SUMMARYThe Humanitarian Dashboard measures progress against top-level targets and briefly summarizes major needs and response during the month. In Yemen, partners estimate that 14.7 million people – over half the population – need some form of humanitarian aid in 2014. This year’s Yemen Humanitarian Response Plan (YHRP) seeks US$592 million to assist 7.6 million of the most vulnerable – mainly with food security and nutrition services. Cluster Coordinators are available to provide details on cluster activities. The latest situation analysis can be found in the latest Humanitarian Bulletin.

The WASH Cluster aims to support vulnerable communities’ access to improved water sources and sanitation facilities in order to promote their health and overall well-being.
● Some 11,000 IDPs and conflict-affected people in Amran Governorate received WASH assistance.
● 2,300 people are benefiting from the rehabilitation of two water supply schemes in rural parts of Al Dhale’e.

WATER, SANITATION AND HYGIENE (WASH)
The Nutrition Cluster aims to improve access to high-quality, life-saving nutrition services for acutely malnourished girls and boys under age 5 and pregnant and lactating women.
● In March, about 60,000 people received preventive and treatment services for malnutrition. These services accounted for the specific needs of girls and boys under five, pregnant and breastfeeding women.

NUTRITION
● Conflict-affected and extremely vulnerable households require food and livelihoods support to prevent further deterioration of their food security.
● People affected by protracted displacement in northern Yemen require livelihoods support.
The Food Security and Agriculture Cluster aims to provide food and livelihoods support to highly food-insecure people, including the conflict-affected.
● Some 130,000 conflict-affected or otherwise vulnerable people in Al Dhale’e Governorate received life-saving food assistance.
● Some 22,950 people affected by protracted displacement in Al Jawf Governorate are about to receive livelihoods support.

● Prevent and treat severe and moderate acute malnutrition among girls and boys under 5 and pregnant and breastfeeding women.
● Prevent deterioration in the nutrition status of vulnerable communities, particularly in areas with critical or serious child malnutrition rates.

● Newly displaced people need emergency shelter and NFIs.
● People in prolonged displacement need support to construct transitional shelter and to move towards durable solutions.
● Returnees need shelter and life-saving non-food items, and houses in return areas need to be rehabilitated.
Cluster partners aim to provide emergency shelter and non-food items for newly displaced people and to support feasible, locally adapted solutions for long-term displaced and returnees.
● 1,012 transitional shelter units have been constructed and some 50 houses rehabilitated.
● 34,716 NFI kits have been provided to returnees and IDPs. Other NFIs (such as winter blankets) were also distributed.
● Insecurity and access constraints continue to limit response in some areas.

HEALTH
Multi-sector support seeks to reduce suffering, mortality and morbidity among vulnerable migrant women, men, girls and boys, as well as refugees and asylum
● All Yemeni migrants returning from Saudi Arabia via Al Tuwal received food and water.
● Yemeni migrants and third-country nationals in Sana'a, Haradh, Al Tuwal, Aden and Bab al Mendep are provided with primary and referral health care.

PROTECTION
● High numbers of reported measles cases require large-scale response.
● Health services in newly conflict-affected areas need to be revitalized, including filling gaps in equipment and staff.
● Risk of communicable disease must be closely monitored in Ad Dhale’e city due to sewage overflow.
The Health Cluster seeks to improve access to adequate health care for 8.3 million women, girls, boys and men – with an extra focus on life-saving services in conflict-affected areas.

● Migrants and asylum-seekers in Yemen need life-saving assistance. Numbers are again rising – from 811 arrivals in January, to 5,431 in March.
● Vulnerable migrants returning from Saudi Arabia via Al Tuwal in Haradh require assistance.
● Planning to carry out a measles vaccination campaign targeting high-risk areas.
● Rehabilitation of health facilities in Sa’ada Governorate, including installation of emergency life-saving equipment.
● Some 94 per cent of targeted children under 5 vaccinated against polio in nationwide immunization campaign concluded on 10 April.

● Logistics coordination is needed to ensure predictable, timely and efficient emergency response.
● Storage and distribution of fuel is needed to alleviate the impact of the national fuel crisis on humanitarian operations.
The Logistics Cluster facilitates efficient coordination and emergency response to support the humanitarian community’s storage and transport needs.
● In March, common storage facilities provided 45,157 litres of fuel to humanitarian partners.
● Seven flights travelled between Sana’a and Sa’ada carrying 95 passengers and 300 kg of cargo.

The Education Cluster aims to improve access to safe and child-friendly schools and learning spaces for girls and boys affected by crisis.
● Temporary learning and child friendly spaces are provided to children affected by conflict in Al Dhale’e.
● Rehabilitation of schools, including construction of separate latrines for girls in mixed schools, is ongoing to reach the needs of some 45,000 children.

EARLY RECOVERYEarly Recovery partners support local authorities and non-governmental actors to strengthen their capacity to ensure conflict-sensitive and effective humanitarian assistance.

● More than 13,000 families benefited from livelihoods opportunities, and over 18,000 individuals received technical skills training.

● Local authorities and non-governmental organizations need training in planning and managing humanitarian programmes.
● Vulnerable people need support to diversify or establish livelihoods strategies in ways that respect different needs and opportunities for women and men.

● 350 schools need rehabilitation to facilitate education for some 72,000 boys and girls.
