief Minister YS Rajasekhar Reddy, who laid the foundation stone

    for the project in 2009 at Sabbavaram. The Telugu Desam government has

    neglected it for two years after coming to power. I had met Chief Minister

    N Chandrababu Naidu couple of times and he was positive about the Sujala

    Sravanthi Project. The recent water scarcity made it imperative for it to be

    taken up despite the post bifurcation financial crunch, Mr. Ramakrishna told

    to media.

    INS VIRAT VPT READY TO EXTEND TECHNICAL HELP

    The Visakhapatnam Port Trust has no space to accommodate INS Viraat

    after decommissioning in the Port. However, VPT is ready to extend all

    possible technical assistance to the State Government in this regard, Union

    Ministry of Shipping wrote in a letter to the national secretary of All India

    Panchayat Parishad. In a reply to a letter written to the Prime Minister by

    national secretary AIPP Jasti Veeranjaneyulu seeking transfer of the aircraft

    carrier INS Viraat after decommissioning to AP Government to be docked in

    the city, the Union Ministry of Shipping (Ports Wing) wrote that the subject

    matter was being dealt by the Government of AP and district Collector was

    assigned the task of identifying a suitable location for berthing of INS Viraat

    post decommissioning.

    all set to become a cabin crew member soon. It was like a dream come true

    for her as she always wanted to take up a flying job. After completing a

    diploma in aviation in Flying Cats post her Class XII, Moulika got selected

    as a ground staff in SpiceJet, Shamshabad through campus interview. Soon,

    I realised that I am not cut for it. But the eight month long experience in the

    terminal gave me enough exposure to groom myself, dealing with irate

    customers. As a ground staff, one has to cope with immense stress. From

    flights being rescheduled to enquiries and managing the passengers luggage,

    most of the processes are handled by the staff. Even the slightest mistake

    will lead to a disaster, says the girl from the city. Initially, when Moulika got

    an opportunity as a cabin crew member, clearing preconceived notions

    turned out to be the biggest challenge. Most of my relatives were under the

    impression that its not a respectable job. However, my mother has been

    extremely supportive and encouraged me to go ahead with my choice, says

    the 20-year-old who lost her father when she was in Class VII. Very soon,

    she is going to move to Kempegowda International Airport to start a fresh

    life. There will be a minimum eight hours of flying per day and a lot of

    scope to learn. Since I love travelling, this will be an opportunity for me to

    visit new destinations, says Moulika. Moulikas mother M. Usha Rani says

    she wanted her daughter to overcome all odds. During our younger days,we never had so much of freedom or exposure. Fear will never take us

