A ll Longueuil residents are invited to attend the information and consultation meeting that will be held at 7:00 p.m. on April 10 at Longueuil City Hall. The new electoral map will be presented at this meeting. In accordance with the Act respecting elections and referendums in municipalities, Ville de Longueuil must divide its territory into electoral districts during the calendar year preceding that in which a general election must be held. The Act further stipulates that the districts must be delimited in such a manner as to ensure that each has the greatest possible socioeconomic homogeneity and to ensure the relative equality of the number of electors in each district. The number of electors in each district must not be more than 15% higher or lower than the average number of electors per district. You will recall that in November 2011, Ville de Longueuil took steps with the Ministère des Affaires municipales, des Régions et de l’Occupation du territoire (MAMROT) to amend its Charter and reduce the number of elected officials on its city council from 26 to 15. One month later, the Members of the National Assembly passed Bill 30, authorizing the reduction in the number of city councillors in Ville de Longueuil. From now on, the Arrondissement du Vieux- Longueuil will have nine councillors, the Arrondissement de Saint-Hubert will have five, and the borough of Greenfield Park will have one. Greenfield Park borough council will consist of one city councillor and two borough councillors. Ville de Longueuil’s Comité de toponymie has been given the responsibility of recommending names for each of the 15 districts. These names may evoke events, historical figures, or sites or features of the natural environment. Residents who attend this public information and consultation meeting will have the opportunity to express their opinions about the names of the new electoral districts proposed by the Comité de toponymie and to suggest other names. A fter last November’s launch of the Bureau de l’environnement et du

développement durable, Ville de Longueuil now wishes to announce that it is embarking on the process of drawing up its sustainable development strategic plan and that all residents will be invited to help build a more sustainable community!

Initiating change

Today, Longueuil is busy taking action and continuing its efforts to go green. This determination to do more to build a viable, green and equitable community is reflected in the start-up of the process of drafting a sustainable development plan (plan de développement durable, or PDD): a vision, goals and an action plan will be developed to incorporate the best practices in this field.

A number of initiatives are already under way. These include projects aimed at reducing energy consumption by as

much as 50% to 80%, such as the building of Bibliothèque Raymond-Lévesque in accordance with the highest energy efficiency standards, the replacement of traffic lights by less energy-consuming light bulbs, and the creation of a green brigade responsible for making the rounds of local streets to urge residents to obey the by-laws designed to protect and preserve the environment, such as the one concerning the use of potable water.

Laying the foundations for Longueuil’s future

A number of topics will be covered during this process, including arts and culture; health, education and security; transportation and climate change; social

and community development; economic development of the territory; natural habitats and parks; residual materials; and water management.

Longueuil’s Journée Verte (Green Day), to be held on April 22, will give residents a chance to learn more about the PDD.

A new public market for LongueuilLongueuil will have its own public market as of this spring. Open from Mother’s Day to Halloween, that is, from May to October, this market will run under a stimulating theme-based program and will give residents a chance to shop for fresh local produce while discovering all that our territory has to offer.

O ver the past two years, thanks to our collective effort here in Longueuil,

we have managed to put our public finances back on track. We have also succeeded in implementing a financing program aimed at upgrading our long-neglected municipal infrastructures. Now on this solid footing, we can look forward to sounder prospects for the balanced growth of our city.

Planning our city’s growthWith a view to ensuring coherent and

lasting development that is sustainable for all, our administration created the Bureau de l’environnement et du développement durable. The Bureau will look into the many environmental and social issues that concern our city. Its mandate is to develop a shared, coordinated vision in the form of a sustainable development plan and an urban development plan. It will also stimulate the creation of increased public transit in collaboration with the Réseau de transport de Longueuil (RTL), which has been mandated to develop three rapid surface-transit lines: one along Roland-Therrien to the metro; a second along Grande Allée and Taschereau, again to the metro; and a third running east-west along Taschereau toward boulevard Mortagne.

Investing to improve our quality of lifeWith the good weather now here, our teams

are already busy planning the work ahead. One of the big projects is the second phase of the revitalization of Place Charles-Le Moyne, a project designed to turn this mall into a lively active public space at the heart of one of the busiest spots in our city. Other projects include the rehabilitation of chemin de Chambly and

montée Saint-Hubert, both major and busy thoroughfares in our community. Also, to make our city more fun for youngsters and adults and to encourage our residents to adopt healthy lifestyles by using means other than cars to get around, we will be investing more than $9M in our parks and green spaces this year and $3M to improve our bicycle path network. And starting in April, be on the lookout for self-serve BIXI bikes here in Longueuil!

Hosting the Jeux du Québec in 2014The year 2012 began with the culmination

of a project that brought communities together: the acceptance of our bid to host the 49th Finale des Jeux du Québec. Thanks to an outstanding support-rallying campaign, active citizen involvement and major financial partners such as Groupe Jean Coutu, Pratt & Whitney, Héroux-Devtek and McDonald’s restaurants, we will be hosting the Finale des Jeux du Québec here in the Agglomération de Longueuil during the summer of 2014.

This large-scale event will benefit our young people, our city, and the region as a whole. I wish to publicly offer my warmest thanks to the famous hockey player and Longueuil resident Jean Béliveau, who for months served as the standard bearer for our bid.

As you can well imagine, there will be no lack of challenges and projects in 2012. On behalf of all members of your city administration, I invite you to contribute and do your part to help achieve the goal of building our city TOGETHER!

Overnight street parking permitted

Overnight parking is now permitted on city streets throughout Longueuil.

However, no vehicle is allowed to drive on or park in an area reserved for bicycle paths.

It will soon be time to take down your temporary carport. April 15 is the date by which all temporary carports must be removed. Remember that the fabric and structural frame must be removed at the same time.

Active mobility planSurvey to promote walking and cycling

Ville de Longueuil wants to encourage active modes of transportation in order to improve public health and reduce automobile use. To this end, it is currently developing an active mobility plan concerning modes of transportation such as walking, cycling, in-line skating, skateboarding, and scootering.

As a Longueuil resident and user of our pedestrian and cycling paths, we would like to ask you to complete a short survey in which you can tell us about your transportation habits and your assessment of the current infrastructures. Your participation is essential if we are to improve your daily travelling experiences!

Tell us where the potholes are!

Potholes appear everywhere at this time of year, with the spring thaw. Ville de Longueuil therefore asks residents and motorists to help out by calling us to signal potholes that need repair. The Direction des travaux publics can then act fast.

A new property access program

This year, Ville de Longueuil has introduced a financial assistance program to facilitate the purchase of new or existing residential properties and to support the revitalization of certain districts.

This program, which will be in effect until 2013, offers financial assistance equal to the amount of the property transfer duties payable at the time when the property transfer is registered. Applicants must not have been the owners of a residential unit within the past five years. They must also meet the other eligibility requirements described on our website.

Green waste collectionTwo springtime collections of green

waste will take place: Monday, April 30, and Monday, May 7. Dead leaves, branches, and plant debris must be placed alongside the curb, preferably in paper bags, or in orange or transparent plastic bags, but not in bins on wheels. Branches tied in bundles must be a maximum of one metre long and of 5 cm in diameter.

To find out the dates and locations of the different collections, please consult the event calendar on the city website.

Hazardous household waste (HHW) collection

Again this year, from mid-April to November 14, you can bring your hazardous household waste to Éco-Centre Matrec at 8005 Grande Allée in Brossard. The service is free for residents of the Agglomération de Longueuil. Proof of residence is required.