    anywhere. So, when my daughter said she wanted to be a cabin crew

    member, I never said no to her decision. As a single parent, I will definitely

    miss her when she is not around but I am happy that she followed her

    heart, says the proud mother. Though Moulika is bold enough to tread an

    unconventional path, a couple of things continue to bother her. As a crew

    member I should go for hair straightening or tight curls and wear heavy

    make-up most part of the day. I am a little apprehensive that it might affect

    members took part with tremendous enthusiasm in the Gangamma Jatara

    here on Tuesday to offer prayers to the Goddess of Water for the safe

    voyage of their men and a bumper catch. The day-long celebrations in the

    Fishing Harbour began from early hours with the women carrying pots full of

    water laced with turmeric and vermilion and mixed with milk pouring into the

    sea. Hundreds of people thronged the Gangamma talli temple at the fishing

    harbour and relished feast by cooking non vegetarian items in the area. Folk

    artistes were the special attraction. Pulli vesham, Koya dance, tappetagullu

    and other folk dances entertained the onlookers. Many also danced to the

    accompaniment of dappu and other traditional musical instruments. The

    festival coincides with the beginning of new fishing season after observing

    annual conservation period for 61 days from April 15. As a matter of belief,

    fishermen think that the blessings of Gangamma would ensure safe voyage of

    their men and ensure good returns. With nightmarish experience during

    2004 tsunami still fresh in our mind, we think that only with blessings of

    Gangamma we can have a successful fishing season, AP Mechanised Boat

    voyage from Wednesday as the jatara fell a day before their scheduled

    embarking of boats to venture into the sea. We have a lot of expectation of

    MONSOON ADVANCES FURTHER

    The southwest monsoon has further advanced into remaining parts of east

    central Bay of Bengal, some more parts of west central Bay of Bengal, some

    parts of northwest Bay of Bengal, entire northeast Bay of Bengal and north

    eastern states and some parts of Sub Himalayan West Bengal and Sikkim,

    according to the IMD. Conditions are favourable for further advancement of

    on the other side lead to Pithani Dibba. A century ago, the place was a one-

    stop destination for fresh toddy where a few of Pithanis family used to sell

    kallu. With naturally formed sand dunes and palm trees bordering the entire

    neighbourhood, the locality turned out to be a convenient location for toddy

    tapping. Since Pithani family members were selling the drink, the area derived

    its name from a combination of the persons who sold it and the scenic setting. From a couple of thatched huts sans basic amenities, Pithani Dibba saw

    signs of growth once Viskhapatnam Municipal Corporation and ODA started

    developing the colony under slum improvement scheme about four decades

    ago. Over 1,000 people have been living here for generations ever since. At

    10 a.m. in the morning, a flurry of activity is witnessed all around as the roads

    teem with sellers. A tiffin kiosk at the entrance is where breakfast is served

    for those who line up everyday. While a group of men get busy cleaning the

    leftover plates by dipping in two water-filled large containers one after the

    other, a few women were seen stuffing the cooker with chopped vegetablesand water. Across the road, a tailor was busy stitching a dress. About 80

    per cent of people belong to low income groups and the remaining work in

    colony residents, president of Pithani Dibba Residents Welfare Association

    N. Appa Rao said: Some of the descendants of Pithani claim that the entire

    NEGLECT OF SUJALA SRAVANTHI DECRIED

    The irrigation needs of North Andhra region had been completely neglected

    by the successive governments in the State though there are 16 small and

    medium rivers in the region. These rivers can provide 207 TMC of water a

    year. But, only 100 TMC is being utilised while the rest is flowing into the

    sea, said former Minister Konathala Ramakrishna. He led a protest at the

    foundation stone for the Uttarandhra Sujala Sravathi project at Sabbavaram

    in the district on Tuesday. The foundation was laid by former Chief Minister

    Y.S. Rajasekhar Reddy on February 21, 2009. Addressing the farmers andsupporters, after cleaning the foundation stone with Godavari water and

    performing puja, Mr. Ramakrishna said the Uttarandhra Sujala Sravanthi

    Sadhana Samithi, formed with the participation of farmers and members of

    civil society, would stage protests regularly till the project works were

    started by the State government. The project, when completed, could

    provide irrigation facilities to 8 lakh acres and drinking water to 1,200

    villages in addition to meeting the drinking water and industrial needs of

    Visakhapatnam. Underlining the importance of irrigation for the development

    of any region, he decried the negligence of North Andhra in this regard. Noteven a single paisa was allocated to irrigation projects in the 2013-14,

    2014-15 and 2015-16 budgets. The cost of Sujala Sravanthi project was

    estimated at Rs.7,214 crore in 2009 and negligence in taking up workscould have led to doubling of the cost. This was the only project not only in

    AP but in the country that was neglected after it received administrative

    approval. Mr. Ramakrishna demanded that the State Government should

    immediately call for tenders for the project and allocate at least Rs.5,000

    crore for it in the present budget. He called upon all political parties in

    North Andhra, peoples representatives, NGOs and the public to unite to

    achieve the genuine demand of the region.

    Satti Vamsi Krishna, class 12 student of Sri Chaitanya Junior College, hasbagged the international third rank at the National Science Olympiad

    organised by Science Olympiad Foundation SOF. He was awarded cash

    students across 1,400 cities in India and 22 countries participated in the

    Post Graduate Online Digital Valuation centre was inaugurated at the Andhra

    Medical College on Wednesday. The first of its kind centre in the State

    which has been established at the AMC would be used for correction of

    answer scripts of MD, MS theory exam conducted by the Dr NTR

    University of Health Sciences. The centre has been equipped with 15

    computers, internet connection, CCTV cameras and generator back up as

    per the guidelines laid down by the NTRUHS. The facility was inaugurated

    two months ago Parvathi Amma sold her belongings and left her two children

    at her native village in Kadapa to take up housemaid job in Saudi Arabia, by

    paying a hefty sum of Rs. 80,000 to an overseas job agent. Two weeks

    later, her husband Ramireddy Ramakrishna Reddy joined her to take up the

    job of a driver in the same household. Two months later, she is back to

    India, battered and bruised, both mentally and physically, and she is back

    without her beloved husband. They say that he has committed suicide byhanging, said Parvathi Amma, who has never had a school education. Ms.

    was sent to a place about 400 km away to tend to the Sheikhs sheep farm.

    We never met in the two months of stay and hardly spoke over phone. But

    whenever, he called up he expressed inhuman beatings and torture. Even I

    was subjected to mental and physical torture. I was made to work for over

    18 hours without the full promised pay of 1,000 dinars and often beaten up

    by the ladies of the house, Parvathi Amma said. She last received a call

    from her husband on June 9 and on Friday she was put in a flight back to

    India. When asked why she was being sent back and the whereabouts of

    her husband, her recruiters first told Parvathi that her husband had fled the

    country back to India. But when she persisted, they informed her that he

    had committed suicide. They did not even allow Parvathi to see his body,

    said Ms. Anuradha. Now that it is the season of Ramadan, we demand that

    the body of Ramakrishna be sent at the earliest and Parvathi Amma be paid

    compensation for her loss, said Ms. Anuradha. According to her, the

    condition in the Gulf is worse than in labour camps. Expats are not only

    tortured, beaten and made to live in subhuman conditions, but are even not

    allowed to express their views or float their own welfare organisations. And

    this is being possible as expats from Andhra Pradesh lack both State

    government and Central government support. There is none to voice their

    issues, she said. She pointed out that there was an immediate need to

    establish a welfare centre for workforce from AP, an awareness cell to

    update them on the laws, rule and regulations and basic norms of the

    countries in the Gulf region, as majority of the workforce is in the unskilled

    sector.

    Experts from it had already visited the city and would further study the

    situation. They would suggest a solution which would be taken up under A P

    Disaster Recovery Project with the assistance of the World Bank, Mr.

    Pravin Kumar said. Even if a solution was suggested it could not be

    immediately taken up now during the time of cyclones and could be

    launched in November/December. In the meanwhile, the problem of erosion

    would recur during high tide and cyclone and it was a natural process all

    along the coast, Mr. Pravin Kumar said. But we are acting on it and are not

    silent. It is a matter of top priority, he said at his press conference onWednesday. Remedial nourishment had to be done again in November and

    December, Mr. Pravin Kumar said. The Visakhapatnam Port Trust would

    do it. During a recent meeting of the Chief Secretary, the MD of Metro Rail

    Corporation discussed the issue of land for Metro Rail. The MD would

    write a detailed letter on the land required mostly for stations and parking.

    Since most of the metro runs along the highway on an elevated corridor no

    land is required for it. PPP projects Redesigning of Poorna Market and

    other markets in One Town area, rebuilding of Officers Club and TSR

    Complex and development of vacant lands at Malkapuram and BajiJunction, multilevel car parking at Jagadamba and in the smart city area are

    among the projects being planned under public private partnership, Mr.

    Pravin Kumar said. Water supply With water in Yeleru reservoir now

    sufficient for 20 to 25 days and 10 to 12 MGD being drawn from Sarada

    river groynes about 80 MGD is available now. About 40 MGD was going

    to the steel plant, 30 MGD to GVMC and NTPC and APIIC were getting

    10 MGD, Mr. Pravin Kumar said. Though there was water there could be

    delayed supply owing to power problems or failure of motors, he added.

    CRACKDOWN PLOY TO BENEFIT CORPORATE SCHOOLS

    The ongoing crackdown on private schools across the 13 districts of the

    State is being viewed as a ploy to benefit corporate schools and

    government schools, by the management of the budget sized private

    schools. The government has set up task force teams in each district toclose down unrecognised schools. And across the State about 1,600

    schools have been identified as unrecognised schools, with 144 in

    Visakhapatnam district alone. Talking to The Hindu , chairman of Andhra

    Pradesh Private Schools Association (APPSA) K.S.N. Murthy said,

    Private schools, especially the budget schools have been the backbone for

    education in the State. We have students from every sector right from the

    children of daily wage earners to children from middle class families. We fill

    the gap between the high-end corporate schools and the government-run

    schools, as we are open to all, he said. According to him there were about

    22,000 private schools in the State about two years ago and it has now

    come down to 14,000. Parameters We agree that the nine parameters suchas fire safety certificate, building structural certificate, traffic clearance and

    sanitary, as prescribed by the government are required, but they are difficult

    DIVERSION OF GODAVARI WATER ONLY SOLUTION

    Charging the State government with lacking foresight leading to a difficult to

    manage water supply situation for industry and domestic needs, Forum for

    Development of North Andhra has demanded immediate launching of a lift

    scheme on the Left Main Canal of Polavaram project. Yeleru reservoir

    reached rock bottom and any diversion from Raiwada and Tandava was

    only a temporary measure, a delegation of the forum that submitted a

    memorandum to Collector N. Yuvaraj on Thursday said. The drying up of

    rivers like Tandava, Sarada and Varaha is adding to the woes. The

    delegation comprising retired Chief Engineer, Irrigation, S. Satyanarayana,

    forum general secretary A. Aja Sarma and treasurer Ganesh, expressed the

    apprehension that unless immediate steps were taken to improve the

    situation the coming year could prove worse. Mr. Satyanarayana said

    permanent solution for the water needs of Visakhapatnam was diversion of

    the Godavari water through the Polavaram Left Main Canal. However, it

    would take eight to 10 years for the completion of the project if funds were

    provided. Keeping it in view, the then government had proposed Uttarandha

    Sujala Sravanthi and even foundation stone was laid at Sabbavaram. But it

    was shelved by the government later. The delegation demanded immediatecompletion of the Left Main Canal and a lift on the canal at

    Satyanarayana said. A task force should be set up under the chairmanship of

    the Irrigation Minister, experts and officials, the delegation said.

    15 MORE PRIVATE SCHOOLS CLOSED Continuing against schools

    without government recognition, five teams of officials of the Education

    Department on Thursday got closed down 15 schools, according to DEO

    M.V. Krishna Reddy. Till Wednesday, 81 schools were closed down by theTask Force set up by HRD Minister Ganta Srinivasa Rao to inspect

    institutes without recognition. Also in view of the government regulations,

    students could appear at the SSC examination as private candidates and

    hence should admit children in government schools or recognised ones, Mr.

    Krishna Reddy cautioned the parents. A common examination would be

    conducted to students who have studied in private schools to join classes IX

    and X to prevent students losing the academic year, he said.

    University Incharge Vice Chancellor E.A. Narayana said. He recalled the

    contribution of BR Ambedkar to the making of Indian Constitution and to

    social change in the caste ridden society. He was speaking as chief guest at

    the inaugural of the two-day national seminar on Caste Rigidities and Social

    Protest in South India organised by the Centre for Study of Social Exclusion

    and Inclusive Policy of Andhra University here on Thursday. Indian society is

    a reflection of social and economic inequalities and it is only because of

    protective safeguards enshrined in the Constitution, that the weaker sections,

    especially Dalits who suffered the indignities associated with caste system,

    could get some policy benefits. Basic roots of social exclusion in India lies in

    M. Sundara Rao said tracing the genesis of the caste system and its

    TRADE UNIONS CRY FOUL OVER VPTS SPECIAL AUTHORITYMOVE Handing over of valuable lands to corporates feared The move to

    entrust the surplus lands of Visakhapatnam Port Trust to a special authority,

    to be formed to ensure maximum revenue by leasing them for both port and

    non-port usage, has caused serious apprehensions among trade union

    leaders. The Centre has already made it clear that the Major Port Authorities

    Bill will replace Major Port Trusts Act, 1963. While the Ministry of Shipping

    claims that the new legislation is intended to give a greater autonomy and

    flexibility to ports, the union leaders say the plan is to hand over the valuable

    lands on a golden platter to corporates. According to the Ministry ofShipping, the new legislation will allow the authorities to give port lands on

    lease for 40 years if it is for port-based activity. The approval will be

    allowed for 20 years if the lease is for non-port activity. For easy decision-

    making, instead of depending on approvals from the Ministry, the special

    authority can take key decisions like appointment of consultants. Sources

    have told The Hindu that there is a suspicion among stakeholders that as part

    of landlord port policy the new legislation has been envisaged. No clarity

    BALARAJU It is not only schools but also other educational institutions that

    are violating the laws and the government has to step in to protect the

    students, former Tribal Welfare Minister P Balaraju said. The government

    taking up a campaign against the schools after they have reopened gives rise

    to doubts about the intentions, he told The Hindu here on Thursday. It

    appears that it is being taken up to favour the few institutions run by persons

    close to the powers that be and not the poor students and their parents, he

    said. There is a need for maintaining transparency in the process and

    everyone should know what action has been taken against errant educational

    institutions. What has stopped the district administration from taking action

    against these institutions before they closed for summer vacation and or

    before they reopened, he asked. These institutions did not appear overnight

    and the claims that the schools were locked and the management was not

    available sounds incredulous, the former Minister said. He doubted the

    sincerity of the Education Department and its officials in not making public

    the list of all errant institutions. The administration should take action against

    all errant educational institutions in the district and not just the few in the city.

    The mandal-level officials should also inspect the schools in the villages andtake action against them. The Education Department should also take action

    Suvidha Special The election of Railway Minister Suresh Prabhu to the

    Rajya Sabha from Andhra Pradesh has given new hope to the people of

    State in general and those from North Andhra in particular that the long

    pending issues would be resolved. The Railway Minister indicated that

    creation of a new railway zone would take time. But people of the North

    Andhra region hope that he would at least give green signal to other pending

    issues without further delay. These include fixing proper timings to originating

    trains, minimising detention of trains at the outer signal by constructing

    additional platforms or developing a bulb line, and developing satellite

    stations to decongest the main station. After the highly patronised

    Visakhapatnam-Bengaluru-Visakhapatnam Prasanthi Express was extended

    up to Bhubaneswar, there was no dedicated originating train to Bengaluru

    from Visakhapatnam for a long time. The South Western Railway (SWR)

    had operated a special train to Visakhapatnam from Bengaluru following the

    demand of thousands of Telugu people from the Visakhapatnam living inBengaluru. The express special train was overbooked and highly successful

    due to its convenient timings. The East Coast Railway (ECoR) literally put a

    spoke in SWRs wheel by telling it that it would operate a special train on its

    own. The arrival and departure timings both in Visakhapatnam and at

    Krishnarajapuram were initially convenient, and the ECoR train continued to

    have a good run. Subsequently, the timings were revised to the chagrin of

    the passengers, but still the train had good patronage as it was the only

    originating train to Bengaluru from Visakhapatnam. The premium tatkal

    construction of the new campus of Damodaram Sanjivayya National Law

    University (DSNLU), which is coming up at Sabbavaram near here. Talking

    to The Hindu after inspecting the construction activity, he said, The campus

    is coming up well and once completed it would be one of the best campuses

    among the law schools in the country. He was especially pleased with the

    floor space allotted for the moot court and the library. The moot court is

    being set up on a floor space of about 3,500 sft and the library is coming up

    on a space of 7,500 sft. No law school in the country has such a big moot

    PLAN TO ENCOURAGE MILLET CONSUMPTION A comprehensive

    millet revival programme covering 47 mandals in seven districts of the State

    aims at increasing food and nutritional security by expanding and stabilising the

    area in five years. The State Agriculture Department is implementing the

    programme under the National Food Security Mission. Targeting 1,000

    hectares in each of the mandals, the first three years will concentrate on

    expansion and the remaining two on consolidation. Info gathering Gathering

    of basic information, benchmarking survey and capacity building have been

    taken up in the first year of the project in 2015-16, programme State

    coordinator N.D.R.K. Sarma has told The Hindu. The programme aims at

    increasing the area, production and productivity and household consumption

    of millets in the tribal mandals of East Godavari and north coastal districts and

    in the rain-fed mandals of Anantapur, Kurnool, and Chittoor. It will be

    implemented with a budget of Rs.32 crore. The area under minor millets

    ragi, korra, sama, ooda, variga, and arika is proposed to be increased from

    the present nearly 1 lakh ha to 1.6 to 2 lakh ha. The present area under major

    millets jowar and bajra is 2 lakh ha but the consumption has to be

    increased, says Dr. Sarma. Even in the areas where millets used to be

    consumed earlier, it had come down with many shifting to rice. Consumption

    of millets not only provides food security but also increases nutritional security

    by 40 per cent, he observes. In the targeted mandals the consumption has to

    be increased to 2,000 households beginning from 500 to 600 initially, he says.

    To restore the place of pride enjoyed by traditional millet-food, food festivals,

    cooking competitions and recipe contests will be organised and additional

    recipes and baked items introduced. Value addition and encouraging

    entrepreneurship are also a part of the programme. With area expansion,

    capacity building and value addition, demand is expected to go up. At grampanchayat level de-hullers and pulverizers have to be promoted. For example,
